in the 60s in the east bay, the mid-50s along the peninsula. so that means you don't need a jacket when temperatures climb by about 5 degrees warmer than where we ended up yesterday. that means a couple of triple digits on the map. we'll get you through what we call a significant cooldown in the nbc bay area weather department. right now let's look at your commute. we have a sigalert, we told you about it a few minutes ago. it's still in effect. 101 past highway 92, it's near the ralston avenue exit in san mateo, three left lanes are blocked, one lane getting by. so the sigalert could be in effect for 15 minutes. right now traffic seems to be flowing around this crash but hey, we all know that commute is picking up so we'll watch this. a live look at the bay bridge toll plaza, traffic looking good, looking light. no delays yet. no metering lights. we'll let you know when that changes. >> 5:01. san jose firefighters will keep

an eye out for hot spots on communication hill after a grass fire last night. crews managed to contain it a half hour later. some 25 firefighters and six engines responded. they don't know the cause yet. so far it looks like no homes or buildings were damaged and luckily no one was hurt. >> some encouraging news on bryan stow's condition. the giants fan is still in critical condition but his fever has been down since the 29th and turns out he doesn't have infections. this is really great news as his family says it could mean doctors may be able to perform a procedure that will help with his responsiveness. his family is still playing music, reading cards and talking to him. stow was brutally beaten at dodger stadium on march 31st. >> city of santa clara is hoping to make progress in the plans for the proposed 49ers stadium. today in the bay's marla tellez is close to the site of the proposed stadium with an update.

good morning. >> reporter: good morning. we are at the practice facility for the 49ers off great america parkway. you see the team logo behind us. if you know where we are this morning, then you know where the proposed stadium would be built right across the street and what's now a giant parking lot, empty lot i should say. we showed you but it's too dark to see anything. tonight at 7:00, the city council medium the stadium authority will address items including the next phase of design work and marketing and loan agreements to raise money for construction. also, officials are going to talk about selling suites in the stadium which is interesting considering all of the back and forth bargaining and negotiating that's linked to the proposal from the beginning. but the san jose "mercury news" is reporting they have already sold $138 million of luxury boxes.

there are 165 suites compared to 77 at candle stick. to be clear, ground hasn't even been broken here. another interesting note on tonight's agenda, it says the stadium authority identified, they found a concessioner so they are already thinking food and beverage and luxury boxes. one woman, the city manager, carol mccarthy, i have sent her very early e-mail, an early morning e-mail i should say, hoping to find out the latest in terms of cost and timeline but right now i can tell you it's estimated the cost $950 million to $1 billion to complete this 68,000-seat stadium to be completed by 2015. >> it's interesting to see all of the points that they are making to move ahead. thank you. let's hope you hear from her this morning. >> san jose leaders will begin a

week's worth of community service. council man ash pled guilty on a drunk driving charge after being arrested last may in downtown san jose. he was fined $2,000 and given three years probation. kalra has to attend counseling. he has apologized for the actions. he is san jose's first indian-american council member. >> a tgi friday's restaurant is paying tribute to a manager. doug castillo was found dead inside early one morning in january 2008. police say he died of a blow to the head but the killer was never found. today, would have been his 40th birthday and to remember him, the restaurant will donate 25% of all sales to the reward being offered for tips in the case. the fund-raiser runs from 11:00 a.m. until the restaurant's closing. let's check the forecast for

account yesterday and left six tweets reporting the president had been shot to death in iowa. >> congress cracked down on the debit card fees, now banks are looking for a new way to charge you. nicole lapin with that and the rest of our news before the bell. good morning. >> good morning. futures are flat this morning, slightly higher as wall street gets back to work. the markets come off their best week in nearly two years rising following a better than expected report on manufacturing. for now that's calming concerns about the slow recovery. asian markets took a breather from a rally. europe is mixed right now. we get factory number this is morning that could drive us and there are key numbers later this week topped off by the friday jobs report. the dow rising 168 on friday to 12,582 is where we closed, the nasdaq added 40 to 2816. also this morning now that the

government has capped what banks can charge retailers every time you swipe your debit card banks are looking for new ways to nickel and dime us. expecting the end of free checking, more service fees as well, bank of america is going to charge $5 for a lost debit card. others charge for personal paper statements and even just to talk to a customer service rep. there are the old standby fees for using another bank's atm. transformers 3 is not only bringing in big bucks at the box office it may also be a marketing bonanza in the motor city. gm spent more than $10 million in advertising for the return of bumble bee. the robot that's also a camaro. gm has five chevys in the movie. ferrari paid for product placement. back to you. >> they need a transformer van. that would be really cool.

