to look dead. detectives think he snapped many of the pictures themselves some of the women in bondage poses. he's charged with the murder of four women in the area. a commission that cracks down on teacher misconduct. there's problems with the way the agency launches investigations, updates files and revokes credentials. a three-year backlog when it comes to entering 12,000 arrest reports. a special committee will meet today to address it. >> the palo alto school board meets tonight to decide whether to start the school year a week and a half earlier. it argues by moving the date a day ahead, students will be less stressed. moving the school schedule would

disrupt family vacations and put stress on seniors applying for school in the fall. a crook who made off with an 18-year-old giants fan bobble head of willie mays is still on the loose. the giants gave out special bobble heads to mark the 80th birthday. the team handed out a miniature replica of the willie mays statue. the fan was robbed at knife point friday night. 5:03 now. california has long prohibited counties from levying income taxes. if the bill is signs into law, counties receive the vehicle registration fees on local ballots along with soda, alcohol and taxes.

may around the bay continues this morning as we wake up in haywards. you know, this is known as the heart of the bay because it actually sits in the center of the three big cities in the bay area. hayward is the sixth largest in the bay area. a great example in this community of how they are turning a negative into a positive through artwork. we want to turn to bob redell for more on that. good morning.

>> reporter: good morning to you, laura. i'm just across the way from you at buffalo bills. until a couple years ago, this wall was covered in graffiti until the city of hayward came up with a great idea called the miral program. what was the genesis behind this? >> out of the clean, green and safe, we had some challenges with graffiti. using mural art is a way to combat it. it's been successful. >> reporter: you said hey, why don't we put art on there? >> right. they had a great vision and took a risk and put art on the boxes. it's been beautify indication and successful in deterring graffiti. >> reporter: even though they are breaking the law, they have -- >> a respect for art, yeah.

it's been great cost savings to the city. we have been able to hire local artists. it's been greatly successful and opened the community. you are a local artist. tell me the story about the bashbash basher barber pole. >> barber joe is one of the oldest businesses. we had a young man watching us paint the mural who was caught for tagging. the security guard who caught him introduced him to us. he actually wanted to have an opportunity to do something on the mural. we were working on that at the time. he helped us with it. >> reporter: this is a large mural. how long did it take to put together. >> six months of designing and five months of painting. that was myself with several volunteers working ten to 12 hours many days. >> reporter: what's interesting, if you look around, there are

tidbits. you say about 50 tidbits that have to do with the history of hayward. on the suitcase is what? what is the significance of that? >> it represents our sister cities. >> reporter: interesting. the program has been in operation now for two years. how many murals, how many utility boxes. >> about 30 boxes and 15 wall murals. we developed great partnerships. it's evolved quickly. i feel i'm chasing the program instead of moving it forward. >> reporter: you weren't expecting this. >> not at all. it's been a wonderful surprise. we get calls and e-mails daily in support of it. >> reporter: thanks for getting up so early. nice work. as you are driving in, this is

12-room victorian farmhouse built in 1886. the family arrived during the gold rush then took up farming. the youngest son lived there until 1972. after his death at the ripe age of 100 there was talk of tearing it down. >> the house is full of artifacts and some of them are original to the family, like this chair. this chair belonged to neil jr. now, we are in mary's room. she was the only daughter. this was her room. she was an artist and really a very accomplished artist. this is one of her paintings. this is archie's play room. it's named after archie, the oldest of the children. the play room, we wanted a room

where children and families could come and explore the kind of activities kids from the victorian era might have enjoyed. >> look at that. back in those days, you got around by horse and buggy. you had to have a carriage house. what else do you have with an old house? ghost hunters. a ghost chaser says their oldest son still calls this place home. >> archie, we are about to come upstairs. we are in the attic of the house. we think that archie mcconagy resides up here. he will do things to make you exit. we have had people rushed on the stairs. when you go to leave, we have had the door forced closed as if he's telling you, get out. >> when archie says go, you go.

no problems there. we have an update on the power outage in san francisco along vaness. just about all of the 4100 people affected have their power back on. only 100 people are affected at this point. pg&e expects to have it fully restored by 6:00. the cause of the outage is still under investigation. mayor ed lee says if you own an electric vehicle, you'll get a free charge in the city. they will house the charging stations. mayor lee says the first charging station will be installed in june with more than 80 others in place by year's end. lee hopes to reduce greenhouse gases to 20% below 1990 levels. they will be free until 2013. meantime, palo alto's shopping center is getting in the act, too. shoppers with electric vehicles

can charge up while they shop. this is the first regional shopping center to offer charging stations. it's located between bloomingdales and macy's. how are the roads looking? >> all right. they are smoothly in the south bay. i want to point out and issue here and in the east bay. the northbound speed sensors is what we are talking ability. a light volume of traffic. we have an accident on the southbound side of 101. it's been moved to the shoulder and no major injuries. an ambulance may arrive on scene to make sure everything is okay there. it's south of 237. moving south, 101 and 280 moving nicely through the area. then we have the construction zone off 101 and toward 880 across the dunbar ton bridge.

