let's get right to christina loren. >> the east bay clouded up this morning. we have a front situated over the east bay. it's mild because of the cloud cover. we are in the mid-50s. breezy, though. the core of low pressure crossing over the area this morning. watch for windy conditions and thick fog developing in the next few hours. someone who is watching your roads already, it's early on a monday, but he's on top of it. >> good morning. breezy is an understatement out of 880 and across the bay bridge we have a wind advisory. we are watching reports of construction. it might be down to one lane. there was a little construction. a live look at the coliseum shows a lighter volume of traffic. i'm going to show you that in the next break. there you go. back to you.

>> thank you very much. this morning unconfirmed report that is a baby snatched from her bassinet was found. friends and family say they believe someone came into the home and took the baby from her parent's room where she sleeps. they are concerned it might be someone familiar with the couple because they have two dog that is were not barking that night. >> i think it's cruel, disgusting, sick. it breaks my heart knowing someone would do that. >> we don't have indication there was a family dispute or abduction at all. the child doesn't have the ability to disappear on her own. >> we have reports it baby has been found safe. we have a crew on the way. we have lots of policemen working on the case as well. it is a mysterious case. this morning police officers

have identified a body floating in an east bay lake as a 27-year-old man from florida. officers found his body in the water in antioch over the weekend. officers say the man was in the bay area visiting family. so far, they won't say how he may have ended up in the lake or if they think he was the victim of a crime. we now know an east bay explosion was most likely fueled by illegal drugs. the chronicle reports this morning that police seized evidence from the apartment building on silver oaks way. officers say it appears drug activity played a role in the blast. the apartment unit wasn't being used as a meth lab. police who lived nearby tell police it rattled their windows and rumbled their floors. >> i was sitting in my room on my computer and i felt the first

wave of the shock of the explosion go through the window. it rattled everything. then, like screaming. >> right now, two men, one woman all in their 20s and 30s are in critical condition being treated at burn units in sacramento and san jose. l.a. police named the man they arrested and accuse of beating giants fan bryan stow. he instigated the attack. s.w.a.t. officers arrested him, towed away a black honda civic after storming his apartment. his roommate says it's bringing the stow family some comfort. >> it was a big sur prize. it was beginning to look bleak whether or not they were going to find these guys. i woke up this morning getting a text from his sister. it was great news.

>> the l.a. times report says he may have added a fresh neck tattoo to try to conceal his identity. they are looking for a second suspect and the woman who drove the get away car as well. news of the arrest spread throughout the bay area and at&t park. lisa reports people in the bleachers and the dugout are all pulling for stow. >> reporter: as he lies unconscious in the hospital, the man suspected of putting him there is finally arrested. >> what happened on opening night, it's been a cloud over the organization. >> reporter: from the giant's team president to the fan who is never met the father of two, relief. >> that is awesome. i mean, it's horrible what happened to him. >> i think it's incredible.

to be able to find somebody and serve justice -- >> reporter: outside tooe toat& park, it's hard to find anyone who doesn't know stow. >> i'm glad they waugt hcaught him. you don't expect that. >> every time we go to l.a., you think twice about walking around. >> family members got a call from l.a.p.d. sunday morning informing them they had search warrants and are ecstatic. they have been around the hospital round the clock as the 42-year-old remains in critical condition after suffering a traumatic brain injury after the beating. >> it's been hard on the family. for them to continue to work as hard as they have been. i'm talking about the police department and have a suspect in hand.

it's great news. >> the stow family will speak publicly for the first time this morning at 11:00 at the hospital there. the trial of two men accused of killing chauncey bailey should wrap up today. the former leader is charged with three counts of murder for the deaths of bailey and two other men. prosecutors say bay ordered the killing to silence bailey because he was writing an article about the bakery's finances. there are few details on injuries from riots at sanguine ton. they used rubber bullets and pepper spray to restore order. let's check in with christina.

afternoon, we are headed toward the 70s. rain on the way. we'll break it down when and where with mike. good morning. >> good morning. i'm a traffic geek. talking about the clouds overhead, the speeds on the roadway are fine. the construction has been picked up. now, here is the area with the wind farms. the altamont pass is another section where there's been a wind advisory overnight. you won't have delays right now. a 14 minute drive-through the dublin interchange. we'll get a look at the san mateo camera. i want to show you the camera shaking a bit. you can't make out the taillights. there's moisture in the air. >> ufo. >> exactly. it's just cars in the road crossing over the water.

>> this week, the city of vallejo will have new ways to control medical marijuana. tomorrow, the city will go over ideas to limit and tax medical marijuana sales or ban them all together. right now, the zoning laws don't specifically allow marijuana dispensaries but they could put a marijuana business tax on the ballot. that would bring in $250,000 each year to the cash-strapped city. right now, there are between nine and a dozen medical marijuana businesses operating in the city. splintered wood all that's left of an entire town. the death toll is climbing. what's left of the gop field for president. who's in and who's out, just ahead. an inside look at the brains of the operation. the production studio.

splintered wood remains where homes once stood in the city of joplin. city leaders say at least 89 people are dead. a hospital took a direct hit. you can see the damage to the building. windows blown out, a car tossed. president obama promised federal help. the president is visiting ireland. this is new video as the president touched down hours ago. president obama will meet with political leaders today along with the first lady. she'll meet them, too, by the way. president obama is irish on his mother's side. they will visit the tiny village where his great, great, great grandfather was born. republicans have been reluctant to take him on. today in the east bay's tracie potts has the latest on the new candidate whose announcement came overnight.

here it is. we have the core of low pressure right now. it's sitwalted over the bay area. it's kicking up instability and driving the winds this morning. not only that, cloudy conditions. they are centralized over the east bay. the core will cross over us. we'll see strong winds as a result. calm winds for the second half of the day. as it moves in and sets up over the area, it's going to drive in. 52 degrees in concord. 50 in livermore. 70 degrees later in oakland. 72 in napa. then we have rain on the way toward the middle of the workweek. don't wash your car just yet. wait until after wednesday. as you can see here, stop the clock at 8:00 a.m. get rain through 4:00 p.m. rain is expected in the north bay. not free and clear of the storms

4:52 right now. we're going to check in with mike and check traffic in a second. clean up continues at the bay reserve fleet in benicia. two ships will be heading to the scrap yard this morning. the agency in charge of disposing the ships says it's four months ahead of schedule. the vessels will be cleaned up at a dry dock in san francisco then towed to texas for recycling. they are back-up ships that can be used at the time of war. meantime, before you hit the road this morning, fasten your seatbelt. more than 140 law enforcement agencies adrosz state will be
