lanoakland, two cars got in an accident. i'll bring updates. already in less than five minutes slow downs toward downtown. watch 880. back to you. >> thank you very much. a man sits in a los angeles jail accused of beating giants fan brn stow. an l.a. s.w.a.t. team raided an apartment building yesterday. he's being held on $1 million bail. >> about 7:00 this morning, i got a phone call from chief of operations and he said the words i have been waiting for for seven weeks. he said that we had bryan's suspect in custody. >> ramirez faces several charges including assault with a deadly weapon. police call him the primary aggress aggressor. they are still looking for another man and woman that drove them away after the attack. marla tellez is outside the

hospital in san francisco where bryan stow is under going treatment. good morning, marla. >> good morning, laura. it's been one week since bryan stow has been here at sf general. the move back to the bay area bringing him closer to his family. you may recall, stow is from santa cruz. this morning, his family is expected to hold a press conference in front of the hospital giving their reaction to the arrest in this case. just last week, his sister went on camera pleading for those responszable to turn themselves in. since the march 31 attack, there's been an outpouring of support for stow and his family. pizza my heart put on a fund-raiser for him. that was early april. they gave 30% of purchases which totalled $20,000. the san francisco giants and individual giants players donated money. when news of the arrest reached at&t park yesterday, the

organization released a statement saying today's arrest in the bryan stow case is welcome news in what's been a difficult time for the stow family. our thoughts and prayers remain with bryan stow and his family. giants manager calling the arrest great news. more arrests would be even better, of course. l.a.p.d. could make two more arrests in this case. in the meantime, the 42-year-old father of two remains in a coma here at sf general. the family says he is showing signs of improvement. still, his parents say stow faces at least more than a year of both physical and mental rehabilitation. again, there's an 11:00 press conference his family is going to hold to give their reaction to the arrest in this case. we will be here for the press conference. >> thank you very much. four prisoners are recovering in a hospital after an overnight riot at the prison.

there are details on the injuries but they include stab wounds. the uprising took place in the dining hall. a fight broke out involving nearly 200 inmates. they were able to control the situation. there are no prison staff injured during the riot and the cause is still being investigated. the top financial as visor for most school districts is delivering good news. the school services of california said it expects flat funding for schools next year. that means schools will get the amount of money next year as they did this year. school services say the extra money would be able to bring back teachers in administrative positions but wants to wait on hiring before they pass the budget. jerry brown laid down the ground work to close the budget deficit. they are short $5 billion. the president of the state senate is trying to give city

and county governments tax. the bill known as local option taxes allows cities, counties and school districts to raise taxes on income and vehicle sales. controversial measure cleared one committee and could be heard on the senate floor as early as next week. they say it's one way to generate funds. political analyst says it's no slam dunk. >> it puts everybody in an awkward spot. republicans because they have been advocates of local government. on the other hand, they don't like the idea of the possibility of more taxes. democrats are in an awkward spot because they don't like the idea of having the state be in charge of taxes. that promotes more equality. >> it takes a two-thirds majority to take a tax hike to the voters. however, approving it to allow local government only takes a simple majority. the vallejo man accused of

causing a disturbance on a san francisco bound flight is expected in court this morning. he's held without bail on a charge of interfering with a flight crew. if convicted, he could spend 20 years in prison. investigators say the 28-year-old yemeni man charged the cockpit of an american airlines flight. then he tried to open the locked doors of the cockpit. he suffers from mental health problems. two cal berkeley graduates imprisoned in iran spoke to family. they staged a 17-day hunger strigt because they stopped receiving mail. family members say they sounded okay. iran arrested the two men along the iraq-iran border back in 2009. they released her on bail last

year. they were charged of being spies. this morning, we are following news that a baby snatch was found safe. neighbors are very concerned and police have a lot of questions. good morning, christie. >> reporter: good morning to you. reports are out that that baby was found safe and sound late last night. the circumstances are still unclear. i have several calls into the sheriff's department. at this point, we have seen no police activity on the street where she lives. 4-month-old was reported missing yesterday morning from her bassinet when her mom went to check on her and didn't find her. they put her down to sleep the night before around 10:00 p.m. the deputies were searching for her by land and air and with canine units. >> very cruel, disgusting, sick.

