let's get started with the forecast and christina loren. good morning. >> good morning. nobody says meteorologist like you, scott mcgrew. we are already in the upper 50s. you will need a jacket. it's on the cool side. the clouds are trapping the daytime heat from yesterday. temperatures this morning are close to 60 degrees. you, too, are in the mid to upper 50s. we are headed for the 60s, maybe 70s in the east bay. i have the full forecast. mike, you have a serious situation. >> big situation. i had to use my windshield wipers because of the mist. 580 may have the low clouds and mist. an accident here, the maps are freezing up here.

westbound 580 and portola. because of the maps, i will have to show you accidents later. families in the east bay coping with the clean up crisis after a wet and stormy march triggered a land slooid. people on wyman street and hill crest cannot get to their homes. >> reporter: families who live on wyman street asked the governor to file a state of emergency. he's done that. one family is waiting for the financial relief. >> i don't think they can take the red tag back and say it's safe to go in. >> reporter: he's confused on what to do next. his home is the first to be red tagged. >> i don't know what's going to happen after april 30th.

that was on me also paying rent to another play where we need to be and also paying my mortgage. >> reporter: his home is one of six houses yellow tagged after the storm. the before and after pictures are dramatic. what used to be a backyard with a patio and swing set is a pile of rubble. >> this is a big concern. they are housed at a local hotel. the city is assisting with that. >> reporter: friday, governor jerry brown declared a state of emergency. that will free up thousands of dollars of federal and state money to help those affected by the storm. >> it is moving forward. the state acted and we will wait to see how the process moves forward. >> reporter: it's not moving forward fast enough for the people who live in the slide zone. >> my concern has been the

according to his family. he's been returned to a medically induced coma. friday, they allowed him to wake up for a short time. after small siezures, they returned him to a coma. >> we induced the coma. worrisome. the swelling has not gone down enough yet. a lot of times we have to repeat this before we get control of the situation. it's not a grave sign. >> stow is expected to remain unconscious for a week. doctors will try to slowly remove him from sedation. president obama touched down for a two-day visit tomorrow. the rest of the visit jam packed with campaigning and fund raising stops. >> hi, everybody. i wanted to take a minute to invite you to a town hall

platform before 6:00. police don't know why he fell. his two friends with him were drunk. they have not released his name, but they are investigating. vallejo police say 43-year-old peter small molesting a child who attended the corner stone program. the program is run by the mental health county department. small was arrested after a month long investigation. they are asking anyone with information about the case to come forwards. 4:37. police in danville looking for suspected who attempted to rob a woman at gunpoint. the pair approached the victim saturday night at a wells fargo atm. when the woman refused to give the money and began running toward the nearby wall greens

the suspects fled. pg&e says having the proper records on hand would not have changed what they did. they still would have pumped up the pressure knowing there was a welded seam. that was the weak point in the explosion that killed several people and homes. the company is under fire for lax recordkeeping on the conditions of the ageing pipes. p.u.c. is considering millions upon millions of additional fines against the utility. a canine unit getting extra pollution. they are getting bullet proof vests. a dog was shot in the shoulder and survived. it is back on the job this morning. a sweet surprise for thousands of b.a.r.t.

welcome back. it's 4:44. this is the toll plaza leading up to the bay bridge. nobody likes sitting in rush hour traffic. it can get your blood boiling and make you sick. dr. bruce from our nbc station in los angeles takes a look at what is lurking on the roadway. >> reporter: commuters breathing tiny particles and the weathering of car parts and pavement. >> these particles you would not see, but they are there. >> reporter: usc researchers had an effort of schools and

recreated this environment in the lab. they pumped in freeway particulate matter and exposed mice to the air. >> when we looked at the brains, we found evidence that the brain was damaged by exposure to particles. >> reporter: in particular, they found neurons showed damage. on this start, you can see an intact neuron on the left. the damaged neuron on the right. the brain showed signs of inflammation. neurons from developing mice did not grow well. what does this mean for humans? >> we can only definitively say what happens to mice when they are exposed. however, there is suggestive evidence that similar effects may be happening in humans. >> reporter: dr. morgan says people of all ages may be in danger from the pollution, we need more studies to be sure.

and big old earnings this morning from goldman and johnson & johnson before the opening bell. suffering the worst day in the month, falling 130 points to 12,201. the nasdaq losing 29 to 2735. you alluded to this a second ago and we talked about this yesterday, nissan is expecting a drop in vehicles it ships to the united states in april and may. the wall street journal plans to export 22,000 trucks and cars in total. it's usually 32,000, to keep it in perspective. they shut down their plants after the earthquake and tsunami. this is your cup of tea. apple is suing sam sung over the galaxy phones. they copied the iphone and ipad.
