20 cities in 20 days. our may around the bay tour continues this morning. we are waking up in livermore. good morning to you. i'm laura garcia-cannon. this city certainly already coming alive this morning. folks out and about in preparation for the amgen tour of california. it's going to be making its way through here. we've got more on that coming up, but everybody talking about the forecast. rainy skies to start our day. when will they all clear? let's check in with christina. >> well, yeah, it's raining, it's pouring in the south bay this morning. overall, though, we're looking pretty good along the peninsula and the north bay. watch out for some fog, that's next as we have a lot of moisture in and high pressure condensing that moisture. it's moving in, it's going to bring about a really nice second half of the day. i've got your forecast coming up in just moments. but he came in early this morning knowing that it would be busy. how does it look out there, mike. >> good morning, christina. so far so good. given the conditions out there,
6:01 am
very windy conditions as well as wet roadways, but so far the only issue highway 4 along the westbound direction, the commute really kicking in over the last half hour so speed in the 20s approaching l street and extending just past love ridge over towards baypoint and clearing there. benicia bridge, the earlier wind advisory has cleared for that portion of 680 but watch it coming down through walnut creek. 580 westbound coming in toward livermore, we're starting to see the slowing, so 14 to 15 minutes, speeds into the 50s as you're entering the eastern edge of livermore. i'll toss it back out to livermore where laura garcia-cannon is this morning. >> that's right. thank you very much, mike. hey, if you're headed to san francisco any time soon and you jump into a cab, you better note that those prices are going up. i want to check in with christie smith, she's live in the city by the bay this morning to tell us just to get into the cab is more expensive. >> reporter: yeah, that's right. i just ran around the corner and
6:02 am
spoke with a couple of cab drivers this morning and they say to them this is really a double-edged sword. on the one hand for them it's good rates may be going up. the problem is they're having a hard time even getting anyone into their cab to pay for it. they just say that the business isn't there. now, the last increase here was in 2003 and the san francisco mta revised its plan to boost cab rates this week but still approved a hike. another one could come as early as next month. the first hike amounts to about 10 cents a minute, which brings the total to 55 cents a minute. now, we just spoke with a cab driver who says it's really not what it's cracked up to be. >> everything is paying more. how many hours do we work? we don't even make even minimum wage. >> reporter: so what should they do instead? >> i don't know, i don't know. still the economy is not good.
6:03 am
>> reporter: now, another thing they are looking at is a hike in the flag drop rate, which would bring the fees from $3.10 to $3.50. that's just to get into a cab in the city. i asked that cab driver if customers would notice a hike like that. he said probably not, but already this morning he's been standing there for 90 minutes and he's had no fares. reporting live in san francisco, christie smith, "today in the bay." >> it will be interesting to see if it will affect his tips as well, if those will go down as people pay out for the ride itself. thank you very much. we're also following the rest of the day's news. we want to head back into the studio this morning. marla tellez helping us out in that department. >> good morning to you at home. it is 6:03. we are following a deadly overnight shooting in union city. police just left the scene less than an hour ago. they found a 48-year-old man shot on whipple road near 6th street about 10:15 last night. that man later died at a local

hospital. police are trying to dig up more information about the man and who may be responsible for killing him. an update this morning on the investigation under way in novato. investigators say after a number of tests, they still do not know what killed 74-year-old dale smith. what they do know is that he was not poisoned or violently injured. smith's body was found in his backyard after his wife, evelyn smith, told investigators where to find it. she would not say how he got there. investigators say homicide cannot be ruled out and it is still an active investigation. one week after a double murder-suicide at san jose state, friends and classmates came together to remember those who lost their lives. more than 100 people paid tribute to san jose state students cindy kellagerin and kyle williams inside tower hall's morris-daley auditorium. they were shot and killed in the

fifth level of a parking garage. the woman's husband shot and killed them and then shot and killed himself. the shock of what happened last week los angeles not worn off. >> it sucks to take a tragedy to realize, to take a step back and love everyone for who they are and forget all the trivial stuff that's going on and just put that aside and say, like, i love you for once instead of waiting for someone to die to have to say it. >> san jose state police came out as well to pay their respects. doctors in san francisco will release an update on bryan stow's condition later this morning. stow is now at san francisco general hospital and last we heard he was still in a coma. a $200,000 reward is being offered for information leading to an arrest for the men who beat stow. tonight the giants return to dodgers stadium for the first series since stow's beating, that was in march. extra police and security guards are expected to be on patrol tonight. pg&e is moving forward with its pipeline testing and getting

ready to start work on the peninsula. the utility will hold a community meeting tonight to talk about pressure testing in san bruno and south san francisco. affected homes have already received a letter in the mail. pg&e will conduct hydrostatic pressure tests in the area to make sure natural gas lines are operating correctly. tonight's meeting if you'd like to attend will be at the south san francisco municipal park and recreation building from 5:30 until 7:30. more information coming out this morning about the affair and child arnold schwarzenegger had with a member of his household staff. several online tabloids are publishing pictures of the 50-year-old woman said to be the mother of schwarzenegger's child. she worked at the schwarzenegger home for about 20 years. yesterday former california first lady maria shriver was on stage for the taping of oprah's farewell show in chicago, after the news broke, of course, she did not talk about the scandal but did thank oprah for her

support. 6:06 now. time to check in with laura once again. she is live in livermore this morning. lots going on out there today. >> oh, so much. it's such a lively city so early in the morning this morning. i think it's because the amgen tour is going to be coming in through here. if you've never been to livermore, you've got to make the short drive over. it's got a beautiful downtown area and we're joined by the vice mayor. thanks for joining us this morning. you're proud of this place. >> absolutely. it is my pleasure to be here and welcome you to our beautiful downtown. >> and you know downtown is so important for cities to thrive. you've got to support small business, that's important. >> absolutely. livermore recently, two years ago, won the great american main street award because of all the wonderful renovations we've made downtown. >> people around here know about it but other people that could maybe come in, via bart, for example, some people don't want it to come all the way down here? >> well, we've been paying for bart for the last 40 years and it hasn't made it here yet.