6:13 now. a quick check of the morning headlines for you. prison guards are cleaning up after a riot at san quentin. four residents were hospitalized. a weekend apartment explosion may be connected to illegal drugs. three people were hurt when something exploded in the silver oaks way apartment. all three of them in critical condition. 89 people are confirmed dead in missouri this morning. a massive tornado swept through on sunday. it ripped the top off a hospital and sheered off parts of a high

school's roof. they had to evacuate the hospital. estimated 25% to 30% of the city is damaged. the president is sending fema that way to help. s well, the national weather service has to wait until tomorrow to determine how strong the tornado was. they think it was in the nine level. immaterial to check in with christina loren. certainly nothing like that in our neck of the woods. >> a lot of talk in the community is that it was an ef-5. the top of the line. 2-mile-per-hour -- 200-mile-per-hour winds or better. we are talking a really, really tightly wound column of air. very, very dangerous. we have another round of severe weather heading to that area, the deep south. our winds, nothing in

6:19 right now. i want to check your morning commute. this is when things pick up out there. mike has an accident to tell us about. >> we are looking at a look at the maze. the bay bridge is set except for 880. we have reports. the details came in as chp arrived on the lane. two lanes are blocked. the fast lane toward 60. we see a good deal of slowing before the bridge and heading up into downtown. 580 is clear. i wouldn't suggest it as an alternate yet. we'll look at the coliseum further south. you can see the northbound side on the right is showing a light volume of traffic.

inmates. they used nonlethal bullets and pepper spray to break it up. an apartment explosion saturday may be connected to illegal drugs. three people were hurt in the fire ball. all are in critical condition this morning. they were in the living room of an apartment unit on silver oaks way when the explosion appeared to have started. they found drugs in the area of the unit. it caused $350,000 of damage to the building. before you hit the road, make sure you fasten that seatbelt. more than 140 law enforcement agencies will be enforcing the click it or ticket campaign. this year is focusing on efforts on the 1 million californians who do not buckle up. the majority, mainly nighttime drivers. first time offenders fined $142

toward 65 degrees or 68 degrees by thursday. we have rain on the way towards wednesday. basically, if you need to get you out doors, thursday. this is what we are looking at. if you are getting ready to leave, give yourself plenty of time. we have really gusty winds out there this morning and patchy fog developing as well. for today, warm and pleasant. five to seven degrees warmer than where we ended up yesterday. then the rain moves in as of wednesday. we have interesting satellite imagery. a system of low pressure. the core itself is actually going to cross over the bay area. you can see right now, we are centralized in the middle of the that system. if you look to the east, you see the clouds and a little bit of moisture pushing in as well. the fog is rolling in. watch out for that on the bridges. high pressure is the reason why it compresses the moisture and we lose visibility.

it was apparently a police parole agent that thought he had a parolee that fit that description. they said they took him into custody without incident. it ended a seven-week long investigation that continues even now as they continue looking for a second person. as we heard from the chief of police, it was an emotional announcement. >> ability 7:00 this morning, i got a phone call from chief of operations and he said the words i have been waiting for for seven weeks. he said we had bryan's suspect in custody. >> reporter: yet, this is still an open investigation. they are looking for a second person involved. ramirez may have been the primary aggressor in all of this. they are looking for a woman driving the get away car. this morning, there's a $250,000 reward for information to close the case. that's the latest live from

>> ramirez faces several charges including assault with a deadly weapon. police call him the primary aggressor. they are looking for another man and woman that drove him away after the attack. marla tellez is outside the hospital in san francisco where bryan stow is under going treatment. a lot of reaction there, marla. >> reporter: good morning, laura. yeah, everyone connected to the case is expressing a sense of relief. bryan stow's family expected to make a statement later this morning to give their reaction to the arrest. it was one week ago today that bryan stow left l.a. where he was hospitalized. the news of the arrest has fans and the giants organization reacting. the giants releasing a statement saying we commend the los angeles police department for their hard work and we are confident that they will continue to dedicate themselves until all those responsible for

this senseless act of violence are brought to justice. the arrest is great news. via phone, we heard from stow's roommate. >> there's a big sur prize. it was beginning to look bleak weather or not they were going to find them. i woke up this morning and got a text from his sister letting me know they caught one of them. it was great news. >> reporter: lapd hoping to make another arrest. the father of two is still in a coma. he's showing some signs of positive recovery. they say he faces more than a year of physical and mental rehabilitation. once again, we will be here for the 11:00 press conference at sf general when the family is expected to react to the arrest in the case. >> i can't imagine how they must be feeling. thank you. it is 6:54 now. the markets opened about 25
