bridge. no advisory for the san mateo bridge. with the camera shaking like this, as you are traveling over that with a van or truck, it will gust over it. >> thanks, mike. a big debate in law enforcement has been what are pot clubs allowed and not allowed to do? a south bay agency is trying to clarify the rules. today in the bay's bob redell is live in san jose with all the details for us. good morning, bob. >> reporter: good morning to you, marla. here in downtown san jose, santa clara district attorney has been drawing up guidelines, clarifications, rules if you will on how marijuana collectives can operate here in the south bay. i deally cut down on the number of police raids. law enforcement raided several collectives last year without warning, the mercury news report

said under new guidelines proposed by rosen in the future, the clubs would be given a warning and opportune toy to write the violations instead of having the officers come banging on their doors. the principle is to treat the clubs as legitimate non-profits, instead of treating them as businesses out to make a profit. they are not offering them a pass or get out of jail free card, he wants them to follow the state marijuana laws. he's trying to reduce the amount of tension and friction that's present between the collectives and law enforcement. the d.a. is expects to release the proposed rule so you can comment. in case you are not aware, there are more than 100 marijuana collectives here in the city limits of san jose. last week, the city council voted to limit the number to

ten. reporting live, bob redell, today in the bay. >> thank you very much. san jose police on the look out for an armed and dangerous bank robber. the man held up the chase bank near camden and lee. the suspect firing his pistol into the building fleeing with a bag of cash. the robber is 20 to 30 years old, a dark complexion, six fetal, weighing 130 pounds. he is very, very thin. the same bank was robbed last november. mourning the loss of the first african-american player and one of the greatest fullbacks of all time. joe the jet perry died yesterday at his home in arizona. he was 84. he joined the niners in 1948 and played for 14 years. he holds the 49ers record for all time rushing yards and rushing touchdowns.

he was the nfl's all time leading rusher until taking over by jim brown. he was inducted into the profootball hall of fame. the fire department will not go private. san carlos considered outsourcing it to a private securities company. there was concern about their lack of experience in managing a city fire department. the city council voted instead to open talks with redwood city about sharing fire services. san carlos firefighters say they are happy the city decided to go another way. >> it's a step in the right direction. it's a baby step, but i think it's a step to go in that direction. it's far better than the other proposal. >> they voted to restart talks with them if negotiations with redwood city do break down.

the bay area's biggest county could ban plastic shopping bags. the board of supervisors is expected to approve the ban today. they looked at the idea for more than two years now. they faced opposition with business owners. the passage of the ban in san jose paved the way for a countywide ban. if passed, parts of the county has to get rid of the plastic bags. a ban on circumcision could find it's way on a ballot. a voter says he will submit 12,000 valid signatures today. it's more than the 7,200 needed to place the ban before voters. it would make it a misdemeanor to circumstance size someone who is not 18 years old. the proposition would almost certainly end up in court. people wary of the smart

meters have a way of keeping the technology away from their homes for a little while. pg&e created a delay list that customers can sign up for. it will allow them to postpone the installation until they work out the details of the opt out program. it allows customers to opt out for a monthly fee. to join, call pg&e at 877-743-7378. the city of berkeley wants to protect low income renters. city leaders meeting to vote on a plan that requires all rental applicants to get a copy of the screening fee law when they pay an application fee. there's cases of the landlords exploiting the law. it's hoped the measure teaches tenants and landlords about rights while providing better

enforcement of the law. ways to handle the hundreds of thousands of people expected to show up for the america's cup. it hosts a meeting this thursday in the ferry building with people living in surrounding neighborhoods. the city wants to hear feedback on the plan to run light rail to the waterfront, eliminating traffic in some neighborhoods to residents only. it starts in the fall of 2013 and lasts over several weeks. as americans shell out more money at the gas pump, exxon and chevron and other oil companies report their profits this week. americans are grumbling and washington talking act doing something. brian moore is live in washington with a look at the steps they are thinking about taking. good morning, brian. >> reporter: hi, scott. the white house is looking for a way to turn lemons into lemonade, hit the big oil companies with something they don't want, which is taking away some of the big oil subsidies

that uncle sam has given them over the years. we are talking $35 billion in subsidies, depending on how you do the math. it's because the white house is worried about the economic effect that the rising prices are having on the economy. a university of san diego professor estimates for every dollar a gallon that gas price goes up, it sucks $7 million out of the local economy. a lot of critics have taken away the subsidy saying if you take it away, they are going to put it back into the pump price. there's a little good news at the ends of this. the latest survey suggests prices may be peaking. it's only because we can't afford the high-priced gas. >> thank you much. we were with the president at facebook a couple days ago. he said over and over. he kept bringing up gas prices. he sees it as a political point to score. >> it's a good call.

