valley. >> that's right. we are going to have more from here in a little bit. first, the day's news. president obama set to deliver a major speech today on the middle east. today in the bay's tracie potts is live in washington this morning. we understand the president could ask the leader of syria to step down. >> reporter: laura, good morning. good morning, everyone. president obama, today, giving his first major policy speech since osama bin laden's death. the white house says he will focus on the broader middle east. what's happening in these countries where we have seen so much unrest. the president will say, according to the white house that not only military action is necessary but also that we need to focus on economic solutions. he'll argue that the problem is that people there are frustrated. they have no jobs. they have no or little voice in their government. he is expected to propose $1

billion in aid for egypt in addition to cancelling $1 billion in debt. more aid for tunisia. when it comes to syria, the u.s. just announced sanctions, the question is whether or not the president will suggest or ask the president to step down as we saw with mubarak in egypt. that is still under wraps. we don't know if that will be part of his speech. the white house is putting more pressure on syria to deal not so violently with the pro-democracy meetings we are seeing there. they are pushing for a two-state solution there. the real challenge for the president, laura, is going to be whether or not he can convince americans we can afford to and we need to provide this much economic aid to that region, given all the problems we have here at home. >> a lot to look into. thank you very much. tracie potts live from washington this morning. now for a look at the rest

of the day's news, we want to check in with marla tellez. you have more information including how a bay area man died in yosemite. >> i do. we know what killed the berkeley man while hiking. an autopsy report shows 34-year-old jason dunbard died of a heart attack, not a fall. he may have tripped and hit his head on a rock. he was a popular sioux chef and avid hiker. a memorial will be held next week in la fayette. a top washington will be on the pipeline. ray lahood will tour south san francisco this afternoon. his agency oversees the gas pipelines. we wants to see the repair work done. he will take a look at pg&e's

test in south san francisco. utility is pressure testing the pipelines similar to ones in san bruno. pg&e is warning state regulators not to reduce gas pipeline pressure as a safety precaution. service to customers will be impacted if the pressure is lowered. the california public utilities commission asked pg&e to lower the gas flow by 20% and ten of the pipelines. they say it will help prevent another explosion. the giants and dodgers square off tonight. once again, there will be a heavy police presence. l.a.p.d. was out in full force last night during the first giants-dodgers game since bryan stow was beaten in the parking lot. his father and sisters are talking act how difficult the past six weeks have been. >> it makes me sad. then it makes me angry.

the ninth. the first professional sports team against antigay bullyi. it's called "it gets better." is giants will be joining celebrities, politicians and corporations by taking part in the videos. it was started last year and has more than 10,000 videos on its website. good morning. that's the latest from the studio here. time to head back out to castro valley with laura. >> yes, we are going to have much more here. an overnight shooting in oakland has police continuing their investigation this morning. today in the bay's christie smith joins us live. good morning. >> reporter: good morning. this is still a crime seen. oakland police are walking

around with flashlights. what police are telling me is they are waiting to tow two cars out of here that belong to the men involved in the shooting. here is what we know. two people were shot. i just got off the phone with oakland police. one of the people has died according to an officer i spoke with, a third person that led police on a chase into backyards here. with the help of helicopters, they were able to locate him. kern avenue, last night about 10:15 is when this started. what we are hearing is police were serving search warrants and may have gotten a tip that something violent was going to happen in the neighborhoods. the police may have spotted one of the cars of the people they were tracking. what led to the shooting? they are not saying yet. several weapons were found on the scene. the person found in the backyard had weapons as well.

the officers are okay this morning. we are trying to get an update on the second person who was shot and taken to the hospital. it's a small neighborhood. reporting live in oakland, christie smith, today in the bay. >> thank you for that updated information and continuing to follow that investigation. we are out here in castro valley this morning, waking up with the cows. can you hear them in the distance this morning? and the horses. we have more on the rodeo coming up. i want to check the forecast can christina loren. >> good morning to you. i'm sure you are happy this morning. it's not that cold. close to 50 degrees across the board. we had wraparound moisture from the system of low pressure yesterday. it's pushing inland. for us, it's all subsided. no more moisture to worry about coming down this morning. a lot of that was evaporating before it hit the surface.

