now, it's chilly. grab a jacket on your way out the door. you'll need a jacket in fairfield, 37 degrees. these numbers climb into the low 70s today. the mid-70s tomorrow. the upper 70s by thursday. the full forecast is moments away. let's get you to work now with mike inouye. hey, mike. >> we are looking at the altamont pass. speeds dipping to the 50 z. a 15 minute drive for that portion of 580. the speeds are dipping. over toward oakland, 580 is moving smoothly. live shots out there coming up. we are seeing slowdowns and increased volume. it's 6:01. back to you. pothole blitz in oakland. christy smith is live in oakland with a job they have ahead. good morning. >> reporter: good morning to you, scott. this isn't be good news, we

found part of somebody's bent wheel by three large potholes on telegraph avenue in oakland. this is where the city is kicking off a new leg of the pothole blitz, trying to fillmore than 2,000 potholes in one month. eight crews out doing the work. that's twice the usual number. now in town hall meetings on infrastructure, the mayor says potholes are the top complaint she hears about. it's worse in spring when rain erodes the roadways. if you have a pothole bugging you making the commute rough, call 510-615-5566 or log on to the public works website and click on to report a problem. they are promising during this blitz, they will come out and fix it. christy smith, today in the bay. >> thank you. 6:02 now.

oakland has the ball rolling. despite the fact it's in the middle of a legal fight. the city is trying to restrict movements of gang members in east oakland. the city is paying a firm to work on that civil injunction. the injunction against gang members ongoing for two months now. there's a preliminary injunction in north oakland that has been in place for almost a year. san jose police on the look out for an armed and dangerous bank robber. the man held up a chase bank yesterday near camden and lee. the suspect firing the pistol into the building ceiling before fleeing with a bag of cash. they dekribed him as 20 to 30-year-old man with a dark complex, six feet tall and 130 pounds. the same bank was robbed last september. people wary of smart meters have a way of keeping the

technology away from their homes for a little while. they have a new delayed list that customers can sign up for. it allows them to postpone the installation until they work out the details of the opt out program. that program allows customers to opt out of the wireless meter for a monthly fee. to join the delay list, call the number on the screen. that is 877-743-7378. the city of berkeley wants to protect low income renters when searching for a place to live. they are going to improve screening fee protections for apartment seekers. the proposal requires all rental applicants to receive a copy of the tenant screening fee law when paying the fee. there have been cases where landlords exploited the law as a way to generate extra income. the measure would address the issue by educating tenants and

landlords on existing rights while providing better enforcement of the law. san francisco leaders finding ways to handing the hundreds of thousands of people to show up for the america's cup. it hosts a meeting with people living in surrounding neighborhoods. the city wants to hear your feedback with a plan to run light rail at the waterfront and limiting traffic in some neighborhoods to residents only. america cup starts in 2013 and lasts over several weeks. the bay area's biggest county could soon ban plastic shopping bags. we are not talking joe the jet perry just yet. that story is coming up in the newscast. the board of supervisors is expected to approve a ban today. the county looked at this idea for more than two years now. they faced opposition from plastic producers and business

owners. if passed, retailers in unincorporated parts of the county would have to get rid of the plastic bags. it would take effect january 1. the campaign to bring the olympics back to tahoe kicks off today. >> reporter: this group calling themselves the california winter games committee is announcing bringing the olympics back to tahoe for 2022. san francisco could only benefit from this, the revenue and travelers it would bring to the region. they would be gate way cities to tahoe as the world travels here for the games. it's what they hope. they can't get started too soon. the first deadline comes in the spring of 2012 when they have to file their statement of interest. they are joining forces with the tahoe winter games coalition, a

group that's been working on it for decades now. it would be a two-state host effort to bring the games back to lake tahoe. the host city would not be selected until 2015 but they need to get started on the effort now. there are a number of deadlines they have to meet to make it all a possibility. certainly, a grand idea. one that a lot of people here in the area seem to support and one research shows people have an interest in. will it happen? i don't know. it's a great idea and one that would benefit all of our areas in california and nevada. back to you. talk about planning ahead, huh? >> that would be just far enough away that you could go but wouldn't affect traffic. the forecast of the fall of 2022 is christina. good morning. >> good morning to you. we had record snowfall this year, it's going to take a few more years before we see totals like this year.

