880, east bay, picking up. we'll check the morning commute for you. a busy start on this tuesday, july 12th, "today in the bay." >> good morning to you. thanks for joining us. i'm laura garcia-cannon. very busy in the news and traffic department this morning. just about perfect in the weather department. i want to check in with christina loren. good morning. >> we know you are referring to my forecast from yesterday. good morning to you. we're off to a phenomenal start so far. we expect pretty dense fog to develop but right now we are crystal clear across the board. san mateo checking in with 9 miles of visibility. hazy there but overall good. usually between 6:00 and 7:00 is when it gets the most thick when it comes to fog pockets. we'll talk about that all morning. and this cooldown that continues into tomorrow. changes after that. we've got your full forecast coming up. right now mike inouye, busy

following that deadly accident in daly city. >> also the forecast you have as well, misty, slick conditions potentially an issue. the wind advisory for the bay bridge, smooth drive from the east bay. as you said on the peninsula we have that sigalert, northbound 280 getting onto 19th avenue or highway 1 still closed because of a serious accident. bob is on the scene. laura, i understand that bob is ready. >> it's breaking news we're following out of the peninsula. one person is dead after a car accident on interstate 280. bob redell is live in daly city with more. good morning. >> reporter: good morning. we expect this accident scene to be cleared in the next 15 minutes. if you look over my shoulder to the right where the brake lights are heading that is northbound 280. you can see this accident is not having a tremendous impact on the morning commute. it is early, there is no backup. all you see is slowing but the roads are clear.

to the sleft the 19th avenue off ramp where this accident took place. around 3:00 this morning chp tells us a car, some sort of vehicle, hit a pedestrian. we don't know why this person was in the road but they were hit. and killed. the coroner removed the body. we understand the vehicle has been removed so what chp is doing, they have done the cleanup, taking measurements for their final report on what happened here this morning. once they are finished they will be able to reopen the 19th avenue off ramp, move the flares and get traffic back to normal in time for the rush of this morning commute. another thing, there is a sheen, it's a little wet. according to chp this accident in daly city should be cleared in the next 15 minutes. reporting live in saily city, bob redell. >> thank you, bob.

a bay area man is missing this morning in hawaii after he fell into a blow hole near the ocean. crews in maui have been searchisearch since saturday. he was on the north coast of maui when a rogue wave hit him. it knocked him into the hole. newly released documents show nine days after kidnapping jaycee dugard a parole officer paid a visit to phillip and nancy garrido. the paper says that the parole officer's report concluded that things were going well for the convicted rapist, that he appeared committed to his relationship with nancy and cites other reports through did you guard's 18 years of captivity all of which say that everything is going okay. garrido was on parole for the

were taken to the hospital with injuries. the extent of their injuries not known. so again, it is suspected the driver was drunk but that has not been confirmed. laura, i spoke to a firefighter who is currently inside now and he tells me he was here last night when this happened. certainly took everybody by surprise. it's not something that happens every day. >> no doubt. what a sight to see. thank you very much for the update. it's 5:06. students will be protesting a meeting by california state university officials over proposed tuition hikes. the board of trustees will vote to consider a plan to raise tuition by 12% for the coming fall semester. if approved undergraduate rates increase more than $6400 which includes mandatory campus fees. officials say the rate hike is necessary due to the recently approved state budget. fund was cut more than 20% eliminating $650 million.

>> quarterback joe montana will be at the santa clara meeting pitching his newest business venture. he wants to build an entertainment complex next to the proposed site of the 49ers stadium. he'll present that tonight at the meeting. the complex would include luxury hotel, sports bar and upscale restaurant. despite the montana name behind the project the manager is not sold on the idea. she recommends that the council deny the request and allow others to bid on the city-owned lands. >> work to transform san francisco's hunter's point into a housing district got past a legal hurdle. a federal judge ruled the environmental review for the project was adequate. there were concerns asbestos and toxic materials would be released during an earthquake. environmental groups fought lawsuits over the matter but settled that in january. the u.s. navy will continue to