take a look at the clearing. clear conditions across the pacific. the marine layer out to sea. high pressure is the reason why. the clouds are arcing up and around the ridge that moved in yesterday. it's going to hang around for awhile. the skies will stay clear. 46 degrees in livermore. 50 in concord. the peninsula is more mild. we are going to see cooler conditions in the north bay. take it easy out there. reduced visibility. temperatures will end up in the 70s. 75 degrees. forecasted high in san jose. i have the weekend forecast coming up in moments. let's check the drive with mike. >> good morning. we take you to highway 4 where the better weather means construction. it will go on for another 20 minutes or so. crews will report the clear up. the project is extended through mid june. partially due to the delays but they have more work to do.

welcome back, everyone. i'm laura garcia-cannon. today around the bay tour continues this morning. we are waking up at the ranch rodeo. things are going to kick off this weekend in castro valley. it's the largest unincorporated areas of california. boy do they have a lot going on. this is my friend willie. i want to tell you more about the area. take a look at video we are going to show you this morning. it's a really cool area. in fact, these are artist renderings of a project under way in castro valley. it's a $9 million renovation project. a main street kind of feel. the hope is to have the construction finished by spring of 2012. this is where all the action is this morning. i'm joined by the chairman of

the rodeo. how you doing this morning? >> good. >> it's never too early to get a cowboy up, right? >> never. >> this is a long standing tradition in the bay area. tell us more about it. >> 91 years we have been here. this used to be a horse killing plant years ago. i mean, that's how it started. but, now we start this weekend, last night we had the team pen. tonight, the local roping and cow milking. friday night is the bull bash. it's a bull riding, we buck 35 bulls out here at 7:00 p.m. and then we go into our rodeo saturday and sunday. they start at 1:30 on saturday and sunday. it's quite an event. >> you are going to have a big crowd out here as well? >> oh, yeah. the weather permitting.

it looks like it's going to be great, blue skies now. >> rodeos are a huge long standing tradition throughout the state. we are hitting the prime of rodeo season itself. >> yeah, up and down california there are seven rodeos. we start it. to get, you know, like contracts for acts and stock. >> you come from different areas. it's an incredible show. what do you love about it? >> i don't know. we come out here. it's all volunteer work. we give back to the community. we do a lot of, you know, community stuff like breast cancer. armed force day is saturday. >> it's nice. thanks so much. we are going to have more with you and the folks out here all morning long. i have willie. i'm not taking him into the

sunset just yet. marla tellez is back in the studio. >> it's now 5:15. oakland police are looking at an officer involved shooting. two suspects were shot late last night. we are trying to figure out what led to the shooting and how they are doing. the trial of the two men accused of killing chauncey bailey, the prosecution will continue closing remarks this morning, then the defenses turn. grim news this morning. tuition is going up for five years. in the best case scenario, students will see an 8% increase every year for five years. worst case, that increase would be 20% a year. 5:16 now. christina, we all need to know what the weather is going to be like for the rodeo.

welcome back at 5:32. how do you feel about a proposed speed limit for bike riders? they want bicycles to travel ten miles per hour on the bridge to reduce accidents with pedestrians. there are two meetings, the first starts in a half hour at 6:00 this morning. the next is at 3:00 in the afternoon. both meetings are held at the north end of the golden gate bridge to the south bay, mike is checking the morning commute. how is it looking? >> overall, it's looking nice. we'll get you a map of the south bay. debris reported on 280 at 87. all around this map in the northbound direction. i should -- prince is performing tonight at hp pavilion. expect a large crowd. a second concert on saturday.

garbage hauler. a $43 increase in their monthly bill. 5:25. a lot more people are about to live in atherton. really? >> opening price, $45 a share. the value of the company will be north of $4 billion. of course the big deal in an ipo isn't how much money the company is going to get, it's how much the first time buyers are going to get as they resell to the next buyer and so on. linked in will start trading this morning if everything goes as planned under lnkd. the $4 billion question is does the price go up or down once regular investors are able to buy? this is the first stock offering from an american social media company. on the negative side, shares in

the construction cleared a few minutes early. it's replaced with westbound slowing. down from the 50s from a street toward horizon. it's more extensive than we typically see. the maze is not showing slowdowns or issues now. we watch as the early traffic moves closer to 880. we see the slowing creeping up. back to you. >> thank you very much. we have an update now. an officer involved shooting that happened overnight in oakland leaving one person dead. christie smith is live with details. good morning. >> good morning. i spoke with a neighbor running to work and he said, in his words last night, he heard a lot of helicopters and a whole lot of cops out here. it's still a crime scene at this hour with officers looking around with flashlights and taking measurements. what led officers to fire, police are not saying yet. i called the oakland police and

they told me one person died as they looked for three men about 10:15. the two officers may have been serving warrants or gotten a tip something violent was going to happen in the area. they spotted two cars tied to the suspects. they shot two. a third ran into a backyard. police used helicopters to find him. he had a weapon on him. they recovered several weapons out here. the man shot and taken to highland, we are trying to get an update on his condition this morning. the officers are okay. this is kind of a small neighborhood, tight streets. ward lane is still closed off this morning. reporting life in oakland, christie smith, today in the bay. >> thank you, christie. now for a look at the rest of the day's news, we want to check in with marla tellez.

