than an hour after leaving the south bay dog park. investigators are looking into why. >> reporter: a key deadline in the investigation of a gas pipeline explosion on the peninsula. i'm bob redell live in san bruno. that story, coming up. a live look outside 880 in oakland this morning. we check the commute there on this monday, april 18th, today in the bay. good monday morning, thanks for joining us. i'm brent cannon. >> i'm laura garcia-cannon. let's check the forecast with christina loren. >> good morning to you. we are looking good. we have light scattered shower activity. nothing too heavy. we are seeing the light and deeper green here. no more yellows over the area. no more moderatele onra we have improvement on the way. we are not going to see rain all day long.

i have the forecast coming up. first, let's get to mike now. >> it's slow very early for highway four. about 6:00, speeds are down close to 20. not this significant coming over hill crest to loverage. we have speeds down to 20mpiles per hour. the rest is looking good, close to the limit. 580 is yellow. slowing coming into the center. the rest of the commute, west to the dublin is all right now. this is why we are giving the issue and the warning of fog. it will affect your drive out of the north bay and across the bay bridge as well. no problems. it could be an issue with the mist and drizzle. back to you guys. >> pg&e could pay hundreds of millions of dollars in fines over recordkeeping. it depends on what happens over a meeting today with state regulators. bob redell is live in san bruno

with more. bob. >> reporter: today is the deadline for pg&e to submit answers to the utilities commission about the recordkeeping practices. state regulators are investigating whether the utility and how well the utility kept records on the gas pipeline that ruptured, exploded and set this neighborhood on fire killing eight people, destroying 38 homes. are there things about the pipeline that pg&e should have known that could have prevented this disaster? those are some of the questions investigators are asking. the cpuc is concerned about pg&e's about to keep records because of what came up during the federal investigation. they found pg&e records falsely indicated this section of pipeline was seamless when in actualalty it was welded leavin questions over pg&e overestimated the pressure the

pipeline could with stand. a spike in the pressure is what caused it to rupture and explode. pg&e feels it's not getting a fair shake from regulators. they are starting with the presumption of guilt. if the recordkeeping investigation finds the utility was in the wrong, they can face a fine of $20,000 a day for every day the pipeline was in operation. it was installed in 1956. if you do the math, the fine could add up to somewhere in the neighborhood of $400 million. reporting live in san bruno, bob redell, today in the bay. >> san jose police are investigating the 14th homicide of the year. a 24-year-old man was shot and killed monday morning on south capital avenue. officers say a homeowner called police around 6:00 a.m. to report an intruder shot her

friend. south bay dog owners are wondering what happened after a dog appeared happy and healthy and suddenly died after going to a dog park. the dog park is closed this morning. a woman took her dog to the park saturday. within minutes, the dog became ill. after circling the fencing inside the small dog area, a rescued dog started panting heavily and vomiting. they took the pup to the vet. on the way, the dog's condition got worse and he died. no one, including the vet knows why. >> it could be anything from toxic poisons to mushrooms or plants. >> animal patrol officers are investigating. we do not know if anything at the park played a role in their death. more than two weeks after he was beaten, giants fan bryan stow remains in a coma in

critical condition. doctors tried to lower his sedation over the weekend. the recurrence of siezures forced him to put it under. stow will be monitored to see if it's possible to try again. the 42-year-old was attacked by two men at dodgers stadium. police are still looking for the man involved in the attack. a 16-year-old plunges 220 feet from the golden gate bridge and lives to tell about it. investigators are trying to figure out if she jumped or fell from the bridge sunday morning. they got the first call about her before 11:00. crews arrived by boat to find her 20 minutes later. she was conscious and responsive and taken to the hospital. this is the second time this year somebody has fallen from the bridge and lived. back in march, a 17-year-old jumped as part of a stunt. the race for san francisco mayor. john says he will announce today

whether he's planning a run for the city's top job. he's the chair of the budget and finance committee. they are seven candidates for mayor. city attorney and supervisor david chew. distrust between certain segments of the community and the police department. he will form a 17-member advisory board this week. it's made up of outspoken critics of the department including raj and the naacp leader, jeff moore. he says he wants to bring the people in to make sure there is an unvarnished viewpoint. critics say people like them have been bashing the police department and they do not belong to be on the board. something else we are