minivan. thanks. i can't picture her driving one. 5:13. san juan has its swallows and officially chickens. the city is trying to change that. hundreds of chickens are roaming free. the increasing population is causing headaches. seems like unwanted chickens, the big roosters, are dumped in the town. the council has asked trappers to remove the birds for homeowners who don't want them on their property. san juwaujuan has a law but mos don't bother following it. 5:14. let's check the forecast with christina loren. >> good morning. we're looking pretty good. nothing to be chicken about except if you're afraid of the hot weather inland. 100 degrees we're forecasting or close to it in most east bay

cities and the tri-valley area. livermore, concord, 99 degrees. taking a live look outside. here is a look at the bay bridge, traffic moving along nicely. we have a little bit of cloud cover that will move in as we head throughout day. let's take it right to the maps. high pressure in control of our weather pattern. we have two ridges that are going to bring us significant changes. we have this ridge here in the pacific, clouds around this strong ridge of high pressure that kept us warm over the past few days. it's going to stay put but we're noticing the subtropical flow to the north. let's show you what our temperatures are. 61 degrees in livermore, 52 in gilroy, 63 san jose. even though you're at 63 in san jose, it feels about 3 to 5 degrees warmer because of that humidity. take a look at this. all of this moisture is creeping up. this is subtropical moisture. this is very, very warm air. so as it moves over it's creating instability.

we could see thunderstorms as early as this afternoon in the south bay, a better chance tomorrow and thursday. it's going to be stickyicy which means your swamp cooler won't work as efficiently. for today, beautiful conditions, we're going to lose the cloud cover by noon. 4:00 p.m., 79 degrees, lots of sunshine. elsewhere, hot. fairfield, livermore, concord, 99. just 80 in santa cruz. a great beach day if you have the luxury of having the day off. the next few days the cooldown really kicks in. 82 degrees by saturday. 80 on sunday. make those outdoor plans. you'll be able to get out without the heat over this weekend. >> we've got great animals at our local zoos. some special new babies at zoo in hungary. three siberian tiger cubs made their public debut. they were given medical check-ups, vaccines and a micro

sun coming up. going to have some warm temperatures once again before a cooldown is on the way for the weekend. christina's got a look at the forecast coming up. 5:19. a scientific group offering people to have newly discovered creatures named after them. discover life in america is surveying all living animals in the great smoky mountain national park on the north carolina/tennessee border. the recession hit the group hard so it's holding naming rights for $2500 donation. more than 7,000 new species have been discovered in the park since 2000. famous people from president obama and bush to steven colbert have had species named after them. i don't know if my budget can afford that. maybe be named after a gnat at this rate. i want to check in with christina loren filling in for mike and doing weather. we gave him the day off. >> that was nice of us. i'm resenting it already.

let me tell you. come back, buddy. we miss you. if you're getting ready to hit the highway, 10 unon the peninsula we do have something that might slow you down. it's a sigalert in effect for the past half hour or so. it's now starting to clear it looks like. highway 101 approaching ralston avenue blocking three lanes. there is a tow truck on the way. and really traffic seems to be getting by around that. you see it's green around that accident. however, they don't have this crash cleared in the next 15, 20 minutes it could become a traffic alert so we'll keep watching that. live to the bay bridge, westbound an earlier crash on the treasure island off ramp. that has cleared. a little bit of residual delay. otherwise we're looking good, traffic is flowing nicely. across the board now we've got good movement, we'll let you know when that changes. it's a back to work tuesday. >> thanks so much. some of the nation's biggest banks are facing lawsuits over

loan practices. bank of america and citi bort are accused of disregarding agreements to reduce mortgage payments to troubled borrowers. one suit alleges that bank of america of sending inaccurate loan balances. another accuses citi mortgage of deny as loan modification which was approved. and for foreclosing borrowers after offering some of the modifications. >> 5:22. the clock starts ticking to nasa's final launch. the crew of "atlantis" arrived yesterday and nasa will start the official countdown clock today at 1:00 p.m. eastern. "atlantis" is set to lift off friday on a 12-day mission to the international space station. the crew will deliver spare parts and supplies. this will be the last shuttle mission for the space agency. >> hackers sendsing out a

