affect your commute coming up. a live look at the bay bridge on this wednesday july 20th, this is "today in the bay." good morning, everybody. thanks for being with us. it's 5:00 on your wednesday making it halfway through the week. i'm marla tellez in for laura garcia-cannon. let's check that forecast with meteorologist christina loren. good morning. >> good morning to you. we've got big-time changes in the weather department, almost a 10 degree increase. in terms of daytime highs today versus yesterday. now, this isn't going to last long but you will get a taste of summer. at the very least i'll talk about what's coming next for the weekend. after all, you're halfway there. let's get you to work. mike has been busy at 5:00 a.m. >> we had the earlier issues and now this car fire which sounds like it may be in clearing stages at the south bay.

101 northbound sig alert issued earlier as the fire spread to a surrounding area around ellis street. i'll get confirmation from chp. so far we have yet to hear those lanes have been cleared. sounds like things are moving, marla. we'll track this. back to you. >> thank you, mike. traffic department new video this morning of a crash in the east bay, a car crashing into the back of a big rig. you've got to check out this video. the accident happened after 2:00 this morning. westbound 580 in livermore. you can see it's a serious one. the car rear-ended the big rig and was dragged several hundred yards before coming to a stop, wedged under the back side of the big rig. one person, the driver, was airlifted to the hospital with unknown injuries. all lanes opened less than 30 minutes ago. a new study out this morning suggests major budget cuts are causing big problems policing some east bay cities doubling

response times in some instances. "today in the bay's" christie smith live in martinez with more on the study and the impact on east bay residents. not the news you want to hear. >> good morning, not the news you want to hear at all when you call the sheriff's department in contra costa county for help. instead of arriving in five minutes, which is the standard response, what it's supposed to be, what they are saying is the new standard is closer to eight minutes and 39 seconds to arrive for some top priority calls. budget cuts here in the county forced reductions in patrol and other services. 50 sworn officers were cut in the past three years. now, this is part of the first countywide look at police agencies that find that many of them are cutting special crime fighting units, things like gang suppression units, closing substations, just to keep patrol officers out on the street. the study also goes on to

suggest that the six cities that include unincorporated areas, san pablo, pleasant hill, antioch, brentwood, concord, walnut creek, many residents there consider it politically challenging and taxes could be higher. but the suggestion is that they might want to just police their own areas. other recommendations include jointly buying equipment, which could save money for alameda and contra costa county. also saving special teams like gang suppression units through cost sharing. also doing simple things like just deploying volunteers. now, the public will have a chance to weigh in on this. this whole issue will be taken up on august 10th at the board of supervisors chambers here in martin martinez. reporting live, christie smith, "today in the bay." thank you. pension reform in san francisco. residents will vote on pension reform this madoff. the city's board of supervisors

unanimously approved placing mayor ed lee's reform proposal in the hands of voters that would make city workers pay more toward retirement benefits and cap benefits received and raises the retirement age. mayor lee says san francisco would save almost $1 billion over a 10-year period. public defender has a similar measure which should make it to the ballot. he says it would save the city even more money. oakland voters will soon get to decide the future of a tax mayor. the city council voted to place $80 per year tax proposal on special election mail only ballot in november. the mayor says a temporary five-year hike will net oakland $11 million a year. she says the funds would boost hiring of police officers and save libraries. oakland leaders closed a 58 million deficit but more short falls are expected later this year. 5:04, the tension is high

this morning in san francisco's bay view district. san francisco police will hold a community meeting there later today to try and calm anger within that neighborhood. this comes after a nighttime protest turned extremely violent. "today in the bay's" bob redell live in san francisco with the latest on that situation there. good morning, bob. >> good morning to you, marla. yes, tonight san francisco police chief greg sur along with san francisco supervisor coen will meet with residents of the bay view district to address the shooting this weekend of a 19-year-old manna shooting police say was justified. there were roughly 100 people yesterday who beg to differ. can you see they made their feelings known at this bank of america branch at castro and 18th. whoever did that isn't the only one police say got out of hand. officers arrested 35 people