gathering to get ready for the next big one. marla tellez is live in san francisco with more of the events going on. good morning. >> reporter: good morning, laura. right now, we are standing at 20th and church. behind us, a ceremony taking place around the so-called golden fire hydrant. this hydrant, known to have saved the churches and many people who lived in the mission district when the 1906 earthquake struck at 5:12 a.m., 1005 years ago today. the chief is here. i think we might be able to get a shot of her. people are able to step up to the microphone and in honor of somebody or something, spray the fire hydrant. that's what gives it the golden color. also, taking part in today's commemoration is one of three

remaining survivors. it's bill delmonte. he's 105 years old. he's part of the crowd. i spoke to him about today's significan significance. >> i'm a hero for a day. tomorrow, you are forgotten. >> reporter: we won't forget you. he was a few months old when the 1906 earthquake hit. the 7.9 quake hilled 3,000 people. to put it into perspective, japan's 9.0 quake was 30 times more powerful. city officials are using today as a friendly reminder for us to get prepared, make sure we have a plan and an earthquake kit in

place for when the next quake hits. back live at 20th and church, folks gathered around the golden fire hydrant. it was the last working fire hydrant in san francisco when the 1906 earthquake hit. it saved hundreds, if not thousands of people. from here, everyone is going to gather at lefty's for a survivors bloody mary breakfast this morning. they are asking for a $20 donation to take part in this. that will go toward being able to put on events such as today. laura. >> thank you. meantime, luxury condos atop one of san francisco's famous hotels is only a dream. they wanted to replace it with condos. they failed to get approval from the hotel workers union. they fear it would cost jobs.

without approval, the plan cannot move forward. it was supposed to be a financial solution for the fairmont that is struggling to stay afloat because tourists are staying south of market. it's possible the hotel is going to go for sale. it is 6:15. the nfl and players union are locked in a battle. if it canceling the next season, it could save the bay area money. they reported the raiders would see a net gain, if no games are played this season. the interim director of the coliseum told the times it's because it costs so much to put on the games. they pay $525,000 a year in rent to the coliseum. it doesn't collect enough revenue to cover the costs. san francisco's recreation stands to lose $5 million if the season is canceled. the giants take the show on the road to denver taking on the

advance in the stanley cup playoffs. lackluster performance did not give them much to cheer about. they could not score on the goalie. he heads to los angeles for games three and four. game three is tomorrow night. an iconic landmark is getting a make over starting this week. crews will begin to tear down the walls of the 198 foot high hangar one building. the navy and nasa are going to retro fit it and remove the toxins. funding the project has been a major obstacle. the obama administration is allocating money under next year's budget which must be approved by congress. it's slated to be completed by early next year. reservations and permits are hot commodities this year, ticket scalpers are cashing in. they are scrambling in to stop the auction process to the

highest bidder. last week, there were dozens of ads selling prime camping spots. the permits to climb half dome issued by the park for free. they are working to shut down the scalpers. one year after the bp oil spill, things are looking up for the gulf of mexico on the surface. 200 million gallons of crude oil into the ocean before crews could cap the leak. the overall health of the gulf is nearly at pre-spill levels. there's mysterious deaths of hundreds of dolphins, turtles and crabs as well as strange stains on the flood. it will be several more years before they know the full extent of the spill. it is 6:19. i want to check the forecast with christina to see how we are looking. >> good morning to you. we have low clouds out there. some rain. the good news is it's not going

to stay with us long. we are going to see clearing. a little bit of low cloud cover until 9:00 a.m., probably 10:00 a.m. afternoon clearing and temps able to climb into the 60s. it's already in the 50s. it's mild this morning. we will be better off for tomorrow. mostly dry temps in the 70s. here is the radar. spotty activity past the peninsula. san francisco has slick roadways. it's pushing over the bay bridge, getting ready to hit oakland. otherwise, everything is starting to improve already this morning. the bulk of the moisture came through. we are noticing it turn spotty. it's good news. someone who doesn't like the rain, you don't have to worry about that. 54 in navato. mild conditions this morning. don't need the heavy jacket. because we are starting mild, even with limited sunshine today, we'll be able to break into the 60s. 63 degrees in san rafael.