warning to apple users and google making changes to its search engine. scott budman takes a look. >> good morning. as any hollywood starlet can fell you once you reach a certain level of fame you become a target. that's happened to apple, long the company whose gear you could buy and not worry about hackers and viruses, apple is now a target. the hacker group anonymous saying it broke into an apple server, hasn't taken personal data but wants mac users to know they are on the anonymous radar. google changing things when it comes to real time search. it removed a couple of features that let you type something into the search bar and get real time updates from twitter and facebook. this doesn't mean that google is severing ties to those hot silicon valley companies, look for real time search to reappear somewhere on the new google plus that is being tested. speaking of red hot silicon

valley companies we're waiting to see a price range for the upcoming zynga ipot san francisco social gamer coming up with an ipo filing that plans to pull in near $1 billion, this company could make linked in look like chicken feed when it goes public. which brings us to the stock market. if you have remains your portfolio probably looking good. last week the best week for stocks in two years. tech stocks, red hot. a little less concern of what goes on in greece. those are day-to-day. we'll see where we go from here after five straight winning days on the market. have a good one. back to you. >> it's 5:24. paying more for your trash pickup. the bay area city talking about raising rates. all of the debris from the japan tsunami possibly headed to the west coast. we'll have a live report up

rising once again on this tuesday, july 5th, this is "today in the bay." >> good tuesday morning to you. thanks for joining us. i'm laura garcia-cannon. quickly approaching 5:30. a look at the forecast a warm one on tap. >> it's warm in some cities across the bay area, laura. inland 63 in fairfield, 61 livermore and 60 in hayward. that means if you want to take the dog for a walk or go for a jog and you're waking up inland this might be the best part of the day. we're going to drop off for the next hour, then our temperatures will start to climb as the sun comes up. we've got your full forecast coming up in moments. we're monitoring the roads for you as well. we have a sigalert in san mateo, we're telling you about this, it's an accident 101 south bound past highway 92, still blocking three lanes, police on the

scene. we did receive word that there is a tow truck headed to that location so this should be clearing as we head through the next 15 to 20 minutes no. delays around the crash yet. more hitting the highway so that could become a factor. we'll keep watching for you. let's take a live look at 880 in oakland. traffic here starting to pick up in both directions. but really nobody's tapping their brakes. we'll let you know when the metering lights go on. back to work, back to summer school. back to you, laura. >> thank you very much. we're following developing news from the east bay this morning where three separate wild fires have fire officials very skeptic about how they started. christie smith joins us live from pittsburgh with all of the details. >> reporter: good morning. when i got here just before 4:00 this morning, some neighbors were still shooting fireworks off in the sky. i want to show you what it looks like here this morning. the grass out here is quite dry and in some areas it's still smoldering where this fire

started. in all, three grass fires burned in the pittsburg bay point area overnight. about a mile away from each other. very big flames filling the sky with plenty of neighbors walking around to watch the grass burn. the first one about 9:29 near solano in bay point. then 30 minutes later at port chicago highway and driftwood, at 11:00 on wheldon lane in bell point. we spoke with the fire chief this morning about whether maybe the home-spun fourth of july fireworks might have anything to do with it. >> there are a lot of fireworks out. our fire marshals are trying to determine what the cause of the fires are. obviously that's one of the reasons we don't have safe and sane fireworks in the county. they are illegal. and that's one of the reasons is to try to make sure we don't have these fires. >> the fire burned very close to some railroad tracks, so much so

there are reports that the trains had to slow down. also, the fire chief saying that a fire burned close to some garages in an apartment complex. we're waiting for word on how large, how much grass was burned. for now looks like pretty much everything is out. reporting live, christie smith, "today in the bay." >>a good thing they got those flames out. thank you. while the nfl lockout continues the santa clara stadium authority still has its eyes on the prize, a new stadium for the 49ers. today that plan could move closer to the end zone. marla tellez live near the proposed site in santa clara with the latest. good morning. >> reporter: good morning, laura. we're at the practice facility of the san francisco 49ers, of course no practice going on behind us this morning. but just directly across the street allen is going to pan over, this is the proposed stadium site so it makes sense

