>> well, good morning. i'm scott mcgrew. it's friday, it's 4:30. let's get a weekend forecast with meteorologist christina loren. >> the weekend has arrived. if you are looking for summer like weather this weekend unfortunately we're going to drop off by about 10 degrees from yesterday's highs. and we're looking towards a pretty significant round of fog. that marine layer should push inland. we have improvement on the way. we'll talk about what you can do for the weekend, outdoors, the best places to be this weekend. that's coming up. right now, though, south bay, some problems with construction. >> that's right. we talked about this yesterday. the full closure of 101. around the tully interchange. that will take you off the roadways. here are pictures from the construction zone itself. if we have that. all of that going on. a lot going on under the

overcrossing. scheduled to be picked up at 5:30. now we hear about a potential delay up to 8:00 a.m. this could be a huge problem because the slowdown starts about 6:00. two hours late sbeer the commute there's going to be tremendous backups. you see the construction going on. back to the map, the area circled between capital expressway and 680 will be the problem. capital expressway is a good alternate like i said as we heard from chp extended to 8:00 a.m. folks can take capital expressway over to 680, back on 101, or also chp is suggesting you get off at capital expressway, take it west of the freeway, they will direct you on mclaughlin. this could cause huge delays for this portion of 101, rippling through for 85 and 87. we'll track this. it may not last until 8:00 but that's what we're hearing. >> thank you. a gut wrenching day for two different families linked by the

same tragedy. los angeles police now confirming to us that officers have arrested two new suspects in the brutal beating of giants fan bryan stow. in a stunning moment for the stow family, but for the family of the man arrested for the attack a sense of relief. this morning giovanni ramirez remains in jail for a parole violation but the district attorney never did charge him in the stow case. now, two new suspects in custody. his lawyers say it's clear the lapd made a mistake. >> this is a true lesson of the judicial system in this country, specifically the fact that everyone should be assumed innocent until proven guilty. when i jumped in the case it was the complete opposite. >> police arrested ramirez in may after storming into an apartment where he was staying. ramirez is serving 10 months in prison because police found a gun in the apartment at the time and that violated his parole. >> news of the new arrest came out of the blue for bryan stow's

family and friends in the bay area. we spoke to bryan stow's sister and brother-in-law. they said the media were the first to call them about the arrests. so far the family says they are not ready to make any statementment we did talk to bryan stow's friend and former roommate in santa cruz. like stow's family, simon seemed to be caught offguard by the news. >> complete surprise. utter surprise and shock. just something i would not expect to have heard any time soon. >> simon also says if giovanni ramirez didn't do it then the lapd should clear his name and while the stow family isn't talking about the case they are talking about how brian is doing. on the family website yesterday there's a quote, his right hand was either trying to give a thumbs up or hold up two fingers. he also closed his eyes and then opened them on command and asked what his -- when asked what his last name was he mouthed stow. this morning new twist in a

controversial police shooting. san francisco police now saying they did not fire the bullet that killed 19-year-old kenneth harding. in fact, hard may have shot himself. a new report from the coroner's office shows the caliber of the bullet lodged in harding's head doesn't match ammunition used by the police department. it also doesn't match a gun that was found nearby after the shooting. but it does match an unused bullet that police found in harding's pocket. >> we believe that the fatal wound on mr. harding's body was self-inflicted. the investigation is still ongoing as to whether or not this was accidental or intentional. >> police are still trying to track down the gun used in the shooting. police officers say they are still looking for this gun right there posted in a video on youtube, and the person who appears to pick it up. there is a $1,000 reward for any one who leads them to the gun

used in the shooting. police say 19-year-old parolee kenneth harding died 18 shootout with police. harding ran away after they tried to stop him for skipping out on a muni fare. he was a person of interest in the murder of a pregnant woman in seattle. >> also this morning new video shows if moments before b.a.r.t. police officers shot and killed a homeless man on the civic center station platform in san francisco. you won't see the actual shooting in the video. an officer backing up, pulls out his gun and fires. b.a.r.t. says what you don't see is charles hill throwing a bottle at officers and lunging at them. you can just make out the knife in the blue circle you saw. investigators are doing dna tests on a second knife found on the station platform to see if it's related to the shooting. >> two former richmond police officers will go to trial accused of buying handguns for two minors. danny harris jr. accused of buying three guns from a dealer

for the minors and lying about who would use them. harris and former officer raymond thomas jr. are also accused of setting up a sting operation where the teens would be caught with the guns. they are charged with conspireing to deceive authorities and obstruction of justice. both former officers are set to be in court next month. >> california trying to skirt the debt mess on capitol hill by asking banks for billions of dollars in short-term loans. state treasurer will ask to borrow $5 billion to brace the state against possible fall-out of a u.s. default. the treasurer says he'll be able to back out of the bank loan plan if the white house and congress reach a deal on the debt ceiling before tuesday. if no deal is reached, he says he'll be able to repay the $5 billion by selling so called revenue anticipation notes to investors. those are basically notes that fill the gap before the state