6:08 am
we're finally spending money on an eir and moving to bring it downtown where you'd be able to support the businesses and the entertainment, the wineries. we've got 53 wineries in livermore. so we're trying to supplement the downtown. some of the people want to keep it on the freeway. the only problem is there was a citizen supported urban growth boundary and you'd have to break the urban growth boundary to do that. furthermore, down on greenville, there are a lot of environmental concerns with a bunch of endangered species. >> speaking of the environment as well, i know livermore is making a difference with their climate action plan. tell us about that. >> well, we're trying to be -- we're moving ahead with green construction, green building. we are the world's largest solar-powered theater in livermore. >> oh, that's cool. different. >> movie theater, solar powered, and it's the biggest in the world. very exciting. >> and you've got to be excited
6:09 am
about welcoming amgen here today. >> that is very cool. we are on literally the world stage. this is as close as you're going to get to the tour de france experience on this side of the atlantic. you can come downtown, have lunch in one of our sidewalk cafes, enjoy a glass of award-winning livermore wine and watch as over 150 of the world's greatest cyclists go through our downtown. >> it's all spifd up and ready to go. we thank you for joining us this morning, john. continued success. >> my pleasure. thank you very much. it is love low out here this morning. not too rainy, cloud cover keeping us warm, christina. hopefully the sun will get us really warm. >> yeah. you know, when you make your way back to the station, i think that it will start to be really nice around here by about 9:00 a.m. that's when we're expecting a lot of improvement, but this is the overall picture. this is what's happening. here is our weather maker. we actually had a core of low pressure pass over the bay area. right now it's digging into southern california. so for us we're seeing a drying trend in the most northern portion of the state and even
6:10 am
the north bay getting a bit of a break right now. let me som zoom in and show you where the showers are. this morning right now it looks like the showers are confined to the east bay and we just had a pretty didn't round of rain come through the south bay with more pushing onshore towards 17, so watch out along 17, of course. mike inouye is watching your roads very carefully this morning. we'll check with him in just a moment. this is what it looks like when we set your futurecast in motion. at 9:00 a.m., a mostly dry bay area. we'll see a little activity come through the north bay at about 4:00 p.m., but before it does, you'll be able to warm up into the 70s in the north bay today. they'll be the warmest with the most sunshine up here and a little bit on the cool side. it's going to take a little while for the south bay to clear out. 68 in san jose, 65 in los gatos and 65 in gilroy. it is 6:10, it is click out there, winds as well, mike. what can you tell us? >> i can add to that, christina. we have slick roadways.
6:11 am
hasn't been much of an issue. the a's are scheduled to play tonight and 880 along the coliseum will be slow. we zoom into this car fire reported just as you're approaching the caldecott tunnel in the commute direction, westbound 24 right there approaching the tunnel. both bores are open but we do have a good amount of smoke coming out from under the hood on the shoulder so we'll watch and see if there's any slowing or lane closures expected. heading towards the bay bridge toll plaza we see a lighter volume of traffic out there. no problems, no metering lights yet. you can make out the hills just past the east shore freeway so a little better visibility that yesterday. we'll watch as the fog rolls in and then move on to another shot. we see the san mateo bridge crossing the bay. we'll end with this shaky shot. the camera shaking on the hayward side means there are gusty winds. no official wind advisories but we'll warn you the high rise here as well as the dumbarton bridge could be an issue. if you have a larger vehicle like a truck or semi truck, like the one with the g on the back, that can get caught by gusts
6:12 am
definitely crossing the bridge. laura, we'll send it back to you. >> good advice, keep it safe out there, thank you very much. we're waking up in livermore this morning as our towur acros the bay continues. we're telling you about some of the highlights, including one of the nation's premiere research facilities that are here. happening in livermore this morning, the amgen bike tour. it actually is kicking off right down the street. we've got more coming up.