to put it next to the practice facility. right now nothing but an empty lot housing a couple dozen school buses. according to tonight's council agenda, the stadium authority will address several items but it's more of the fun stuff they are going to talk about such as the luxury boxes, food and beverage, officials are going to talk about selling suites as in seating. the the "mercury news" is reporting that the stadium authority sold $138 million of luxury boxes. there are 165 suites total compared to 77 at candlestick. another interesting note on tonight's agenda, says the stadium authority has found a concessionaire. and to help design food and beverage areas. at this point the expected

estimated cost is $950 million to $1 billion. the stadium to be completed by 2015 so. we're still a few years away from all of this coming to fruition. if it does happen, but already talking the good stuff, the food, beverage and luxury boxes. >> it's 5:33. a convicted north bay sex offender is back in jail this morning accused of forcing his way into a hotel room and raping a woman. 33-year-old williams faces rape and assault charges and burglary and violating parole. police say he attacked a woman at the villa inn in san rafael. the woman says she accidentally left the door open a crack. he says her attacker forced his way in and raped her. she called the desk clerk who then called police. when officers arrived they found williams in the room. williams has previously pled

guilty to assault and unlawful sex with a minor. a father of three is presumed dead after drowning in the rush river. the press democrat reports that juan leon could not stay above the water when he tried to help his girlfriend. a strong current pulled them out further. a kayaker is credited with rescuing patricia but after a lengthy search for leon investigators called in divers to begin a recovery. the come was not the only one to get caught in the current. rescuers had their hands full helping out other swimmers. >> we had four, there is a little ripple, almost drown. we had to pull all of them out of the water. if you can't swim don't get in the water. if you've got kids put some sort of flotation device on them. >> juan leon is considered missing until his body is

recovered. 5:34. we have a better idea of when the debris that was swept out to sea by the tsunami in japan could hit shores here in california. bob redell joins us live with a look at the latest time line. good morning, bob. >> reporter: good morning to you. it's still a couple of years before debris from the japan earthquake and tsunami starts washing up on the shores of santa cruz and other parts of northern california and oregon and washington. 2013, the early part of 2014 is scientists' best guest. oceanographers believe it will hit by next spring which is one reason they are so involved in the tracking of this debris. they just released this computer simulation of the debris field. you can see it on your screen. it shows the journey across the pacific kogs. they base this on wind. it's an estimatation. it's slow moving traveling east at 10 miles.

perhaps what is most impressive. the "mercury news" reporting that it encompasses an area approximately 1300 miles long, 350 miles wide, roughly the size of the state of california. the tsunami in march sucked out entire towns. we're talking about everything. people, homes, cars. scientists wonder how much will end up on our shores. bodies would likely decompose by them. lots of material will deteriorate and/or sink. the problem in determininging what turns up is that it's based on a computer simulation, not actual observations by people. last week the coast guard and other agencies bet a game plan how to deal with this environmental mess. one idea is have regular sailors, people going a cross the pacific have them document what they see and report back.

environmentalists are very interested in dhas turns out to be a problem in a couple years. that's why they have beach cleanups and surf riders foundation is having their monthly beach cleanup later this morn at mo ran lake park not far from where i'm standing. reporting live on the beaches. bob redell, "today in the bay." >> thanks very much. vchd a step closer to issuing i.d. cards to people who have no other form of identification. council members will vote later on an ordinance to issue those city i.d.s, they will give people without other forms of i.d. to use city services like libraries and public pools regardless of their imbrags status. nearly a third of the residents are immigrants. garbage rates are on the rise. fees increase by 13% this fall to help fill a $3.7 million hole

6:00 a.m. hour that's when it starts to pick up. looking pretty good. what you will notice, let me add my expertise s that there is a little fog creeping in as well. right now that's not impacting your drive. >> but you're going to feel the moisture out there. >> yeah. did you feel it? hit me in the face. >> then it's doing a good job. thank you. hundreds of families displaced by the japanese earthquake are getting a three-month sabbatical in the hawaiian islands. survivors of the devastation are staying with most families. so many of them lost their homes back in march and increasing radiation levels making it unsafe for them to rebuild. more than 200 families applied to be in that program which is funded through private donations. if they can get a break, a little bit of fun especially for the kids, what a big change they had. it's 5:39.