during the protest march. police say some people vandalized and smoke bombed the castro muni, the market and as they passed the police station someone through a hammer. many want more police accountability and an independent investigation after what happened when kenneth harding shot and killed by sfpd. the aftermath on cell phone video, angry people, surrounding officers as harding lay dying on the ground. two officers tried to stop harding at the muni bus station because he didn't have a ticket. police say he took off running and started firing at officers. officers responded, fired back hitting harding who died at the hospital. turns out harding was on parole, at interest in a deadly shooting that took place last week in seattle. there's been a lot of outrage

since saturday afternoon's shooting. over the weekend there's a report gangs were attacking a sum of muni bus drivers by throwing objects at them. one was slightly injured, none serious enough they have to go to the hospital. again, a community meeting being held by the san francisco police department tonight at 6:00 at the bayview opera house, which happens to be not too far from the site of the shooting itself. reporting live in the castro district in san francisco, bob redell, "today in the bay." >> i have a feeling that's going toafter tract a large crowd. thank you, bob. we continue to get new information about the shooting from police. last night they released the man shot and killed had gun residue on his hands. investigators say this indicates he did, in fact, fire at officers on saturday. at&t is get the green light from san francisco leaders to improve its network in the city. the board of supervisors narr narrowly approved a plan to install 726 utility boxes around

san francisco. at&t says technology inside the devices would improve internet, cable, land line services. opponents of the proposal said the four foot tall boxes would block pedestrian traffic. they also say they would inconvenience property owners and are also calling them an eyesore. work on that project could begin as early as today. an nfl labor deal appears to be almost done this morning. that may be good news for bay area football fans for several reasons, not only because it ensures a full season come september but also because it will allow the niners stadium in santa clara to move forward. reporter from the mercury news reports stadium credits precursors to loans for stadium projects. he also says among the loans listed in that agreement, one for the niners and one for los angeles. details, though, are still vague. we could get a better idea after the deal is voted on.

players are expected to vote today. owners are expected to vote tomorrow. 5:08, good morning. time to check that beautiful forecast. i can feel the warm up yesterday in san jose. good morning meteorologist christina loren. >> good morning to you, marla. good morning at home. we've got a significant warm-up even in comparison to where we ended up yesterday. yesterday, 3 to 4 degrees warmer than the day prior. for today about a 10 degree jump. so it's going to be a pretty warm day across the bay area. we are starting off nice and mild 60 in hayward, 57 in santa rosa headed towards the 90s inland. these are your lunch time temperatures. break for lunch your hour by hour forecast shows you 75 gorgeous degrees in hayward, 72 in oakland. if you're looking for the best weather today, that room temperature weather, get closer to the coast because inland it's going to be down right hot especially because we haven't had the 90s on the temperature

map for almost 10 days. it's been really, really comfortable. we've had that area of low pressure sitting and spinning up to our north. finally it moved inland. we're going to warm up a couple of days as a result. but we have more changes on the way for the weekend. we'll talk about those coming up. 92 in fremont, 83 in redwood city. that seven-day moments away. if you're out the door right now, mike is here to help you out. >> all right, we'll take you to the north bay where we're looking at slower sensors reading here. construction in novato, highway 37 at 101. that might affect your drive. lane restrictions down to san rafael. i want to point out the disabled vehicle reported in lanes on san pedro road. southbound side your commute direction and slower direction as well. this should be cleared in the next few minutes. we don't see any drama there. we'll track that carefully. a lot of folks heading out of the north bay right now as it takes alleges longer to get to the city from there. east bay, no problems bay bridge

>> good morning, welcome back. it's 5:15. the senate will look at a bill to overturn the defense of marriage act. the bill defines the act of marriage between a man and a woman. dianne feinstein introduced a bill that would change that possibly paving the way for gay marriage. a senate hearing on the issue is scheduled for today. president obama says he supports the new bill. he says the defense of marriage act is unconstitutional and he has ordered the justice department to stop defending it in court. another website getting ready to ipo this morning. real estate listing and information service zillow expected to start selling shares at $20 apiece today, that's $2 higher than the seattle-based company predicted friday.

