but you wouldn't know it judging by the weather. good morning, i'm marla tellez. i'm going to have more on these unseasonal temps coming up in my live report. >> feels like january 1st. taking a live look outside at the bay bridge this morning. a big traffic mess in the east bay to tell you about. it's wednesday, june 1st. this is "today in the bay." good wednesday morning to you. thank you for joining us. i'm laura garcia-cannon. let's get started talking about this forecast with christina loren. we're hoping for clear skies but that is not in the forecast. >> i wish it was that easy, but, no, unfortunately we'll have to deal with this wet, cool, breezy weather for probably the next five to seven days. yeah, we've got a really significant dip in the jetstream. as a result, spotty activity to start you out this morning. we'll pinpoint where these showers are headed. there's more on the way. a front approaching the bay area as we speak.

i've got your futurecast coming up in just moments, but first we're also following a really serious situation in the east bay. >> yeah, obviously the rain coming through the area yesterday and continuing today going to be an issue. right now the major factor in your traffic is right here northbound 880. a full closure on the northbound side. folks are routed off of the freeway at 980, taking you over through oakland and over to 580 where you can then get back towards the bay bridge taking 580 in the westbound direction. that's because of an accident. christie smith is on the scene there. one of the questions i have is as a result of the fuel spill, is there damage to the roadway over there? >> reporter: you know, i just spoke with the chp a minute ago and he said because this is cement that as far as he knows there is no damage. it would be more likely that it would be damaged if it was made out of asphalt. that's the good news. the other good news we have is that he's telling us now it looks like northbound 880 will reopen in its entirety at 6:00 a.m. earlier they had said 7:00, but

it looks like things are moving along. they have got quite a few crews out here working to clean up 200 gallons of diesel fuel that spilled all over the road. it's rather slick. they butt putt down an absorbent. what started this? they say a hit and run accident around midnight near 7th street. they say a driver hit a car with four people inside and then plowed into a big rig. the driver of the big rig lost control, hit both sides of the freeway. apparently he had just filled up both hiof his tanks with gas. here's what the chp told us. >> caltrans is very good at their job here. they have things already in place and they're responding right now with a crew and a sweeper truck. what they'll do is they'll dust the diesel with an absorbent material and then they'll turn around and run the sweeper truck over it for multiple times until

they have got it cleaned up. >> reporter: four people were injured in this, one person transported. now here's where the story gets a little bit strange. the chp telling me that they have reports that the original hit and run driver, the cause of all this, was actually able to jump into another car that was driving by and there are reports that that hit and run driver was over on 7th street here in west oakland at a gas station or a fast food restaurant. the chp went over there, oakland police to try and locate him but they couldn't. at this point the latest information we have is that it looks like it will be reopening at 6:00 a.m. reporting live in oakland, christie smith, today in the bay. >> thank you very much. it's 5:03 right now. in just a few hours, the san jose police department will be going door to door to tell people there's a sex offender moving in. starting at 9:00 this morning, people living near payne avenue and san tomas expressway should

expect a visit from the police. it's a warning for neighbors that registered sex offender wayne allen page is living in the area. page has prior offenses involving rape and kidnapping with intent to commit sex crimes. the 61-year-old was paroled in february. investigators say page is not wanted by police, but they are required by megan's law to notify the public of his presence. this morning activists in the east bay plan to protest the expected release of former bart officer johan mehserle. he is scheduled in court june 13th where a judge is expected to set him free. he will have spent a total of 11 months of a two-year sentence along with credit for time served. mehserle was found guilty of involuntary manslaughter in the killing of oscar grant back in 2009, but the 29-year-old still faces legal trouble after he leaves jail. he faces a federal civil suit. no verdict yet in the trial of a former oakland group community leader accused of