the chevy volt and nissan leaf earned top ratings for safety. electric cars got high scores from front, rear and roll over protection. they are classified as small cars, their weight is closer to large sedans. it protects drivers and passengers as large cars are less likely to be pushed around in a crash. facebook is taking on groupon and living social. it's starting a test of deals page in five cities today. san diego, san francisco, atlanta, dallas and austin. unlike a lot of other sites that rely on e-mail circulation to get the deals out. facebook is hoping to exploit the friends and family you have on their sight. it means, look, we love free stuff. >> we do. >> or cheaper stuff. >> cheaper stuff.

i worked with her in palm springs. satellite radar shows you a clear bay area. the clear skies have made way to very, very cold temperatures across the bay area this morning. we are starting ten degrees cooler than this time yesterday morning. what happens is the skies clear and all the heat from yesterday radiates into the atmosphere. we are starting out cold. high pressure is going to do the job to warm us back up to the afternoon into the 70s. we are looking at a nice day today. it's starting the offshore push. we are seeing the marine layer pushing away from the coast this morning. it's good news. winds now are sustained. light, variable at 5 miles per hour. we are noticing strong gusts coming through at times. you want to take it easy out there. mike has been reporting that all morning long. temperatures are cool. 41 in fairfield. 41 in santa rosa, turning over

the san francisco transportation agency could approve $60 million in improvements. $15 million would help build a central control facility. another million goes to b.a.r.t. to prevent water leaks. the funds come from the city's sales tax. the fine for texting while driving is more expensive. the state senate approved a bill that increases fines for texting or using a handheld cell phone while driving. the fine rises $50 for first-time offenders. it's just not worth it. no text is worth $440. >> for $420 you can hire someone to transcribe what you want to say and hand deliver it. 101 is moving nicely now. easy drive. it's 5:23 this morning. 280, we have an issue.

an accident reported that a toyota sienna might have hit a deer. it sounds like it was limping around. it's sad news but it's on 280 where we normally don't see a lot of activity. the travel times is still all right. a live look at the bay bridge heading into the city shows the toll plaza sparsely populated. a smooth drive down the east shore freeway. an 18 minute drive on the maps coming off the carquinez bridge. you are going to watch the bay area bridges for higher winds. we had a warning for the bay bridge. we are going to let you know, it might be gusty out there for you. >> thank you, mike. the federal government is joining the investigation of a fire that destroyed a stockton mosque. it happened early saturday morning at a strip mall that housed other places of worship.

no reports of injuries, so good news there. the federal bureau of alcohol, and firearms joined the case because a mosque is involved. the state senate passed a bill banning the drinks yesterday. backers say alcoholic energy drinks are a dangerous combo that are often marketed to younger people. several states enacted similar measures. get ready for this. netflix is almost as big as hbo. how did that happen? >> netflix says it has more subscribers than show time. it's just under hbo. the company has been under a lot of pressure from hollywood and cable companies. they are down right afraid of netflix to be honest with you. we heard soothing language as they reported profits saying netflix is not leading them to

cut their cable, they want to be an alternative for cable and satellite customers. netflix is being very humble as it makes the biggest profit in nine quarters. play station network, which has three times as many registered users as netflix is still down this morning. it's a disaster for the company that has been hacked. the unnamed hacker may have been able to access private information including credit cards. sony did not say that was the case. under law, they have to say it happened and they have to say it very soon. marla. >> thank you, scott. time is 5:26. the local university warning people about peeping toms this morning. that's coming up. a business owner firing back about the safety of his club after a deadly shooting, nearby. good morning. i'm christie smith, live in oakland.

62 is at hill crest. i don't have an accurate sensor showing the exact speed from a to l. the chicklets are yellow. we get a live look outside, 880 holding up steady. watch as this increases over the next half hour. back to you. thank you much. as you drive oakland's streets, hopefully it's a smoother ride. christie smith is live where crews are watching up potholes. >> reporter: every now and then we hear a boom sound. it's someone's tire hitting a hole on telegraph avenue. 32% of the streets here are in poor or very poor condition. the money just isn't there to repave them all. the city is now on its spring patching blitz. today, here in north oakland they will get started. it will go on for about a month.

