today we begin with one deal down, but a long way to go. after months of battling back and forth, congress has passed a 2011 budget to the president's desk for final approval. but the price for common ground on slashing trillions from the soaring deficit has just begun. nbc's steve handelsman reports. >> we don't want to shut down government. >> reporter: wasn't that settled last friday? nope. the house voted and the senate on the 2011 budget through september. 59 republicans voted no, even though house speaker boehner insisted that he won $38 billion in cuts. >> instead of spending more and more and more, guess what? we're actually going to spend less. >> grants to police get slashed, health programs and the epa. but there's an increase to the pentagon. key party republicans demand deeper cuts. >> $14 trillion in debt.

now, we can ignore that fact. >> i believe we have to cut a tremendous amount of spending. washington, let's just say, has not been forthright with the american people. >> reporter: for 2012 and ten years after, president obama wants to cut the deficit $4 trillion in part with tax hikes on the top bracket. >> it's not appropriate for us to ask for sacrifices from everybody except for the 2% of americans who are doing best. >> reporter: no tax hikes are in the next he republican budget. >> raising taxes on the very people that we expect to invest in our economy and create jobs is the wrong move. >> reporter: cochairs of the deficit commission begged for the action. >> now is the time for action. >> reporter: but it took congress months to finish the 2011 budget. i'm steve handelsman, nbc news, capitol hill. the recent controversy stirred up by a number of air

traffic controllers being caught sleeping on the job has caused one very big head to roll. the head of the u.s. traffic system resigned yesterday, a resignation quickly accepted by the federal aviation chief who vowed a major shake-up of the system to win back public trust. the departure came just hours after the latest case of a dozing controller surfaced in nevada where the pilot of a plane with a critically ill passenger couldn't get in touch with the controller while trying to land. according to the associated press, controllers say sometimes night shifters will sleep up to four hours of an eight-hour shift. despite two months of civil war, a brazen moammar gadhafi is showing no signs he's willing to resign as libya's leader. yesterday he rolled through the streets waving to supporters through the sun roof of his vehicle. the appearance came on the say day nato air strikes hit the area. also yesterday, gadhafi loyalists continue to pound the city of misrata.

at least 13 people were killed. back here in the u.s., at least two people are dead and dozens more injured after a tornado ripped through a small town in southeastern oklahoma last night. as light breaks this morning, officials will try to determine the full extent of the damage as those efforts have been hampered because the twister struck just before dark, downed trees and power lines have blocked area roads. now here's a look at other stories making news early today in america. in texas, one woman's violent struggle to fight off a brutal purse snatcher was all caught on video. the victim battled her attacker holding on to her purse as he dragged her across the pavement. unfortunately the snatcher was

able to get away with the purse. no arrest has been made. the u.s. military has a new eye in the sky. the atlas 5 rocket launched from the vandenburg air force base and it carried a spy satellite as its payload. we know the launch was part of a national reconnaissance office mission aimed at securing national defense. but the exact details of the satellite's purpose are classified. one florida resident needed to call in some help to rid his home of unwanted tenants. hundreds, possibly thousands of bees took up residence inside the walls of his home. a bee keeper needed to remove four feet of siding before evicting the giant colony and boxing them up for relocation. finally, in vermont, a pint sized powerhouse shows she's all business. the 9-year-old new jersey native broke several records at a weight lifting contest.

good morning, and welcome back to "early today." i'm lynn berry. here are some of your top headlines this morning. the japanese government is ordering the operator of that country's damaged nuclear plant to pay about $12,000 to each household forced to evacuate to avoid radiation leaks. individuals would get about $9,000. while officials say more compensation is expected, some of the displaced have already slammed the handout as too little.

the free ride is over for california ledge laters. a state panel has voted to end the practice for senate members insurance repairs and unlimited gasoline. they are receive $300 a month to offset transportation expenses. friends and families are mourning the passing of the world's oldest man who died of natural causes yesterday. walter brunen was 140 years old. he attributed his good health to a strict regimen of two meals a day. stunning video out of turkey shows a man surviving a freak accident when a powerful gust of wind caused a metal shack to roll over him. he was injured and rushed to the hospital, but it's safe to say the incident could have been much worse since the structure weighed over one ton. >> and now here's an early look at how wall street will kick off the day.

the dow opens at 12,285 after adding 14 points yesterday. the s&p was up a fraction, but the nasdaq dipped a point. taking a look at overseas trading this morning, in tokyo, the nikkei shed 62 points. while in hong kong, the hang seng dropped 5. they say you've got to spend money to make money. but today, we'll find out if investors think google is spending too much. after the bell, google reported a stunning 54% spending surge that spooked investors and sent shares tumbling in late trade. the report comes after a recent hiring spree and companywide raises which has some investors questioning the company's future under larry paige. overseas this morning, inflation levels picked up again in china last month despite repeated interest rate hikes cooling the rapidly growing economy. overseas, shares of infosys

plunged to an almost two-year low after disappointing earnings. stocks got a boost yesterday after weekly employment rose unexpectedly.