ordering the killing of journalist chauncey bailey. the jury will begin its fifth day of deliberations today. jurors asked for a second look at the testimony of key witness broussard yesterday. broussard is the confessed triggerman who testified against his former friends. the court re-read broussard's testimony in which he claimed after killing bailey, youse yousef beyh wanted to go to the murder scene. while parts of the east coast are being hit with serious heat, the bay area is going to struggle to reach the mid-60s today. yes, we've been talking about it, it's june 1st. marla tellez is live in san francisco pulling out the winter wear still, but looking great with this unseasonal weather. it's crazy, isn't it? >> reporter: absolutely right. good morning, laura. yeah, unseasonable, sure, but it's not all that unusual. after all, i'm sure we're all familiar with mark twain's

famous quote. he once said the coldest winter i ever saw was the summer i spent in san francisco. now ain't that the truth. well, right now, though, i can tell you it's pretty clear in the city. san francisco expected to reach about 57 degrees today, but i do think it's fair to say we hoped memorial day would bring much-needed warmer temps. low pressure is moving over the bay area today, expected to bring some rain and thunderstorms that could also produce some hail even. now, how about some weather factoids for the month of may. typically we all know the east bay is pretty warm. in all of may, the east bay only had two 80-degree days compared to 17 days in the 60s. keep in mind the average highs for the east bay range in the upper 70s to low 80s. now, on the bright side, the drought here in the bay area officially over and we should finish our rain season 100% to 125% of normal.

so that's looking on the bright side of things this morning. now, we've made it to wednesday so i'm sure we're all looking forward to the weekend. laura, guess what, we can expect more wet weather to hit the bay area. i know meteorologist christina loren will have more on that in her full forecast coming up. >> yeah, i think it actually gets worse before it gets better, so hang in there, my friend. >> reporter: okay, thanks. >> like the smile. well, in just a few hours san francisco mayor ed lee will present his balanced budget plan to the board of supervisors. he's expected to propose cuts to city departments and programs but not as deep as was first thought. increases in tax revenue and a slowly improving economy could mean no widespread layoffs or clo closings of fire services. mayor lee tries to close the $306 million deficit. more san jose city workers will see their paychecks and benefits go down. the city council voted yesterday to impose a 10% cut in salary

and benefits on four labor unions. san jose faces a $115 million budget deficit. the cuts will be for the international brotherhood of electrical workers, electrical workers, operating engineers and the municipal employees federation and the confidential employees federation. caltrain is spending at record highs despite claims that it needed money to keep the trains running. the rail lines budget is the highest in more than 20 years and now it's paying more for executives than first proposed. in fact the new budget has caltrain managers giving themselves $333,000 more in compensation than their first budget proposal. for more than a year they wander the agency was going broke and that braumtd local government agencies to bail out the rail line while they increased fares and parking fees. what about the skies? let's talk about the weather. i heard it's going to be --

well, today we should enjoy, really, it's going to get worse? >> oh, yeah, unfortunately. today we've got a similar setup to what we saw yesterday. yesterday we did get a pretty nice second half of the day. even in places south of, i'd say, san jose didn't even get that much rain. morgan hill stayed relatively dry, san martin same situation. today i think everybody is going to get wet as we have a significant dip in the jetstream overnight. the jetstream, the way to think of it, it's like a river of air that transports our weather systems like a conveyor belt. so here's that river of air, that system here, low pressure riding right along that river right into the bay area and that's where the jet is going to sit. no improvement any time soon. what i can tell you is sunday we might get a break on sunday. so if you need to plan toes outdoor activities, we'll talk about when and why and when the showers are expected, the front to arrive at your doorstep coming up. right now mike has been all over a serious situation in the eef bay.

