way with the forecaster rob mayeda. >> let's show you the temperatures we're waking up to. mostly 40s and 50s, some low clouds on the coastline. throughout lunch time today, should see 70s inland but still pretty mild for this time of year. livermore near 80, 65 san francisco, 78 in san jose. a check of your seven-day forecast, middle part of the week we finally start to warm up. looking more like july temperatures in mid-80s inland. the weather looking pretty good, mike. how is that morning commute? >> rob, of course very light now. it's 4:30 in the morning. with the northbound routes, there is one issue coming down in the south bay. a car went off of the roadway. folks familiar 20 area, there is a chain link fence, then a frontage road. beyond that there is a car. there's a lot of flashing lights. so be prepared for that. stay over a lane if you can. back to you. >> mike, thank you.

fear of retaliation in the east bay city of richmond. police or people rather afraid of the violence that could come next. last week three people were shot dead, just last night two others killed. "today in the east bay's" christie smith is live in richmond with what city leaders plan to do. good morning. >> reporter: good morning to you. certainly teams like richmond police have their hands full with a series of street level shootings, just last night a man and a woman both in their 30s were found shot dead outside an apartment complex. another woman was also shot. she was taken to the hospital. this was around 10:15 on bissel avenue. only 30 minutes earlier police were called to yet another shooting on gertrude avenue where police found a man in his 20s also shot. he's expected to survive and police are looking for a possible connection there. this comes on the heels of a shoot-out in richmond in a home there days before that resulted in three deaths near triangle

court, residents there understandably concerned about safety and fear of backlash on the street. now, this is an area of public housing and only so much in terms of budget money that goes around. some residents saying they would like private security but apparently that is not in the budget. the city, though, plans to upgrade lighting in the area but neighbors saying it's not enough. despite what appears to be a spike in violence, police are saying that due to community involvement and police presence they have actually seen crime go down in the area. no arrests in this latest shooting overnight. i do have calls this morning into the watch commander about it and as soon as i hear from him i'll bring that information to you. reporting live in richmond, christie smith, "today in the bay." >> the oakland police department trying to find gun man behind a fatal shooting. police found donald robinson shot to death in a car after

10:00 saturday night. the 28-year-old was taken to the hospital but was dead. police think they know who killed a young mother and set her body on fire in an oakland street last week. officers have what they call a person of interest in the murder of 21-year-old monica rodas-alfaro. but they have not yet released that name. they think that monica rodas-alfaro was killed somewhere else, then her body dumped near ivanhoe and shabeau. police are offering a $10,000 reward to information leading to arrest. the ymca on 45th is raising money to help the woman's family pay for her funeral. >> new information about the man killed by san francisco police in the bay view district over the weekends. investigators now believe he may have been a wanted parolee out of the state of washington who may have been involved in the fatal shooting of a woman there last week. meantime, anger over the incident still strong this

morning. community activists want an investigation by the fbi. san francisco police have cell phone video they say justifies the shooting. some witnesses disagree. >> you can see it in clear view. amateur video showing a gun with a black handle and silver barrel lying on third street, not far from where san francisco police shot and ultimately killed a 19-year-old bay view man. >> i think those police really need to be checked. they probably should be suspended without pay. >> but authorities say it's the same gun the slain man used just before being gunned down and say they were protecting themselves. the shooting happened when two uniformed officers were conducting a fare inspection at a muni light rail stop. they detained the man but he fled. investigators say he then fired at officers who fired back. >> this doesn't happen in pacific height. >> missha's own son was shot and

killed in 2001. >> they shot him 48 times. >> she argues increase foal video shows the suspect running away from police with his hands in the air and claims the gun couldn't be his and says it shows a greater problem with sfpd. >> she are shooting. last january, the recent shooting by b.a.r.t. police of charles blair, and now a black youth. >> now, that frustration is spilling out of the bay view neighborhood, an angry crowd gathered in the mission district overnight chanting cops, pigs, murderers. >> they are supposed to be trained so they can defend themselves without being the j jury and executioner. >> police have not identified the 19-year-old suspect that was killed. but he reportedly is a person of interest in a shooting last week in seattle wounding several people and killing a pregnant

woman. residents say that doesn't matter. >> did have a record or if they did insult the police officer, does not deserve to be murdered. >> 4:37. police looking for a driver who hit a man in antioch and took off. the accident happened near eighth street and around 4:00 saturday a. man was hit by a white sedan. the man is in serious condition. the latest shooting death of a young african-american in hayward is striking a nerve in that community. family and friends gathered for a vigil saturday at a gas station where the 25-year-old was gunned down. someone walked up to his car friday afternoon, shot him several times. in a twist of fate, caldwell was best friends with oscar grant and was with him on the b.a.r.t. platform when grant was shot and killed by b.a.r.t. police

officer. family and friends say these killings are what's wrong with their community. >> killing our race. you are killing a good man. black genocide is something that needs to end. >> gun control, i'm crying out to the city to help us. let's melt these guns and throw them away. >> caldwell is survived by two young children. demonstrators will be at sfo protesting u.s. airways over that saggy pants arrest. they will demand they meet with the naacp on the deshon marman case arrested last month at the airport after he allegedly refused to pull up his pants, then refused the pilot's order to leave the plane. he was never charged with battery on a police officer. the d.a. dropped the charges. marman reportedly plans to sue. >> almost two dozen san jose