they have eight crews doing this. it's twice the normal number. they normally go around with gravel and shovels filling them quickly. the mayor says in town hall meetings that have to do with infrastructure, this is the top complaint from residents. it's really become an issue. the rain e rosed the surface of the roads. if you have a complaint, go to their website and click on report a problem or call 510-615-5566. they are promising they will come out and fix it. >> thank you. the search is on for at least four men wanted in a double murder outside a nightclub. they are considered armed and dangerous. oakland police they were out to rob people attending a lil wayne concert around the corner from

sweet jimmie's on broadway. it's outside where the actual shooting happened. those standing out front became victims. six people shot, two killed. the owner wants to keep the record straight, the shooting happened outside of his club. the president of the jack london district association says it happened in one of the safest neighborhoods in oakland. >> it doesn't affect the businesses directly as much as the clients. people don't want to come to a place they think they are going to get shot. who could blame them? >> he adds fights that used to happen with fists are now happening with guns. there's too many guns on the streets. new guidelines that legalize pot clubs in the county. bob redell is live in san jose with the latest for us. good morning, bob. >> reporter: good morning to you, marla. from his office in the civic

center in downtown san jose, jeff rosen has been drawing up guidelines, clarifications, rules on how marijuana collectives can operate here in the south bay. the idea behind the effort is to cut down on the number of police raids on pot clubs in san jose. police raided several without warning. they said under new guidelines proposed by rosen, in the future, the clubs would be given a warning, opportunity to right whatever their violations are instead of officers banging down the doors. the principle is to treat them as legitimate nonprofits instead of illegal businesses out to make a profit. he's not offering a get out of jail free card, he wants them to follow state marijuana laws and trying to reduce the tension and

friction present between the collectives and law enforcement. he's expected to release the rules in a few weeks so you, the public, can comment. there are more than 100 clubs in san jose. the city council voted to reduce the number to ten. reporting live in san jose, bob redell, today in the bay. >> thank you, bob. danville police looking for the owner of a pit bull which fatally attacked a smaller neighborhood dog. the incident happened last thursday in the blackhawk neighborhood of danville. a woman was walking her dog when a pit bull charged at them violently. a man came out of a nearby home. the wounded dog was later euthanized. the pit bull's owner was visiting the home and left the scene. police are pursuing a number of leads in the case. there's a number of peeping toms. they are not just looking but

taking pictures as well. the police say someone is going into the showers of the coed dorms and peeping over the stalls or using a camera phone to try to see. there are warnings outside bathrooms alerting students to shower in groups, if possible. one student was caught peeping last week. there are more incidents. any student caught taking pictures will be expelled. how big a blow state budget cuts dealt to a county. the manager expected to tell the board of supervisors they lost $21.6 million. he says it could get worse. if governor brown fails to get state taxes and fees extended, they could stand to lose up to 20 million more. san mateo was ready for a big hit, but not one that big. a program aimed at retaining veteran police officers could be retired.

san francisco's police department hads has a voter approved plan that allows double dipping. that is set to expire on july 1. a recent city report found the program cost taxpayers $52 million more than hiring new officers through police academies. san francisco needs to extend the program or it could see catastrophic effects on staffing lefrl levels at the department. 160 officers are in the program since it was approved. christina says this is the easy part of her season. >> because it's going to be so beautiful. >> beautiful, beautiful, beautiful, repeat as needed. >> beautiful, beautiful, 70s. that's right. comfortable conditions. we have been waiting for a strong ridge to set up in the pacific for a long time. i have been waiting for warmer days. we are going to get a nice

tourists coming to celebrate friday's wedding. very few will be at the ceremony. itis what's happening outside the church that attractions the most attention. tracie potts is live in london all week talking to folks planning their own celebrations. good morning. >> reporter: that's right, marla. good morning, everyone. it's the street events at the square, the parks, the camp outs that are really prompting extra security. so many people in this city. this morning, a briefing from scotland yard. they are prepared and will crack down on any criminal activity. they are asking for the public to help them, be the eyes and ears of this event and report activity. they will have 5,000 officers on patrol on horseback, by foot, by boat. they will have 80 private teams, we are told, patrolling the area. they will have special teams assigned to certain populations,

people they are already aware of that they think could be in the crowd and cause trouble. speaking of the crowd, they are gathering at westminster abbey, the sight of the ceremony on friday. there's one person we know of that is camped out there. we are told it's starting to get tight in the area. the guest list a bit of a concern. there are possibly protests being planned. one at a hotel tonight. others say they will protest near the abbey because they believe some of the foreign dignitaries invited should not have been a part of the ceremony. today, lots of pomp and circumstance. we have seen some of the rehearsals, they are polishing up the statues behind me, getting ready for this very big day. >> the wedding of the century. what precautions are they taking to protect william and kate? >> reporter: we learned prince

"the today" show will have special coverage here. we'll be here at 6:00 a.m. we'll have the local news, weather and traffic. pg&e is talking act plans to test gas pipelines in antioch and mountain view. it will hold more meetings from 5:30 until 8:30. the meetings allow people to get answers about construction and safety impacts in their neighborhoods. the tests are the first conducted in the wake of last year's deadly blast. water will be flushed down the lines to test strength and cracks. pg&e customers will not have to pay for the multimillion dollar pension plan of peter