>> that's right. at least rain is not complicating the issue right now and we're hoping this incident clears before any of that comes into the east bay. there's a full freeway closure for northbound 880 as you're approaching 980 so traffic is moved off of the freeway and you will head over, that's eastbound for 980 taking you over to 580. that's your alternate because of this accident where christie smith has been covering the scene. the reason we don't have the live picture showing the cleanup forcing you over to 580 because they had to move. the sweeper trucks are making good progress over there, hoping to reopen in about an hour but we'll follow this carefully. your alternate is 980 to 580 or the bart system. this is very close to the west oakland station. in fact in the background you can hear the bart trains going by. plan for those delays for the time being. the live look shows you northbound 880 past the coliseum. the red lights showing not a major issue, light volume of traffic, but this should start to bump up over the next 45 minutes. if it doesn't clear by 6:00,

welcome back, everyone. a live look outside from san jose. dry streets right now. i understand that's going to change. christina has a look at our forecast for january. >> it's 5:14 right now. a beta breakers runner whose life was saved because a stranger knew cpr will share his story today. we first talked to him on our show last month but he's now going to talk about a lot of cpr safety at a news conference in san francisco. he's teaming up with the american heart association and san francisco paramedics association and the san francisco fire department. they're all holding the event to encourage more people to learn cpr. after that they're going to hold a free hands-only cpr training session at 11:00 in front of san francisco's city hall and in front of 657 mission street.

it certain low made a difference in literally saving his life. it's 5:14 right now. as expected, an effort to raise the country's debt limit was devoted by the house yesterday. the vote, 97-318 was well below the two-thirds majority needed for passage. for how this and other news will affect the markets this morning, let's check in with nicole lapin who's live at cnbc world headquarters. good morning. >> reporter: good morning, laura. yeah, futures are a little lower this morning after a nice, healthy rally we saw yesterday and that kind of surprised me despite all of the disappointing news on the housing front. specifically a big drop in home prices which is what we saw yesterday. we get a lot of economic data to round out the week. the first of three jobs reports comes out today. the adp employment report tracks private sector hiring and we're expecting companies to have added about 190,000 such jobs last month. but to recap the market action yesterday, the dow actually jumped 128 points yesterday.

12,569 is where we closed. but for the month let's keep it real. it was off 2%. so netanyahu we're a little bit negative. the nasdaq composite gaine paup points. we're starting a whole new month today and hopefully it will be positive for investors who are long these markets and they are looking specifically also to auto sales reports. automakers are reporting their may sales today which are expected to reflect the impact of supply disruptions. total sales are forecast to drop about 4% led by big declines in toyota, nissan and honda. the big three u.s. automakers are also expected to report pretty flat sales. they have also -- i wish i could speak this morning. that would be very helpful. they have also raised their prices and cut incentives as well. work with me, sister. one more story to go. sprint has formally filed a petition with the fcc to block

at&t's $39 billion takeover of t-mobile. sprint claims the deal isn't in the public interest and it's going to hurt competition, especially for you and i the consumer, in the form of higher prices. we hate that. sprint has also the most to lose in this deal as at&t could have about 40% of the market in much of the country. at&t claims it actually needs t-mobile's wireless spectrum to improve its own network performance. it's a little bit of the talons are out there and we're going to watch how this shaex out. >> bottom line, if we all save a little money. if not, we'll all just raise our own debt ceiling. >> yes. but stop talking on your cell phone any way because that's problemat problematic. >> not good for cancer rates there. thank you for joining us this morning. always good to see you. hey, have you seen this? take a look at this funny video from dodgers stadium. dodger fan holding his daughter trying to get the attention of a ball boy. yeah, ball boy tossed him the

systems right into the bay area. this one is already pushing into eureka. the core will cross through eureka as we head through the next 24 hours but it's going to drag this front through our area before we see that cross. so here's what we're expecting in terms of your rainfall totals today. hour by hour, i'll show you when the rain is expected to really ramp up in your neighborhood. here it is right now. we've got a few spotty cells, especially in the east bay. one situated over 680 in walnut creek. it pushes onshore, pretty rapid mover, though. by 4:00 p.m. wednesday the entire thing clears out of here. this is what we're looking at in terms of timing. for the north bay between 9:00 a.m. and 11:00, that's your steady rain timing. then the east bay, south bay, looking more like 11:00 a.m. to 1:00 p.m. then we'll get that clearing. another round of rain moves in tomorrow. we're not expecting a lot. maybe a tenth of an inch of precip up in the north bay. staying dry through friday and then the big weather maker

