new this morning it will be a painful day for the san jose police department as dozens of police officers are let go. i'm christy smith. coming up, you'll hear from one of the officers who had to turn in her badge and gun. a real-lesson in survival for hundreds of boy area boy scouts stuck in the sierra. plus, alameda turning to an outsider to investigate a controversial memorial day drowning. a live look outside the bay bridge. it's thursday, june 30th. this is "today in the east bay." from nbc bay area, reporting what matters to you, this is "today in the east bay."

>> good morning, everyone. let's get right to the forecast. >> we are actually looking so much better this morning than we were at this hour yesterday. we have clear conditions in the east bay. as i zoom in, nice and clear this morning. we are expecting a pretty significant round of fog because of those showers we had earlier. and a big time warm-up on the way. i'll get those numbers for you coming up. right now let's check your drive. somebody got a haircut. hi, mike. >> yeah, going to last a few days. hopefully balding patches are filling in. looking over to the east bay and a nice drive toward the maze. you've noted the a's icon. the a's are playing. also a concert in the coliseum. the golden gate bridge, i do want to show it to you because i'm tracking an incident on the southbound side. reports of a spin-out. it sounded like it was on the span coming closer to the camera

but we don't see any slowdowns and we see cars making their way. at least the bridge is open but there are so few cars. so far not a major issue. this morning we're also developing -- following developing news from the south bay where the city of san jose will make major cuts to its police department. christie smith is live in san jose where dozens of san jose police officer gorgs get pink slips. good morning. >> reporter: good morning. the reality of san jose's budget crisis is certainly hitting home today with nearly 70 police officers having to turn in their badges and guns. we're told about 8:00 a.m. this morning, the painful process will continue with more officers coming by this morning. just yesterday, many got a debriefing, hearing a grim message. some of them from their union leaders that for officers with less than 20 years of experience, you might want to pick a new career because the rewards just aren't worth the dangers. the officers are victims of the

city's 1$15 million budget deficit. a tough plan for those who plan to make this their life's work. >> the younger officers are the ones going out, making the arrests, finding guns, finding dope because we're the proactive ones. >> there 4 have already been 28 homicides this year, which is higher than all of last year, so neighbors and business owners are, of course, worried about what's to come in terms of police response. we're told that some of the laid-off officers have been hired by santa clara, sunnyvale or the san francisco police department. reporting live in san jose, christie smith, "today in the east bay." >> thank you very much. the family of missing nursing student michele lee says it wants the facts about the case to come from the police and only the police. a san diego tv station quotes a third party who says a number of out of state calls were made from her cell phone after she disappeared. calls to reno and arizona.

that person also says hayward police travelled to arizona to talk to someone that may be considered a person of interest. hayward police denied the claims. le's family sent us this statement. "we want to emphasize the facts in the article have not been acknowledged by the family and were not given out by the hayward pd. that makes those facts untrue and potentially damaging to the case." the family goes on to say its only goal is to find michelle and bring her home safely. a fremont woman out on bail after allegedly stealing dozens of scitigroup clients. tamara moon worked for them and allegedly falsified account records, forged client signatures and made unauthorized trades that resulted in more than $800,000 in losses. moon will be back in court next week. if convicted, she could spend the rest of her life in jail. and adventure, they will

soon not forget. close to 200 east bay boy scouts stuck this morning on the wrong side of a fast-flowing river. the scouts were separated from the rest of the pack. it happened east of stockton in sonorat calaveras big trees state park. cheryl hurd has the later. >> reporter: tuesday's unseasonable rainfall turned out to be a big problem for some 240 boy scouts camping in the sierra in calaveras big trees state park. >> our main concern was food and medications that some of the boy maze need. >> the rain caused a river to crest, covering a foot bridge separating the scouts from the main camping area. an emt and registered nurse made it through rugged terrain, around the river to the camp site. >> the sheriff's department set up a cabling system, a pulley cable system. was able to transfer food across. >> the scouts have three square meals to hold them over until they can make it back over the

river. >> the bridge is visible. it's not visible enough for us to look at the structure and make sure it's structurally sound and safe for our boys to come back across. >> there's no phone service there but ernst is communicating through his cell phone that is able to connect to an old-fashioned hand radio. >> this is dave ernst from the counsel office. >> we were able to talk to ranger mike hanna. >> we've gained access to the other side of the river. >> but it won't be safe enough to cross until thursday. >> you are up in the mountains. it's beautiful. we've got people that come in from nevada. they get out of the heat and come up to the mountains. so it is part of the adventure. >> reporter: cheryl hurd, nbc bay area news. an update on the condition of an east bay teen buried alive over the weekend. ryan buchanan's family says doctors have weaned him off all sedation medication and are

