rig roll over. we are also following an approach to the toll plaza. we see the volume bumping up as we expect at the 6:00 hour. no headlights. back to you, laura. i'll update throughout the morning. >> thank you very much. we have an update this morning on a group of teachers that are headed to sacramento. this is as the governor prepared to outline his revised budget plan, a plan that includes big revisions for education. so many people watching, we want to check in with christie smith and the details of the budget. good morning. >> reporter: good morning to you. the bus leaves in 30 minutes. it's already here. these folks are fresh off an education summit. they are going to bring their ideas from that to sacramento. it comes the same day the governor unveils the revised budget. school districts across the

state are wondering how much they will get to stay afloat. half the budget goes to education. lawmakers are stumped on how to close the budget short fall. they can't agree on whether to call an election to extend temporary taxes. the twist is that tax receipts are $2.5 billion ahead of expectations. some believe that this could hurt the governor's push for a tax increase. meantime, schools are in limbo. yesterday was the deadline for teachers to get formal notice they may not have a job in 2012. they have to submit a balanced budget by june 30th, schools do. they are doing it with a vague idea of how much money they will have to work with. the bus leaves at 6:30 this morning. we are going to run over there and try to talk to folks before they take up to see what they have to say. reporting live in san jose, christie smith, today in the bay. >> exlegitimate.

now, for a look at the rest of the news for the day with marla tellez. good morning. >> good morning to you at home. 6:04 now. one person is dead from an overnight shooting in oakland. police found the body at 10:00 near 66th street. police have not said if they have suspects. we have new information about a deadly weekend shooting that killed two men and injured another in san francisco. the chronicle reports the triple shooting happened during a fight at a birthday party saturday night. a man was beaten up by four men when the victim's friend fired warning shots into the air. witnesses say that prompted others to fire back. when police arrived, they found one man shot dead in the street and another in a courtyard. medical marijuana businesses are making a lot of money for san jose as the city gets ready

to close most of them. a 7% tax on sales paid out $290,000 during march. right now, there are 100 pot clubs. the city voted to cut the number to ten. san jose is dealing with $115 million deficit. at 6:06 let's head back out to oakland where laura joins us. good morning. >> good morning to you. we are at jack london square. we have entertainment, food and music. i want to take you to a gem on top of the hill the chabot science museum. we watched shuttle "endeavors" final launch. bob redell is up there. >> up here at chabot space and science center. we are watching nasa's coverage,

the final launch of "endeavour." you follow science more than the average joe, what is the significance of this launch? >> it's the end of an area. we have heard about it since the early '70s. it's the end of our, you know, heavy lifting capability for certain things. it's not the end of the mission of space expert. >> they are lifting what at this time? a $2 billion experiment. >> they have an instrument that's going to look for particles, cosmic rays and maybe tell us about this mysterious dark matter that is in the universe. >> i'm curious what your thoughts are. this is the second to last shuttle launch, the last one for "endeavour" do you think this is the right time for it to end or is it too late? >> it's an ageing fleet. they are not making new ones. i think we need to get working

on the next lifting capability. the next spacecraft to put astronauts and equipment into space. >> the fact there isn't something there to launch there's going to be a gap. from an educators point of view, is it a lost opportunity for a kid to get interested? there's got to be a few that make a career out science when they see that. >> definitely. but there's plenty of science going on with robotic missions, relatively inexpensive probes throughout the solar system. there's plenty of opportunity in the science program. >> later in the exhibit beyond blast off, you can see the capsule behind me. a capsule just like this is attached to the space station right now. if there's a problem, this is

charges of a shooting death of a tourist. she was visiting san francisco to celebrate her 25th wedding anniversary when she was gunned down. police officers say she was an innocent bystander caught in the cross fire of rival gang members. two other people were hurt in the shooting. some bay area counties are seeing a rise in a childhood infectious disease. 13 reported cases of measles. health officials say the increase is due to travelers who visited countries in europe, africa and asia where there are largeout breaks. if you plan on traveling abroad or expecting international visitors to make sure their vaccinations are up to date.

have. these are parents and teachers. they just got here and are about to board the two buses to sacramento. the state capital, about 90 of them. they are talking about education on the day the governor unveils his budget. it will affect education. here with me is renee ramirez with the silicon valley education foundation. good morning. leading up to this, you held a forum to get ideas from people, how they were feeling about this. you are going to go to the capitol and give lawmakers a chance to hear what people are talking ability. ha are they saying? >> the community is concerned about the state of education overall. people are most concerned about how it's impacting their students, their children. mostly concerned about layoffs and teachers being cut. school counselors being cut and how students are going to be moving forward without those type of resources. >> reporter: this comes at the same time lawmakers are

i'm laura garcia-cannon. we are coming to you live all morning long from jack london square in oakland. a city that is bustling and a city with a brand-new mayor, just back from a tour of asia. we are joined by oakland mayor. doing great, how are you? >> i'm a little cold. >> that's okay. a lot going on in your city. i was just mentioning, you returned from a trip to asia. i understand you took some of our wine. >> you know, oakland has six wineries and the "huffington post" proclaims oakland is wine country because many good wines are made in urban areas. oakland has at least six. they are serving wines from other wineries. yes, we took at least four of the six wineries products to china with us. we gave them as gifts. we joined them at the hong kong

expo, which is the big food expo in asia. we served them in a reception at the california vintage bar in hong kong. >> very nice. hoping to improve relations there as well and get money coming in. the city itself had budgetary problems. you had to close libraries. >> not yet. >> are you going to? >> i'm hoping under the worst case scenario, if we don't get contributions from employees, i'm hoping we will, the unions are negotiating including police and fire whose contracts are up. they did not contribute to their pension last time were all at the table. if this city council puts a partial tax on the ballot, we could come through this with relatively lesser and less harmful cuts. >> you are trying to work with the unions. are we going to face a lot of

unpaid days off for city workers? >> that would be up to the unions. what we need back from everyone is 10%. it's more difficult to do with some employees than others. we would like to do it in a way they be treated like vacation days so we don't have to close down the city and they will choose their own furlough days. >> it's a tough economy. oakland had rising crime rates as well. >> we haven't had rising crime rates. >> had is what i said. >> they have been going down. >> that's what i mean, had. you are making a difference. how do you keep inching away at that. >> obviously, with the economy getting worse, there's an unemployment rate of 20% in some neighborhoods. with less programs that deal with young people, a lot of programs that deal with young people are being cut in the schools. these are probably the worst budgets schools faced in several

decades. i used to be a school board member. oakland, like other cities in the states laid off hundreds of teachers. that means the programs that go with the teachers are cut. >> it's tough. the youth have to direct them as well. >> we are doing our best. we try a balance. i just came back last month from detroit. in detroit, instead of putting kids in prison, they turn them over to community agencies. the community agencies are motivated to keep the kids from having to be locked up. locking up a kid costs a lot of money. in california, sending someone to cyi costs the same as an ivy league school. what impressed me about what was happening in michigan is it's 18%. here in california it is 80%. 80% of our kids are in trouble with the law again.