you know, the governing body of soccer's world cup is facing growing pressure to investigate corruption allegations. the head of germany's soccer federation is calling for a review of the vote which gave the country of qatar the 2022 world cup. allegations of bribes being paid for votes have come up since the middle eastern country was chosen as host last december. the news comes just as fifa, which oversees the world cup, will reelect its current president for another term. a special good morning to the company groupon. scott mcgrew says it could be a tough day. >> you remember google tried to buy groupon. do you remember the price on that? >> no. >> it was a jillion dollars with a j. groupon said no and google created its own groupon clone. here's the sign-up page. google offers will come to san francisco bay area this summer.

the week. we've got a live look outside. there's a storm brewing on this wednesday, june 1st. this is "today in the bay." good morning to you. thanks so much for getting up early with us. i'm laura garcia-cannon. i want to check in with christina right now. we're talking about a big storm coming through and actually it's a series of them? >> it's a series of them. actually what's happening is the flood gates have been opened by the jetstream. that's what carries these low-pressure syst low-pressure systems. it's opened up the flood gates for these systems to head right over the bay area. we've got a front just offshore from the bay area about 200 miles away. i'll let you know when that front is scheduled to arrive right on your doorstep. first, let's get you to work. >> we're looking at the east shore freeway where there's no problem. the problem is coming from the

other side of the bay bridge as you're approaching from the south. northbound 880 still has a full closure because of that accident that happened just after midnight this morning. still have that full freeway closure. christie smith, you're on scene there. last time i talked to you, you had good news. what do you have for us right now? >> reporter: well, i just spoke with the chp officer and he's telling me now that 6:00 at the latest. they're hoping to get it reopened before then and that's because these sweeper trucks that are out here making pretty good progress this morning. we actually had to move to the other side of the freeway because they wanted to get that side done. crews telling us they were going to gradually reopen this one lane at a time and now have decided it will be easier to do it all at one time. after a hit and run accident involving two cars and a big rig on northbound 880, near 7th street by the west oakland bart station. the big rig driver ended up losing control, hitting both sides of the freeway. officers telling us that he had just filled his truck up, so 200

gallons of diesel fuel spilled all over. fortunately there are no drains here so no risk of this going into the bay, but the accident was pretty bad. >> earlier this evening there was a reckless driver going northbound on 880 approaching 7th street in the oakland area. and he was driving invests and in a reckless manner. he ended up rear-ending one vehicle and that collision caused him to go across the freeway and strike a big rig, respect touring the big rig's gas tank and taking out its steering system. >> four people were injured, one transported. the truck driver is okay. the hit and run driver, they're still looking for him this morning and plan to continue throughout the day. the chp telling us they got reports that another car came along and he jumped in that car and the driver may have been at a fast food restaurant or a gas station over on 7th street. they checked that out and couldn't find him. again, they're still going to

continue looking for him because they have the car that he was in. again, the latest information we have, they're hoping to open up northbound 880 sometime before 6:00 this morning. reporting live in oakland, christie smith, today in the bay. >> i'm surprised there weren't more serious injuries too. this morning a toddler is safe after terrifying and agonizing hours for her mother. vallejo police say the girl was inside her mother's car when they were carjacked by an armed suspect just before 10:00 last night. police say the suspect forced the mother out of the car and then took the car with the child still inside. an officer says somehow the little girl unbuckled herself and let herself out of the car overnight. then she wandered over to a nearby apartment complex on spring road where she banged on doors asking for help. >> she is picking at the door like this. i say who are you? where you live? she say -- you know, she didn't say nothing. i said i don't know you. i said where mommy and where