6:14 am
today about the bay's tour across the bay area continues this morning. we are waking up in livermore, a city known for its community, its downtown, its wine and of course its amazing research. we're talking about the livermore national laboratory out here. roger wordy joins me out here this morning to talk a little pitt more about all the innovations and things going on out there. thanks for joining us. >> my pleasure. >> and it's interesting, because a lot of people think about the
6:15 am
lab and a lot of people don't know what goes on in there. >> well, livermore was born a nuclear weapons laboratory along with los alamos. so we've been a national security lab from 1952 forward, which is the day we were founded. that's still our main mission. >> which is wonderful, but you've got a great tie with the community here, in fact doing things for downtown. >> that's correct. we have a lot of businesses that sprung out of lawrence livermore national lab. in fact that's my job is to essentially pipeline the technology that's developed at the laboratory out to the commercial sector so that in fact it can create jobs for the u.s. economy. >> wow, so that's fascinating as well. and you're helping out the world really because you're doing so much in cancer research. >> that's correct. we actually have a technology that was born in the nuclear weapons laboratory called the dialectric wall ak sell later. and it is being used by the
6:16 am
compact particle acceleration. it will develop a proton therapy machine for a kinder, gentler treatment of cancer. >> the amgen tour is of course coming through, a lot of exciting things happening. >> that's exactly right. the amgen is a very, very exciting thing for the city of livermore and many, many livermore employees are heavily involved and helping to participate in this function. >> you've been here for a long time. why do you love it so much? >> well, for a person who likes high-tech things, and i do, this is kind of like a hog heaven, so to speak. it is really -- if you work at livermore lab, you work at what is arguably the best research lab in the world. if you like high-tech stuff, it's the place to be. >> great minds. thank you very much for joining us this morning. it has been fun to be out here in livermore where we will remain for the rest of the day. for the rest of the day's news, we'll check in with marla back in the studio. >> it's 6:16.
6:17 am
new misconduct accusations against san francisco police officers this morning. the city's public defender released this video. he says it shows two officers stealing items after a drug arrest. 64-year-old jesus jesse reyes was illegally searched during the february 25th incident. he says officers stole a laptop and a camera. now, new police chief greg suhr says, quote, all the officers in this case have been taken out of plainclothes. some have been reassigned to administrative duties while the investigation is being conducted. i want to emphasize that these officers have the same rights as any other citizen. they are assumed innocent until proven guilty. 6:17 now, if you're just getting ready to head out the door, you've got to bundle up today. it's a little chilly out there. good morning, christina. >> good morning. yeah, you might want to dress in layers because the sun will be out for the second half of the day. it is chilly out there right now but we're expecting a couple of 70s, especially up in the north
6:18 am
pay. here it is, low pressure, this is what brought us all the rain over the past few days. a pretty well-defined, well-organized system to push through this time of the year. you can see right now it's still creating quite a bit of rainfall for people in southern california whereas we're getting a break in the north bay and we'll continue to see that trend to the south. by 11:00 a.m. mostly clear, a few breaks of sunshine over the bay area. that's what we're expecting. as i zoom in for you, you can see most of the shower activity has really started to wind down along the peninsula and in the north bay a couple of cells are creeping onshore but overall we're getting a chance to really dry out. our next focus would be the fog. we do believe some fog will develop over our bridges the next couple of hours. windy conditions as that system pulls out and high pressure moves in. this is a very strong ridge of high pressure that's going to set up over the bay area for the weekend and keep us nice and dry. if you want to make those outdoor plans saturday and sunday, go ahead and do so.
6:19 am
74 in concord, 68 in san jose. your seven-day outlook tells the story. we had four days of consecutive rain. as a result, we have picked up enough rainfall to meet our average totals for the entire month of may. 75 degrees by thursday. we are back to average temperatures for this time of year thursday and friday. a little cooler for the weekend, but still not too bad and no rain, which is good news if you want to play outdoors with your kids. i know someone who does. i know someone who does. >> yeah, you bet. i'm always out there with them. thanks so much. we're looking forward to that warm-up. things are certainly getting hot here in livermore this morning as we're preparing for the amgen california bike tour. it's going to take place right here. in fact the starting line is just down the street and that's where our own bob redell joins me live. >> reporter: good morning, laura. we're first and south l. in a few hours around 11:45, 100 plus riders will bow making their way through downtown livermore and eventually head out to the hills on their
6:20 am
82-mile journey to san jose. a couple of interesting features about this stage are two massive climbs. one is up the back side of mt. hamilton that will get them to an elevation of 1900 feet. the grade is 8.4%. then they ride downhill quite a distance until they get close to the finish line. to get to the finish line, talk about a grueling climb, that's a 9.4% grade that gets them to an elevation of 1800 feet. jim is with the race. you were out at the site survey of the finish line. what does that climb look like? >> it's a long time. it's -- the finish is really neat because it's right on the crest of the climb. you can look down either side of the hill. it's going to be challenging. >> reporter: your job is to get out here every morning and set up the starting line. you've been doing this for all stages and for years now. for people who aren't race fans and coming down for the first time, can you give me a sense of what the atmosphere is like before the race?
