this is today in the east bay. good morning, everyone. i'm scott mcgrew. it's friday and 4:30. let's get the forecast with christina. >> always a twinkle in your eye when it's friday. we have clouds overhead. the clouds are keeping it mind. we have ten to 15 degrees cooler. we had 36 degrees in gilroy, you have at 43 there. if you are headed up to the north bay, wine country, it's going to be a little bit overcast and we could see showers up there. everywhere else, we are looking at 70 degree weather and a beautiful, beautiful saturday and sunday. let's get you to work now, if you are an early workers. how does it look, mike? >> you are going to be lonely on

the road. it's friday. whistle a happy tune. southbound highway 13 off 24 at broadway. reports of an accident in lanes. no major injuries reported. this is highway 13 south of the interchange. both sides are showing a slowdown. it popped up in a few minutes. >> meanwhile, we are a step closer to seeing the completion of the $6.2 billion project on the bridge. kimberly is live with more as the construction crews get ready to add the fifth piece. >> reporter: later on this morning, we will see the tower of the eastern span of the bay bridge grow 15 feet taller. construction crews will set the fifth steel segment bringing it up to 495 feet, it's 94% of the final height.

there is one last piece left to be put in place. it will be done later on this year. we will bring the tower up to 525 feet. construction on the first section of the tower began last july. today's project gets under way at 10:00 a.m. unlike the four previous tower lifts comprised of individual sections, this part will sit on top of the legs to evenly distribute the cable that will pass over the tower. cal trans officials say the $6.2 billion project is on schedule to be completed by 2013. crews will begin setting the fifth section of the tower at 10:30 a.m. >> thank you much. 4:33 now. it's a sign of the times in vallejo. a court case determining if it's legal to record a crime on a

investigating. in a generation where cell phone videos changed the game, it raises many questions. >> everybody has portable video camera and still camera in their possession and are exercising their rights. >> reporter: we see it all over youtube and we saw it when b.a.r.t. riders saw an officer shoot oscar grant. >> the technologies will have a trust building effect with the police and the communities they serve. there will be accountability. >> reporter: in the vallejo case, he got a citation. the man behind the camera was cited and released. he still has his cell phone camera with him. in vallejo, cheryl hurd, today in the bay.

a twins coach died sunday. students in the community are coming together. the students at san jose high are getting together to honor joseph martinez. he collapsed monday in his home and later died at the hospital. an autopsy to determine the cause of death could take eight weeks. his father says he suffered from blood clots on his leg. there's the report on saturday and facebook honoring joseph martinez. the giants fan that is in the hospital will under go more testing. they are reducing the level of sedation. it will eventually bring him out of his coma. he remains in critical condition. it could be a few more days before he wakes up. one man following the progress closely is tim lincecum. he donated $25,000 to help stow

pay his bills. a bill that requires public schools to require gay history. the fair education act offered by mark leno intended to show the contributions of lgbt andstand st ster row types. the bill needs to pass the assembly. if it does, california is the first state to include information about gay historical figures. get ready to pay more for gas. pg&e was granted a $120 million rate hike. the money will pay for the repair and maintenance of the natural gas system. the average residential customer sees their bill go up to $51.96

this year. the increase had been in the works before the deadly san bruno explosion. it's likely they will ask for more rate hikes after the investigation settles. newark school superintendent will step down. he will serve as superintendent for oak grove school district. a proposal to rename the popular san francisco bay trail not setting well with one east bay city. all alameda ants to name it for state senator. trail supporters in richmond want to keep the name the same because they say it's neutral and nationally recognized.

asia was lower. china reported sizzling economic data. we get our own on consumer prices. industrial production and consumer sentiment. this morning, scott, ford is recalling or expanding the recall of f-150 pick-up trucks because of the air bag that is deploying when it's not supposed to. safety regulators received hundreds of reports many resulting in cuts and bruises. two say they were knocked unconscious. the glitch affects 2004 through 2006 models. the auto maker was reluctant to expand the recall. so i think we know each other well enough by now, a personal question, would you rather pay your taxes on tax day
