>> reporter: new this morning, three people dead in a horrible shooting at san jose state. authorities still trying to figure out how it happened. i'm christie smith. we'll have that story plus reaction coming up in a live report. >> i'm doing this for the students of the state. >> east bay teachers trading in their pens and pencils for handcuffs. we'll tell you how they wound up in detention just ahead. plus seven deaths, one region, no answers. an east bay man fights for answers after his wife dies on a trip abroad. a live look outside at the bay bridge this morning. it's wednesday, may 11th. this is "today in the east bay."

good morning, everyone, i'm scott mcgrew. it's 4:30. let's get started with christina loren and a forecast. good morning, christina. >> good morning, scott. we're looking pretty good this morning. that marine layer is back so we're going to start out with a mostly cloudy sky. a lot of moisture in our atmosphere as well. these aren't showers coming down but we've got a very moisture rich environment so we'll see fog push inland this morning. that will keep our temperatures down just a little bit from yesterday. nonetheless i think we'll break into the 70s in the east bay. right now 4:31. i bet somebody out there has got to get to work. how does it look, mike. >> it looks like they're going to be on time at least if they're approaching the bay bridge toll plaza and the maze. travel times looking just fine as you're approaching interstate 80. there is an issue for the san

mateo bridge. chp gave an overnight wind advisory and it was showing us some gusty winds over the high rise section overnight. now the camera shows you a steady shot from the hayward side. so far not a major issue right now but there are gusts likely from time to time so we'll keep or our eyes on thing. in the south bay three people are dead following a shooting at san jose state university. this morning we want to find out who the victims are, why they were shot. christie smith is at the university. any answers this morning? >> reporter: well, those are all very good questions and we have calls in to a campus spokesperson this morning to try to get those answers for you. i can tell you that it's a very different scene from last night. right now very quiet, no students walking around. the shooting happened on the fifth floor of this parking garage behind me. as you said, three people dead. two victims plus the shooter

dead as well. now, this happened as students attended evening classes about 8:40 at san jose state. this is a six-level garage that also houses a student services center. a campus spokesperson has not yet released much information about the motive or exactly who these people were, but they did not think that it was random. people reported hearing pops like fireworks. >> i was getting ready to go back to work. i was on my dinner break. i heard several pops. i didn't really think anything of it. i had got in my car and was driving to work. a little after san salvador towards the williams area i saw six police cars coming together. i looked on my facebook and all my friends were just in awe of what happened and talking about there was a shooting, helicopters are flying over. >> now, some students complain that it took way too long to be alerted by the campus of what was going on, about 90 minutes,

but san jose state spokesperson is saying that their first priority is to make sure everyone is safe and get the information and then get it out to students. that's the latest from here. reporting live in san jose, christie smith, "today in the east bay." this morning bleak news for east bay skol teachers now that the mt. diablo school district has approved nearly 200 layoffs. at a meeting last night the school board voted to let 180 teachers and school employees go. now, these cuts stem from budget cuts as well as declining enrollment. the district says it may need to slash $27 million from its budget if the governor proposes an all cuts budget on monday. those deep state budget cuts prompting teachers to protest this week. you think it's strange to see your teacher at the grocery store, take a look at this. the president of the oakland education association says she and seven other union members were arrested.

there you see it. along with 12 other teachers, dozens of students. two of those teachers say they were arrested monday night, released early tuesday morning after refusing to leave the capitol building when it closed for the evening. an east bay county with the second highest rate of asthma in the state fighting back. alameda county committing $100,000 to a new program to reduce the harmful impact of asthma. san leandro, san laureorenzo wi receive resources to fight the disorder. money from the program comes from a voter-approved measure. this morning police in livermore are trying to track down a man who yanks down the pants of female joggers and then runs away. six attacks have been reported since 2007, mostly near patterson pass and mines road. the most recent happened last month. they say the suspect attacks female joggers who are alone. none of them have been

physically injured or sexually assaulted. livermore police say they have looked on the internet to see if the suspect has been maybe filming and posting video of the attac attacks, but so far they have found nothing. a $50 million federal lawsuit filed by oscar grant's family will go to trial. a federal judge says a jury should decide if bart officers should be liable for their actions. grant was shot in the back of the head while lying on the ground under arrest. the judge ruled b.a.r.t. as an organization cannot be held responsible for the killing. an east bay woman died mysteriously during a trip abroad and now her husband is fighting for a thorough investigation. as jean elle reports her unexplained death is six in thailand. >> i knew that this was a really

serious conversation and it took one conversation with the doctor to realize we were going to lose her that night. >> reporter: tony said goodbye to his wife in a thailand hospital in january. the 33-year-old was working as a tour guide in thailand, a place the berkeley couple had visited many times. he says they had a dinner the night before and got sick. when the symptoms didn't improve, they went to the hospital. she never recovered. her husband found it hard to believe his wife, who's a seasoned traveler, died from food poisoning. >> the fact that her colleague, who also was sick, recovered added to the mystery a little bit. >> reporter: in the midst of his grief, he kept hearing more grim news. since january, six more people, mostly tourists, have died after having symptoms similar to food poisoning just like his wife. >> it was devastating. i mean every week or so to get another report of a death. i mean up to seven deaths.

