loren. >> good morning to you. yes, the rain is back in the forecast, but i did want to start with the extended, because it's not going to hang around long. we've got a big weekend coming up, and our temperatures are going to be beautiful for the coming weekend. now, today make sure you grab that umbrella, i'm going to show you where the showers are, where they're headed and when they're going to stop. stay tuned for that but first let's get you to work with mike inouye. >> you talked about that rain coming through parts of the peninsula. we do have an accident on 101 coming up out of mountain view. reports of a single car blocking two lanes, it got sideways there. some injuries possible because they have sent an ambulance to the seen and major front edge damage, blocking the center divide as well as the right two lanes. then in the east bay we have slowing out of the altamont pass, speeds close to 50 miles per hour and of course antioch continues to build westbound with speeds in the 20s approaching g street and getting

back up to the 50s as you head over towards love ridge. standard pattern there. we have an update this morning on a boating accident in the bay that sent a couple of people to the hospital. their rowboat sank near san quentin. christie smith is live with a look at what happened and the unusual rescue. >> reporter: good morning to you, brent. yeah, this is an amazing story. it was an alert tower guard on the perimeter overnight who first noticed that something was wrong. he heard yelling coming from the cold water right over there outside the walls of the prison. he called for help and, boy, he got quite a big response. they spotted a man and a woman out there in the bay. this is about 1:30 in the morning. their small boat had capsized and apparently they had been in the cold, cold bay water for about 90 minutes. the rescue crew included san quentin guards, outside firefighters from marin, even inmates here trained as first responders jumped in the water.

as you can imagine, this type of thing doesn't happen often at san quentin. >> this is very unusual. we have people out near our shoreline all the time, but it's very, very unusual for someone to actually come onto our shoreline. definitely, it's very unusual for an incident to occur where we actually have to go into the shoreline to rescue individuals. >> reporter: of course the inmates involved are low risk. we're told the woman was treated for hypothermia while paramedics had to perform cpr on the man. we're trying to get an update on their condition this morning. both were taken to marin general. it's unclear exactly what they were doing out overnight in their small boat, but certainly an amazing, amazing story. everyone out here very thankful for that first alert tower guard. reporting live at san quentin, christie smith, "today in the bay." president obama arrives in the bay area this afternoon. it's the beginning of a three-day swing through california for the president. the main objective of his trip

is fund-raising. two events are scheduled in san francisco tonight. california donors gave $78 million to obama's 2008 campaign so it's no surprise he's back. this afternoon he'll hold a town hall at facebook headquarters in palo alto. and that is where marla tellez joins us live this morning with a look at what is ahead today and really the power of social media. good morning. >> reporter: good morning, laura. it was just this month that the president launched his re-election campaign on facebook. well, now he's using facebook to hold a town hall meeting. it is a first for a sitting president to do that. he will actually be here at facebook headquarters for that town hall scheduled for 1:45 this afternoon. so we're about eight hours away from that happening. it will be streamed live on facebook for his millions of friends to watch. now, you have to rsvp to watch it, and you can to that by going to facebook.com/white house. here's some food for thought.

thomas jefferson used newspapers to win the presidency. fdr relied heavily on the radio. jfk used television to his advantage. and now president obama is i don't say -- using the internet. folks we talk to say it is the future. >> if he's trying to tap into a market that is interested in finding their information online, i think it's a great thing. if he's trying to reach that generation, it's a great spot to be. >> reporter: the president says today's town hall will focus on the economy, but he's going to be taking questions today from his facebook friends, questions that are currently posted on his wall. i took a peek at that wall this morning and found those questions range from rising gas prices to legalizing marijuana. now, today's town hall will be hosted by young ceo mark zuckerberg. for more on mr. zuckerberg and his peculiar voting history, we turn to scott mcgrew in our newsroom now. >> it's peculiar, marla, because for all of his influence on

