enjoy today because we have rain on the way tomorrow. more rain on the way for wednesday and the early portions of thursday. i'll break down this next system for you. not quite summertime weather just yet although this is the unofficial start of summer. one thing i noticed this morning, mike, a lot of officers on the roadway. >> that's a really good note. coming down 880 into san jose, i noticed a couple on the side of the road. had the yellow lights on letting you know they there are. maximum enforcement all weekend. fortunately, no major issues coming across the carquinez or ben eeicia bridge. a live look at the san mateo bridge. a live look at where we have a wind advisory still but no major trauma as far as the camera is concerned. holding stead the. watch for those gusty conditions. this morning, san jose police are continuing to investigate two homicides over the memorial day weekend. today in the bay's marla tellez

is live with more. good morning, marla. >> reporter: good morning, laura. yeah, it was a very violent weekend here in san jose. a deadly stabbing and then a shooting. separate incidents left two people dead. now san jose police here, they are searching for the suspects in both of those incidents. the most recent happened about 10:30 saturday night in south san jose. a mother of five was shot to death inside her car. she was in the driver's seat of her black mercedes. police say potential witnesses are not being cooperative. those living in the neighborhood didn't want to appear on camera, but they did tell us they are understandably shook up. >> it's very upsetting. you know, this is your neighborhood where you, you know, you feel safe. you hope you feel safe and something like that happens and it kind of shatters your idea of where you are living.

>> reporter: also this weekend, early saturday morning an 18-year-old was stabbed multiple times in east san jose. this was near schulte drive and mckee road. he was taken to the hospital where he later died. just a few days earlier, on wednesday, a 22-year-old man was also shot to death in that same area at schulte and checkers drive. police have not arrested suspects in any of those cases. the three cases i just mentioned there. now what is startling to think about this morning is the total homicide count so far in san jose stands at 22, and we're just about halfway through 2011. it surpasses the total homicide count for all of 2010. now, laura, anyone with information about this weekend's stabbing and shooting asked to call san jose police. >> thank you very much, marla. the rising murder rate in san jose is placing a strain on local neighborhoods and the police department. news of the recent deaths in the city raising concerns for the guardian angels. the group are organized volunteers who perform community

safety patrols. they hope to re-establish the south bay chapter which was dissolved. >> we're working on setting a patrol up there and recruiting. so that we can work for the community and the mayor as well as the police -- first and foremost the police department, in covering areas where the police department is not able to because of budget cuts. >> the guardian angels say it's time for san jose neighbors to step in and help with community policing. 34 cases are no longer on the court dock net san francisco. the district attorney dismissed the cases now connected to a growing police misconduct scandal. public defender jeff adachi released new video in a controversial drug arrest. the surveillance video shows an alleged drug deal in the tender loin in april of last year. officers claim the suspect who is seen in the video wearing a white shirt spit crack cocaine out of his mouth and then sold it to an undercover officer.

but he said the video clearly shows no transfer of drugs. the fbi is looking into charges of misconduct. 14 officers are still on the job but plain clothes patrols continue. many of oakland's libraries may get the boot under mayor kwan's budget. unless unions cut their pay or voters approve an $11 million partial tax, the proposal has drawn a lot of library supporters who have come to council meetings to ask they place the partial tax on the ballot. the four libraries that would remain open under the proposal include the 81st avenue, diamond and rock ridge branches. san francisco's junior rotc program could suffer major setback. the school board is set to decide whether students m s participating in the program can continue earning pe credits.