zillow's ipo will be just one factor driving the markets this morning. for a look at the rest of your news before the bell we turn to "today in the bay's" nicole lapin live at cnbc world headquarters. good morning, nicole. >> good morning, marla. that could add some spirit to the market. futures are still a touch higher after yesterday's strong rally. apple could give tech a big boost after it smashed wall street's earnings forecast last night selling more than 20 million iphones stocks jumped on positive earning as well from wells fargo, coca-cola and optimism congress may be moving towards a deal to raise the debt ceiling. arab rose overnight, europe also higher. we do get a little data out on existing home sales and more earnings from united technologies this morning, intel and ebay after the close. just to recap market action, 12,587 is where we closed the nasdaq composite rising 61 to

2826. the days of getting mail delivered on saturday may be numbered. the u.s. postmaster general tells usa today drop in mail volume and soaring red ink could doom weekend livery which has been mandated by congress since 1982. he said it could prompt a cut to three days a week in 15 years. the postal service projected to use $8.6 billion this year alone. nissan is raising the price on its electric car, the leaf by several thousand dollars on the 2012 model. nissan is introducing the leaf to 21 more states by the end of the year. it's already available in california will it's going to cost at least $2400 more for the 2011 model but will perform better apparently in cold weather with a warmer battery with heated seats and heated steering wheel, not necessarily that you guys need that, but it's going to be there. those are the latest headlines out of cnbc. back to you marla. >> i'm sure you've been in san francisco before. it can get pretty chilly there. >> i know. epa if it's not, it's all about perspective, keep the top open

and all the heaters on, my favorite thing. >> that's always nice to keep your bottom warm. thank you, nicole. 5:17, one south bay county fighting the spread of illegally grown marijuana. the the sheriff's office is forming a marijuana eradication team. its mission is investigation and destroy illegally grown pot in the county. so far they have seized 40,000 plants with a street value of more than $60 million. 5:18 right now. certainly warming up outside. christina loren with a three forecast. >> good morning to you. finally the middle of the week, a really nice day for you especially if you're someone who is wondering where is our bay area summer. we're going to get a couple hot days. they won't last long. if you like the cool weather, that on the extended forecast in just a minute. high pressure out there really amplified overnight. you can see where the storm track is taking now clouds arcing up around that area of

high pressure. as a result we're seeing an offshore flow, a very shallow marine layer. perfect visibility. for the time being we'll see a little fog especially in places like san francisco and oakland as we head to the next couple of hours. right now crystal clear. in terms of temperature forget about the jacket, 58 in sunnyvale, 56 in san mateo. no 40s so significantly warmer than we started out this week. that stubborn low pressure that kept temperatures below seasonal averages finally moved instead. high pressure warms us up in a couple days. 92 in fremont, 82 in oakland and 85 degrees up in santa rosa. san francisco you are going to get the best weather today. 79 degrees, a lot of sunshine. and yes, we've got a giants game in town. it's a day game. if you've got tickets, what a treat. 80 by saturday, down to 80 on sunday. skyrocket next week. we'll talk about why and how long that next warm-up will last

"u.s. news and world report" placed 17 hospitals on the honor roll including two in the bay area. ucsf medical center number seven on the list while stanford hospital is number 17. the hospitals were ranked based on how well they did in 16 specialties as well as their competence in high stakes situations. the top five are number one, johns hopkins in baltimore, massachusetts general in boston, the mayo clinic in minnesota, the cleveland clinic and ronald reagan ucla medical center in l.a. 5:20, get ready to shell out more money to park at a b.a.r.t. station. details next. san jose becomes the center of the fight against the hacker group anonymous. we'll talk about it in tech today. >> heading towards the center of a lot of folks commute bay bridge toll plaza ortunndecott

good morning. welcome back. it's 5:23. take a look at this stunning shot of the bay bridge as the sun starts to rise on this wednesday morning. get ready to pay a little extra the next time you park at a b.a.r.t. station on the peninsula. starting august 1st, it will cost $2 to park your car for the day. b.a.r.t. stations at south san francisco, san bruno and millbrae will see the change in fees. the agency will monitor occupancy at those stations. b.a.r.t. says it frequently changes fees at the stations in reaction to demand. now we're going to check the