world politics, from egypt to america, he doesn't vote very often. in fact reporters looking at his voting record, which is public, say mark zuckerberg has only voted once in his life. the bay citizen found evidence he registered to vote in his hometown in new york state but never actually cast a ballot. then he registered in santa clara county and voted just once in november of 2008. obviously we have no way of knowing who he voted for, nor is that any of our business, but the ballot that he would have voted pitted then senator obama against john mccain. laura. >> maybe you'll have the chance to ask him. you're heading over to facebook today, i understand. >> i will be there for the president's visit. i'm be live blocking on nbc bay area as well. >> we'll look forward to that. and you can also take a look at the president's schedule, by joining our facebook page, nbc

bay area morning news on facebook. just friend us and we'll have a link with all the information you need to know. the san jose city council has decided what to do about medical marijuana dispensaries. they will not be banned but they will be restricted. there will be a total of only ten pot clubs, a maximum of two clubs per each district. permits will be handed out by the end of the year. the council also decided that each dispensary will have to grow its own marijuana on site. opponents say that ten dispensaries is not enough to serve a city that has a population of almost a million people. another budget crunch may lead to another five-day furlough for teachers in the south bay. the san jose unified school district held the first of tloe community meetings last night. they told concerned parents and teachers that the district needs to cut $349 per student and that money would have to be made up in pay cuts or furlough days. teachers say they already took a five-day furlough back in october. >> i definitely think the

students suffered. obviously we're coming into our cst testing now. we should not be having furlough days at all, we should be adding instructional time. >> reporter: the council has also -- there will be more meetin meetings. the district wants state lawmakers to approve tax extensions or do have the issue go before the voters to make up the budget. all right. we want to check the forecast right now. rain is coming down. will it destroy the easter bonnets if anyone wears those anymore? >> you know, i don't think so, not on easter sunday, but, boy, you sure want to make sure that it is nice and dry if you're going to be dressing up your kids. we're looking pretty good right now. this morning we do have a few spotty showers. i'll pinpoint those for you in just a minute. today low 60s, not all that warm, but we're starting out relatively mild so you probably don't even need that heavy jacket. we're in the upper 50s right now, mostly cloudy conditions

overall for today and the rain will become a little more steady as we head through tonight, so here is the breakdown for you. high pressure that kept things really nice for the second half of yesterday has finally pushed off to the east and the jetstream has brought the storm track back into the bay area. now, we are going to see a few light showers for the first part of the day. we'll see a few breaks of sunshine as well. and then the trough arrives. the cold front is going to bring in some colder air and steadier rain as we head through tonight, so count on that. this is what it looks like. by 6:00 p.m. the bulk of the moisture arrives in the north bay and continues through 2:00 a.m. then we'll see a good amount of clearing. tomorrow morning the roads will probably be slick but we're looking at mostly dry conditions. 55 in hey wary, 57 in sunnyvale. here's where we're headed today. 63 in los gatos, 67 in san jose. not a total washout for the first part of the day. if you need to get outside, i think you'll do so. a few breaks of sunshine throughout the day today. let's check your drive with mike inouye. not a major issue as far as

the rain or wet roads but we're still watching that. the peninsula, we do also have an accident. we're following this one northbound 101 at rengstorff avenue. only property damage to the cars but that should be cleared in a few minutes. just got word of another accident northbound 101 at old middlefield way. two-car accident, some injuries involved and your two fast lanes are blocked coming through that same area. watch that as things develop. we also have to note facebook will be crowded very close to the downtown palo alto area so watch that as the president, and scott mcgrew heading to the area. definitely with scott there, big crowds expected there. >> it's crazy in our parking lot. >> with the crowds waiting for him every morning at 4:00. the san mateo bridge smooth in both directions. coming over to the east bay, headlights moving nicely towards 880. a little further north, the bay bridge not a problem out of the east bay and over towards the city. some light fog and clouds coming through the area.