they say they wouldn't have room in their schedules to take the leadership classes. the junior rotc requires each school to have at least 50 students participating. the school board meeting is set for mid-june. new this morning, today is memorial day. there are lots of ways to remember our nation's fallen veterans. "today in the bay's" christie smith has a rundown of what's happening across the bay area. good morning. >> reporter: good morning. we're starting here at mountain view cemetery here in oakland which is part of california history if you've ever been here. it's rather interesting. today, they are going to have their 90th annual memorial day commemoration. they are going to start with the traditional placing of the wreath. they're also going to have a 21-gun salute. they are going to be releasing doves. later on today, they are also going to be offering tours of a refurbished civil war plot that they have here. we have some video from a memorial day observance in san jose last year. in the bay area today, we counted more than a dozen

commemorations today going on, honoring those who lost their lives in service to their country. one of the bigger observances, of course is at the prezidsidio. if you are not in san francisco, though, chances are very good that there's an observation going on near you. they are happening in vallejo, walnut creek, danville, pleasanton, alameda and hayward. most of them getting under way this morning between 10:00 and 11:00. reporting live from oakland, christie smith, "today in the bay." >> thank you, christie. lots of folks heading outdoors for some of those festivities. maybe for a barbecue or two. want to check the forecast. >> barbecue or two? i need to hang out with you today. sounds like you are getting all the invites. good morning to you. we're looking good. if you wanted two barbecues, one at lunch, one in the evening, weather will cooperate. we have some changes on the way as early as tomorrow. system of low pressure will drop

into the bay area. you can see here you don't have a lot of deep whites within this system. this is a cold, dry system, enough to bring us light scattered showers. especially up in the north bay. but the major event arrives as we head into your wednesday. this is what we're looking at. spotty activity. not a whole lot. pattern stays nice and wet all the way throughout tuesday. by wednesday, we'll see another stronger round. 4:00 p.m., get a nice break. but then, wednesday night into thursday morning, a lot of rain on the way. maybe a half an inch in the north bay. quarter of an inch in the south bay, east bay and along the peninsula. we've got more rain to get through this week. after that, it looks like the big ridge of high pressure that typically keeps us nice and warm and dry this time of year will be able to set up. not for a couple of days, though. 53 degrees in hayward. 51 in livermore and 42 in gilroy. 70s in the south bay. you'll see the most sunshine down there. 70 in concord. 70 in san jose. limited sunshine through tomorrow. if you want that vitamin d,

mike, you'll need to get out there today. >> or get it in a bottle, i guess. looking over here at the peninsula side of the san mateo bridge. told you about the wind advisory. looks like the hayward side was just fine. the peninsula side, might get a gust or two for 101 and 92. no major slowing here. a little further south, southbound 101 at university into palo alto is where we have reports of an accident and an ambulance has been called there. it sound like a car went off the roadway and the menlo park fire department is already heading there. the slow lane is blocked off to the shoulder. use your caution getting past that area. we see a nice easy drive. the northbound speed sensors. a lot of folks will be off today. a lighter shift of traffic going through the area. no major issues right there as you are coming through the area, coming down out of sunol and the east bay. 680, 580, 242 out of this portion. a live look at the bay bridge

this is "today in the bay." >> welcome back, everyone. and a good memorial day to you. a live look outside from the east bay this morning. in san ramon, where we're expecting to see some hot air balloons this morning. that will be a treat. 5:13 right now. major online giant is trying to take a slice out of apple computer's market. amazon will offer downloadable apps for macbook, imac and mac pro users. some of the applications are exclusive titles not even found in apple's own app stores. the move helps amazon.com tap into apple's market just as it gets ready to roll out its own answer to the ipad apps. some students are thinking green for their graduation ceremony. more than 250 colleges are ordering gowns made from recycled plastic bottles or wood pulp. one manufacturer says it takes 23 bottles to make one gown.

businesses are starting to see green on their bottom line as a growing number are producing the recycled outfits. but being eco-friendly isn't cheap. the green gowns actually cost more than those traditional fancy polyester ones. setback for governor jerry brown's plan to close a fourth of california's state parks system to save money. 16 of the parks he wants to shut down cannot be legally closed because they receive federal money that requires the parks to remain open. the national park service says the funding is like a contract. the affected parks include castle rock state park, twin lakes state beach in santa cruz, portollo redwoods in san mateo and candlestick point near san francisco. yosemite is known for its waterfalls and now is the best time to see them. record sierra snowfall over the winter now means record snow melt and it's really swelling some of these waterfalls to the most turbulent levels in years.

