christina talked about santa rosa with fog. we'll watch as that creeps down. a new, truly shocking report shows state commission charged with cracking down on teacher misconduct is flawed and so poorly run it can't keep kids safe at school. monte francis is live. one calls it commission one of the worst run organizations she's ever seen. >> reporter: well, scott, that's right. the commission or the agency is called the commission on teacher credentialing. it's responsible for investigating charges of misconduct by teachers in the classroom and the audit found backlogged more than 12,000 cases. among the cases is allegations of a middle schoolteacher exposed middle school students to pornography in the classroom in 2008. they didn't request police reports in the case for more than a year.

another case was a teacher arrested on charges of prostitution and petty theft in 2007. that teacher was allowed to renew his teaching credential and didn't have it revoked until 2010. in the case of a substitute teacher urinating in a classroom with kids present. daryl is among those blasting the commission for failing to act on allegations in a timely way saying the well being of students is at stake here. he's called a legislative meeting for may 10 to look at what can be done. the state auditor is calling them one of the state's worst run organizations. in response, the commissions director says there is a serious backlog of cases. he says no students have been harmed as a result of the delays. live in san francisco, monte

francis, today in the bay. >> amazing. a check on registered sex offenders reveals a sex offender hot spot. they checked on 20 sex offenders living in the sterling and st. francis motels down the street from santa clara university. they showed up to make sure they are living where they say they are and not violating parole. a woman living there says she knew nothing about her neighbors. >> i'm very shocked. the landlord or the hotel person at the front desk should have alarmed us that this situation happened. >> the safe task force made 25 stops last night and arrested three people. san francisco police need your help finding a man that's sexually assaulted at least two women. he exposed himself around 2:00 saturday morning. ten minutes later, he attacked another woman a block away.

this is the same fellow in the stechs. he's a white man with short, light brown hair. a month after their daughter died during a street race, a san jose couple is warning others will die with the racing continues. they spoke only to nbc bay area. their daughter, 23-year-old ashlee left work when a mercedes going almost double the speed limit crashed into her car. she was in a coma for seven days. they stopped the respirators after her brain showed no more activity. >> just to let her know, go in peace. it was a very difficult moment, a few minutes left in her life. she was surrounded by so much

love. >> it's tough to watch. the drivers of the two cars racing have been charged with vehicular manslaughter. they face a maximum of six years in prison. a crime watch alert in san carlos. there have been a rash of home burglaries. they are all related. the burglar is breaking into homes through unlocked windows when no one is there. he's targeting computers along with jewelry. they are warning everyone to keep their doors and windows locked and report anything suspicion suspicious. the fbi says 34-year-old adam lynch is the home bandit named because of his laid back attitude during robberies. he was arrested in denver on monday for robbing a bank there. the fbi thinks he's hit a number of banks in california, wyoming

and colorado. take a seat, gas prices at $6 a gallon. really? some say it is possible by summer. bob redell is live with more. good morning, bob. >> reporter: good morning to you laura, or excuse me, marla. it seems like we are headed there. the price of gas is up there at this 76 station in san jose. it's $4.35 for a gallon of gas. that is a little above average if you look at the latest numbers from aaa. they are reporting gas is averaging around $4.22 a gallon. these prisz prices are up a quarter from a month ago. the recent spike caught the attention of uncle sam. president obama or the justice department set up a task force

to show how they are affecting the price of oil. they are interested in seeing if there's illegal manipulation or fraud. oil is trading at over $110 a barrel. some experts think it's grossly overinflated and should be in the $65 to $70 range. they are making a prediction of $6 a gallon of gas by summertime. he has few reasons for thinking why that's possible. one is the dollar. right now, it's hovering near three-year lows as the dollar goes down. the price of energy goes up. coincide that with the fact summer driving season is coming upon us. it's when demand goes up. supplies go down and price goes up. you run the risk of hurricanes. if you have a massive hurricane season, there's the possibility oil supplies could be disrupted and a bump in the price of gas.