clean up the 700-acre site, then development of the more than 10,000 homes and businesses in that area will begin. talking about a great forecast, i'm going to check in with christina loren. >> it should be hot this time of year. but hey, we're enjoying it. yeah, it was hot a few days ago. in fact, exactly one week ago we were seeing upper 90s. today low to mid 70s. that's it. i think i went 77 in gilroy. high pressure the reason why we're cooling off. high pressure is drifting off to the east. as a result low pressure is able to really kick in that on shore flow and like i said yesterday, this area of low pressure kind of staying put. it's sitting here and churning, staying stationary. we head through tomorrow that will be the case again. tomorrow we're going to see this front come through. and that's what's going to make for the coolest day of the week,

wednesday, you might need your jacket. this morning because of that on shore flow we're seeing the marine air push inland so we have a deep marine layer and we expect dense fog. you know where the accident took place in the area of daly city, one of those areas of the bay where it is almost always foggy so you want to really be cautious. right now that's the only place where we're picking up the dense fog. drizzle possible because it will be so thick as we head throughout the morning hours. mostly clear, 70s, we're going to subtract about 5 degrees from where we end up today. 56 in hayward, on the way to 74 in fremont. got that seven-day outlook moments away. right now mike's following that deadly crash. what do you have new? >> we do have the situation that continues there. bob gave us the latest on his live report. daly city northbound 280 continues to be closed, no real updates but as bob reported we have them continuing the

measurements. the activity has cleared aside from that. so use junipero serra. i want to take you to the east bay, looking at livermore. we have slowing through the construction zone, over to airway, that full closure likely because of those almost there, you should look at 15 minute drive out of the altamont pass through the area. we'll take you for a live shot out to the area as well. a live shot for first of all the update i guess, san francisco, i skipped that. sorry. looking at the daly city activity off 280. looks like things might have changed or the traffic flow flew the area. on the other side of the area, we see the lights, there is some moisture in the air so we'll see an issue for visibility later on. the drivers are okay. >> a busy morning already. >> it is.

280, the brake lights heading north, to the left, continuing straight is the off ramp. you can see flares are out in the road. goodness, that person needs to keep moving. chp is letting those burn out. the road is back open. chp has cleared the scene. it was around 3:00 this morning that a vehicle hit a pedestrian out here in the middle of the road. killing that person. chp has not said why. perhaps they don't know what the person was doing here. you might notice there is a sheen on the road, it is misty. the roads are wet. you do want to be careful. again, northbound 280, 19th avenue off ramp in daly city reopened for business in time for the morning rush. reporting live, bob redell, "today in the bay." >> you can see the hazards, to slow down and play it safe. california schools will soon have the power to punish

students for cyber bullying other classmates. governor brown signed a bill sponsored by nora compose. it tweak as previous measure and addresses cyber bullying through sites like facebook. school officials will now have the right to suspend or expel students for threatening otters through the sites. the law will take effect on january 1. >> earning season is under way. the alcoa issuing the first report of the second quarter and could affect trading. nicole lapin is live with how things are shaping up. good morning. >> a very good morning to you. there's a lot of red ink across the board. futures are lower, investors worry about debt issues. whether greece's problems will spread to italy or other countries, and as president obama and congress continue to spar over the budget deficit. asian markets fell on the news,

europe is down. we get a little bit of economic data in 15 minutes and we get minutes from last month's fed meeting. some of the action yesterday, 151 points is what we lost on the dow. the nasdaq lost 57 to 2802. also, ford is the first major automaker to get behind legislation in congress that would ban the use of phones and hand held devices while driving. a congresswoman introduced the the safe drivers act to set national standards except in emergency situations. the bill would allow hands free calling for systems like ford's sync system. star bucks wants you to help count calories. there is chicken wrap, sesame noodles, they cost under 6

bucks. starbucks is targeting the 45% of americans who are apparently constantly on the search for healthier options. >> can i take that with my extra fat frappuccino on the side? they will find a lot of those in line for know t frappuccino or the smoothies or whatever. like an indulgence. >> i think it balances out. >> just like a diet coke and a big old burger. it's 5:18. stanford has gotten the final nod to begin a huge expansion of its hospital facilities. the council approved the project last night. the final vote had been stalled for a time after some parents protested the expansion would do away with a daycare facility. stanford agreed to relocate it including the expansion of the children's center.

