it was swiped. this is "today in the bay." >> good morning. it's 4:30. let's get started with a forecast and christina loren. good morning. >> good morning, scott mcgrew. looking forward to hearing about your facebook trip coming up. let's talk about what you can expect in the world of weather. after all, it's friday eve and temperatures are downright refreshing. especially in the east bay. you're at 63 in livermore, and in the city it's on the cool side but hey, forget that jacket. we're going to warm to about 70 degrees, about 5 degrees cooler than yesterday. i've got your full forecast coming up and what that means for the weekend. let's get to traffic. we're following an accident across the bay area, the one and only crash, westbound 24 at fish ranch road. we have reports of a semi versus

a van. we're going to keep watching that. right now it's on the right-hand shoulder so stay to the left, take it easy out there. otherwise looking good. everyone is up to speed across the bay area. back to you, scott. >> a man is in critical condition after he was shot in the head on a pittsburg park. bob redell is in pittsburg with an update. >> reporter: good morning to you, scott. it's a late night for the east bay park district. the police force, they are out there, still keeping this section of the delta deanza trail shut down. they don't want the crime scene disturbed until investigators get a chance to look at it. a young man we believe in his 20s was shot in the back of his head around 830 clock last night while on this trail. it was someone else who ran to a mcdonald's to get help. they finally arrived, took the man to the medical center.

the last report he was in critical condition. police do not have a suspect, they don't know why this happened, was it a robbery, there are some questions that the investigators are trying to answer. speaking with the park district officer this morning he was telling us he doesn't believe this trail has a reputation for being dangerous. the trail is rather long from bay point to oakley, in years past we know the community was concerned about crime on the trail, they met with local leaders to come up with ideas how to prevent it. you might recall six years ago a pittsburg police officer was shot on the trail while chasing a robbery suspect, this was a man who robbed a bank, a teenager. that officer later died. reporting live in pittsburg, bob redell. >> thank you. it's a tragic accident that could land a teen in jail.

83-year-old woman had just stepped off the sidewalk when she was struck and killed by a teenager zooming downhill on a skate to board. the 83-year-old, marianne, was knocked unconscious at the stockton avenue bridge at the bottom of cliff drive. she died at a san jose hospital with her family by her side. her husband says he and his wife are high school sweethearts who got married after the second world war and were inseparatable ever since. >> i don't know what i'm going to do without her. we have never separated much or had time apart. always together. the memories and -- and just i'm all alone. >> police say the skateboarder was not hurt and he immediately tried to help the woman. the district attorney's office could file charges. >> this morning bay area families are holding on to hope that seven missing fishermen are still alive in the sea of cortez, family pleading with crews to continue the search off the waters of baja california.

rescuers planned to stop searching two hours ago, 96 hours after the boat capsized. 35 men survived the actual sinking of the ship. many are from the bay area including jim miller whose family members warned that they were in trouble. >> when we heard some noise and saw this big wave coming. ran down to the cabin and woke everybody up. by the time everybody came out there were nine feet of water. >> the family reached out to senator le. they convinced the navy to continue the search. also caltrain will take the step to install cameras on the front and back of every train to record what happens on the tracks. caltrain's board is expected to approve the camera plan today. the cameras will capture all kinds of thing, vehicles

crossing in front and no doubt record suicides. last year there were seven suicides along the line, this year there have been nine including three in june. caltrain is paying for the 70 cameras with a security grant as part of a state bond. >> also this morning oakland's budget hangs in the balance as city police officers vote on a new contract. oakland police officers have until noon today to turn in their ballots. the new contract deal could save the city $65 million over the next three years. the deal would force officers to start paying 9% toward their pension. the city's shrinking budget is forcing oakland police chief to restructure the way the department handles crime. >> the collapse into patrol and trying to give the officers more. the officers will be asked to also pick up traffic enforcement. you deal with violent crime what we're seeing is traffic enforcement assists and helps in

reducing crime in the areas. >> there are 638 officers working in oakland now. that's down about 200 men and women from three years ago. we're getting a look at the man suspected of stealing a picasso off the wall of a san francisco art gallery. his picture very nearly matches his description. he was described as a well-dressed man wearing loafers and he appears to have the drawing under his arm. this is surveillance video taken at a bar near the gallery in union square. the owner says he spotted the video tuesday and handed it over to police. >> they call him the sockless preppy thief. he's walking by with a picasso. he has a piece of paper over it. >> there are a few differences between the man in the video and the description giving. witnesses described the thief as wearing dark colored pants and glasses.

investigators say whoever he is, the thief jumped into a cab and got away. >> an east bay cyclist feared missing is fine. police say they found the former professional cyclist anthony martin at a roseville hotel. his girlfriend launched the search for him saturday because he did not come home after a bike ride. investigators say martin left for personal reasons. >> 4:38. let's check back in with christina who is doing double duty. mike is on vacation. >> double your pleasure, double your fine. mikey deserves a vacation. he'll be back soon. let's talk about what you can expect in the weather department. an interesting setup. we have tropical moisture around the area, we could see showers this morning really mostly dry right now, mostly clear out there. i think the more significant trend for us in the weather department will be the system of low pressure that's going to continue to push on the on shore flow, and drop our temperatures each and every day through the

weekend. we're talking about the 70s over the weekend. a gorgeous, gorgeous weekend to make the outdoor plans. this is what we're looking at today. you can see we still have moisture riding up from the south. yesterday it impacted the mountain regio so we didn't see a lot of that thunderstorm activity. today we have a better chance. high pressure is amplified. you can see the moisture spinning to the north than it was this time yesterday. our temps mild this morning. 63 in livermore, 57 in hayward and 54 in san mateo. we're headed toward the 80s, no 90s on this temperature map today. just 70 in san francisco, 74 in oakland, 85 in santa rosa and in the south bay, 83 degrees. you will notice a little of the coastal fog hugging the court until about 11:00 a.m. that's going to keep things mild in the city. it might be cooler, temperatures only about 70 degrees in san francisco where we hit 77 yesterday. you'll likely notice that difference.

