bit. first, a look at the forecast with christina. >> good morning to you. it's friday's eve. we are so close to the weekend. it's going to be a fairly nice day. we had severe weather yesterday. seven tornadoes in the vicinity of chico. we'll talk about that and the holiday weekend. mike. >> we are going to focus on the city side. just behind where it says the nbc bay area, we are slowing. there's construction going off the skyway toward the 280 there. we see a slowing again this morning. watch for road control. cal trans hasn't given the specifics. it's there. the golden gate bridge, you'll find slowing. they are getting ready to move the cones as well.

>> thank you. police are continuing their investigation of a fatal shooting a few blocks from the hospital. marla tellez is live with the latest for us. good morning, marla. >> reporter: good morning, laura. it is active here. the shooting happened more than six hours ago, we want to give you a look at the scene. an officer here tells me that the man was shot and killed on the other side of this lawn here on checkers drive on the backside of el rancho verde complex. the closest main intersection we can tell you is mckee and king. it happened before 11:00 last night. they found the man lying in the street. he was taken to the hospital where he died shortly before 11:30. they are not saying how many suspects they are looking for. they are looking for at least one person this morning.

this is the city's 20th homicide this year. we have surpassed the homicide count in san jose. 19 in 2010. san jose is considered one of the safest big cities. the other issue is layoffs for the department because of budget cuts. i have been speaking to two officers. they are expecting to be laid off and they are not sure what's next for them. they say the department is thinly staffed and working with limited resources. they could lose their jobs for the city facing a deficit. back here live this morning, the lieutenant is expected to give an update, what happened and how many they are looking for this morning in the next 30 minutes or so. in the meantime, if you are in the area, you cannot access checkers drive from mckee road. this whole neighborhood is blocked off this morning.

officers expecting to be out here for the next couple hours. >> thanks for the latest on the investigation there. just a few hours before the shooting, a san jose man was treated for a stab wound. he was stabbed before 8:30 last night. he was taken to the hospital for non-life threatening injuries. no more word on that crime. police feel more confident this morning they have the man who brutally beat brian stow. the man's attorneys are telling a different story. they held a police lineup with the 31-year-old in the group. his parole officer turned him in saying he matches the description of the man. >> we have significant pieces to

it that lead me to believe we do have the right individual. >> we are going to do what we can to show the district attorney's office we have an innocent client. we have an actually innocent client. >> ramirez is being held on a parole hold. his attorneys say they will bring more evidence and submit him to a polygraph test. pg&e is moving forward with pipeline testing. they are going to hold a meeting tonight. pg&e will conduct pressure tests to make sure gas lines are operating correctly. tonight's meeting at george main from 5:30 to 7:30. the california p.u.c. could vote today on a proposal to increase rates for low income customers. they are placing a flat rate for electric users.

households that use extra energy pay $2.40 and everyone else charged $3. lower income families are burdened the most. pg&e is trying to make it fair for everyone, especially those who use more energy. christie smith is live in ocean beach this morning. how you feeling out there? >> reporter: cold. very cold. we have been talking with the national weather service and they say severe weather is nothing unusual. we are moving from a colder season to a warmer season but seven tornadoes in one day in california. normally, for the entire year, we have zero to one. we are talking about seven near the chico area yesterday within a 90-minute span kicking up strong winds and hail.

we are talking about chico, oroville, hamilton. not a wide base, but enough to cause damage to orchards and garages in the area. if you are a tornado chaser, this was the day for you. a couple reasons behind this, increased activity in tornadoes are linked to the pattern, which is starting to weaken, causing a shift in the jet stream. remember, back in march, we saw a tornado in the santa rosa area. also, a waterspout in march at ocean beach in san francisco. that was seen over the pacific just spinning out there. that's when a tornado touched down on the water. we are told people drove away as far as salinas to see it because it doesn't happen that often. that's the latest, christie smith, today in the bay. >> i thought we were okay with the earthquakes, now, a little taste of everything. >> reporter: that's right.