it was just like she was the first one and to keep hearing about more and more was really hard to take because i know what everyone's family is going through. >> reporter: all of the victims except his wife are connected to the downtown hotel. a new zealand television show are reporting the deaths are linked to a chemical used to kill bed bugs but he says that doesn't explain what killed his wife and the investigation must continue. >> i really can't tell anyone how to properly be safe while they're there because we don't know what happened and we don't know if this is food or environmental or what, so it's a bit frightening. >> reporter: he is hoping for answers soon. >> that was jean elle reporting. the husband also says his wife's autopsy was inconclusive. he plans to keep pressure on investigators until someone can explain what happened to kill all of those people. all right, it's 4:38. let's check in with christina and the forecast. good morning, christina. >> good morning to you. nice day in the east bay for the second half of your wednesday. it looks like we'll see a lot of cloud cover to start you out and

it's cool out there this morning, so make sure you grab a jacket on the way out the front door. temperatures will fall about 5 degrees the next couple of hours. 49 in livermore, a little cooler than we've seen the past couple of days so make sure you're ready for that. we'll climb into the 70s later on today. i think that oakland, i don't know if you're going to break out of the 60s. 69 degrees. 67 for san francisco. elsewhere, though, the 70s today. overall a few degrees cooler than yesterday and every time i check, this rain that we're expecting over the weekend becomes a little bit more prominent. i think we'll see a pretty good system slide through. so hold off on washing that car. let's get you to work right now, 4:39. how's that east bay commute. >> it's all right and we got you on recording saying hold off on washing the car. highway far, a little later on we'll see slowdown in the westbound direction. but eastbound a closure from

market open after wall street put in a third day of gains yesterday. investors were optimistic microsoft's deal to buy skype may encourage more takeovers and china's trade surplus is calming fears about slowing growth. asian markets were mixed and europe is as well this morning. today we get trade deficit data and earnings from macy's. the dow gained 75 points to 12,760, the nasdaq adding 28 to 2871. damage from the mississippi river flooding could hit $4 billion. although economists say it's still too early to tell. manufacturing could be hurt if shipping lanes are disrupted. oil prices are rising as flooding threatens 11 southern refineries. casinos located along the mississippi are expected to be closed this weekend, meaning millions in lost tax revenue for states and income for 13,000

workers. so, scott, there are many ripple effects from this disaster. >> all right, thank you very much. state analysts meanwhile want to put the brakes on california's high-speed rail project. the legislative analyst's office recommends a complete overhaul of the plan. recommends asking the federal government to delay the start of construction as well. they want to move that construction starting from a point in the central valley and shift responsibility for the project from the high-speed rail authority to caltrans. their biggest concern is funding. >> there's a lot more money that the state would have to get from the federal government in order to be able to complete this project, and we all know what the situation is with the federal government's budget. >> now, the report is not entirely anti-high speed rail. it said the trains could alee yat the need to spend money on runways and departure gates to meet needs. let's check in with christina and the forecast. >> good morning to you. we're actually looking pretty good today. if you're headed out and about this morning, you'll probably

want to grab a jacket. it's a little chillier than the past couple of days. the biggest difference between yesterday and today will be the added cloud cover for the start of your day. the marine layer is back. it's going to push inland and so we'll start out with kind of a damp, dreary morning but breezy conditions today will clear all that cloud cover out and we'll see a lot of sunshine the second half of your day. but because of the cool start we're not going to reach temperatures as warm as yesterday so we're a little cooler overall. still 70s for the east bay. 72 for concord, 71 in livermore and 70 degrees in fremont. south bay will be nice and mild if you're headed down there for work. san francisco, watch out for a little bit of a chill this morning. 67 degrees later on today. i don't think they'll break into the 70s in the city. here's where we're headed the remainder of your week and this weekend. there's pretty good rain on tap for saturday, another round on tap for sunday. then we'll clear out on monday. so if you do have anything that you need to take care inform terms of washing your car, maybe you have some gardening to do,

welcome back. it's 4:53. you're looking at the highway out near the coliseum. a's lost last night to texas. faced with $1 billion in potential cuts from the state, the california state university system is considering extreme measureses. the csu chancellor planning to raise tuition by another 32% and shut enrollment for next spring. now, the increase means costs could rise to $7400 a semester, more than twice what it cost three years ago. 20,000 students who want to transfer to csu campuses would not be able to do so. the schools may still take some inbound freshmen. the board of trustees has until july to vote on that proposal. lots more ahead "today in

the morning in february had an average travel time of 11 minutes. that's one minute less than the other guys in the other three lanes on the same 14-mile stretch of road. so you're paying 30 cents, right? >> yeah administrat. >> so what do you make of this? >> when it first opened up there was no one using that lane and then it's just saving a minute or so. but i talked to john goodwin from the metropolitan transportation commission and he was saying the numbers are coming in. and they're actually right on schedule at this point. even though it's not seeing a whole lot of time, it's kind of on schedule with what they thought and continuing to build so i guess that's good news g news for folks heading out on 580 and 680. from time to time i've seen the prices up towards $7.25 so someone -- cost demands. a little further north we have construction that's making you