hey, the odds may be in our favor, friends. good morning to you. we are looking good this morning, breezy out there. calm winds in the south bay. the places we usually see the winds in the bay area, you are going to find gusts in excess of what we see here. watch for a 15 to 20-mile-per-hour gust all morning long. the breezes continue throughout the day. the breeze builds and picks up this afternoon. that's the case each and every day as high pressure moves in, driving the offshore winds as the winds move from land to sea. they are drying out and warming up. clear and chilly to start. the clear skies made way to a cold start in places like fairfield. 41 in napa, 41 in santa rosa. by noon, 60s on the temperature map. at 12:00, 60 in livermore, 60 in sunnyvale. by 4:00 p.m. when the highs come, in 70s.

70 in fremont. 69 in fairfield. sunset at 7:54. it's tough to get to sleep. >> it's tough to get to sleep at that time anyway. they keep yelling for water and food. we are looking at antioch where you have to get to work through the highway 4 jam. you have to pay for the food and water. 242 and 680 at the bottom of the screen is where we have potential for gusty winds in the east bay hills, walnut creek, watch that area as well. the bridge, no problems here. we'll check out the north bay travel times. highway 37 out of navato to 580. the golden gate bridge conditions are very clear. you can't make out much beyond there because of low clouds and haze in the area. fog creeping in the areas.

a live look at the bay bridge toll plaza. the metering lights still not turned on. now is a good time to head out. it is 6:13. the federal government joining the investigation of a fire that destroyed a mosque and damaged a nearby church. the blaze broke out saturday morning. no reports of any injuries. the san carlos fire department will not be going private, at least not for the time being. they voted late last night to open talks with redwood city about sharing fire services. san carlos is looking for ways to save money and maintain quality service. it was looking at a company but concerned of their lack of expeens. they are happy the city decided to go another way. >> i think it's a step in the

right direction toward consolidation. it's a baby step, but a step in the right direction. >> now the city council voted last night to restart talks with that private company, if negotiations with redwood city break down. the san francisco county transportation agency could approve $16 million in improvements today. it would help build a central controlled facility for muni. another million goes to b.a.r.t. to improve measures at the pal street station. the funds come from the city's sales tax. the fine for texts while driving is another step closer to costing more. fines increased for texting or using a handheld cell phone while driving. the base fine rises $50 for first time offenders. it would cost more than $420 for repeat offenders. the bill now goes to the

assembly. christina loren has a fantastic forecast ahead. >> good morning to you. h is for fantastic. high pressure is the reason why it's going to be so nice around here. we are expecting the temperatures in the 70s today, mid-70s tomorrow, upper 70s by thursday. so, this warm, dry weather we have been waiting for this spring is finally going to settle in. we are not going to see rain chances for at least ten days. you need to turn the sprinkler system back on. clear and chilly to start you out. we have 30s out there. make sure you grab a jacket. 37 degrees in fairfield. 41 in napa and 41 in santa rosa. 49 in oakland and 49 in sunnyvale. everybody, everybody is going to warm up today in the upper 60s and low 70s. we are looking to a nice day with a lot of sunshine.

close to 6:20 on this tuesday morning. we are going to show you a live look at the shark tank. the sharks were victorious in o.t. down in l.a. bob redell is going to be live where sharks fans are going to be lining up for tickets. now, for a look at the roads, we check in with mike. >> good morning, marla. i should have put that on my map. a lot of folks are going to be at hp pavilion trying to get tickets. tully road, the sensor at 40 miles per hour. from time to time the speed sensors turning yellow. speeds in the 50s. the south bay volume starting to increase as it does about 6:30. we'll see slowing around 680 as well. we look at the lower base shore. 280 coming across 84, the

scan the skies for signs of alien life. the search for extraterrestrial intelligence. there's not enough government support. scientists say the timing couldn't be worse. they discovered 1200 possible new planets with a powerful telescope. we are trying to get in touch with somebody to bring you a live interview. the impact of secondhand smoke will hit the air waves in the south bay. a man is smoking next to his kids. take a look at this. moments later, you see smoke coming out of his children's mouths. the ads are part of santa clara's prevention program. it's a two-year effort to bring together communities, schools and health care facilities to change policies. the ads run through july. netflix is almost as big as hbo.

