smith with more on the story. good morning. >> reporter: good morning to you. we are on a container ship at the port of oakland for apl. they have retro fitted five large container ships so when they are at port at the port of oakland instead of using deesz el generators, they are plugging them in and using clean energy. i wanted to show you what it is. we are on the ship. we are down here. it says danger up there. that's where all the electricity comes into the ship. next to it is a gray reel. it's a huge line, an electrical line that goes off the ship. they built a pg&e substation to power it. over here, what you see here are refrigerated containers. they have to power 5,000 containers on the ship. they require a lot of energy. this is a big breakthrough for

them. pollution hannan issue for them. here with me is ricky. good morning. can you talk with us about what this means? right now, apl is the first. what does it mean for the port? >> it's huge. we have been working on this project for four years now. the objective is to try to reduce pollutants substantially. we make the dockworkers lives better. >> reporter: right now, the people in west oakland would be here and keeping an eye on trucks coming and going. emission has been a concern. just apl now. what about other shipping lines? >> legislation is coming out in 2014. we want to get a jump on it and try to implement the technology earlier than the 2014 deadline. we wanted to try to see how this will work and be a trend setter for the rest of the industry. >> reporter: thank you very

much. i wanted to show you this. we are going to be here all morning and show the workings of the ship and how it happened. coming up, up there, there's a huge bridge that sticks out. we are going to show you what that looks like and give you a view of the bay and show you what's happening on the ship. reporting live in oakland, christie smith, today in the bay. >> sounds good. the vallejo man accused of causing a disturbance on a flight is back in court today. he will enter a not guilty plea and ask for release. he shows signs of mental health issues. the 28-year-old man was tackled by passengers and flight attendants when he rushed a cockpit door of an american airlines flight. three provisions to the patriot act are in effect until june, 2015. his signature will be put on the bill before midnight eastern

time. that was the deadline for the extension. the provisions are allowing wiretaps, authorizing terrorism suspects and collect private information of anyone suspected of having ties to terrorism. there's more fall out from the oscar grant shooting. b.a.r.t. police department currently has 60 stun guns. officers are not required to carry them. yesterday's vote authorized the purchase of 130. once officers are trained, they will be expected to carry the weapons. the decision is partially the result of the shooting death of oscar grant. the officer thought he was using his taser, not his gun. it's to make all officers more comfortable with the weapons.

los angeles police are proceeding cautiously in the bryan stow beating case. they will present their case soon. lapd remained tight lipped. when asked if he was confident he had the right man in custody, the police chief said absolutely. >> absolutely. there are standards for arrest in this state. we have met that standard. we have exceeded that standard. we have met the standard for obtaining search warrants and we have. it's not been made public. i am as sure as you need to be to make an arrest and pursue a prosecution. >> he added there's still a 250,000 reward leading to the arrest of a second attacker. the state's participation in a program aimed at illegal immigration. they approved a bill that would

allow counties to opt out of the secured communities program. under that program, the fingerprints of anyone booked into a jail are run through an immigration data base. two bay area counties, san francisco and santa clara asked them to opt out. the bill will head to the senate. search crews are looking for 230 people listed as missing in joplin, missouri. brian mooar is live with a look at the rescues there. it's going to take so long, i would imagine. >> reporter: absolutely, this is going to be the first step on a mountainous climb to recovery. everywhere around we are seeing construction crews coming to life, starting to move the first sticks of debris out of the way if you think about it. the search for the dead and the missing goes on. 126 is the latest confirmed death count. 232 people are now unaccounted

into southern california, wind advisory for grapevine. keep that in mind over i-5. much clearer than before. approaching the area, speeds are up. likely at that undercrossing, there's slowing at the interchange and the off ramp itself. heading up out of san jose, 101, through the south bay, green cars indicating speeds. the shoreline, a smooth drive to oracle. a smooth drive-through that portion and san mateo. a nice drive heading to san mateo and dumbarton. we'll get you a live look outside and see how things are shaping up with the headlights. a clear view. you can make out the peninsula hills. christina says there might be fog developing. keep that in mind. we'll get a live look out there and see how things are shaping

the bay tour in concord. it is a city with a historic past as well as revitalized downtown. bob redell is there live this morning. look at that beautiful plaza you are in. >> reporter: we are in the square. this is, i guess we can call the heart of downtown concord. this square was donated to the city in 1869 by a huge landowner back then. of course, since then, it has been revitalized. vice mayor is here. good morning to you. thanks for being here. >> thank you, bob. >> reporter: what do you think will surprise people about concord who haven't been here before? i go on 242 highway 4 and get off the exits. i don't go downtown that much. >> it's the largest town in contra costa county with 250,000 people. it feels like a small town.

family friendly. we have a lot of activities in town for the kids, pixie playland and water world. it's a nice place. we have a lot of activities coming up for the summer. for example, we have music in the park. we do that every thursday. farmer's market on tuesday. the sleep train pavilion. we have great acts coming in. it's a great place to come. >> reporter: is there an effort to revise liz downtown? i look at this area and it doesn't look like it needs it but is there? >> this was part of the redevelopment agency prior to this. there were rundown looking buildings and streets. this has been revitalized. >> reporter: concord is no different than a lot of other cities in california when it comes to the deficit. your deficit is $5 million? >> $5 million this year.