roads and see how b.a.r.t. is doing this wednesday morning. good morning. >> good morning. minor delays, ten-minute delays for the richmond line because of an earlier problem. it should be clearing by the time most folks hit the stations. this should be cleared. that's what we're told. two lanes blocked northbound 101 ellis street coming through mountain view. i keep calling and reassuring it's about ready to clear. no major slowing now past 237 and heading towards ellis street, a smooth drive along the peninsula. through the east bay a 14-minute drive out of the pass through the interchange, earlier big rig cleared from the roadway. 62 for ellis street, baypoint slowing portion of highway 4, no drama through walnut creek or caldecott tunnel no meeterings lights through the tunnel. 12:45 games a lot of congestion

of the story. hackers hit paypal after that company owned by san jose ebay made them angry. prosecutors are using that case as the first attack on anonymous filing in san jose. at least 16 hackers caught up in a nationwide sweep. one report says two are from our area. the group often wears masks like these when seen out in public protesting the church of scientolo scientology, which is another. take away the mask and you find people like 20-year-old unlv student. her lawyer says what she did was little more than civil disobedience. another news apple said it had its best financial quarter in history selling more than 9 million ipads in three months. more ipads sold, marla than mack computers or ipods. the only thing that beat it is iphone which accounts for half

revenue. apple the second most valuable company in the world. steve jobs not on the conference call with reporters and analysts. he stepped away from the day-to-day operations of the company. reporting what matters to you, this is "today in the bay." good morning. thanks for being with us so early this wednesday morning. it's 5:30, i'm marla tellez in for laura garcia-cannon. certainly can expect a beautiful day around the bay area no matter where you are. meteorologist christina loren is tracking the great weather. >> you're probably going to need to use your ac after we had such a fair stretch of weather. temperatures running 10 to 15 degrees below seasonal averages. today down right hot. break out flip flops and short sleeves. don't break them out for long. changes on the weekend. we'll sort it out in the complete forecast. good morning, is it good, bad, or ugly this morning. >> talking hotter weather. we had a hard time with car fire. that sig alert canceled northbound 101, all lanes cleared at ellis street just in time for lanes to get crowded with cars marla. we'll show you a wider shot coming up in the report. back to you.

well, looking to calm a tense situation today, san francisco police chief will hold a community meeting in the bay view district. last night a protest over the recent fatal shooting involving an officer turns for the worst. today's bob redell live in fran with the bay view with the latest for us. good morning, bob. >> good morning to you, marla. yes, that meeting planned for tonight on behalf of the sfpd is designed to calm the anger erupted in the bay view district over saturday's police shooting death of a 19-year-old man. that meeting tonight will be attended by the police chief himself and local san francisco supervisor. that anger spilled over into the castro district last night where protesters marched. one of them smashed a window at the bank of america branch. it should be noted this appears to be isolated. we weren't able to find any other damage out here this morning. last night's protest march was more disruptive than anything to

the opponent police ended up arresting 35 people. the march started at dolores park when they arrived in the castro police say protesters smoke bombed the muni station here and disrupted service along market. at the mission police station someone threw a hammer at officers. no one was hurt. the marchers are demanding more police accountability after saturday's shooting death of kenneth harding. two officers tried to stop harding at the muni station saturday afternoon because he didn't have a proper transfer ticket. police say harding then ran and started firing his gun at officers. officers shot back hitting harding. you can see him in the cell phone video after the shooting lying on the ground. he did die later at the hospital. harding had been on parole. incidentally was wanted for questioning in last wednesday's shoot death of a young woman in sal seattle. there's been anger since saturday's saluting. some kids in the neighborhood

reportedly threw things at muni. bus drivers slightly injuring one, which brings us to tonight's community meeting. again, san francisco police chief greg suhr will be holding this meeting at 6:00 at the bayview opera house to address the shooting, talk to residents who live in that neighborhood. by the way, the opera house isn't live from the site of that shooting. live in san francisco, bob redell, "today in the bay." >> no doubt people will show up to hear what he said. police offering more evidence showing the shooting was justified. they said 19-year-old kenneth harding this gun residues on his hand. they say that suggests he did, in fact, fire at officers saturday. two people are in jail this morning in connection with the murder of a union city mother. police have yet to identify the suspects but say they were taken into custody in east oakland yesterday. they are accused of killing 21-year-old monica rojas and setting her body on fire in the