sharkies have been on the road but what a game it was in l.a. last night, come-from-behind victory for the sharks. >> if you didn't get to see it, hopefully we'll have that coming up. it's 6:12 and this month officers are cracking down on texting and driving, but what's allowed and what's not when using your cell phone? it's really rather complicated. bob redell joins us with a look at the rules of the road and a new study on distracted driving being released this morning. >> reporter: yes, in a few hours the state will give us a sense of just how much we as californians talk and text behind the wheel. for the past month, the month of april, the office of traffic safety has been sending people throughout the state to observe distracted driving, specifically when it comes to cell phone use. now, the results of that survey will be released in a few hours. we'll also learn how many people have been cited this month for distracted driving. you might recall law enforcement has been in a zero tolerance enforcement mode as part of national distracted driving awareness month. the state points out that dialing and texting is right up

there with speeding and alcohol as the leading causes of serious accidents. especially when you consider on average illegal cell phone use can take the eyes off the roads for 5 to 10 seconds. most crashes have less than 3 seconds reaction time. you can see the math doesn't add up there, it's not good. so what constitutes illegal cell phone use in the eyes of law enforcement? well, that is a good question. from our understanding, you can be driving down the road, i've got my iphone and you can be dialing a phone number, you can be looking at a phone number, you just can't do this. you've got to be on ear piece or speakerphone. so you're allowed to dial while driving but you cannot do this while you're at a stoplight. you're stopped now. you cannot go and start texting. texting while you're stopped is illegal. dialing while you're driving apparently is legal. that's some of the confusion. laura, brent. >> i got pulled over recently for this very thing.

i wasn't texting, i wasn't talking on the phone. i picked up the phone and looked at it and i got pulled over. >> she was connecting to the speaker system inside the car that allows you to be hands-free. and i think the law says you can do that, right? >> reporter: one officer tells the "mercury news" that you can go on your ipod on your iphone and i'm looking down, trying to find that song, i push play, you can see i'm distracted from the road. you can do that if you do it quickly. one thing you cannot do on your iphone is go to google maps and use it for getting directions to wherever you're going. however, if you have one of these, a portable dedicated gps device and it's mounted on your dash, you can reach over and push on that. th you can see there's some confusion there. >> i bet they will change that as well. >> what about your breathalyzer app, is that okay to check? >> reporter: no comment. >> this is mike over here in the

newsroom. these are what you are allowed legally to do but not necessarily any of these ar advisable. they want you to keep your eyes on the road, that's the most important part. >> reporter: correct. but this is where the confusion is. as i was saying, there's some things you're allowed to do that clearly distracts you. here's another one. you've got the voice memo setting on the iphone. you can go -- you're now allowed to use your voice mail to put in a memo, but if you have a tape recorder, that's complete thely legal. talking into this to record a voice memo, illegal. talking into a tape recorder to record a memo, legal. there's confusion. both clearly have a level of distraction, but it's almost like there's an arbitrary rule. >> i was holding it like that doing nothing and i got a ticket. so i know what you're saying that you're able to look at some things on it. i don't think you're able to do anything at all. >> you get out there with an officer, it's your word against his, you'll have to fight it in court. unless you can present a good case, the court will always side

with the officer. >> so i put it in the back of my car and now this morning i forgot it. it's in my car. you don't want to be distracted, that's the main thing. all right, thank you very much, bob. it's kind of heated at our house talking about that poor days. poor brent, he gets the brunt of it when he gets home. guess what happened to me! people living in san francisco's marina district have a chance to voice concerns to city leaders during a town hall meeting. mayor ed lee and supervisor mark farrell are hosting a meeting tonight at 6:00 at 3630 -- the event will also stream live for you on the internet. the bay area pup y that say caught a lot of attention, winning the hearts of tens of millions of people around the world are coming back to a computer near you. a little video of the first litter of the puppies known as the "a team." all of their names start with the letter "a."

lie at any time. a few spotty showers this morning. you don't want to lie down in bed any longer than you need to, you've got to get out the dor because we've got slick conditions and you don't want to race off to work and we have dangerous conditions out there. slick highways, breezy conditions and even some fog developing now, so wherever you're headed this morning, you'll likely be confronted with the elements. just keep that in mind and tomorrow morning same situation. santa rosa right now getting some pretty good rainfall. otherwise it's just spotty and all over the place. mostly in the east bay. san jose really hasn't had much so far this morning, but watch out for slick highways in the east bay. as you can see here, a trough of low pressure is now pushing into the bay area. this is what we're expecting as we head through tonight. that system will continue to push in, bring steadier rain, probably starting at 6:00 p.m. tonight lasting through the overnight hours. something else that will become a factor are the winds. we're watching for breezy conditions for today and then another round of fog as we head through tomorrow and high pressure builds back in, compressing whatever moisture we