gets its tax revenue later in the year. >> today "don't ask, don't tell" could be silenced. after leon panetta is sworn in publicly as secretary of defense, he is expected to tell congress the military is ready to end its 17-year ban on gays serving openly. if president obama accepts panetta's announcement then "don't ask, don't tell" will be history in 60 days. troops have five months of training how to deal with gays serving openly in the military. it's a friday, let's get a weekend forecast and meteorologist christina loren. >> good morning to you scott, good morning to you at home. caught me offguard as i'm putting together my forecast. we're looking really good. we have a really nice day on tap. if you have been hot in the east bay valleys t south bay valleys, we're going to see significant improvement today. let's talk about what you can expect. set your satellite imagery in motion. what i can tell you right now is

soon. rail transit leaders releasing new financial figures today that could delay the start of service between downtown santa rosa and downtown san rafael. so far no word on the specifics of the figures, but transit leaders say it's possible they will have to redesign the plan. the so called smart rail was supposed to start in the fall of 2014 at a cost of $370 million. >> this morning police in mill valley are trying to track down those who broke into a school and made off with several dozen lap tops. police found locks cut open, windows forced open at the old mill school. officers say the school was likely targeted overnight tuesday or early wednesday morning. >> well, we all know the state's public schools are strapped for cash these days, so who better to bail them out than one of the richest men in the world. the bill and melinda gates foundation giving a million dollar grant to community colleges and the state system. the money will be used to help

abuzz. apple is reportedly exploring the idea of buying -- they have a ton of cash. the video streaming site may be put up for sale by the owners including disney, comcast, our parent company, and news corp. google has the right to several popular tv shows and competes with netflix. google which owns youtube and yahoo! are reportedly also interested in getting in on it. >> a judge has signed off an borders' plans to liquidate. the bankrupt book store chain will begin going out of business sales today. borders expects to close doors for good at the end of september. not all stores may close. books a million has put in a bid to buy 30 but those are around the northeast, scott. rest in peace, borders. >> thank you, nicole. two environmental groups are suing the city and the zoo trying to stop the zoo's plans

to develop 54 acres in noland park. the council approved the project which calls for a new veterinary hospital and camping area and education center. environmentalists say it will threaten native animal and plants in the park. the zoo insists the construction plans are on the up and up and in line with required environmental reviews. >> so, it was hot yesterday but i know christina, i have no right to complain based on the rest of the nation. >> i know because not only are they dealing with triple-digit weather from texas north through the midwest, they have got humidity. really, really heavy air out there. making it feel even warmer. because of course that moisture has a mass. as we head throughout this afternoon we'll see more moisture but it's going to cool us down. a nice marine influence kicking in. and san francisco, boy, what a drop from yesterday you can expect today. cool onshore flow. as this trough of low pressure, you see that even a little

shower activity just to the north of the bay area this morning, the northern most portion of the state. well, it's going to cool us down. significantly from yesterday. 60 degrees in livermore, yesterday livermore hit mid-90s. today much cooler. this is what we're forecasting. 86 in livermore, 88 in fairfield and 86 in concord. we continue to drop off as we head throughout the weekend. a comfortable weekend on tap for you. here are those numbers. as we head through saturday and sunday we will fall to the 80s, next week overall looking much warmer as a whole. temperatures are going to climb back in the 90s. 95 wednesday, 96 degrees thursday so. the big story is after we get through this cooler than average weekend, next week those triple digits are back. you might not be able to make outdoor plans next weekend. breathe in the air, good air quality today. back to you. >> coming up a barber shot by police. the officers cleared of charges.

>> welcome back. it's 4:51. if you are headed out the door in the south bay don't. stick around. mike's got a lot of traffic news for you. the grieving family of an oakland barber shot and killed by police is suing the city for $10 million. the family says they found witnesses who are telling a different version of the story told by police. officers say 37-year-old derek jones lied to them when they asked about claims of domestic violence made by his ex-girlfriend on november 8. jones ran away but police cornered him at the end of an alley. officers say they thought jones was reaching for a gun when they shot and killed him. turned out jones was reaching for a small metal scale. >> hundreds of people are expected to march on the streets of oakland protesting the city's massive budget cuts. the march coincides with an

thought. you know who i want to be in the story is that kid's dad. >> exactly. that's it. so far what i can contribute is the pout part. >> we've seen a few of those. >> in fact, well, giving the virtual pout for the freeway closure of 101 and the extension. we heard it was going to remain closed. then they told us it was going to clear up. then chp and caltrans said wait, it's open now. so slow, slow through the zone. that is great. actually instead of being extended 2 1/2 hours later it's picked up a half hour earlier than we expected. keep that slow zone in mind. send notes to your friends they do not have to scramble. lighter volume flew the south bay. across the bay, san mateo bridge moves smoothly. this connects 101 north along the peninsula. no major problems. visibility is great, too. a note on the right shoulder the
