i'm scott mcgrew. let's get to the forecast with christina loren. good morning. >> good morning, good news for the east bay. sunshine all day, best day of the week. temps ranging from mid to upper 70s. the weekend is just around the corner. it's friday eve. i'm looking forward to it. >> i like that, friday eve. let's get a look at the roadways. just before we get to the commute, looking forward to that. i say looking toward it, not forward to it. alameda and getting over from the island, you cannot use posy until they clear that up. it should be opened up in a few. i'll let you know of any delays. >> thank you. a bay area woman's frustration with red light tickets could change the law.

she got the run around when trying to clear her name from tickets that clearly were not hers. it read the license plate wrong and sent tickets to her address. instead of resolving the problem, it took weeks. there ought to be a law contest to make it easier to dismiss incorrect tickets. >> i just want to make sure that people who are ticketed wrongly or incorrectly or in error have a way of responding and getting these things cleared up that's easy and not difficult. >> the state senate just passed that new bill. it will require cities to prove they place cameras at intersections for safety reasons, not to generate more money. tuition hikes may be inevitable. leaders may have to charge higher tuition even if the state

stops slicing the budget. administrators presented four budget scenarios to help plan for the future. one of the rosiest, uc would raise tuition 8% each year starting in 2012. in november, they passed an 8% increase to raise tuition to just over $11,000 for the fall term. a message recorded by osama bin laden before his death is now public. he accuses rulers of the middle east of making themselves into idols. he praises protest movements across the middle east and predicts revolutions will spread. the revolutions hold values opposite of what al qaeda preaches. they are taking no chances in l.a. a heavy police presence in los angeles as giants fans arrive for a match-up against the dodgers.

the first since bryan stow was beaten into a coma in the parking lot. the l.a.p.d. was out in force. the police are still looking for the men who attacked stow. he's in critical condition. doctors announce after 30 hours of monitoring, he's not suffered a seizure even though he's been taken off a seizure med. >> he may have to be on some of the seizure medications for the rest of his life. we are in a day-by-day situation as we try to trim back the drugs. >> doctors need to observe his brain activity without the medications to assess the extent of his injuries. a neighborhood in oakland is investing in a new kind of security. today in the east bay has the report from koreatown. >> the group is safety first.

it's a combination of community safety and social work. they are combining with tough love. >> it's cruising in korea town with police depment cuts and relentless crime, they hired safety first. on electric scooters they are a different kind of security guard. >> i love my job. my job is very important. i believe i play a major role in the community. make sure the homeless are not only just doing what they're supposed to do, but we help them find shelter, food, clothing. >> reporter: they identify problems and works to solve them. the first baptist church was overrun with trouble. it takes daily monitoring to keep it clean. ak bass dors get to know all the players. telegraph regular says he's tired of the youngsters telling him what to do, but admits they

half of the day, we are starting out mostly clear. we saw the bitty showers. well, still wrapping around the system of low pressure. take a look at this. take a look at how wide the system of high pressure is taking the storm track this morning. way to the north, well into canada. it's going to bring our temperatures up by 10 degrees from yesterday under abundant sunshine. take a look at the highs. 75 in fairfield. north bay is more mild. we are expecting more fog. 77 in concord. 74 in livermore and 75 in fremont. when you put it into perspective, we only saw the 50s this week on tuesday. much warmer, much improvement. the weekend looks great. the forecast is on the way. let's get you to work. >> the weather is so great, crews can close the freeway again overnight. 73 is westbound. eastbound through the same area, loveridge through somersville.

they are doing more construction on the bay bridge. a giant clamp will be placed today. more coming up throughout the morning. in the meantime, police in oak larnd are investigating an overnight shooting that involved at least two people and an officer. christie smith is live there. good morning. >> reporter: good morning to you. oakland police are still closed. they are waiting, going to tow some cars away from the scene. tape is still up. investigators are way down at the other end of the block working this morning. it's an officer involved shooting. officers telling me one person has died. a third person they were looking for ducked into a backyard. police searched for him and did find him. this is just below interstate 580 near fruitdale. it happened around 10:15.

they may have been serving a search warrant or gotten a tip something violent was happening. what led to the fun fire, police aren't saying yet. police took all three into custody and police telling us they recovered several weapons at the scene. we are trying to get an update on the one person who was shot and taken to highland hospital. again, another person in custody. the officers are okay. they are telling me they should be wrapping up soon. where we are standing, kern avenue still shut down this morning. as soon as we get an update, we'll bring it to you. >> thank you. we'll check back with you. horses quarantined across california because of a deadly virus, herpes one. it starts as the flu. sick animals often have to be

euthanized. in utah, 54 california horses were there, ten are now sick. it can be spread by contact in feed, grass, water and mud. until it stops spreading, most horse events are postponed throughout the state. a bay area preacher says the rapture will take place this saturdays. but, other pastors are telling a different message. today, cheryl hurd reports. >> reporter: we have been getting a lot of phone calls and e-mails about this billboard. now, there's a group out there trying to calm people down. pastor jacob of cal vry bible church say people are e-mailing him worried that the end of the world is coming may 21. >> what we are trying to do is be here for the people listening to harold and have bought into his message. >> reporter: the doomsday

in a rebound in commodity prices, investors are reacting to minutes in which officials didn't indicate. when they are going to monitor policies. they didn't give us much details. asia was higher. it trickled over to europe. this is really what's going to drive us. unemployment. we got the pulse check today. the last couple weeks, the numbers have been off. we are trying to see if it's a trend or one off negative numbers. an update on the apple story i told you about. the one with black curtains, the report said the company is not planning product launches. the tenth anniversary of retail stores. apple is changing the shopping experience dedicated to helping people get devices up and running. you don't need that section, i need that section.

i'm talking madonna. san francisco is getting precipitation. you can see the green cells. this is virga. it's moisture coming from the sky but evaporating before it hits the ground. clear conditions except in the north bay where the fog is starting to sock in in napa and santa rosa. this is our new weather pattern. this is what we typically see this time of year. high pressure taking the storm track to the north. the shower activity stays in canada and the pacific northwest. it's going to be nice around here. today's temperatures will range from the mid to upper 70s in the east bay. now, you are in the 50s in concord. watch for a little bit of fog developing along the bay bridge from san francisco to oakland. this is potential. we have the potential for that all morning long.

that is the case today. 77 in concord. 74 in livermore. we are so close to the weekend now. yeah, you can make the weekend outdoor plans. the only thing that will change are the temperatures are going to come down a little bit. a few more clouds come into the area. the pattern doesn't change. no rain in the forecast. warmer for next week. a good looking forecast. i love the 70s. you don't need to run the ac or the heater and i like to save money. i don't know about you. >> the as and twins go at it at noon in oakland. last night, they battled to 3-3 tie in regular play in extra innings on this rain-free night. minnesota gets a run. it makes it 4-3 in what's been a back and forth game. the as, meanwhile, can't get much working. bottom of the tenth. they lose to the twins, 4-3.

there it is. the nfl lock out convinced a raider player to do something special for his teammates. richard seymour stepping up to rent a place for teammates to practice. he brought them together yesterday outside atlanta at a private training facility for a four-day camp. he did it to keep the team building on track. a treat for students at two bay area high schools, former cal and philadelphia eagles player jackson will be spreading their message on antibullying at the high school. well, coming up, cars that care. the american auto maker working with people to make sure chronic ailments they are still safe in their ford.