daddy? she say -- i don't know, you know. >> well, vallejo police found the car, but so far they have not found the driver. meantime, a morgan hill baby also home safe this morning after she was involved in a car theft. maribel corona ran into st. katherine's food bank in morgan hill and left the keys and her little daughter, marina, in the car. when she came back out, both the car and the baby were gone. three hours later the car was found abandoned with the baby still inside. police are still looking for the person who stole that car. the d.a.'s office will decide if charges will be filed against the mother for leaving that baby alone in the car. it's 5:34 right now. the search continues this morning for an east bay nursing student missing since friday night. investigators are looking through surveillance video and reviewing michelle le's cell phone records. she was doing a clinical

rotation at kaiser permanente in hayward. around 7:00, she told a classmate she was going to grab something from her car. she went to the north parking lot but never returned. le's cousin says she is sure something happened because le had some plans and so much to live for. >> i love her. and i even came to that parking lot just to get some sort of piece of her here. she's out there, she's safe, i hope she's safe and i pray to god every second that she's safe. >> heartbreak going on. investigators are also looking into an unsolved murder case in fairfield. phong le disappeared in april, 2010. she was also a nursing student and drove a white honda. her body was later found in a remote area near napa. police never made any arrests in that case. it's 5:35 right now. this is an amazing story. an oakland man used technology

developed for apple computers to catch the thief who stole his laptop. bob redell is live in fremont with more on the high-tech cat and mouse game. good morning, bob. >> reporter: good morning to you. we've been able to follow on twitter. this story is about a man named joshua kauffman, a web and software developer out of oakland. in mid-march someone stole his macbook from his apartment. little did the thief know that every time he used the macbook he was being watched by kauffman. kauffman installed an app on his macbook that enabled him to track the location, record screen shots and take pictures using the webcam. so kauffman decided to have a little fun with this and started a blog called "this guy has my macbook." and on it he posted pictures of the thief. like the one with the thief asleep on the couch, unbeknownst

that it's recording his nice sleeping habits there. there's another one of him shirtless in bed working on a computer with a caption posted by kauffman, i really don't want to know what this guy is doing with my macbook. there's screen shots of him logging on to his google account and deleting kauffman's settings. there's a shot of the guy driving away with it. all of these images taken apparently without the thief's knowledge. well, kauffman says that he did contact oakland police a month ago, even gave them the location of his macbook using this application, but officers at the time said they were too busy to take on this case that it was such a low priority. apparently kauffman did find an e-mail indicating that this thief is a cab driver and yesterday he was able to get in touch with officers who tricked the thief into picking them up, thinking that he was going to be picking them up for a ride and they did make the arrest last

night. all of this posted on kauffman's twitter feed. basically, let's see, it was around -- i can't remember what time it was. here we go, it was nine hours ago. arrested. an oakland police officer just called me to let me know that they arrested this guy. police used my evidence e-mail which pointed to a cab service that he was a driver, nice work opd. so you're wondering why didn't opd take this case on? earlier he claims that they said they were just too darn busy. opd did make a comment saying they only have three theft investigators, 2400 theft cases a month. and in fairness to opd, i did talk to an investigator early this morning who was clearly exhausted, was telling me that they were low on sleep, working on unrelated case and did not have time to comment on this specific case. so there you have it. 21st century cops and robbers right there. >> no kidding. super sleuth there.