the budget. 105 silicon valley ceos took part in the poll. things are looking up for college grads. companies plan to hire almost 20% more grads this year than last. school counselors say some students are getting multiple offers. the top paying major this year is chemical engineering. it pays about $66,000 to start. san francisco is moving toward a plan for a bay area landmark. they voted to go ahead with an environmental study to build a new community on treasure island. opponents say it will create a traffic nightmare on the bay area bridge. we will find out how bad when the report is complete. the board is expected to vote on the project in june. back in the wild, six seals

are swimming in the ocean. they were released at the state reserve beach yesterday. they were found in march suffering from malnutrition. they are strong enough now to be on their own. sometimes you never know who is on the beach next to you. case and point, along the coast earlier this week where secret servicemen spread along the beach because tim geithner and his family were hitting the waves. his daughter was taking surfing lessons while geithner and his son surfed nearby. he had no clue who the family was until during the lesson. the u.s. treasury secretary's trip coincided with a whirlwind bay area visit from the president, of course. let's check in with

christina. >> we are going to see winds later on today. it's good news if you are looking to go surfing. building breeze throughout the day. high pressure is coming in as a result. patchy fog out there this morning. we are expecting more of that to develop along the peninsula. high pressure back in the mix for today. that's going to bring the numbers up toward 70 degrees in many cities in the east bay and south bay. the north bay will be socked in. santa rosa reporting less than a quarter mile of visibility. take it easy out there if you are heading out to work this morning. we have a series of low pressure systems, weak weather systems. they are going to impact the bay area for the next five or six days. we are expecting sunshine each and every day for five or six days. we have a 10% rain chance as some of the light scattered showers push over the bay area. i don't think it's enough to cancel plans you may have made.

board will vote on agreements for secretaries and clerical workers. they call for three to four day furloughs this year and between five and eight days next two years. they will pay for increased medical benefits costs. trustees will meet at 8:00 to vote on the agreement. pg&e's top executive is stepping down and taking a hefty parting gift with him. peter darbee is leaving after what he calls a challenging year. he leaves in eight days and take as $35 million retirement package. he faced severe criticism after the san bruno explosion. he was blamed for spending millions on proposition 16 which failed in june. it would have made it difficult for cities and groups to buy their own power rather than going through pg&e. he helped topple the 30-year

green. christie smith is live in oakland where they are going to unveil a new biodiesel. >> reporter: when gas is over $4 a gallon. alternative fuels look better and better. we are on 49th avenue. starting today, they are offering this retail, of course it's earth day, which ties into this thing. good morning. how does it work? you go out to restaurants and it starts there with the oil? >> right. we pick it up and bring it here. here is where we convert it into biodiesel. the waste vegetable oil gets heated up. the water comes out of it. we bring it to the big blue tanks. we add two different types of cath lists and methanol and we make biodiesel. >> reporter: who is this for? who is your consumer?

faking pregnancies. not a story like this. a high school student in washington state faked being pregnant as an experiment. gabby rodriguez came clean after pretending to be pregnant. only her mom and boyfriend seen here, and the school principal were in on it. she did it to teach other students a lesson in prejudice. >> teens they are in the shadows ofster row types and rumors and i want to break that and set them free. >> i think it starts it conversation. i don't know how one presentation will change the way people think long term. it certainly gets the ball rolling. >> she kept a record of how she was treated differently. she'll get to walk across the stage for her diploma. time for gadget friday. what do you have for us?

>> the blackberry playbook. it is significantly smaller than the apple ipad. this is one of the situations in which i want to talk about a gadget, but i'm not necessarily recommending it. it is not able to link up to its at&t brother, the blackberry phone. you see my phone there. it's supposed to connect e-mail from one to the other. they work in tandem, in other words, creating a secure network to have your software and e-mail all on this panel. the frank truth is, it does not work properly with at&t. we cannot recommend this thing. $499 for the 16 gigabyte is about what you would pay for the apple ipad. the screen is fantastic. it's easy to use. it's intuitive as far as how it works. until they make it work with e-mail, which after all is the