another warm day as temperatures are going to cool down on the way. 5:42. in washington this morning it is back to the budget. congress returns from its shortened holiday break with less than a month before the government says we're going to default on our bills. tracie potts is live on capitol hill with where things stand. what can we expect this week? >> good morning. the senate's back, the house is back tomorrow, all of this about debt and deficits and defaults. getting a little complicated. let's explain it to you quickly. bottom line, republicans have said we are not going to agree to raise the debt ceiling, in other words allowing americans to borrow more to cover deficits until we stop spending so much. that's the gridlock. how much do we cut and when. it looks like republicans may be relenting a little bit on president obama's call for higher taxes. for the rich and for corporations. some republicans now saying

well, maybe we can close some tax loopholes or john mccain mentioned revenue razors, not explaining what he means and they are looking at military spending, the pentagon budget is something that republicans protected for a long time. democrats are arguing even with the spending cuts we've got to get more money in, we've got to look at raising more revenue. that's where we are at a stalemate moving closer to the august 2nd deadline. >> see what they do. thank you. it's 5:44 now. seven boaters still missing off the coast of baja california. they were among the 44 people, many of them from the bay area, thrown into the waters off the sea of cortez early sunday morning. their 100-foot fishing boat tossed upside-down in a storm. monica dean is live at coast guard headquarters close to san diego. she joins us with the latest. good morning. >> reporter: good morning,

laura. san diego-based coast guard air crews will resume their search expected to resume at daylight for the missing men. overnight the mexican navy had a seaborn search and rescue effort launched looking for the seven missing passengers. yesterday two coast guard choppers flew for many miles at 300 feet over the sea of cortez searching for those american men missing in mexican waters after the fishing boat capsized. one american is confirmed dead. 35 of the 43 people on board were scooped up by other fishing boats and mexican navy war ships, long after the charter erik was swamped by waves in a flash storm. one passenger drowning. it was less than a day into a week-long fishing voyage, 27 american fishermen, mostly from northern california were aboard that vessel. 16 mexican crew members were on board. and this morning a coast guard

fixed wing c-130 will replace the h-60 helicopter in the search. and interestingly, the california secretary of state website says baja's sport fishing business license has been suspended. it doesn't state a reason or give a date. also today, divers are gearing up to search the sunken wreckage under the waters there to see if possibly there are any bodies still trapped inside that sunken ship. we're monitoring the latest at coast guard headquarters. now back to you. >> so much worry for families. thank you. we're also hearing this morning from one of the men on the boat when it cap sized. >> extremely large winds and water contributed to the dangerous conditions, most likely caused the ship to take on water and sink. >> he and some others were on one side of the boat and the boat flipped over very fast. he said they were thrown into the sea.

he said he was fortunate and enough that when he was thrown in, he came up right by a raft. >> first you heard from one of the survivors and the last woman speaking was lee ikegami's wife. he was sleeping on the boat when two waves struck their boat called the erik. he is still south. while she knows her husband is safe she's not sure if their friends are. >> investigators say one of the officers involved in sunday's shooting was carrying a taser but did not use it. police received reports on sunday night that the man was drunk and carrying an open bottle of alcohol on the platform. officers confronted the man, and one minute later fired shots. police are now looking at surveillance video and questioning witnesses to find out how everything happened. they are asking any one who may

know anything more about the shooting to definitely give them a call. >> caltrain is getting ready to mount cameras on the front and back of trains, the move intended to document the suicides that happen on the tracks. right now the only information that they get about people who die on the tracks and what happened leading up to the deaths comes from the engineer. last year there were 11 suicides and so far this year nine. 70 cameras will run nonstop. the installation will be paid for by a state security grant. we've got an update on breaking news yesterday morning. 26 people without a home this morning after a three alarm fire tore through their san francisco apartment buildsing. the fire sent one person to the hospital. happened about 6:00 yesterday near bosworth in the glenn park neighborhood. fire tore through the first and second floor of the home and spread to others. six buildings were affected. four apartments are considered uninhabitable.

the cause of the fire is still under investigation. >> 5:48. a couple of universities are teaming up to come up with what could be a real break through on the study of autism. researchers studied a large group of twins and found a mother's age and her health may play a larger role in whether a child has autism. before now it was thought that genetics played a major role. however, the study found a higher than expected rate of autism in fraternal twins, ones that don't share the same genes. experts say stress, diet, infections, even a mother's age and medications could increase the risk of autism in a child. >> 5:49. i want to check the forecast right now with christina, another warm one. are we having above average temperatures? >> oh, yes. when we talk about triple digits in the bay area, it is not a