this is "today in the bay." >> welcome back, everyone. a good monday morning to you. waiting for the sun's arrival across the bay area today. hoping to warm up the temperatures. make a nice one that we should enjoy. we'll tell you why coming up next. 5:21 right now. graduation day at city college of san francisco. the commencement speaker was one of the most powerful politicians in the country. it was former house speaker and current democratic house leader nancy pelosi. she has represented san francisco and neighboring cities for more than two decades. she had a major impact on city college back in 2007 when she earmarked capital funds for the college's new ocean campus health center.

she gave the graduates her best wishes along with a special message from congress. >> i bring you the congratulations of the congress of the united states. i bring with you the hopes of a nation. your success is the success of america. you are the future. congratulations, and good luck. >> city community college claims to instruct more than 100,000 students every year in san francisco. congratulations to those graduates. lots of commencement ceremonies going on throughout the bay area, right? >> definitely, definitely. congratulations to all of them. community colleges in particular, are of my concern because those are often commuter colleges as well. a lot of folks heading into and that heavily affects the local traffic. we'll head further north and looking at the travel through the north bay. an easy drive in the southbound direction. clear sign showing you the direction on the freeway heading toward the richmond/san rafael bridge. no major issues through san rafael or out of novato.

highway 37 moving clearly toward the east bay as well. there's the maze. we flip the map around and see the approach to the bay bridge with no major issues. a similar looking map will be the b.a.r.t. system. that occupies much of the same arm span as our bay area freeways. however, it's on a sunday schedule so the later start, different train times and also there will be delays for the transbay service heading under the bay into or out of san francisco because of emergency repair work. they did that yesterday. today, continuing until 2:30. and next weekend. check those schedules because they'll be affected. also a light flow of traffic on the nimitz. northbound 880 past the coliseum with taillights past high street. even fewer headlights heading south out of downtown oakland toward the san mateo bridge where this is the hayward side. the camera was shaking a little bit more. some movement on the camera. there's a wind advisory extended for the span since last night. the dumbarton bridge.

you might get caught with a gust or two as you are crossing the bay. keep that in mind. >> thank you very much, mike. in survivors in joplin, missouri, are beginning the second week of what could be a very long and difficult recovery. yesterday, president obama toured the strike zone. as "today in the bay's" jay gray reports, the president got a firsthand look at the devastation and attended an afternoon memorial. >> reporter: looking to raise the spirits of this battered community, president obama travelled to joplin sunday. >> obviously, the scene speaks for itself. >> reporter: the splintered wood and twisted metal stretches for six miles, remnants of neighborhoods now stretched to their limits. >> this is just not your tragedy. this is a national tragedy. and that means there will be a national response. >> reporter: it's help this city will need for a long time. >> golly. i can't -- it's just overwhelming. >> reporter: in this place where everything seems to be torn apart, sunday there was evidence that joplin is actually pulling together.

♪ thousands gathered for a memorial to remember and honor the victims of the storm. >> the loss of even one human life is a tragedy. and we have lost scores. >> reporter: a city suffering as it begins what will surely be years of rebuilding and recovery. >> there's no doubt in my mind that joplin will rebuild. and as president, i can promise you your country will be there with you every single step of the way. >> reporter: but right now, solid ground for that first step is so hard to find. jay gray, nbc news, joplin, missouri. this morning, a typhoon dumped heavy rain in the quake-ravaged region of northern japan. typhoon tsonga left flooded streets and stranded vehicles in its wake. it was raining so hard, train services had to be suspended in the area.

the storm system has delayed reconstruction efforts following the devastating march 11th tsunami and earthquake. this is the second typhoon to hit japan this year. president obama is expected to introduce his choice for the next chairman of the joint chief of staff today. reports say the president will nominate general martin dempsey for the post. he's currently the chief of staff for the army. if confirmed by the senate, he would replace admiral mike mullen whose term ends september 30th. mullen has been chairman since 2007. it's 5:26 right now. cyberattack hits a bay area company. we'll have details coming up next. plus east bay jails say they have the space but there's another thing preventing them from taking inmates from state prisons. and two homicides in one day in san jose. and no one is in police custody. good morning. i'm marla tellez. i'll have the latest on the search for suspects. and a live look outside san ramon this morning.