i remember living in the midwest. we got a lot of thunder and tornadoes and i didn't think i would see it here. it followed me here. it's something to watch for. >> we still don't want you to leave. keep warm out there. talk about the whacky weather, what's going on? >> we have a significant jet stream. it's pretty significant for this time of year. we usually don't see it dip this far to the south bringing in the severe weather. we are almost in the summertime. when you are talking severe weather, you need a strong temperature difference. the temperature difference for us is what kicks up the severe weather. we have the warm air settling in. the cold air mass is coming in. they collide and you get fire, explosive reaction. as a result, the tornadoes touch down. take a look at this. this is impressive. this is video you would normally see out of the midwest.

hey, this is straight out of butte county. several tornadoes like this touched down yesterday. they are the weaker tornadoes between ef-0 and ef-1. up to 80-mile-per-hour winds. national weather service is going to head out today, look at the damage and that's the way they assess how strong this tornadic rotation was. we could see an ef-2 out of this. i wouldn't be surprised looking at some of the damage this morning. meanwhile, in our neck of the woods, tranquil weather returned. we have a system trying to get into the area. it's going to drive in more cloud cover. i think we'll stay nice and dry for the weekend. it is chilly out there. look at the temperature in gilroy this morning. 41 degrees. you are going to touch on the 30s before the morning is done. i have the daytime highs in the 70s. looking cooler toward the coast today. we have a ball game in town right in the heart of lunch hour.

>> it's going to be an issue. a lot of folks are taking a long lunch. watch for slowing around at&t. right here, tornadoes. we don't have that. a smooth drive, but i did see a few minutes ago, greenville. we saw it turn from yellow to red and green again. we'll track this through the area and follow the commute in livermore. the eastbound direction has closure, it will pick up over 20 minutes if things stay on schedule. meanwhile, we move over to the bay bridge toll plaza. the light volume of traffic. no wind advisories this morning. calmer conditions around the bay. the approach off the carquinez bridge and the east shore freeway show the travel time a smooth drive down. we'll show you the move from the maze down 880 past the coliseum

berkeley is an eclectic city with a lot to offer to visitors and locals. bob redell is live with a look for us. finding what's unique out there, no doubt. >> good morning to you, laura. berkeley is a relatively small city when compared to other cities across california. it has an enormous reputation when it comes to academics, scientific research, the arts. a bigger reputation for speaking freely. berkeley sits on the bay and the mari marina. it's the university that draws people here and keeps them here from the world class research to its reputation as an athletic power house in athletic sports. the university is it. coming up in a minute, we are going to show you one example of how they foster creativity, creative thinking and evening

knewty. >> creative people you meet on the streets as well. the man who kidnapped and raped elizabeth smart will be kept in prison for life. he took her from her utah bedroom nine years ago when she was 14 years old. a teen missing since monday committed suicide. she appears to have jumped off the golden gate bridge sometime monday morning. more than 1,000 people gathered for a vigil for the teenager. buster posey will have an mri to assess how badly he was hurt after the collision you saw there. he tweaked his leg. they told the mercury news, it does not look good. that could be a tough one for his iron arm as well, for all of us. hoping he's doing okay. itis 5:14. let's check the forecast with christina loren.

>> good morning to you. it is a cold morning. did you notice that this morning? we are looking good now. hey, this might be one of your last chances to break out your most stylish winter coat. summertime is not far away. just wait until next week. this is what we are looking at throughout the day today. we are going to see changes from yesterday. especially in the form of a lot of sunshine today on tap. we have better air quality in the places that picked up more moisture. a lower pollen count. a lot of people have been complaining act that pollen count. it should come back up though with winds on the way today and tomorrow. a nice drying pattern in store for us for the weekend. here is what we are looking at. the system of low pressure here to the north isn't going to be able to make it to the bay area. we have high pressure firmly in control. what will happen is a few clouds

far from the uc berkeley campus, the heart and soul of the city here and home to very fascinating research. take a look. the beetles, they are back. this time, here to help us humans get a grip. he's got me. >> on the next frontier of engineered flight. >> he wanlts to fly. >> reporter: when it flies, the team of engineers at cal will be in the co-pilot seat directing it where to go. >> you can see the electronic package we put on these things. >> reporter: they have small electronic backpacks that communicate with the beetle brain and wing muscles by a tiny stimlator wire. >> when you apply the right stimuli to the area, you can get them to turn on and off their wings. if it's on the table and you

tell it to start, it will take off. then you can stop them. we show this was lively. the other thing you can do, you can get the wings to modulate. it allows us to throttle it. if you overstimulate it, it turns this way. if you overstimulate on this side, it turns that way. to be clear, we don't electricute these things. >> you can make it start, stop, go somewhere in between and left and right. >> yeah. >> reporter: what's next? >> we have a project to aggressively miniaturize all of this to put it on a fly. >> reporter: a fly?

well, turns out san francisco's controversial sit light ordinance not doing much to keep people off the streets. there's been a number of arrests since enforcement began in march. no change in behavior. it's illegal to sit or lion the sidewalks.

