it's 4:30. i'm scott mcgrew. let's get a forecast with christina loren. >> good morning, scott mcgrew. it's a good morning especially if you're waking up getting ready to hit the highway. we have crystal clear conditions for the time being. we are expecting in terms of low cloud cover and fog, i don't think we'll see too much. temperatures skyrocketing 10 degrees warmer. i've got those numbers coming up. we're talking about the mid-90s in some cities. that forecast is on the way. if you're trying to get to work, there's already some problems. mike, what's going on. >> 580 around greenville, video from the scene of an accident, vehicle a big rig got into an accident. a firetruck on the scene. there's the car, wedged

underneath the big rig 8 feet of that car into the driver's side. does sound like the driver was taken away from the scene, obviously injuries involved. we don't have the condition of the driver. the slow lane blocked at the seen, slow lane should be cleared in a few minutes. impact on the commute, a little lighter. no major slowing out of the altamont pass. scott, we're following this. if it does last more than half an hour, it could be a big problem for those from the east view. >> frightening accident indeed. new this morning, police budgets stretched so thin, it could take more than five minutes for emergency crews to get to you when you needed help most. "today in the bay's" christie smith live with us. five minutes doesn't sound like a lot, but if you're in trouble it is. >> that's exactly right. one of the most tart ling finds in this study is that the loss of sworn officers in the contra

costa county sheriff's department means many times they can't meet the standard operating procedure for meeting that five-minute response time for some top priority calls. instead, the time they are looking at now is more like eight minutes and 39 seconds. now, this due to the loss of about 50 sworn officers over the past three years. this the first countywide look we've had at police departments throughout the county at sheriff's departments. it shows them struggling to keep officers on the street when money is tight and retirement and benefit costs are going way up across the board. the study was ordered by the local agency commission which oversees boundaries and efficient public services. the study also found that to preserve patrol some agencies are cutting specialized crime fighting units. one recommendation is

unincorporated areas, places near san pablo, pleasant hill, antioch and brentwood consider things like annexation, which many residents may not want because it could mean they would pay more. the commission is scheduled to hear the report august 10th and they will take public comment. reporting live, christie smith, "today in the bay." >> thank you. 4:34. rescuers waiting for daybreak this morning to find a husband and wife, maybe one of their children, who may have slipped over a yosemite waterfall plunging 300 feet to the wox below. rangers at yosemite don't know how many swipers may have been swept over the fall or how it happened in the first place but witnesses tell one of our sister stations they saw a man and woman climb over the safety rail put the feet in the water and call for their kids to join them. campers say they saw three people fall into the water. >> when they fell, i actually

saw a head pop out and go back in. it was -- i was shocked. i mean, to see people fall from that high, and the current. >> the fall equivalent to a 30-tore building there. the trail that leads to the waterfall shut down to visitors while rescuers continue their surge. record snowfalls have made waterfalls particularly dangerous. it's easy for people to underestimate the force of the water. at least eight people have died at yosemite this year alone. two men died after being swept off a bridge near the hetch-hetchy. another one also not found. outlook not good for a teenager rescued from a sand trap. the parents say it is likely their son will never be able to

move on his own again. ryan has been in the hospital sin the 25th of june when he was trapped underneath the sand with no air at a church trip at watsonville beach. he and a friend had been digging a tunnel in the sand. south bay woman in jail for trying to kidnap a toddler by snatching her out of her mother's arm. the 3-year-old and sister, who was a teenager were playing outside at 9:00 on monday when 26-year-old maya flores walked by and tried to coax the toddler into going away with her by offering her candy. when the toddler ran into her mother's arms into her house, flores followed her inside, tried to pull her away from her mother. the mother said she fought flores off and called 911. flores was arrested two blocks away. two people behind bars in connection with a burned body dumped in an oakland

neighborhood, police not saying who the suspects were but they were arrested near john sweat elementary school in east oakland. police found the burning body of 21-year-old monica rojas thursday morning in rock ridge. a funeral set for friday more than at st. elizabeth church also in oakland. this morning deputies in marin county are mourning the death of one of their own killed by a parolee not in the line of duty but while helping a friend. deputy jim matheson was off duty tuesday morning when he wept to a friend's house in peta luma. he arrived there at the same time and shot him twice killing him and took his girlfriend's mother hostage. the young woman's mother grabbed a gun and shot and killed him. >> he got killed because he was stepping up to help a friend who had a problem. the only thing that's a positive

out of this is jim did what he needed to do to give the family time to defend themselves. >> deputy leaves behind a wife and two children. east bay leaders supporting efforts to overturnpike legislation which eliminates state redevelopment agencies. mayor and other city leaders will announce their backing of a lawsuit to save those agencies. they say without state funding affordable housing projects and improvements to transit could not be completed. governor jerry brown signed two bills last month which would eliminate 400 redevelopment agencies by october. some agencies would remain if only local governments used its property taxes to pay for projects in place of state funding. a new study shows a half million people in the bay area illegally about 8% of the total population. according to public policy institute of california, 180,000 illegal immigrants live in santa

clara county. 124 in alameda county, 79,000 in contra costa county. the number that file taxes with taxpayer identification numbers instead of social security numbers. all right. let's join meteorologist christina loren. >> good morning. we have a warm-up short-lived, a brief warm-up. hey, if you've been looking for summertime weather, can you get that today especially in east bay valleys. it's not going to last long, we have a trough trying to inch back into the area. as we head to friday and the weekend we'll drop off as quickly as we're expected to climb today. clear conditions this morning, just a little bit of a marine layer out there, 1200 feet. very shallow. i think for the most part today those low clouds will only hug the coast, not make their way that far inland making for a much warmer day, already