>> yes. enjoy today. we've got rain on the way tomorrow, wednesday, even thursday. a really rainy pattern sets up over the bay area. i'll let you know when the first showers are expected to start, and break down exactly what the weather holds for today as we pay tribute to all our servicemen and women out there. speaking of someone who is always paying service, even on a day off, hey, miky. >> my sacrifice is nothing compared to those folks but thank you very much. we're looking over here. southbound 101. that accident still on the roadway. one lane is blocked on the southbound side right at university avenue. we'll watch for mild slowing at the scene. right now, the volume of traffic so light there are no major issues for 101 or 280. you see the southbound side of 101 showing the slow speeds. i just saw some speed sensors change through san mateo. no incidents reported there. a live look further north for 101 shows you the golden gate bridge and a nice clear flow. look at the beautiful sunrise happening and no major traffic right now. we don't expect a lot this

morning. enjoy that view. >> that is nice. better news than what i report is to tell you. two san jose families mourning the loss of loved ones killed over the memorial day weekend. marla tellez live at san jose's police headquarters with more. the rise in the homicide rate. good morning. >> reporter: good morning, laura. yeah it has turned out to be a very violent memorial day weekend here in san jose. san jose police now have two more homicide investigations on their hands. and so far, no one has been arrested in either case. now saturday night, police say a 35-year-old woman was shot to death in south san jose near hellier park. she was in the driver's side of her black mercedes sedan at the time of the shooting. police have not identified her yet but we have learned she is a mother of five. people who were in the area at the time of the shooting of concerned about retaliation so they didn't want to show their face on camera. >> some time between 10:00 and

10:30 we heard what was obviously gunshots, either six to eight of them, and we just got down. we didn't want to get hurt. and then we called 911 and the police officers showed up fairly quickly. >> reporter: very early saturday morning, the other incident. an 18-year-old was stabbed multiple times in east san jose, not far from where a 22-year-old man was shot to death wednesday night. the stabbing happened on schulte drive close to story road. the 18-year-old was taken to the hospital where he later died. anyone with information this morning about that stabbing or shooting is asked to call police here at police headquarters. now something that the department is grappling with today and it's not a good problem to have is increasing crime at a time when the police force could be shrinking. laura, as you know, the city's multimillion-dollar deficit because of it. the police department may have to lay off more than 100

officers. >> tough times there. thank you very much, marla. oakland police are investigating a shooting that killed two people in east oakland near 88th and international. a third person is in critical condition. the shooting happened just before 10:00 last night. investigators say it may have been a drive-by shooting. the search is on this morning for missing nursing student who vanished in hayward. friends say 26-year-old michele lee was last seen on friday at kaiser hospital in hayward where she was doing a clinical rotation as part of her course work. police found her car parked across the street from the hospital with a laptop computer inside. they are calling the disappearance suspicious. >> i think it's suspicious. i think any normal individual would think it's suspicious as well. simply that her car was taken from the parking lot and parked a short distance away, albeit secured and just left there. lee's classmates say she left during a break and never

returned. police later found her car parks across the street from the hospital. lee had planned to spend the weekend with a friend in reno but lee says she never -- or the friend says she never showed up. the family of a danville teenager who jumped off the golden gate bridge will celebrate her life today. they'll hold a memorial for 15-year-old alliyson bayliss at 2:00. people attending are asked to wear blue and to bring photos or other mementos that will be added to the family's scrapbook. police believe bayliss jumped off the golden gate bridge last week. she was reported missing by her family and hundreds of people searched for her. in thend, a surveillance camera captured pictures of bayliss getting on the bridge and never coming off of it. in the next two years, up to 34,000 inmates will be released from california's overcrowded prison system. but east bay sheriffs say their counties don't have the cash to take in those excess inmates. the supreme court ruled that state prison officials must