scott mcgrew that's just amazing. >> it is. netflix says it has more subscribers than show time and cinnemax. netflix has been under a lot of pressure from hollywood and cable companies. they are really, honestly, afraid of netflix. netflix had soothing language as it reported its profits saying it's not leaving people to cut their cable. netflix wants to be an extra alternative to cable and satellite customers. netflix, as you can sere is being very humble as it makes the biggest profit in nine quarters. meanwhile, the place station network which has three times as many registered users as netflix is still down this morning. it's a disaster for the company. people are worried the hacker could have had access to private information and credit cards.

under california law, sony would have to indicate it's happened and would have to say so, soon. now, the question here is just how big is play station. there's play station when compared with brian williams on "nightly news." we'll get rid of that word there for you to see. brian williams can miss svn days of nightly news before he can catch up with what play station lost their first day of being down. there you go. a huge influence on the world. seven times bigger than our good, good, good friend brian. >> it's simply shocking, actu actually. >> amazing. that many using play station. >> i'm not one of them. i would rather watch brian williams. that's just me. now, the program in mountain view that searches for extraterrestrial life. on the phone with us is dr.

seth. you are telling us you are losing funding, is that correct? >> that's correct. it's in a hibernation mode because of the lack of funding to operate it. >> okay. what does this mean, then, for extraterrestrial life or the search for it. the search for intelligence relies on telescopes like the movie contact if people recall the jodie foster film where they used antennas to ease drop on live. life as clever as we are. this is an experiment that's been running for many decades. it's an experiment that gets better and there's a dedicated instrument to do it in northern california in the cascade mountains. because of the budget short falls in the state of california, our partner, the university of california doesn't

have the funds necessary to keep this telescope running. >> you want rent time. are you going to still do that? >> at the moment, we put all of efforts into this array, just to the east of redding, california and so, you know, that's where all the equipment is. very specialized equipment. this is a very low budget operation run on the basis of moneys donates by private individuals. at the moment, there isn't the money that it takes to move the equipment and use somebody else's antenna. we hope to resuscitate it. >> ha do you do now? can you go over old data or drum your fingers on the desktop? >> caller: umptly, it's more the latter than the former.

there's no recording it. you can't. it's too much. it would fill up your hard disk in a matter of minutes. all the data is looked at in realtime. in other words, as it comes in. if you find it interesting, you check it out right away. it's not a matter of rooms full of data that we can look through on a basis of stuff that's been collected in the past. the data is looked at as it enters the telescope. you want the telescope now to do more research. >> caller: 50 or 60 of them so far. this number will increase. they have been found and are not just candidates for being planets but planets with liquid water on the surface. they could have oceans. these are potential cousins of the earth. it would be a terrible shame when we are finding the earth is

be out there right now. thanks, bob. this morning the search is on for at least four men wanted for a double murder outside a nightclub. they are considered armed and dangerous. the suspects were out to rob people attending a lil wayne concert attending a party at kimballs. those standing in front of sweet jimmie's became victims of the shootings. six people shot, two of them killed. the owner of sweet jimmie's wants to set the record straight, it happened outside his club. the president of the district association says it happened in one of the safest neighborhoods in oakland. >> it doesn't affect the businesses directly as much as the clients. people don't want to come to a place where they think they are going to get shot. who could blame them. he says fight that is used to happen with fists are happening with guns and there are too many

guns on the streets. we are following a pothole problem. christie smith is live in oakland where crews are going to patch up potholes. good morning. >> reporter: good morning to you. we found this by potholes. part of somebody's bent wheel. this is not a good sign of what the potholes can do. it's not only annoying, but can be expensive. drivers know it's here because they tend to slow down before they hit it. this is where the city is trying to fill 2,000 potholes in just one month. a report on the city's website shows 32% of oakland streets are in poor or very poor shape. in town hall meetings on infrastructu infrastructure, the mayor says this is a top complaint. at this point, the money isn't there for repaving the streets. this is the next best thing. eight crews are going to be out there with asphalt and shovels.