have leftover. also we are under the gun for the possibility of isolated thunderstorms because it will be so warm. your timing looks like this. steady rain arrives about 6:00 p.m. i think we'll see a pretty good amount even along the peninsula but the most will be in the north bay. our temps are relatively mild this morning, 57 degrees in sunnyvale and 55 degrees in san jose, turning over to the mid-60s in some cities, looking more like the low 60s with limited sunshine throughout the day today. 65 in gilroy and here it is, your easter bonnets, 71 degrees. you won't need them to protect you from the rain on sunday except for maybe up in the north bay for the second half of the day, but i think early everywhere will be nice and dry, mostly cloudy, though. back to you guys. >> thank you very much. it's 6:20 right now. a year ago today the deepwater oil horizon rig caught fire and exploded, starting a disaster in the gulf. jay gray is live in venice, louisiana, with a look at where

things stand today. still hitting that area hard, jay. >> reporter: absolutely, laura. good morning again to you. look, a lot of people don't call it the year anniversary of the spill, they call it the beginning of the second year of the recovery here. understand that there is still a lot of work left to be done along the gulf coast. 66 miles of coastline are still considered to have moderate to severe oil on them. there's a thousand square miles of fishing waters that are still closed here. and tourism has taken a huge hit. we're on the eve of another summer season, the biggest for this area, and it's very important to see exactly how all of that works out this year. they are counting on that money to help them come back. but right now the estimates are that from the beaches in florida, alabama, mississippi and the the fishing waters down here in south louisiana, that they will lose tourist revenues of up to $22 billion, with a "b," into next year. again, that's money they're counting on to help in this

recovery. they're also counting on money that bp set aside to help with some of the claims from the spill, $20 billion there. but to this point only a year later only $4 billion has been distributed. a lot of people complaining that process is confusing and very slow. they say in this second year of the recovery that's one of the first things that needs to change. live in venice, i'm jay gray, back to you. >> all right, thanks for the the update, jay. meantime, it's 6:22. san francisco is about to get a few more farmers. we'll tell you about that and why coming up. and a rumor spreads around the internet, it's a whale of a tale. we'll take a look in tech today. and not a whale of a backup but a pretty sizeable one forming in the east bay and a pretty big problem forming on the peninsula side. that's unexpected. i'll you where and what's going on coming up.

good morning. it's 6:25 now. so really things started to get crowded on the roadways and just a few minutes ago, about 15 minutes ago we had the first accident on northbound 101 cleared from the roadway but there's a new accident northbound 101 at old middlefield way. sounds like there's some injuries involved to one of the drivers, an elderly gentleman. at least has a nose bleed, that's what we know from the report. three left lanes are blocked by a car getting sideways so there's one lane getting by there.

so we see some slowing heading north past highway 85 and just north of mountain view on 101. we're following this. meanwhile on the other side of the bay, 880 shows a nice, smooth flow of traffic past the the coliseum. 580 and highway 4 showing slowdowns typical spots through livermore and altamont pass. we have a nice flow of traffic all the way up on the northbound side with these taillights through oakland and to the bay bridge toll plaza where you see the metering lights have been turned on just about six minutes ago, so the backup quickly formed back to the 880 overcrossing. off of a 80 not a problem, but you also see low clouds and mist. we'll have drizzle and sprinkles and see how that affects your commute as well. 6:26 right now. another hoax has taken the internet by storm. this time scott mcgrew says it's a whale of a tale. >> it is. a fake news release got twitter. according to the reports japan will quit whaling, only that's not true. this is the second time in just

a few weeks that fake news releases have gotten wide distribution. the first one was that general electric was going to pay billions of taxes out of a sense of patriotism. ge famously paid for taxes and i should point out it owns 20% of this tv station. we could not find any mainstream media that picked up the fake whale story but facebook and twitter filled with it this morning. shares in chip company intel set to rise this morning after the company startled investors saying it had sold lots of chips. we didn't expect that, figuring intel doesn't make the main chip inside the popular products like iphone and it pad, so maybe it had been left out, but apparently american businesses are buying traditional computers and that raises intel's bottom line. just a few minutes ago nissan said it would increase manufacturing in america to the point where 8 1/2 out of every 10 cars made for the american market will be made in america, including some of its leaf production in tennessee.