she's filling in for me back at home. >> thanks. it's 5:32. a group known as safety first is sending out its community ambassadors in oakland's korea town. it's a combination of community policing and social work. they ride around on electric scooters like seen here. they identify a problem area or person and work to fix it. >> i love my job. my job is very important. i believe i play a major role in the community, make sure the homeless are not only doing what they're not supposed to do, but help them find shelters, food, clothing. prostitution, drug use and squatting used to be a problem along telegraph. there's a drop in crime since safety first rolled out. officers say they handle low-level crime when a stretched police department can't.

the mothers of two berkeley hikers held in iran will hold a hunger strike. they are said to be fasting. their moms said they are going to fast in solidarity. they will fast as long as they can manage. last week, iran delayed the trial without an explanation. they are accused of spying when caught crossing the iraq-iran border. the prosecution continues arguments in the murder of chauncey bailey. during yesterday's court session, prosecutors told jurors it was a textbook first-degree murder. your black muslim bakery leader ordered two associates to ambush bailey. bay planned the murder and codefendant took part as the get

away driver. bay and macky are charged in the killings of two other men back in 2007. the family of injured giants fan bryan stow is speaking out about their pain as bryan continues to recover. stow's father and sister say it's been a tough six weeks waiting for him to wake up. they appreciate the support from the community. >> it's heart warming to have prayers from so many people. we talked to people they see us as we go into the hospitals and they say they care for bryan and are praying for him. there's many, many cards. >> stow's sister has this to say to the men responsible. >> man up. like, just step up and do the right thing. it's been six and a half weeks now. do the right thing and man up. >> doctors say stow is in a coma. he's not had a seizure since

arriving in the bay area earlier this week. tuition hikes may be inevitable. uc leaders say they may have to charge higher tuition even if the state stops slicing the budget. four budget scenarios presented to help plan future budgets. under the rosiest scenario, uc raises tuition 8% each year beginning in 2012. in november, they passed an 8% increase to race tuition to just over $11,000 for the fall term. 5:36. we are going to check in with laura, again. she's live this morning with horses and bob redell in castro valley. good morning. >> that's right. we have a lot more from out here as they kick off the rodeo coming up later this morning. we continue to follow the day's news. a reporter out of sacramento b this morning. the fbi is asking for dna from

ted kaczynski. they are wondering if he could be related or involved in the 1982 tylenol-cyanide poisonings. >> reporter: theodore kaczynski is known for his participation in the tylenol poisonings. he revealed the fbi now wants samples of his dna to compare to dna profiles where someone put potassium cyanide in tylenol. it led to the first mass recall of a retail product. eventually to the tamper proof products. kaczynski wrote in a letter he's never possessed potassium

good morning. it's 5:52. a san jose woman's frustration with red light camera tickets may change state law. vera got the run around when trying to clear her name from tickets that were not hers. the camera read the license plate wrong and sent the tickets to her address. because it took weeks to resolve the issue, she submitted an idea for a bill for tickets that are submitted wrong. >> i just want to make sure that people who are ticketed wrongly or incorrectly or in error have a way of responding and getting these things cleared up that's easy and not difficult. >> the state senate passed the idea. the bill will require the cameras be placed on

intersections for safety reasons, not just to generate more money. the world's largest cable is set to be on the bridge today. it's a clamp-like device. they are going to place it on top of the 525 foot bridge tower where it will hold a mile long cable. once it's installed, the cables will be strung along the deck and pressed together to form a single cable. the project is set to be completed by 2013. is this going to affect traffic in. >> it will hold up traffic. it's not going to cause a major distraction. you are right. this is north of the bridge. it should be fine. let me show you the shot of the bay bridge. what will be an issue is you can't really see that. it shows low clouds and fog hovering around the area. i don't know if we have that off