using new medicine to reduce seizures. he has apparently had a few seizures but he is functioning on his own, breathing without a machine. he has not opened his eyes. they could in the next few days open. ryan was injured saturday at a beach near watsonville. he was digging a tunnel taller than he was in the sand when it collapsed on him. the city of alameda has found someone to conduct an independent review of the memorial day drowning of an apparently suicidal man. the city has chosen a former state fire marshall who has also served as the director of cal fire to head that review. he'll take a look at how he died and the city's response. alameda came under scrutiny after emergency responders stood around for an hour while zach waded into the water off crown beach and eventually drowned. crews said city policy prevented them from acting. the inquiry is expected to be completed by the end of september and results will be presented at a public meeting.

time is running out for oakland city council. they have until midnight tonight to pass a new budget. larry reid says he's optimistic they can beat that deadline. oakland faces a $58 million deficit. much of the budget will rely on concessions from city workers, but those still need to be approved by unions. tonight's meeting starts at 4:30 in the council chambers. let's check back in with christina as we get ever so closer to the weekend. good morning. >> good morning. not just a weekend, scott mcgrew, but a holiday weekend. independence day just a few days away now. tomorrow, the last day of june. hard to believe when we had weather like we did on tuesday. and now we're feeling the repercussions and the formation of fog this morning. watch out for that on your drive. we're looking mostly clear. we usually start to see the fog settle into the area about 6:00, 6:30. mike and i are all over it this morning. high pressure has made significant changes on our satellite imagery. all that shower activity is

pushing into the four corners region. we are getting a nice break. high pressure building in strong, though. this will bring our temperatures into the 105-degree range by this weekend. and the warmest spots across the bay area. so it will be a hot one. make sure you are ready for it. today, though, not too bad. not too bad at all. 80 in fremont. 82 in concord. 82 in livermore. you don't need to run the ac or the heater. it's just going to be perfect out there for outdoor activities. your seven-day coming up. right now if you are trying to get out the door. >> you said 105 in the forecast? i thought, holy cow. wow. big change from a couple of days ago. looking over here, livermore where we have -- well, no changes so far. we're looking for big changes. this is a thursday. we'll see hefty slowing coming out of the altamont pass. 14-minute drive. not a problem. livermore. antioch, didn't see much of a

slowdown yesterday until late in the commute. about 9:30 before we saw things slow down around highway 4. boy bayh point, speeds into the 50s for most of the morning. and a new next the north bay coming across 780 heading over towards -- just off 680. we have an anthrax. the connect sor open and no injuries reports. we'll follow that and the traffic follows the flow of the commute across the carquinez bridge and approach to the bay bridge is looking really nice. 880, no problems for the times or for the view. a very clear view with the flow past the coliseum. we have the a's game as well as a concert. so two events but the a's play midday. watch that noontime traffic. >> thank you very much. coming up, the good news/bad news of the state budget. how you'll save money in one way but possibly spend more in another. change comes to your restaura. the new law that goes into effect tomorrow and how it will impact you. this is "today in the bay." >> welcome back. 4:43. california's new budget is good news/bad news when it comes to your household budget. the good news, starting friday, state sales tax will drop by 1%. the amount you pay to license your vehicle will also go down. however, you will have to pay more to shop online. critics call it the amazon bill. the state says it will raise more than $300 million in revenue. but retailers are fighting back. amazon and overstock.com both say they will end their relationships with california affiliates because of the new

tax which means california could collect nothing. amazon works with 25,000 california affiliates, meaning many of them will have to move or shut down when amazon severs its state ties. what's more, some shoppers say with an increased online sales tax, their shopping will slow down. >> i won't buy as much. because the main reason i go out of state is because it's only shipping and price. there's no in between, plus tax. i won't buy as much now because i'm only paying tax. >> amazon sent an e-mail saying we oppose this bill because it is unconstitutional and counterproductive. similar legislation in other states has led to job and income losses and little if any news, tax revenue. well, from pop superstar to high tech, a former member of 'n sync now owns a part of myspace. for more on that news before the bell, let's talk to nicole lapin. >> there's no other news besides j.t. out this morning.