>> for the most part, things are moving nicely. on the screen, construction area. we have known about that for awhile. when the volume increases through the south bay, the rest of the northbound routes are close to the limit. 101 at the bottom of the screen at the merge there, things are moving well. a little bit slower for the next few minutes. 181 and 280 is nice. dumbarton bridge, you have the construction zone. one lane closed for 25 to 30 minutes. there are no problems because it's a light volume. right here, coming up from into or out of the city, a nice smooth flow there. it's 101 getting into the city. vaness and hitting the streets. the golden gate bridge, a smooth drive. we had construction from the tunnel to the city. now, it sounds like it's picked up.

in my wallet. google wants to put similar technology into your phone. you hold it close to the cash register to pay. just a quick tap on the phone. several store chains are participating. the container store let it slip early. google is expected to announce the plan at new york city offices this morning. meanwhile, tesla will offer more stock. this is very unusual. this is where the company creates more shares and sells them to the public. tesla will sell $5 million more. tesla shares jumped on the news. you would think or i would think that investors would see this as a negative. when you increase the number of shares, you are making the pie smaller. i talked to a santa clara

through chico yesterday. seven tornadoes touched down. we have video coming up. >> much calmer than you were talking about. i'm going to point out on the san francisco side, we'll zoom in. there's slowing there as you come off the skyway. over the last couple days, not in the chp report, but reports of construction by my friends in the area. checking up again, there might be an issue off the skyway causing a bit of a slowdown. back to you. >> thank you very much. mike, we have an update this morning on the san jose search for a shooting. marla tellez joins us with the latest. good morning, marla. >> reporter: good morning, laura. that shooting happened more than six hours ago in this neighborhood where we have in east san jose. plenty of officers on scene still, including the command center.

the man was shot on the other side of this lawn on checkers drive at the corner of checkers and schulte drive. this is on the backside of el rancho verde apartments. the man found lying in the street on checkers drive died shortly after in a local hospital. the lieutenant on scene says they don't have a lot of information at this point. the search is on for the shooter or shooters responsible for san jose's 20th homicide this year. the 20th homicide is a disturbing stat considering we are not half way through 2011. already surpassing last year's homicide count of 19 through 2010. they are dealing with potential layoffs as they face a $120

million deficit. talking to the two officers, they are expecting to be laid off. more than 100 officers out of 1200 could lose their jobs. layoffs are never a good thing for any organizations, including a police department, when a city is facing increasing crime. an officer with san jose police, just spoke with him and he's saying the investigation continues as the command center is out here this morning. police are still doing their part to put the pieces of the puzzle together and interview anyone out here last night when the shooting happened before 11:00. >> thank you very much. another shooting to tell you about. a life cut short. a high school student is dead after a shooting in broad daylight weeks before graduation. franklin was shot as he was riding his bike near 80th and

bancroft avenue yesterday afternoon. police are not sure if the high school senior took part in the shooting or just caught in the cross fire. fellow students say franklin was not a troublemaker. >> i have had classes from him. from us being in classes and in the hallways he seemed like a good kid, like a good person. i don't see why this happened. >> police say 50 people were in the area of the shooting when police got there, but no one would give them any information. >> the pipeline explosion in san bruno is causing a lot to question the fireworks policy. they allow safe fireworks. people want them to temporarily ban the fireworks. the area where the blast occurred is grassland. coupled with fireworks, it could be a bad combination. only another vote would allow

the city to ban fireworks. the spring weather is stirring things up in california. wait until you see the pictures christie smith has for us. she's live at oakland beach. >> reporter: the pictures are incredible. this is shaping up to be a big year for tornadoes. in the united states, we have had 1200 of them touch down this year. california, a normal number is zero to one for the entire year. yesterday, in a 90-minute period near chico, we had seven of them. it was quite a sight where a supercell thunderstorm moved through, put on quite a show. the base not wide, but strong enough to kick up winds and do damage, pulling in debris, signs, orchards. one man was 150 feet away when the tornado picked up and tossed his garage. >> it picked up a roof and moved