6:21 am
>> all the riders have to sign in. that usually starts about an hour before the race. they have to sign in to be a legal rider, so it's a chance for the fans to get autographs and see the riders up close. there are two stages. the first stage is the sign-in stage. we actually have stairways off the edge we call autograph alley. >> reporter: oh, nice. >> if you want to get autographs, that's the place to stand. >> reporter: and the bicyclists are receptive? >> exactly, yeah. they're good about that. they're big about getting up close with the fans. >> reporter: what's interesting about jim, laura, he happens to have been an ultra marathon bicyclist himself. an ultra marathon is a minimum of 200 miles. you said you've done one-day races 300 miles. how does this compare to ultra mar that you knowing? >> this is totally different. ultra marathon is not nearly this fast. these guys are quick. >> reporter: you say that with a glint in your eye. you have a lot of respect for them? >> oh, definitely.
6:22 am
definitely. and today you break down and head off to seaside. your life for the next few days is quite interesting. >> it's get up, build it, tear it down and drive. >> reporter: you get to see the state, though, huh? >> it's beautiful. >> reporter: again, the start here at south l and first, 11:45 this morning. the riders will actually be doing a loop through the downtown and then heading down east avenue which is one of the main drags out towards the lab, into the hills and eventually on their way to san jose. >> very cool. you can see it all. great view right here from livermore this morning. thanks so much, bob. we've got a lot more coming up on "today in the bay" including the single longest lasting light bulb that's been burning for nearly a century right here in livermore. stick around. >> you probably haven't had your android phone that long but there are some concerns. >> real people slowing down. we'll watch it, westbound 580 and eastbound. unusual slowing for the tri-valley. how llu what's up for this

the eastbound slowdown is a little unusual. no incidents going on. maybe folks are leaving town because bob and laura are there. i am just kidding! also the amgen tour, that might be the reason for a different traffic flow. a live look at the bay bridge toll plaza. the metering lights have been turned on and there's some slowing there. also in oakland today, the a's play as well as ramstein in concert. marla, back to you. >> who in concert? >> ramstein. >> i don't know who that is. >> that's all right. >> i have a lot to learn. 6:26 now. san francisco has cleared the way for mayor ed lee to get his old job back. san francisco board of supervisors gave initial approval yesterday to legislation that would amend the city charter to allow lee to return to his post as city administrator. under the current laws, no former mayor can work in a paid position again for at least a year after leaving office. yesterday's vote would give an exception to lee since he was appointed to the position and has no plans to run for mayor. well, bad guys can trick

your phone into thinking it's at the airport. scott mcgrew, why would they want to do that? >> because your phone trusts the airport, mar larks and the library and the coffee shop. german researchers warn that most android phones can be spoofed into giving up personal data if those phones think they're communicating with a public wi-fi connection that they have talked to before. so if you tell your phone to go ahead and connect to the public wi-fi at the airport, hackers theoretically can pretend they are the airport wi-fi in some other public place and your phone will connect to it. now, google says it has a fix but only a fraction of phones have been updated. you hear about these sort of things fairly often, hackers can do this, hackers can do that. honestly it's far more likely some guy will steal your phone while you're buying your latte than steal your data. netflix now accounts for a majority of data on the internet. this according to a company called sandvine which measured
6:28 am
all those 1s and 0s and figured out netflix streaming movies are about a third of all internet data. first of all, this can't continue forever. if that were to continue, internet providers, the growth of this would get very cranky with netflix. two is it used to be illegal movies were the most traded things, the most data on the internet. now it's legal movies. so i guess in a way it's a win for hollywood. laura? >> there you go. and they have been fighting for that win for some time. thank you very much, scott. well, our tour across the bay continues this morning in livermore. and we're waiting for the amgen tour of california to actually make its way through. it's a great area down here. we're in historic downtown. you know livermore is also known for its wine. we'll have more on that coming up. speaking of wine, we're actually giving away two tickets, vip tickets to the sonoma wine festival. it's a jazz festival actually happening this weekend. just log on to our facebook