it's twice the normal number. if there's a pothole bugging you, check out the public works website and click on report a problem. let them know what's going on. they promised during this blitz they will come out and fix it. reporting live in oakland, christie smith, today in the bay. >> thank you. we'll find out how much budget cuts will hurt a county. san mateo is expected to tell the board of supervisors they lost $21.6 million. he says it could get worse. if governor brown fails to get state taxes and fees extended they could stand to lose 20 million more. the county manager says they were ready for a hitch, but not one this big. a program at retaining police officers could be retired. they have a voter approved program that allows double

dipping or drawing a pension and a salary at the same time. now, this is set to expire on july 1. a recent city report found the program cost taxpayers $52 million more than hiring new officers through the academy. backers say san francisco needs to extend the program or it could see catastrophic effects on staffing levels at the department. 169 officers enrolled in the program since it was approved back in 2008. 6:37. take a look. is this looking at angel island? i think so. pretty shot. it looks windy, though. >> she looks like an angel in front of that shot, doesn't she, scott? don't answer that. good morning to you. we are looking good this morning, of course, if his wife was watching, that's why i said that. you do look angelic. what a difference 24 hours looks, right. we were socked in it with fog yesterday. because high pressure is moving

in, it's driving the winds offshore and the marine layer out to sea. we don't have to worry about the low cloud cover this morning. warmer days for the next few days. a substantial warming trend kicks in. mid-70s through the afternoon today. at the coast, the low 70s. this is what we are expecting for the morning hours. it's chilly out there. grab a jacket. by noon, the numbers which are in the 40s and 50s will turn to the 50s and 60s. 55 in san mateo. 61 degrees in santa rosa. it just gets better for the next few days. the warmest time of the day will be between 3:00 and 4:00 p.m. 70 in fremont. i'll let you know how much warmer we are going to see the numbers spike. i have that coming up for you in a few moments. how does it look mike?

london. the city has hundreds of thousands of tourists. now, very few of them will be at the ceremony. it's what's happening outside the church that attracts the most attention. tracie potts is live in london all week, out and about, talking to the people planning their own celebrations. good morning. >> reporter: hey, good morning, everyone. there are so many people that plan to be out hosting street parties, attending street parties. there's a park we heard 500 people might be camped out. there are people camped near the abbey. that many people out and about in the city raises security concerns. today, we heard from scotland yard they are well prepared. they will have 5,000 uniformed officers throughout the city not to mention private security teams. they have more cameras here in london than any other city in

"the new york times" finds 42% of americans not paying any attention to the royal wedding. 30% say they will listen but they are not paying that much attention. 28% really care. of the women in this poll, 75% of them will get up early to watch the nuptials. >> surprising. oil companies are reporting their profits this week as americans continue to reach deep into their pockets to pay for gas. experts say as gas prices rise, the public does not spend money elsewhere threatening the economy. every ten cents when a gallon goes up, it takes away $7 million a month out of the local economy. the justice department is looking at taking action on the price gouging. >> from the financial fraud that devastates consumers --

just a gorgeous shot of the golden gate bridge. 6:51 right now. well, a scary drive for an elderly driver in teleaviv israel. the 92-year-old man got on the country's busiest highway and drove several miles in the wrong direction. other drivers slowed down, but there are near misses. police stopped the man and took his license. he says he was on the way to the hospital to tell a friend happy birthday. that's one dedicated man. we are going to check the roads

movie. reeves says he's on board. it's going to be about guys in their 40s. it came out in 1989. the sequel bogus journey came out later. the national transportation safety board is recommending nap time for air traffic controllers in light of their recent problems with them falling asleep on the job. they are trying to help workers deal with the overnight shift. nasa found the 26 minute nap would help them improve performance by 34% and alertness by 54%. they are hoping the faa will review the data and implement standards to fight fatigue. >> it seems bizarre they are fighting them now they think it's best. >> i think we need one on this