inflamed uvula. i'm virginia. i'm a target pharmacist and i'm here to answer your questions. welcome back. earlier this morning, we showed video of devastating tornadoes that tore through the south. some 14 states were impacted. it seems the worst was in north carolina. >> in fact, we want to check in with chris ten. she's live in raleigh with the latest. good morning. >> hey, goom. yeah, just an incredible three-day tornado outbreak. let me step out of the day to give you an idea of what they are dealing with here. take a look at this house. that car was in the garage. the garage was completely lifted off the house, thrown on to the neighbor's house. that's their daughters play

room. had they been home at the time, they would have all been playing there. they feel lucky to be alive. when you consider at least 45 people died in six states from these tornado outbreaks, 22 in north carolina. the national weather service say that is makes this so unique is they saw long track tornadoes, they are one that is stay on the ground between 20 and 80 miles here. it just did so much destruction like this all along the state in one county, 11 people killed just a few miles from here. three children were killed in a mobile home park and an infant left in critical condition. a lot of devastation people are dealing with and a lot of clean up. the governor is going to be touring these areas. she's spoken with president obama and he has pledged his

support. >> amazing devastating damage. it's hard when you see the tornadoes, they are huge. the ones we see here are glorified dust devils. tloz huge. >> frightening to live through. i want to check the morning commute with mike. he's seeing activity in the east bay. >> quite a bit. heavy traffic through highway 4. antioch is a big concern. brentwood, the overturned milk truck is spewing milk. the chopper was headed out there. they couldn't get to the destination. you have to watch out for that as you hit the roads as well. affecting the locals and those who take the by pass. this 680 accident, we have a sig-alert declared now at alcosta boulevard. two separate accidents reported at the scene.

wherever you are headed, if you have to crass a beautiful bridge, give yourself extra time. take it easy out there. we have fog and showers pushing through. they won't last all day. temps climbing into the mid-60s. i'll break down the full forecast. it's a new week. i have weather to talk about. first, let's get you to work. the low clouds and fog you are talking ability. we have an issue here. the altamont pass, the drive is 18 minutes. it hasn't passed much in 18 minutes. we have the sig-alert and back ups. southbound into dublin, we have an accident at alcosta boulevard. two accidents cleared. we have one remaining accident southbound 680. we are watching westbound 580 toward the dublin interching, another accident. injuries are reported. they called off the ambulance.

it should be cleared up soon as we get another look at the area. the metering lights are turned on. volume is kicking up back to you. >> thank you very much. hundreds are gathering to commemorate the 105th anniversary of the great san francisco earthquake and fire of 1906. marla tellez is there live to explain that much of the focus is preparing for the future. good morning. >> reporter: good morning, laura. there were, i wouldn't say hundreds here at this location where we are now, earlier at market and kerney hundreds gathered to mark the 5:12 a.m. earthquake that hit 105 years ago. now, right now, we are at the corner of 20th. the significance of this corner is where the so-called golden fire hydrant lives. a ceremony was led around the

fie hydrant. you can see this lady here now, live, is spray painting it gold. people could say a few words and give a spray here and there. then they laid the breathe on the fire hydrant. now today's ceremony is wrapping upright now. people are on their way to lefty o'douls for a bloody mary celebration. a survivor is bill delmonte. he he is 105 years old. i spoke to him about the significance. he doesn't remember the quake, he was a few months old at the time. he does recall the city being rebuilt. he says there's no place like san francisco. he loves what san francisco has become. >> we have everything here in the bay area. if you want water, mountains, snow, sand, we have it.

>> and earthquakes. >> other places have something else. hurricanes and whatnot. >> reporter: the 7.9 magnitude quake killed more than 3,000 people. it's known as one of california's most devastating natural disasters. to put it in perspective, here is something to think about. japan's 9.0 quake was 30 times more powerful. as laura mentioned off the top, this is about getting prepared for the next quake. city officials including mayor ed lee are using this as an opportunity to remind you to get prepared, make a plan with your family, know where to go and have an earthquake kit available. live in san francisco this morning, marla tellez, in the bay. >> that survivor looks really good for 105 and coherent, too. >> reporter: yeah. i'm sorry, did you say bill?