starting off in the 60s. 60 in hayward, 62 san jose. forget about that jacket, take a look at where we're headed later on today as high pressure really starts to move over the area. we're talking about the mid-90s inland, coast, 79 degrees in the city today and oakland 82 degrees. i've got that extended outlook. that really tells the story of what you can expect for the weekend. after all it is finally a hump day. find out what we're looking at at the roads. pretty busy, mike. >> unusually busy, a couple of major incidents. the first one an accident in livermore, westbound 580, better news there. we don't have updates on the injuries to the driver that was hit by the big rig, actually we don't know if the driver ran into the back of the big rig. it cleared. all lanes are open through livermore, 14-minute drive, volume of traffic kicking off starting to increase over the next 15 minutes over the

well, good morning, everyone. it's 4:4 as we take a look at san jose this morning. more than a dozen suspected members of the hackers group anonymous, including a few from the bay area are in jail this morning. the fbi picked them up during a

series of raids yesterday after a san jose grand jury indicted more than a dozen people. agents raided homes in 10 states including california. fourteen people, including two from the bay area for mounting a cyber attack on paypal based in shaez. they suspended paypal after it suspended wikileaks counties. they claim visa, mastercard and other sites. apple's earnings blow away the competition plus cutting perks on college campuses. for more on that and news before the bell let's check in with nicole lapin. good morning. >> good morning to you. futures are higher, you're right, scott, after strong rallies jumping on positive earnings from wells fargo, coca-cola, not to mention apple, congress may be moving forward a deal to raise the debt ceiling as well. asia rose overnight on that news, asia higher, so are we.

we do get existing home sales and data out, more earnings from united technologies this morning, ebay. nasdaq rose 6186. a lot of that tech move was really driven by apple, continuing to shine. not only beating wall street's forecast in the latest quarter. i don't know why they issue them. they blow them outfit of the quarter every time. they obliterate them. apple recorded sales of nearly $28.6 billion, $3 million more than expected, sold 20 million iphones, 9 million ipads, the company struggling to keep up with the demand for ipad. apple hinting at a new product launch in september which a lot of people think will be the new version of the iphone. hearing when students and professors go back to campus this fall they may notice a few

things missing. schools across the country are trying to find creative ways to cut budgets. montgomery college in maryland has dropped free precipitating for students, texas tech cut office phone lines, university of colorado boulder dumped trash pick up. this is fascinating. faculty have to take the trash out with them at the end of the day. eastern oregon university has everybody out of the pool, drained the indoor pool saying it was too costly to maintain. scott, i would take no swimming in an indoor pool for not having to take out the trash itself. that stinks. yes, the pup was intended. >> no place to put it. there you do. burning man, focus on art in the community headquarters 6th and market. the founder of burning man says he's setting up on purpose in a tough neighborhood in the heart of the city. he plans to use art to help

transform the tenderloin and mid market areas. >> there are a lot of opportunities to do what we do best. we built a city in the desert. we know something about making urban environments vital. >> larry harvey says the art projects are lessons and shows you see in the desert will energize the community on market. harvey says he has lots of radical ideas knocking around in his head and he hopes to roll them out in january. so a little bit of burning man coming to market street. christina loren, meteorologist, has our forecast this morning. good morning. >> good morning. you might be burning your feet if you're on the pavement in the east bay valleys, some hot weather on the way in comparison to where we were yesterday. yesterday we ended up in the low 80s, today, the mid-90s. big-time warm-up. can you see where the storm track has taken over the past 24 hours well off to the north. as a result nice and clear, it's a gorgeous start. what we are seeing in terms of low cloud cover hugging the

coast isn't going to last long. 10:00 a.m. push back out to the pacific, a really nice day. 62 degrees in san jose right now, 54 in santa cruz, 58 in the city as we head throughout the afternoon, take a look at your highs 10 degrees warmer in all cities from where we he ended up yesterday. 82 in oakland, gorgeous conditions in oakland, 92 in fremont, 92 degrees in gilroy. now, the shot lived mini heat wave, yeah, everything changes as we head into friday. you can see where the extended forecast takes you back to the 80s, 86 on friday, gorgeous weekend setting up. but here is what we're noticing. all meteorologist are taking a look at what we're shaping up for next week, looks like hot, hot weather back in the bay every single day next week into the weekend. triple digits back on the map. you've been waiting for summertime, it's going to come as we head through next week. make sure you have that ac ready to go. thank you, scott. >> thank you very much. 449, if calorie counts on menus

dolores park to powell to protest the deadly officer-involved shooting. 19-year-old kenneth harding was shot and killed by police officers over the weekend. here you see video of that scene. police say gunpowder residue on his right hand proved he fired at officers before he was killed. community activists, though, not convinced. they are calling for an independent investigation into the shooting. >> could the police scenario have happened? it's not beyond the realm of possibility. is there any reason why the public should automatically jump and believe it, no, because they have not presented the evidence necessary. >> harding was on parole after being convicted of pimping a teenager girl. he was a person of interest in the shooting of a pregnant woman in seattle last week. juvenile suspects won't be put in glass boxes, they are backing off a plan putting them