a couple of other things. futures are higher after wall street put in some modest gains yesterday. they say the recent rally may be due to the usual end of quarter window dressing of sorts by mutual and hedge fund managers. asian markets rose overnight on the greek news. europe is also higher. we get some of our own daylighta out today on unemployment and manufacturing. the dow up 72 points yesterday. 12,261 is where we closed. the nasdaq added 11 to 2740. also this morning, despite fears, owning a home is still central to american sense of well being. "the new york times" poll found nearly 90% say homeownership is an important part of the american dream. 45% say the government should do more to improve the housing market, virtually no one wants the mortgage tax credit to go away. people largely blame financial institutions for the housing crash but only a handful actually blame themselves. for taking out mortgages they

simply couldn't afford. and, yes, myspace getting sold for a song. newscorp ended its six-year relationship with the social networking site sending it to an online ad firm for $35 million. may sound like a lot of money but it bought myspace for $580 million. the new owner, specific media is teaming up with justin timberlake to try to breathe a little new life in myspace which has been losing money and was overtaken by facebook in terms of customer traffic back in 2009. so leave it up to j.t., scott, to bring a little sex geek myspace. nearly every person in the restaurant from the chef making the dinner to the busboy cleaning the table will know how to make sure your meal does not make you sick. a new food handler law takes effect on friday. kris sanchez has details on what restaurant owners and workers are required to know. >> if you've worked in a

restaurant, a lot of it is basic common sense. >> reporter: she's talking about the two-hour food handling safety course and certification which, starting friday, will be required of nearly everyone who works in a restaurant in california. >> some of it is technical. you have to know some specific numbers on temperature, cooking temperatures and refrigeration temperatures. ph balance of sanitizers. but most of it is common sense. >> reporter: though it's a requirement for workers, many employers like pizza my heart and vito's are picking up the tab. >> never question of, oh, okay you need to get certified or you can't work here. the money it's going to cost me is really minimal. >> reporter: but the impact could be great. the state law is based on similar ones in southern california counties where requiring food safety training cut food-borne illness by 79%. but the law doesn't protect everyone. food booths are exempt as are farmers markets, grocery stores and, believe it or not, public and private school cafeterias

and nursing homes. still at the santa clara cafeteria, the manager says it's a protection he thinks his customers will appreciate. >> it's a good idea. it's for the public safety. >> reporter: one restaurant manager was surprised he hadn't been contacted by his county health department. instead he was contacted by one of the companies offering that $15 course to his employees. that could be because though the law goes into effect on friday, there's a companion goil clarify some of the language and details still making its way through the senate. restaurant workers have to take the certification course and test every three years. in san jose, kris sanchez, nbc bay area news. 4:48. we were talking about 105. you meant like in morgan hill, not in san jose. >> i said the warmest spots across the bay. guess where that is? the east bay. concord. >> got you. >> i love that guy who was raising the roof in the background. you catch that?

always a little fun. concord right now looking good. we've got some summer sizzle right now. high pressure moving in. very strong ridge. it's going to change our weather pattern significantly as we head through the next 48 hours. 80 in fremont. 80 in san jose. 82 in concord and 82 in livermore. as we head through tomorrow, 90s in the east bay and then, of course, triple digit comes into play as of this weekend. you want to see what i'm talking about? take a look at this. now this is for kind of the warmer areas. we're not talking about the hottest areas across the bay. i like to keep things nice and moderate here on the seven-day outlook. i do believe morgan hill, concord, even livermore will end up in the triple digits or close to 105 as we head through saturday and sunday. even monday looking warm. things say nice and hot through next week. if you have been waiting for the summertime weather in the bay, it's here. make sure you enjoy the cool day today because it's going to get downright hot very soon. back to you, scott.

the a's trying to figure out how to keep those bats going. last night against the coliseum -- or at the coliseum against the marlins, two-run shot in the first. plus another run scored later in the game. was all florida needed to win. oakland loses, 3-0. kate longworth has more from the coliseum. >> reporter: at the halfway point, the a's are nine games under .500. the a.l. west is still within reach. but now oakland needs to find a way to rev up its offense after being shut out for the ninth time this season. >> we didn't have much to show for some pretty good at-bats today and hit some balls really good which will add to the frustration. you just work through it. >> we know we have a good lineup. we just have to fix it. there's still a lot of teams and all the wins are going to come. >> reporter: reinforcements may be on the way.

there was a spinout. we're talking about fog in the area so just watching. there may be moisture on the road. approaching the bay bridge, no major problems. typical maintenance closer overnight and a live look at the toll plaza shows you how light the strsk coming over from the east bay. no big deal into the maze. you want no big deal and bay bridge in the same sentence. sports fans may be in for a very grim fall. midnight tonight, the deadline for a new nba collective bargaining agreement looks more and more like the league is going to head to a lockout. many say the nba owners and basketball players are far apart on key issues of the agreement. now the nfl is dealing with a similar situation. football players and owners still negotiating. it's been four months since that lockout started. >> obviously, what we're doing on the business of football, a macro scale is about getting a fair deal done. and trying to get back to the business of football as quickly