>> it's 5:18. great forecast, great temperatures. i know it's a little below average, christina loren. but it feels nice. >> it depends on where you're waking up with us. if you live in the city where it was overcast almost all day yesterday, you probably want that summertime weather to resume. and it will be back. i have the seven-day. high pressure has drifted to the east, just enough for us to see consistent flow, that marine air pushing into the area. so even with full sunshine inland we are only able to climb into the mid to upper 70s yesterday. so today even cooler, it's a cooler start and that means it's going to be a cooler afternoon. i'm going to have to work hard tear get our temperatures into mid-70s. areas of thick fog. last night at about 11:00 we did have cancellations and airport delays. right now everything seems on

time. check with your carrier. if you are picking somebody up. mostly clear, a breeze. tomorrow t coolest day of the week, temperatures continue to fall. we'll see a truf, we'll bypass the bay area. it is cooler than we have through the area so that means tomorrow maybe 70 degrees if you're luky in san jose even. 53 in sunnyvale. we're on the way to the 70s today. 74 fremont, 76 in san jose and san francisco with the thick cloud bank. you might have to wait until 2:00 before the sun breaks through. if you're looking for sunshine. hit the east bay. i think the sun will fine over your neck of the woods. we're going to keep watching that. here it is. conditions get better if you're looking for the warmth.

going to feel it as you head out the door. drivers will need extra coin they plan to park at san francisco's neighborhoods. the city's municipal transportation agency will change rates of certain meters. rates will increase up to 25 cents per hour in some busy neighborhoods. while less crowded ones will see a decrease, the mta based it on a program that started last year. special sensors on meters and embedded tip street provide information on where parking was available during the day. check your meter. we want to check in with mike inouye with a look at our morning commute. >> it has been busy. watching the changes, along the peninsula. as far as traffic, a good change here. the sigalert has been canceled. bob was live on the scene at

the future. we speculated in the past that sis cowill decide it's hired too many. it's expanded into too many products and said cutbacks were a must. bloomberg is putting a number on the cuts, as many as 10,000 jobs worldwide. 14% of the work force. august 11 on the calendar, that's when sis cois going to lower the boom. this brings to mind not all is well in silicon valley. you have cisco, yahoo! hewlett-packard, microsoft, but all of these are not thriving the way the shareholders -- exactly. speaking of hp, it's shuffling executives again. the nugget is that it's dropping the word "palm" from its vocabulary. hp -- they kept using the phrase

with mike inouye. >> good morning. out to the south bay, you and i were talking about construction on 880. traffic through the south bay no problem. including the area of 880 up to the east bay, we'll catch up with folks on the nimitz in oakland, traffic volume starting to pick up. the glowing lights, there is moisture in the air. visibility okay for drivers. back to you. >> this morning a mother and her baby are safe after a fire ripped through their apartment. they forced their way in. the baby is now in the hospital recovering from smoke inhalation. firefighters were able to rescue the baby because the apartment sprinkler system was working properly. >> and still heavy smoke. the bedroom door was open, the

entire apartment was full of smoke and another five minutes it would have been much different. >> firefighters have the fire under control in 20 minutes. no word on the cause. five got a wake-up call when an suv slammed into their door. marla tellez joins us live in san mateo with the latest. good morning. >> reporter: good morning. behind me the end result, this is what happen you slam into a fire station. a pile of debris, and then inside you can see there is damage in the interior. i should explain this is station 27 off deanza boulevard. what we're told this is the off ramp from 92 westbound. the driver allegedly took this off ramp, lost control, then

crossed the street and slammed into this fire station. we have the video from last night. you can see the white gmc yukon and all of the fire personnel. no firefighters or personnel hurt but the two people in the suv, there were two in that msu. the extent of their injuries not known. this has not been confirmed but what wer hearing it was a female driver, a mother potentially driving drunk and her 17-year-old daughter was the paelg. the 17-year-old grabbed the wheel as she could see her mother was losing control. this is not confirmed but we have put in calls to the san mateo police department. they are investigating this accident. we're waiting to get that information confirmed. so far we can tell you that the extent of the damage here at the