it. we are talking limbs that had to weigh 200 and 300 pounds. that has a stabilizing effect on the jet stream we are not seeing now. and if you are going to the chico area, be warned. more thunderstorms are expected. reporting live, christie smith, today in the bay. >> thank you very much. not the storms they have in joplin. more than three days after the ef-5 tornado there, there's still a number of people missing. brian mooar is live with the recovery efforts there. good morning. >> reporter: you want to get an

idea of how powerful this storm was? this sturdy piece of aluminum stud twisted like licorice. siding, pieces of trees. this house pulverized. all that's left standing looks like it was once a closet. right in front of that, a lonely american flag somebody planted there as a symbol of defiance. a message a lot of people agree with. this rebuilding will go on. joplin will be rebuilt. president obama will be here on sunday to meet with the people of this stricken community and promise the full help of the government in the rebuilding process. >> it will be interesting to see how quickly they can get in there to help. >> among those helping with recovery efforts, bay area dogs.

two search dogs recruited from the east bay in redding shelters to help in the search and rescue efforts. it's the same foundation that sent dogs to japan after the earthquake there. you may remember riley and his handler were on today in the bay back in march. it's a great effort they do. it's amazing what those animals can do. let's see what's in store for our forecast. it's mild here. how are we looking? >> we are looking okay here. let's take a look back, first what happened yesterday. this was not in our neck of the woods, but not too far to the north. seven reported tornadoes. this is kind of a picture of where they were all spread out geographically. two in chico, one in hamilton, two in oroville. power lines down. nobody was hurt. we don't have these confirmed as

ef-0s or ef-1 tornadoes yet. we could see an ef-2 come out of the seven tornadoes. the national weather service has to survey the damage and get confirmation. stay tuned for that. jeff ranieri will have updates tonight at 6:00, and 11:00. here is the satellite for today. this is why they could see more thunderstorm activity in chico, we are not expecting a lot, but they could. the jet stream is separating the state. we are going to see moisture in the northern most portion of california. over the bay area, clear conditions this morning. that's because high pressure is keeping the second half of the state nice and dry. slight chance for thunderstorms again. if you are headed up to lake tahoe, be aware we could see moisture pass through there as well for the next 24 to 48 hours, this is the set up.

what we are expecting, nice conditions. chily. gorgeous sunrise. 49 degrees in san jose. 41, two degrees away from the 30s in gilroy this morning. this is where we are headed. 70 in concord, san jose and santa cruz. 63 for san francisco. mike, we don't have a lot of fog out there, yet. some will develop and it could make for a slow commute. >> sounds like what goes on every day here in the area. folks come to see the golden gate bridge, then they don't. there's the shift. the construction eastbound cleared up. the volume of traffic is down to the 20s and 30s. typical pattern there. over the benicia and carquinez bridge a smooth drive as well. highway 37, the westbound direction reports of a truck dropping rebar off the back. they are metal bars. we are letting you know if chp

roughly?h%y7 we are in the pg&e ymca with the executive director. for years you had a space of roughly 200 teens, roughly the space of this room. >> yes. >> reporter: now you have this building, 8,000 square feet donated by pg&e. since then, how many kids are you able to help now? >> we have tripled the numbers. we have 600 students that are participating now. we anticipate up to 1,000. >> reporter: a lot of them are high school students? >> most of them live in berkeley and nearby. >> reporter: you are trying to help them develop life skills. >> we help them in academics, strengthen their academic plan, build leadership skills and engage them in bettering themselves and communities. >> this is a mural.

oakland will go head-to-head to save funding at a city council meeting. the parks and rec department and human services will all give presentations at the meeting. the mayor outlined a worst case budget scenario. that includes cuts to each of those departments as well as salary and budget cuts. it depends on voters passing a partial tax on a mail only ballot. 5:55 now. bizarre news out of china this morning. scott mcgrew forced labor is common, but not this. >> these are reports that chinese prisoners are forced to play video games all night. this is in order to create virtual point that is can be sold for real money. the reports in an english newspaper say the guards at the prisons can make more money off forced game labor than they can from guard salaries.