firefighters will return to the department today thanks to a grant from fema and the homeland security department, 22 firefighters will begin retraining today. they were among 49 laid off last august because of budget cuts. the firefighters will undergo about six weeks of retraining before they return to work. >> and an update for the layoffs in the san jose police department. the "mercury news" says more than half of the officers laid off already have jobs with other agencies. many picked up by the santa clara, santa cruz and san leandro police departments. some are working for google security. the sjpd is down to 1100 officers, it had about as many as it had in the late 80s despite the fact the population has increased by about 25% since then. >> let's check in with rob mayeda. good morning. >> good morning, scott. a nice start to the morning. not a lot of low clouds inland so we don't have the low clouds which normally could slow your

commute especially around 17, mostly of the low clouds offshore. 50s now, a sea breeze will keep our temperatures running below what you expect. it has been a strange weather year and it's still strange on the north coast because we've got rain moving in north of ukiah if you head to the north coast wye have this system which is going to scoot by and keep our sea breeze going. mostly in the 60s and the 70s for the afternoon. 65 san francisco, close to 70 in oakland, 78 in san jose. further to the north we'll see highs in the low 70s around santa rosa and maybe north of lakeport to ukiah we could see stray showers this evening and tonight. if you like warmer weather we've got that finally, wednesday and thursday, we'll see inland temperatures climbing into the 80s and 90s. weather looking nice toward the middle of the week. >> we've got that to look forward to. we have to look forward to clearing. northbound 101 into san jose,

morgan hill, passing by bailey avenue reports of a jackknifed big rig on the shoulder. this has 70,000 pounds of produce from what i hear so we hope they get that on its way. it's mostly off to the shoulder. stay a lane or two to your left to allow them to work there. as well as if you come southbound 880, through milpitas, dixon landing road, working on getting the vehicle out of the ditch. we're waiting for more equipment. we see slowing northbound passing the area. i don't think it's spectator. probably sensors waking up. we'll follow this area as well as 880 north fast coliseum. a smooth drive now. as rob's talking about not as much moisture so fog shouldn't be a big deal. we'll follow that. everything counts on the morning commute. >> thanks. 4:41. if you drive by sand hill road don't be surprised if you see smoke. california's department of forestry and cal fire will burn an acre of grassland.

>> welcome back to you as we take a look at the golden gate bridge at 4:44. we'll check in with mike. lawmakers get back to work this morning trying to come up with a compromise that will raise the nation's credit limit. we have slightly more than two weeks until the august 2nd deadline. republicans, democrats, cannot come to a deal. today in the bay's brian moore has a look at how close the two sides are. >> reporter: today on capitol hill senator tom coburn unveils the most ambitious plan yet to break the debt ceiling stalemate. >> i wouldn't expect it to pass but i would expect people to look at it. >> reporter: he's taking aim on $9 billion in government cuts. >> pick half of them. half of them solve our problem. >> reporter: it's one of several competing republican efforts to beat the august 2 deadline to raise uncle sam's credit limit. mitch mcconnell is crafting what

looks like the leading contender, the critics say it may be too much of a compromise. >> well, look. mcconnell plan doesn't have 218 republican votes. >> it says we the congress will not take responsibility or accountability for our own decisions. >> before moving forward, the tea party is getting a vote on a balanced budget amendment. >> so the real deal to limit spending and get us in balance would be an amendment to our constitution. without that we're going to run america into the ground. >> reporter: plenty ever plans but right now no clear way forward. the balanced budget amendment apparently doesn't have the votes to pass but could clear the way to a compromise. brien mooer, nbc news. >> the debt showdown one of the things fueling the markets. for the rest of the news before the bell to nicole lapin. happy monday. >> happy monday to you. and it's a biggy. futures are lower as concerns over the debt issues not only in

the united states but remember in europe are weighing on the markets. no talks were held this weekend on deals to raise the debt limit and none scheduled today but the government could run out of cash to pay its bills in two weeks. asian markets fell on those concerns, europe is also lower. so we get data out today that could drive us higher but at this early morning hour we're still lower across the board. investors bracing for an onslaught of earnings this week as the fifth of the s&p 500 report today after the close we hear from ibm. the dow rose 42 on friday to recap, 12, 479. the nasdaq to 2789. the future of borders is very much in doubt. new future bidders from the weekend deadline on sunday evening for the bankrupt book store chain. a court is set to auction off the assets tomorrow. however, talks are reportedly ongoing with books a million

going to keep our sea breeze around the bay area. it may toss rare showers across the north bay later on tonight. so, if we're going to look at a warming trend, we need the sea breeze to back off. we're not going to see it between now and tomorrow. temperatures in the 60s and 70s, but as we pass the middle of the week, high pressure is going to build in and squish down the colder air to the coast. temperatures inland getting closer to the low 90s out to the tri-valley especially come thursday and friday. around the bay area, patches of coastal clouds, 40s and 50s. lunch time, warming into the 70s inland but these don't look like july. you don't see 90s on the board. we may get into the low 80s around morgan hill and gilroy. 80 los gatos, mid to upper 70s around san jose. by sunset we'll see increasing clouds in the far north bay. may be dodging showers. the seven-day forecast, warmest days of the week, during the work week should be thursday, i think for our inland spots. then flew the weekend, perhaps

>> 4:54 this morning. look toward the coliseum. movement growing in an east bay city to provide mentors to young african-american boys and girls, specifically those at risk. a pilot program funded by the department of education was launched to find and train mentors. the group bay area cares reached out to local churches to find people who would agree to give an hour a week to mentor youth. the goal is to find 150 mentors. they exceeded that with more than 300. >> it really makes a difference for them to see someone who is doing well and healthy and showing them that they care. >> just got tired of complaining