>> welcome back everyone. a live look outside at the bay bridge. looks like traffic's moving smoothly. but look at that, shrouded in clouds this morning. a cooler start to the day. check the temperatures with christina loren. another day, another meeting, another deadlock in efforts to get a deal on the debt limit. the president and congressional leaders are set to meet again today. kristen dahlgren is live in washington, she joins us with the latest. good morning. >> good morning. today will be the third meeting in as many days that august 2nd deadline three weeks away and it

doesn't appear like the sides are really making progress at all. still far apart on things like spending cuts and the biggest stumbling block remains taxes. in a news conference yesterday president obama said that he would take the heat for putting the democrats so called sacred cows like social security and medicare on the table in exchange for republicans agreeing to bend a little on the issue of taxes. republicans, however, say that any type of tax hike would be job killing, they say it remains off the table for them. they are continuing to look for a little smaller deal between 2 and $2.5 trillion. the president said one thing is certain. they need to get a deal done. he's not going to sign a temporary extension on this. he said now is the time to do it. time to pull off the band aide he said. when they return to the bargaining table later on. >> more like brussel sprouts these days. thank you. 5:43.

unwilling to give up hope. the family of missing east bay nursing student michelle le is offering a $100,000 reward for her return. the family says they raised the money for countless fund-raisers and donations. michelle has been missing since may 27 when she disappeared during a break during her nursing school rotation. the family says they will stay hopeful and plan to keep her disappearance in the public eye until she is found. >> now we're hearing from the friends of a 14-year-old north bay teen who died during a slumber party. takeimi rao was found dead. she and the girls got sick with what they thought was food poisoning. the next morning takeimi was dead. >> she's like one of those

happy, upbeat people, always telling me to make the right choices. >> just amazing little girl. completely surprised and really sad. >> if anything, it's the fact they are so naive and if she drank too much it's because she had not had experience with drinking. >> police do not plan to file charges against the girl's parents because it appears they did not know the girls were drinking. 5:45. today's b.a.r.t. police review board will discuss a deadly officer-involved shooting. that prompted a large protest that shut down trains, snarled the evening commute. we've got video of protesters. crowding trains, blockingñi platforms, climbing on the train. it was there on july 3 that two officers shot and killed charles hill after he allegedly lunged

at them with a knife and threw a broken bottle. they say b.a.r.t. police were too quick to shoot. >> i don't feel safe with b.a.r.t. police around. they have proven time and time again as they respond to situations, that they are inadequate in bringing peace to a situation. >> san francisco police arrested just one person during those protests for public intoxication. >> hundreds of bay area kids with diabetes looking forward to summer camp will be staying home. the diabetes society pulled the plug on its summer camps in the santa cruz mountains and lake tahoe even though they are still advertising sign-ups on the website. the nonprofit says it does not have the money to run the program. the message reads we will make our best effort to return your contribution but cannot

guarantee an immediate refund. if you allow tuesday keep your contribution it will become a tax deductible donation. the weather forecast free this morning. i want to check with christina. >> it's a pretty good one except this fog in the city. if you live -- waking up inland, san jose, for example, east bay all around except for oakland we'll see really nice weather. but at the coast and in oakland, the fog is really dense and we expect to the become more on the thick side. so we're going to watch that all morning long. not impacting the drive because it's above the highways but mike and i are watching that for you. we'll let you know when that changes. a little drizzle in the thickest spots so take it easy wherever you're headed. mostly clear later on today. the 70s again, about three to five degrees cooler than yesterday. tomorrow, temperatures continue