i'm brent cannon. >> and i'm laura garcia-cannon. let's check the forecast and see what's going on with christina. >> good morning to you. yeah, we've got some light showers out there mostly in the east bay right now. you can see the peninsula is relatively dry and santa rosa getting a good amount of rainfall right now. this is going to be the case today. we're talking about an overall weather pattern of overcast conditions with a few spotty showers for the day. then by this evening, the steadier rain arrives. i'll let you know when it's expected to clear and what you can expect for this big holiday weekend in terms of weather. that's coming up. let's get you to work right now with mike inouye. >> as you might expect we have the backup at the toll plaza. the maze approach is looking pretty smooth but the live look shows you the backup goes past the 880 overcrossing back to west grand avenue and making its way back to the maze now. the jam off of 880, the nimitz freeway, also evident. in the south pay we have an accident northbound 101 at old middle field way. two lanes are blocked but it

might be three lanes as you're heading north past highway 85 at old middlefield road. but the earlier accident has cleared so you're okay getting onto the freeway and north of there. president obama's visit will have a big impact on palo alto today. police and the secret service will start security restrictions around palo alto at noon and stay in place until about 4:00 p.m. road closures will last for about 30 minutes and people might have limited entry to areas close to where the president's motorcade is expected to pass through for short periods of time during those hours. after the president touches down, he will head right to facebook headquarters in palo alto. marla tellez is live outside the headquarters with a closer look at today's event. good morning. >> reporter: good morning, laura. it may be quiet here at facebook headquarters on page mill road now, but i can assure you it's going to be a zoo a little bit later on this morning. the president is expected to arrive in time for the 1:45 town

hall. as you mentioned, he'll have a motorcade with him so expect road closures and detours in the area today. he will make history when you uses the internet to reach millions of people. it is a first for the sitting president. the town hall will be streamed live on facebook. he has invited more than his 19 million friends on facebook to watch when it is streamed live. during his run for the white house in 2008, the president became the first president to make the most of the online world, doing much of his campaigning on the web. there are many benefits, including reaching such a widespread audience and cost. it is cheaper to campaign online than to pay for traditional advertising. >> i don't see anything wrong with that. it's a high-tech world now and anything he can do is great for us. >> it's part of the reason why he did so well in his first campaign, right, because he was able to use social media. >> reporter: in addition to the

people who will watch today's town hall online, there will be a live studio audience here at facebook of about a thousand people. it is invitation only, so if you happen to show up here at facebook headquarters, probably not a good idea if you attempt to because no doubt you will be turned away. now, today's town hall will focus on the economy and, laura, it will be moderated by the ceo of facebook, mark zuckerberg. >> not the first time they're meeting as well. thank you very much. for a complete look at president obama's schedule and how you can catch his facebook address, search nbc bay area morning news on facebook and friend us. we'll have a link with all the information you need to know. two people are recovering after a harrowing ordeal in the bay area near san quentin. they had to be rescued after their rowboat sank. christie smith is live at san quentin prison where an inmate actually helped with that rescue. >> reporter: good morning to you, brent. you know, this bay water is cold on a good day. well, imagine at night. well, it turns out this pair, a

man and woman, had been out here overnight for at least 90 minutes in the water, hoping to be rescued. that's when an alert tower guard heard someone out there yelling for help. this is in the dark, about 1:30 in the morning. a couple whose small boat had capsized in the strong current, pushed them right toward the prison. the rescue crew included firefighters from marin, prison guards and even men doing time here who are trained for this type of emergency. >> well, again, we have a fire department that's staffed by a staff firefighter, along with inmates. we have inmates who are trained first responders. and so they were actually the first on scene and actually rescued those individuals from the water this morning. >> the inmates helped? >> both staff and inmates here at san quentin, yes, ma'am. >> they physically got in the water? >> they physically got in the water and helped remove individuals from the water, yes, ma'am. >> reporter: of course these are low-risk inmates.