rock ridge neighborhood of oakland last week. a funeral for rojas is scheduled for friday morning. 5:34, a new study out suggests major budget cuts causing big problems in some east bay cities when it comes to policing and emergency response. "today in the bay's" chris submit is live in martinez with more on the study and the impact it has on the folks who live in the east bay. good morning. >> good morning to you marla. this is not the thing you want to hear when you call the sheriff's deputies for help, that they are on their way but maybe not as fast as you think. the new study found average response time for top priority calls has doubled from a goal within five minutes to closer to 8:39. the contra costa county sheriff's department has lost 50 sworn officers in three years. this is one of the findings of the first county wide look at police agencies across the board that found many of them cutting

special crime fighting units, doing things like closing substations and driving their cars longer just to keep patrol officers out on the street. the sheriff's department was forced to cut both patrol and special services. in a twist, crime rates, though, have actually declined in the county at the same time. the study also suggests, though, cities with unincorporated areas consider annexation. this could mean boundary shifts and higher taxes, so that could be controversial. other fixes include jointly buying equipment, hiring dispatchers in contra costa and alameda county. saving the special teams like gang suppression units through collaboration, and also doing simple things like deploying volunteers. the study was ordered by a county group that oversees and public services. the county will take a closer look at this whole report august 109. if you want to weigh in, that meeting is being held at the

board of supervisors chambers at 1:30. reporting live in martinez, christie smith, "today in the bay." thank you, christie. new studies shows half a mill illegal residents in the area. 180,000 ma santa clara leads the area with 180,000, alameda came in second with 124,000, contra costa county had 79,000. the study shows the number seems to be dropping as immigrants move inland or to another state. researchers used tax returns, previous national estimates and mathematical models to come up with these figures. good morning, it's 5:37, just a gorgeous shot behind me here. i love the shot of the bay bridge. this time of the morning you can expect a nice day ahead. meteorologist christina loren joins us with a look. >> good morning to you. we have very, very little low

cloud cover this morning. quite a change from when we woke up yesterday at this time. looks like high pressure doing the job. this is a strong ridge bringing temperatures up by 10 degrees from yesterday's highs. this is where we are right now. 58 in san francisco, saims same for oakland, 60 in livermore, 62 san jose, north bay 57 for you in santa rosa as we head throughout the afternoon another beautiful day especially at the coast. the biggest difference between yesterday and today at the coast, you're not going to have to deal with those clouds all day. even daly city where you rarely, rarely get a break from the fog and low cloud cover you'll get a break today. 92 los gatos, down right hot in fairfield, 94. as we head through the remainder of the week we have more changes on the way. also, hurricane dora just off the coast of baja. let you know what that means for mexican vacation plans. if you have those that's coming

up, let's get you to work on time with mike inouye. >> hurricane dora. looking at the north bay, a different situation with fog, low visibility. this morning just slowing traffic through the construction zone, still going on 37. the disabled vehicle at the bottom of the screen cleared from san pedro road and see things change as the crews continue over the next 20 minutes. a nice easy drive through the maze, down the east shore freeway off the card inez bridge. antioch, 10 minutes in, 5:30 is the kickoff speeds down to 27 as you're coming through this area here from here. holding steady 54, 55 for baypoint. that might be an issue from concord from baypoint. a live look shows oakland and volume of traffic picking up just a bit. smooth driving, good spacing between the cars taillights past the coliseum.

26-year-old maya flores walked by and tried to coax the toddler away from her. when she ran inside to her mother's arms flores followed and tried to pull the child away from her mother. the mother fought off flores and called 911. police arrested flores a few blocks away. the family said they don't know flores and have no idea why she did what she did. rescues crews trying to find a family of three who may have slipped into a yosemite waterfall plunging 300 feet to rocks below. rangers still don't know how many hikers may have been swept over the fall or how it could have happened in the first place. witnesses tell sister station they saw a man and woman climb over the safety rail and put their feet in the water and call

reward money to $225,000. the lapd says ramirez is still the main suspect in the case even though he has not been charged. ramirez is serving 10 months in prison for an unrelated parole violation. deputies in marin county are mourning the death of one of their own who was killed by a parolee not in the line of duty but simply helping a friend. deputy matheson was off duty when he went to friend's house in peta lumma to give advice about hal oran. he shot matheson twice killing him and took his ex-girlfriend's mother hostage. grabbed a gun and shot and killed him. >> he got killed because he was stepping up to help a friend