slash thousands of inmates by 2013. state plans to send low-level criminals back to county jails. contra costa county jails could see an additional 250 inmates. alameda could get 500 new inmates in the next 18 months. both counties have the capacity but sheriffs for both counties say they'll not be able to afford the additional inmates if they don't receive funding from the state. firefighters may soon have stricter rules on aerial fire retardant drops. the u.s. forest service is deciding whether to tighten rules. it's part of a long-running legal fight over the environmental effects of dousing millions of gallons of chemical mixtures on wild lands. it would not cut overall usage. it would reduce drops on and close to water ways where they can kill fish and slightly expand areas that are off limits to retardant drops for ecological reasons. today is memorial day. and preparations are under way across the bay for events

saluting our fallen veterans. "today in the bay's" christie smith is live in oakland where one ceremony will take place later this morning. good morning. >> reporter: good morning. in just a couple of hours, memorial day commemorations and parades are going to start in corners all over the bay area. here at mountain view cemetery in oakland, they have quite a long history of this. this is their 90th time marking memorial day. they'll begin with a traditional placing of the wreath. a 21-gun salute. they'll have scouts here, veterans and family members. this is video of a commemoration from san jose, but the oakland cemetery today will even offer guided tour of a refurbished civil war plot after their service here. it's really historic place. been doing a little research and the first memorial day was observed way back in 1868 honoring those who lost their lives in service to their country. in san francisco, at the presidio today, a memorial day parade begins their program

followed by a formal ceremony at the national cemetery. we counted today and no less than 15 observances all over from the east bay to the south bay. most of them beginning at 10:00 or 11:00 this morning. rpth live in oakland, christie smith, "today in the bay." people are taking to heart the don't drink and drive message from the chp. highway patrol says drunk driving arrests are down this year compared to last. the number of people killed on the roads due to drunk driving also down. last year 150 dui arrests by sunday morning. this year 129. in the same time period. so far there are no deaths due to dui this year. chp will continue maximum enforcement through midnight. lockheed martin says it thwarted hackers from accessing sensitive data during a receipt attack. the defense contractor claims hackers launched a, quote, serious and tenacious attack on servers. the department of homeland security and pentagon confirms

hackers tried to gain access to the information on may 21st, but they were blocked. they're not releasing any information about possible suspects or the nature of the attack. you don't have to hack into our weather system. we'll just turn to christina loren with a look at it full and free. >> that's right. and whenever anything happens with my doppler, we make sure to take care of that. we get erroneous data sometimes. we're looking pretty good right now. a system of low pressure will bring us some rainfall as we head through tomorrow and wednesday. not a great week for outdoor plans. it's going to be kind of cool, especially when you consider we should be in the 70s this time of year. let me stop the clock for you. 10:00 p.m. tonight, we start to see the first light showers push into the north bay. that activity ramps up as we head through tomorrow morning. 5:00 a.m. seeing a pretty good amount of rainfall through the board. we'll get a nice break for the second half of your tuesday. more rain on the way for wednesday. a stronger, more potent system pushes in. this one will pack a little more

moisture. possibly dumping up to a quarter of an inch in the south bay, east bay and along the peninsula. this is pretty significant when you consider this is the unofficial start of summertime. so, yeah, 51 degrees right now in livermore. 53 in hayward. turning over to the low 70s. 66 in oakland later on today. 70 in concord. and 70 in livermore. i know where the traffic is going to be, around those shopping centers. that's where i'll be today. >> anywhere that sells charcoal briquettes or maybe some good barbecue meats. let's look at the roadways. a 51 for livermore. right now 61 on my sensors. but that's the speed. that's because there's hardly any traffic. and the commute direction just a 14-minute drive. 5:40 in the morning. great stuff heading toward the dublin interchange. i jumped the gun. let's look at sunol before we check the south bay. sunol. we see the southbound traffic. looking at the taillights heading over the hill into fremont.