another half hour or so. you can drive no problem across the bridge. the san mateo is moving smoothly. 92 and 880, the transition is smooth. getting there out of hayward, there's still debris in the roadway. it's probably left over from an earlier accident there. livermore, no major accidents. a smooth drive out of the altamont pass. back to you. >> it is early. thank you. 5:24. the yellow pages could be a rare sight for san francisco homeowners. they will vote to limit distribution of the phone directory. people can receive the book only if they request it. if passed the city is the first to eliminate yellow pages. scott mcgrew has rare, good news for california's economy. we need good news. >> we do. we don't get hard numbers about how many californians are

working but the unemployment department, the state added more jobs in the first quarter, that's january, february, march than it did in all of the year 2010. california's unemployment level is still terrible, 12%, but on the whole, with the enormous state, it's 12%. when you look at the bay area and the tech heavy south bay in particular, it's much brighter. meanwhile, apple sent a letter to congress explaining how the phones work and why they gather all that data about you. the house committee on energy and commerce wanted the answers. google and apple face the senate at tomorrow's hearings. the british newspaper, the sun, reports the royal highness, head of the state of the united kingdom and 54 commonwealth nations bought herself an ipad two. her grandsons taught her how to use it.

police to see if they are going to release the tape to us. we should find out later this morning. for now, they are asking for anyone's help. if you know anything, give them a call. reporting live in danville, christie smith, today in the bay. >> thank you. we want to turn to the rest of the news this morning, marla tellez is live with more including details on an unruly passenger. good morning. >> good morning, we told you about this man yesterday. it is 5:31 now. good morning. the vallejo man who rushed an american airlines cockpit was taken into custody sunday night after he began pounding on the cockpit door and started screaming. this happened in mid flight. several flight attendants and passengers subdued the man before the plane landed. the 28-year-old was carrying a california id, a passport from

yemen and vallejo address. the suspect is not tied to a terrorist group. he's in the san mateo jail. so far, he's charged with interfering with a flight attendant. more charges could be added at today's hearings. teachers will continue their protest of state funding cuts after what grade-in. it's to show how much work they do after school. it's part of a state-wide protest. yesterday, some teachers marched at the state capital. it is hard to make out, but they are chanting education, not incarceration. teachers say they have sacrificed enough during the crisis. there's no more room for cuts. 65 demonstrators were booked after a sit-in. more demonstrations are expected throughout the week. people living in san bruno could soon see a slight hike in

garbage service bill. city councils for both cities will meet tonight to talk about a plan to add an extra 1.5% increase in trash fees. under this proposal, a typical trash bin costs less than $23 a month. people in mill bray pay $27 for a similar size bin. if passed, the rates take effect july 1. a san jose school wanlts to bring awareness to the dangers of concussions in youth sports. they will host a program to identify and treat brain injuries in athletes. recent figures show more than 760,000 youths visit e.r.s each year for brain injury. the event starts in the schools science building. sfo celebrated the recent opening of terminal two. today is another first for the airport.

morning with new details. good morning. >> reporter: good morning, everyone. we have a new wall street journal poll showing some numbers going up and some going down. the president's overall approval rating bumped up three points to 52% since osama bin laden's death. it seems that foreign policy issue and the way he dealt with it is having an advantage for the president. when it comes to the economy, those numbers still very bad. less than four in ten americans approve of the way the president is handling the economy. now, his focus turns to immigration reform. that broken campaign promise he was not able to get to in the first year of his first term. today, he heads to el paso texas for a big speech to draw support to give illegal immigrants in this country, 2.5 million in california alone, but giving them a pact to citizenship. it's met a lot of backlash from

approach off the brooklyn curve. a person might be changing a tire there heading toward oakland on 580. watch for that. treasure island, a report of a stalled vehicle. turns out, it's a motorcycle in the fast lane through the tunnel. watch for a crew to head over there as well. no slowing because of a lighter volume of traffic. a bump up from east bay to san francisco. the good news, i guess, in the city is vaness avenue, we had a report of a big power outage, marla told you a few minutes ago, most of the power has been restored. most signals should have no problem. one or two might have an issue so, if you come to signals that are out, treat it like a four-way stop sign. make sure you watch all directions. they are busy on vaness. the east bay, a busy commute for highway 4. this is a typical pattern.

children's hospital in oakland. they are expected to return to work this morning after a week of protesting. the new rules require nurses to pay more for health care if they want to use the children's hospital for their own children. otherwise they get full coverage at kaiser. they have been negotiating for more than a year for a new contract. san ramon police officer arrested in connection with a scheme to steal drugs from police evidence is out on bail. he is considered dangerous. the prosecutor in the case says lewis lombardi made threats to several people and is a danger to the public. he's accused of stealing drugs and money from law enforcement siezures. they think he used some of the money to post his bail friday night. he's due back in court on friday. 5:55 now. for the third time, only in tech

history, someone wants to pay billions for skype. scott. he shakes his head. >> only. only the third time. i try to come up with an analogy. author jeff jarvis beat me to it. skype is like fruitcake. it gets passed from person to person. microsoft will pay $8.5 billion. it's the most microsoft paid for anything, ever. it's not the first time skype was sold. ebay bought it for $3 billion only to dump it after asking why did we buy skype? it was one of meg whit man's less than stellar moves. it was an issue many in the tech world raised as she ran for governor. ebay could never explain why it bought skype. it makes more sense for