>> welcome back, as we take a look at the control room it's 4:44. csu schools at the top of the list of public schools with the fastest rising tuition. 22 of the 32 schools on the list are cal state university campuses. san diego state had the third highest price hike on the list, rising 47% between 2007 and 2010. cal state east bay ranked fifth, 46% increase, san francisco state, 26th with 37% tuition

hike. right now the average tuition at csu campuses is $4400 up nearly $3,000 since 2007. tuition is going up 10% again this fall and if the chancellor gets his way, tuition will go up again by 12%. that would bring the average tuition to $5400. starting today verizon is capping its plan for smart phones. new customers have to choose between three plans. they goat more et more expensiv. the decision to ditch the unlimited plan leaves sprint as the last top tier cell provider with unlimited data. at&t and mobile put limits on their plans. a new deal for unemployed homeowners means you'll have a little more time to get back on your feet before you are kicked to the curb. for more on that and news before the bell is danielle kennedy. good morning.

>> good morning. stock futures are higher this morning after a positive day yesterday. a day marked by very light trading volume about it that isn't that uncommon in the summer vacation months. investors are shrugging off a handful of reports instead keeping their eyes on the prize looking to friday's job numbers and earnings season which kicks off next week. we'll get a fresh snapshot on the jobs market with numbers on people filing for unemployment and the adp report which tracks private sector jobs. asian and european markets are higher and the dow rose 56 points yesterday to 12,626, the nasdaq up 8 to 2834. the obama administration is trying to offer more help to unemployed homeowners. reports say the government will announce today two programs that will allow those borrowers to delay mortgage payments up to 12 months. thousands could benefit from the extra time although not all

homeowners will be eligible. this is part of the white house effort to prevent foreclosures as unemployment remains above 9%. in may, 45% of unemployed americans had been out of work for at least 27 weeks. landlords enjoy higher rent. a new report says average rent rose a half a percent this spring to $997 a month. compare that to san francisco where rents average $1800 a month. one analyst says that landlords are in a perfect situation, that it's like drinking without the hangover. must be nice. back to you. >> thank you much. hollywood is a town that measures royalty by box office, not blood lines. this week tinseltown is getting ready for prince william and his wife flying from canada to hollywood on friday.

low pressure is going to drop into the area. as we head through the next few days, progressively we'll get cooler and cooler all the way through saturday when i'm only forecasting about 79 degrees. for today, if you live in the south bay or even the east bay t the southeast most region of the bay area you could see thunderstorms. we've got this monsoonal moisture up from the south. it's enough instability for us to see a few isolated thunderstorms. i don't know if you noticed the clouds over the mountains yesterday, the clouds that stack up and bubble up. they do provide thunderstorms f. you see those, just watch our, you could see a couple of thunderstorms roll through. we have a better chance for that than yesterday. that's what we're looking at. overall the cooldown continues, 61 degrees already. we're noticing a 3 to 5-degree dip from this time yesterday. 50 in novato. 53 san francisco, 54 in santa cruz. headed toward 75. you probably will notice a little more cloud cover today

hugging the coast. and it will probably be more stubborn. probably will take to about noon before we see the sun break through. that's what we're looking at. these temperatures are down right comfortable. you can probably give your ac a bit of a break. 85 in los gatos. 75 in santa cruz. they will see a little of the fog probably till about noon. friday we dip 10 degrees between friday and saturday and hold on to comfortable temperatures, sunday, 80, and then 8 they by monday. back up to 88 wednesday but we're going to get nice seasonable weather. so a little cooler like our own scott mcgrew. >> thank you. coming up the end of the green mile, how hundreds of death row inmates could spend the rest of life in prison. it's hammer time.

speak at a hearing asking the state's public safety committee to end the death penalty. the bill would convert condemned inmate sentences to life in prison without the possibility of parole. california has 713 people on death row but only 13 have been executed since the death penalty was reinstated back in 1978. this morning casey anthony could walk out of jail a free woman. the florida mother will be sentenced in a few hours for lying to police officers. just days ago anthony was found not guilty of killing her 2-year-old daughter caylee. we're hearing from juror number 3 who says the prosecution simply did not prove its case. >> i don't think any one could tell us how she died. even the 12 jurors in a piece of paper with how did caylee died, we'd all be guessing. it doesn't feel good. it was a horrible decision to have to make but i had to do it

on july 17 he will throw out the ceremonial first pitch in oakland as the a's take on the angels, the first 15,000 fans get a hammer bobble head doll. according to mtv this is the first time a rapper has gotten a bobble head from a major league team. when it comes to celebrating a win these pro players look like amateurs. marlins slugger mike stanton hit a walk-off home tear beat the phillies. after the game his team had trouble celebrating. first try, no. not so much. whoops, no, missed. shaving cream. in a towel. no. didn't pan out. here's the last one, the fourth time around -- teammate clobbers him finally right there in the kisser. >> already the city of san jose has a competitive eating champion, joey chus nut.