this is "today in the bay." >> new legislation working its way around capitol hill could change federal standards for sunscreen lotion. today in the bay's tracie potts is live in washington and joins us with the details. what do they want to do? >> reporter: what they want to do is create a brand new system, not the numbers that we're used to seeing, on the front of sunscreen packages, but stars. one through four. and here is why. those numbers spf, the sun protection factor, only tell you about how much that product will block uvb rays. but over years, scientists have learned it's the uva raise that

penetrate the skin much more deeply. but there's no requirement that those products tell you how or if they block uva rays. they want to scrap that system, create a new 1 to 4 star-based system that would tell you about both types of sun protection. of course, the big concern here is melanoma. 8,000 new cases diagnosed every year in california. two people every day die as a result of it, believe it or not. and so lawmakers here on capitol hill want to change the labels so that when you buy sunscreen this summer you know exactly what type prove tecof protectio getting. >> and reapply, reapply. 39 people remain missing in joplin, missouri, after last week's deadly tornado. it was the deadliest tornado to strike the u.s. in decades. president obama visited joplin yesterday to offer hope to survivors and promises of help. some 130 people were killed in the storm. there are signs people are

pulling together. yesterday, thousands gathered for a memorial to remember them. authorities are still trying to identify victims and volunteers are combing through demolished neighborhoods. here's something you don't see too often. a waterspout was actually caught on tape off the coast of southeast australia. it's pretty amazing. the twister appeared north of sydney after heavy storms swept through the region. look at the size of it. officials say up to three waterspouts were formed but it was far off the coast, too far off to actually cause any damage inland. waterspouts form when a high layer of cold air forms over a body of water. it can reach speeds of more than 60 miles per hour and often they appear in groups. kind of amazing to look at from a very safe distance, don't you say, christina? >> most certainly. especially if you are someone out there on a ship. you don't want to see that. we're looking pretty good. we don't have any severe weather to worry about today. tomorrow, wednesday into thursday, we could see some thunderstorm activity around the

bay area. more importantly, we are going to see some changes. it's going to get kind of wet around here. on and off scattered showers in the forecast starting tonight, lasting through tomorrow, all day wednesday as well. we'll be under the gun for showers. and then finally we're going to get a bit of a break for the second half of your thursday. futurecast shows you we stop the clock at 10:00 p.m. spotty shells pushing onshore and more developing over the pacific. this is what we're expecting. a lot of the moisture is only going to reach the north bay because we have a jet stream dividing the bay area in half. some of these showers will come through the south bay and east bay and the southern peninsula. but you might have to wait until wednesday to see the most moisture come through or any significant moisture. as we stop the clock for you at about 4:00 p.m. on wednesday, we have a nice break. then our next round of rain arrives. it should rain all night long wednesday into thursday morning. then finally, high pressure sets up across the bay area. should bring our temperatures up into the 80s. by the middle of next week and

up some hot air balloons. should be a beautiful sight this morning. we've got our live cameras there. we're going to bring you more. it will be a lot of fun to see. a nice way to wake up this memorial day holiday. family and friends of more than 900 people killed at the jonestown massacre now have a way to honor the victims. about 200 people gathered at evergreen cemetery in oakland yesterday to dedicate a memorial to the people who died in the mass murder and suicide 32 years ago. the east bay cemetery was chosen because more than half of the victims are buried there. some of those at the ceremony say they lived at jonestown, escaping actually just before the massacre. >> it wasn't until the wee hours of the morning we heard 500 had survived and 500 were dead. we didn't know anything because the numbers kept changing until probably i guess three or four days later what the count really was. >> he was telling us that, you know, you guys get back here. we all going to be dead. you all are going to go back to

the states and start kicking it like you used to. the next day around noon, 1:00, they told us 400-some people had died up there. >> one of the names is jim jones, the cult leader who ordered his followers to commit suicide. 5:52 right now. computer hackers briefly took over the website from the television network known for "sesame street." the group posted a fake story on pbs' web page on saturday night claiming rapper tupac sha ku r was alive and living in new zealand. it also posted passwords and e-mails belonging to people from different news organizations. right now, the website is running normally, but the network had been working to regain control as late as 2:30 this morning. reports say the main reason behind the hack was because the group was unhappy with the documentary on wikileaks which aired on pbs. very interesting claims there. 5:53 right now. want to switch gears. get a look at the morning commute if there really is any