yes. he is a fire cracker. i'm sorry i thought you said the fire hydrant looks good for 105 years old. bill was such a sweetheart and so humble. i said sir, what is your secret to living to 105 years old. he said i have no secrets. >> a little spray paint will do you wonders, too. >> reporter: right. experts say the big one is coming. we have heard it before. we just don't know when. it makes the anniversary a good time to make sure you are prepared for the next quake. >> very few people are prepared for a disaster. the standard guidelines are food and water and supplies for 72 hours at a minimum. most people are hard pressed to come up with those items in their house. >> they say the probability of a big quake hitting in 30 years is

greater than 60%. we will find out if pg&e will have to pay a hefty fine for recordkeeping. bob redell is live with details. >> reporter: good morning to you, brent. more than seven months after the pipeline disaster, the neighborhood still needs to be rebuilt. investigators are trying to find answers. that black hole is where the pipeline that ruptured used to lay. state regulators are trying to figure out how well pg&e kept records on the pipeline before the rupture exploded and set it on fire last september. killed eight people, destroyed 38 homes. are there things about the pipeline she should have known or was it impossible for them to know because the recordkeeping was so poor? they are questions investigators are asking. they are hoping to start getting answers. today is the last day to submit answers about the recordkeeping

redell, in the bay. the new disturbing details brought to light on a man charged with killing four women. the san francisco chronicle reports three notebooks belonging to joseph have details on how he wanted to torture his neighbor. she never knew she was a target. the notebooks contain a to-do list of women he wanted to kill. he's charged with murdering four women in northern california from 1997 to 1994. all had identical first and last initials. the court will determine who will rep sent him. an oakland man was shot several times outside a restaurant. it happened saturday night at the bay fair shopping center. the victim had been at the restaurant with his girlfriend. they ran into her exboyfriend in

the parking lot and sued. the suspect, the old boyfriend pulled out a gun and shot the new boyfriend. they were later taken into custody. it is 6:39. let's find out what is happening in the weather department with christina. it's going to clear up? >> it's going to clear up. good morning to you. thanks for joining us. we are looking good now. light scattered shower activity. nothing heavy. the situation versus an hour ago greatly improved. you can see a few spotty cells here. one situated over the bay bridge. it's clearing out. we are going to see sunshine by 3:00 p.m. mostly sunny conditions over the bay area. you can see the pattern as i zoom out for you is starting to get better and turns spotty as opposed to the widespread showers from earlier. everything is in agreement that everything should time out perfectly. the showers clear out. the temperatures, which are now

in the upper 50s would easily be able to climb into the 60s. 62 in san francisco. 64 in redwood city. a little more mild in some north bay cities. 63 in napa. 64 in santa rosa. not that much cooler even with the sunshine we had. we'll see enough to warm us up into the mid to upper 60s. the holiday forecast is coming up. peter cotton tail is coming into town. hey, mike. >> a lot happening here. not so quickly. 680 toward the dublin interchange. one lane is blocked. still have the lane blocked. southbound 680, two other accidents cleared. the original accident is in the lanes there. also westbound and 580 at the dublin interchange an accident. it's cleared off to shoulder of

the interchange. now, 25 minute drive in total coming from the altamont pass to the dublin interchange. the bay bridge toll plaza, the approach looks nice in the area. not a major problem. the toll plaza, we see the back up to the 880 now. it's a slower build. 20 minutes for this to form. it's coming from the east bay. the fog christina was warning about. a wake up call from air traffic controllers. the government is cracking down on controllers sleeping on the job. tracie potts is live with the new rule changes. >> reporter: good morning. just another incident in miami over the weekend. early saturday morning at a regional tower that controls traffic over southern florida, the caribbean and atlantic. in addition to doubling up where

there was one person on duty, they are going to give the controllers an extra hour for rest between shifts. they go from eight to nine hours. they put more managers on duty. they will no longer allow swift shopping. some controllers switch shifts. it makes for a tired controller on the job. the faa is not going to allow that anymore. the secretary of transportation is saying we are not going to pay them to fall asleep on the job. he is emphasizing personal responsible says when we give you extra time you need to get the rest. the union is backing the latest rules. by the way, there's a new study under way. they are looking at giving pilots an extra hour, too. brent. >> appreciate it. it is 6:43 now. not only the rich and famous are going to the royal wedding. a special little girl that got an invitation.

mail by midnight tonight. it's back tax deadline day. if you don't file by midnight, you forfeit that money. the irs owes more than $1 billion in refunds to 1 million taxpayers. if you need to get your taxes out, most post offices are open until 5:00. there are a few with extended hours. redwood city will be open until 7:00. the post office on evans is open until 8:30. if your taxes have postage, drop them off anytime before 10:00 p.m. airport station in san francisco will be open until midnight. they have curbside drob off. post office in petaluma is open until 6:00 p.m. varied hours throughout the area. the rich and famous will attend the royal wedding. a 7-year-old will attend as well.