9:00 a.m. in the north bay, looking more like 11:00 a.m. for the rest of the bay area. as i conf-- this storm is about miles offshore and will reach daly city by 9:30 this morning. it's going to continue to pump rain into the bay area all morning long. there's that front, 9:00 a.m. it moves inland, your futurecast isn't always perfectly accurate but basically i am in agreement with the futurecast that it's going to rain today between about 11:00 a.m. and 1:00 p.m. after that the clouds will start to break apart a little bit. if you want to walk the dog, take the trash out, you can do so. we keep running your futurecast. it looks like tomorrow will be relatively dry as well. so, hey, you might be able to get outside for a couple hours tomorrow. but then here comes the main event just in time for the weekend. 4:00 p.m. friday. take a look at that. a little color in your weekend,

4:00 p.m. the front arrives. it will rain steadily. i like the color of my television set with weather like this. you know, mike, people this morning, they're not getting any breaks on the roadways and with the rain, we've got an accident out there, what's happening? >> at least the accident at the scene continues to improve a little but you're talking about the full closure for northbound 880 as you're approaching 7th so folks are routed off at 980. that is a big problem right now. we are expecting to see some roadways reopening just about 6:00 a.m. the full closure has folks heading over to 580 as your alternate taking you over to the bay bridge toll plaza. no major slowdown through the maze. christie smith continues to follow that scene as they continue with the caltrans cleanup. it does look like some trucks are starting to move through the area. we'll look at the live shot past the coliseum. a lighter volume of traffic. a lot of folks heard about this and are taking 580 anyway so there's not a major backup right now. hopefully in the next 20 minutes

the national spelling bee gets under way in just a few hours. tracie potts is live in washington where a couple of bay area kids are competing. good morning. >> reporter: that's right. we're watching a couple of kids from your area, number 19 and number 23. those are the two you want to look out for if you're watching this on tv tomorrow night. number 19 is a fifth grader, one of the younger students from san jose. and number 23 is kate, an eighth grader from walnut creek intermediate school. both of them among the 275 students competing. they have already finished the written portion. they start their on stage performance starting today and the finals are tomorrow. the winner gets a $30,000 cash

prize. >> very nice, spell that, money. switching gears, a day too late, alameda has changed a policy that may have contributed to a man's death but that has not stopped the public outrage. >> so it just strikes me as unbelievably callous that nobody there with any sort of training could strip off their gear and go and help this person. >> a lot of people spoke out last night at a public meeting in alameda, very angry because a 57-year-old man drowned on monday after walking into the bay and they said he was just bobbing in the water for about an hour. police and fire crews watched helplessly from the beach because of a policy for bidding water rescue attempts. alameda reversed the policy last night. alameda fire department's water rescue program was discontinued in 2009 because of budget constraints. for the first time in 27 years, all of san francisco's famed cable cars will be out of service for the next few days.

starting today, all three of muni's cable car lines will be down for maintenance. shuttle buses are going to instead replace the liepz wines reduced fares until all the cars are up and running again. all the cars are expected to be back in service on monday. over 24,000 passengers actually take those cable cars every day but we've got to keep them in shape. in case you were thinking i look a little tired this morning, or every morning, there's good reason for it. the triplets and i were actually up a little late last night to surprise brent on his new 7:00 p.m. newscast. >> hi, sweetie. >> i told you -- >> dada. >> just in case you're wondering, dada. >> hug. >> mama. >> yeah, mama is over there. >> who's this? >> yeah, that's katherine. she felt the need to point out who everyone was. jack, katherine, the works. jack was in the middle. there's katherine. i was holding claire.

way over towards love ridge. speeds down into the 20s where you see had red. so the commute starting to make its way over to 880. we're hoping, fingers crossed, they open it by that time. it's 5:53 right now. state lawmakers are cracking down on so-called sexting in state schools. yeah, that's with an "s." senators passed a bill giving school officials the power to expel students who participate in sexting. current state law allows districts to punish students who are sexting on school grounds. reports show one in five teens reported sending or posting explicit pictures or videos of themselves. the american civil liberties union opposed that bill, which now heads to the state assembly. space shuttle "endeavour" back home after 16 days in space. >> the space shuttle "endeavour" is coming in for a landing. gear down and locked. main gear touchdown. >> pretty amazing to see it come

in. the shuttle and its six astronauts landing safely last night. this trip to deliver supplies and install a ray detector was "endeavour's" last mission. it has more than 120 million miles in space on 25 missions.