over the past couple years, we have had $18 million worth of cuts. it cut the budget 25%. >> reporter: is that 25% of the people you had to lay off? >> that's correct. >> reporter: do you see a light at the end of the tunnel? >> i think so. i think the economy is leveling off right now. it's not improving too much yet. we see that it will be doing that. the city, citizens of concord passed a half cent sales tax. it's going to make up the gap we have right now. i think it will hold us through until we revitalize things. >> reporter: thank you very much. we appreciate you getting up early with us. a very nice downtown as i was saying. very impressive. we have our mustang club out here. coming up, we are going to talk about kids fest, a big event coming up. >> a lot going on in the east bay. 6:15 now.

san francisco prosecutors are expected to dismiss 26 felony cases this morning because of officer mission conduct. they plan to reveal new evidence against officers. he has surveillance he says illegal searches as well as excessive use of force, theft and perjury. a judge could release new information about a serial killer. it lists probable cause for the murder charges against him. the d.a. wants to keep the document sealed. he's accused of killing four women, including two from contra costa county during the '70s and '90s. >> good news. good morning to you. sunrise is coming up over the bay bridge. we have overcast conditions. could see heavy fog develop for the next hour. if that doesn't happen, forget

skoal down to the cove and you can find the card on the front page. scott mcgrew changes at blockbuster. good or bad? >> depends on if you view the dvd as half started or half over. people that rent dvds, they are getting them cheaper. blockbuster will lower prices to 99 cents a day for most movies. $2.99 for some new releases. the bad news is, remember the never late dvd? that's over. the rental period is just one day. instead of the current five. blockbuster was sold out of bankruptcy to dish network. the clerks say they are having trouble getting new releases from studios on the days they are released. let's talk about this. this fellow in the google t-shirt. a super nice guy.

good morning. >> reporter: good morning, laura. if you want to look on the bright side of things, it's nothing compared to what drivers faced a couple years ago. you probably remember when the full bay bridge closure happened in 2009. this weekend, the westbound drivers over here, they are stuck in a little stop and go as they make their way to san francisco this morning, they will not feel the impact. it's the guys on the other side, the drivers headed eastbound in oakland. expect lane closures heading into oakland from san francisco. it's part of the new eastern span seismic safety project. after the work is done this weekend, lower deck drivers will experience a slightly different approach into oakland. the 1,000 foot long stretch of the bay bridge is called the oakland touchdown. switching gears to b.a.r.t., if

june 23rd. lawsuits against pg&e are stacking up since the september gas line explosion killed eight people and destroyed dozens of homes. the complaints accuse them of negligence. yesterday marked the first meeting to resolve the suits. they promise the cases will be given first priority to the courts. the next date is june 30th. the port of oakland is going green thanks to nearly $5 million in grant money. christie smith is live at the port of oakland with more on the story. even looking good in a vest. >> reporter: good morning to you. you can see the container ships out in the water. it's hard to picture how large they are. standing on them, we are told they are about three football fields long. they take a lot of power. these are refrigeration units here that carry fruits and vegetables. there are hundreds of them on

this ship. what they are doing differently, we are at apl, what they are doing differently is using electric power. these two high voltage line that is you see there go off the ship and run across there behind the containers. there's a pg&e substation that helps power this. apl paid about $11 million to retro fit the ships to use clean energy. rickie is with me this morning. he's with the port of oakland. good morning. >> morning. >> reporter: you have seven fhv ma go with this technology. we are what the air quality district trying to do a pilot program to make sure the technology works. >> reporter: getting back to the ship, i want you to look at the video. we went to the bridge area and navigation room where you can

see the view from the ship. it's stunning. can you talk about what is next for this? right now, it's apl. what about other places? >> going down and looking into the future, all seven terminals would have to have a code iron capability to make sure the pollutants go down substantially. >> reporter: this has been a big concern for people who live in west oakland. they have been concerned about the emissions. what can they expect to see? is the air quality management keeping an eye on this to see what it really does? >> yeah, they will be monitoring this especially up to 2014 to see what the technology does to reduce the pollutants. we are looking at 50,000 a year. >> reporter: there you have it. they are using clean energy. quite a change. i'm sure good news for people who live around here.

on may around the bay tour finale is in concord this morning. concord may be one of the only cities with a lot of room to grow. bob redell is live there with a massive redevelopment project taking place. good morning, bob. >> reporter: good morning. you must be talking the naval station built in the '40s during the war. the u.s. navy declared it a surplus. we are here with concord mayor. good morning to you. >> good morning. >> reporter: the grand plan for this piece of property is what? 5,000 acres. >> 5,000 acres. 60% is going to be open space and recreational uses. the other 40% is going to be developed. north concord b.a.r.t. station. great opportunity to use public

transit and develop it with mixed use and three clustered villages with commercial activities. >> reporter: it hapt happened yet. what is the hold up? i assume the economy. >> the economy and a process the department of defense has to go through to finish review procedures. >> reporter: you mean there's red tape? >> there's red tape. >> reporter: i had no idea. >> we are finishing up the review process and expect to have hearings on that this fall. that's the last step at this point and time. we have community consensus on what the plan should look like, what activities should be there. environment lists are going to look. a of concerns in the community about how the new development will address issues and how it impacts the current community. >> reporter: what is the downside and the upside? >> there's no downside. we are planning in the vision