the man and woman were taken to marin general. the woman treated for hypothermia, the man was given cpr. that lieutenant there says of course it is really unusual to rescue people from that cold bay water. everyone here just really grateful that that tower guard spotted the problem and got help. as this water here right up near the prison is considered sort of a secure area, this was considered a breach of security. so while all this was going on on the outside, on the inside they were doing an emergency bedcheck of all the thousands of prisoners here to make sure nothing unusual was going on. reporting live near san quentin, christie smith, "today in the bay." it is 6:37 right now. this morning oakland police say a dangerous man could be lurking somewhere in the east bay after he tried to sexual low assault a woman returning home for the store. police say the man followed the woman into her home on third avenue yesterday and ordered her to take her clothes off before

a new set of rules are on the way for the airline industry designed to protect passengers from a slew of travel headaches. kristen dahlgren is live in washington, d.c. kristen, some of these new rules will help from everything from lost baggage to oversold flights to hidden fees we face these days. >> reporter: exactly, a lot of new protection coming for passengers. nothing makes passengers more angry than the airline losing their bag, especially after they have paid those new baggage fees to check it.

so now under these new rules, the airline would have to reimburse you if your bag doesn't get there when you do and you've paid a baggage fee for it. they'll also have to tell you up front what all of these fees are. so when you're booking on their website or you're on the phone with them, they will have to in their advertising tell you about the taxes and fees, also any extra baggage fees, any extra fees for things like food, pillows, blankets, they'll have to give all of that to you up front. also if you're involuntarily bumped, if you get there and they say, sorry, we've oversold, there's no space for you, you'll get more compensation. if you're delayed two hours getting to your final destination, you can get two times the value of your ticket. if you're delayed more than that, you can get up to four times the value of your ticket up to $1300. finally they're trying to cut down on those tarmac delays. now the limit is three hours for domestic flights, four hours for international flights. if you're on a flight waiting to take off for two hours, they'll

have to give you food and water. all of this goes into effect, brent, in august. >> two hours is a long time to be stuck. thanks a lot, kristen, appreciate it. we've been hearing about a lot of problems with air traffic controllers. now it appears a jet carrying the first lady got too close to another plane because of a mistake by air traffic controllers. the faa says a jet carrying michelle obama was approaching andrews air force base in maryland when air traffic controllers told the pilots to go around and try another approach. the agency says the plane wound up about three miles behind another plane that was landing, which is two miles closer than required. the plane eventually landed safely and the faa says neither plane was in any danger. an nbc executive says that donald trump's talk about running for president is likely a big show. the unnamed exec told "entertainment weekly" magazine they really don't have any idea whether trump is serious or not, but they think it's a stunt to increase ratings for his

a text message are different in the sense that sending a text is probably going to take you a little longer than dialing a number. >> okay, sergeant cross, this is laura garcia-cannon here. >> hi. >> i'm going to talk to you because i got pulled over. this is for the goodness of our viewers as well, so that they understand. so you're saying in the officer's mind, if he thinks you were texting but what if you have proof of your texts that your last text was 12 hours ago? you've got it right there on the phone that you were not using the phone, you were not making a phone call, you were not texting, but yet you received a ticket for having it in your hand or on your lap? >> well, most oftentimes an officer is not going to want to hold court on the side of the road or the side of the freeway. but, you know, if that is the situation in which you explain to him, hey, this text was received about 12 hours ago, i wasn't texting, i was either dialing a number or looking at my phone. however, let's look at the big picture here so that everyone

understands why this law is even in effect. any type of distraction while driving could lead to the possibility of you killing yourself or killing someone else. and the reason why cell phone use is a law in california, because that's the number one form of distracted driving and so in the whole scheme of things, in order to safely operate a motor vehicle, it requires 100% of your attention as well as two hands on the steering wheel at all times and so that's really what this law is about and we really want people to remember that. >> do you think that the law needs some clarification, though, based on what seems to be contradictions and what you're allowed to do and what you're not allowed to do? >> well, if you read the section, it's actually pretty specific in the sense that when it's called a hands-free law, it basically means you cannot have that phone in your hand at all. and then when you take it a step further, yeah, you're allowed to use the phone if you're using either a bluetooth or an ear bud. but in the whole scheme of things for the california highway patrol, we strongly recommend that you don't use the
