an end yesterday just in time for summer training. marla tellez is live outside the 49ers' practice facility where things will come back to life. good morning. >> reporter: good morning, laura. we're alone out here now, but no doubt that's going to change. the doors here at the training facility for the niners, they are slated to open as of 7:00 this morning. it's still dark out here but we want to give you a shot of what's going on behind the gate here from our mass cam. a hint of what's behind the gates. tents and equipment, ready to be put to use by some niners. when the doors open at 7:00 this morning it's for voluntary training, conditioning and even classroom instruction. for those players who show up it's a chance for them to get to know their new head coach, jim harbaugh was hired january 7. the former head coach says he's anxious to get the season started. he acknowledges they have a lot

of catching up to do in the office and on the field. >> the first order of business is start seeing our players, get knee to knee and eye ball to eye ball with them. and honestly that's the thing i'm most excited b. there will be an equilibrium for me to be back with those guys. >> during the lockout some of the 49ers have been working out not far from where we are this morning at san jose state, sort of an unofficial training camp partly organized by free agent quarterback alex smith. the camp nicknamed camp alex. now they have the real digs to come to. to be clear, today and tomorrow is voluntary training camp. official start of training camp is set for this thursday. that's when it was supposed to start now that the lockout ended it will start on time. laura, in case you wonder, the

nfl season, the regular season gets under way september 8. the niners' first game is september 11th, that's sunday at candlestick park against the seattle seahawks. >> thank you very much. a lot of people excited for that. san francisco police and muni officials now trying to make bus stops safer in one of the toughest neighborhoods. they meet with people in the tenderloin tonight to talk about concerns over bus shelters in the area. police say the bus shelter at turk and hyde streets has become a site for criminal activity. a community meeting happens at 6:00 at the tenderloin police station on eddy street. >> the mother of the man who died in a recent confrontation with san francisco police is speaking out about her son's death. she says she wants the truth from investigators about what happened the day kenneth harding died. chapm chapman's attorneys say they are given conflicting reports of what happened. police initially said they shot

and killed harding but later said it appeared that harding had actually shot himself. >> alleged serial killer joseph nos ar will be in koufrmt he has decided to represent himself on charges he killed four northern california women but asked the judge to report an advisory counsel to the case. prosecutors argue he is worth $1 million. he says he's too poor to pay for a lawyer. he is accused of killing four women between 1977 and 1994. >> east palo alto police believe two suspects went on a crime spree in colorado. police announced the names of the suspects. they say they were involved in a triple shooting in grand junction, colorado and two armed robberies. police say it happened in the days between the two deadly shootings in east palo alto.

cath are rin fisher and hugo cha strez died in the shootings. >> we're following a developing story this morn out of the east bay. a search will resume for a suspect who shot an east bay officer on patrol. it happen independent a remote area near the upper san leandro reservoir not far from the moraga country club. good morning. >> reporter: good morning. i spoke with park police by phone this morning and they tell me this manhunt is probably going to pick up after 8:00 looking for the shooters but also evidence of drug activity in the hills. they believe that the shooters in this case may have been protecting a marijuana grow operation in the hills when they opened fire on an east bay regional park police officer who was on patrol in rugged park lands near the upper san leandro reservoir, this before 7:00 last night. the officer was able to return

fire. unclear if he hit anyone but he they actually had to use an armored rescue car to get him out safely. police say the area has seen grow operations in the past. neighbors say they heard the gun fire and all of the police activity. a little too close for comfort. >> definitely we are concerned. if he's on the loose he can go nowhere but he can come only this side. families, yeah. we are definitely concerned. >> reporter: officers all called in to help out and a manhunt by foot and with the helicopter was eventually called off when it got too dark last night. we're told this morning that they will be looking for at least two shooters and maybe even more. reporting live, christie smith, "today in the bay." >> thank you. the san bruno city council is facing two big issues when it

meets tonight, what to do with an expiring moratorium on medical pot clubs. council members could set up rules or ban the establishment. voters approved a state proposition legalizing medical marijuana in 1996 and the city council is slated to approve a $9 million settlement over sewage spills. a group sued over alleged spills caused by decaying pipes. most of the settlement will be used to improve sewer lines. supporters for legalizing recreational marijuana are trying a second time to win over california voters. it got the green light from the state to gather signatures to place the initiative on the ballot. a similar measure was rejected by voters last november. i guess they try, try again. >> it's 5:07 now. time to check in with meteorologist christina loren with a look at our forecast. >> good morning to you.

boy, you snuck up on me. low pressure is going to keep things mild for us. and then high pressure starts to change things as we head closer and closer to the weekend. gradually tacking on a couple of degrees each day and we also have the potential for some strong thunderstorms to develop as we head through friday and saturday. you do want to keep that in mind. i don't think we're going to see anything widespread, mostly isolated but we're looking pretty good. until then, in fact, the temperatures don't start to climb until thursday. that's when we expect 90s. 55 in sunnyvale, headed to about 81 in fremont, 85 in gilroy and 83 in los gatos. in santa rosa, warmer for you, 82 today, san francisco i've given you a 3-degree increase from yesterday. the seven-day outlook coming up. right now let's get to you work on time with mike inouye. >> good morning. i'll take you over to the bay bridge. we have the lower deck out of

the city, your construction zone over to treasure island, that stayed the same. disabled truck replaced by a disabled car. i hit refresh on the report and it has cleared. so looks like the disabled vehicle wasn't causing a problem, now not an issue. 19 minutes off of the carquinez bridge all the way flew the berkeley curve. we're watch for the start, a little bit of slowing but no major drama yesterday. it's tuesday, so heavier volume so you might see more traffic and more slowing early on. accident at the bottom, right around sir francis drake. some debris in the road so watch that fast richmond/san rafael bridge splixt slowing through construction. but a live look shows us the conditions at the golden gate bridge. we don't need to look at that.

>> we mention in order major drama. a lot of drama here and the guy that lived to tell about it. a richmond teen survived a bear attack in the alaskan wilderness. he is telling his story. >> it's not my time. must have it through do, a lot to accomplish. i got a lot to do in this world. it's not my time to go. and i thank the man up there agrees. >> that will motivate you. 18-year-old victor martin greeted by family and friends yesterday, last night a lot of hugs. he's on crutches. he says he and a group were crossing a river when they ran into a bear. the bear managed to knock him down but he kicked that bear in the face. rushed to help other campers. six other teens were hurt. they waited more than eight hours for a helicopter to arrive. and they used their survival training skills to help each

>> 5:13 now. in the midst of tight budgets and multi-million-dollar deficits san mateo county found a way to give raises to the nurses and sheriff's agents. they reached agreement to give nurses an annual 3% raise over the next three years, sheriff sergeants are guarantee add 3% salary bump in 2015. in return both nurses and sheriff sergeants agree to change their pension plans that would raise their retirement age. the contracts save the county more than $4 million over the next ten years. >> each day ticks by without a deal the debt crisis has a bigger impact on our markets. president obama and john boehner addressed the nation, they talked about the cause and cure but offered no results. nicole lapin is live at cnbc with how the markets are reacting. good morning.

>> a very good morning to you. futures are a little higher, congress and the white house continue to stare each other down over raising the debt ceiling. stocks closed lower yesterday on concern that the ratings agencies regardless of what goes down in washington could cut the country's credit rating. asian markets rose, europe is higher. we get important data out on home prices, new home sales and consumer confidence. earnings reports that we're chewing through, ford, ups, all before the open. and everything is bigger in texas they say including the job market. over two years the lone star state added 262,000 jobs or half of the nation's pay roll gains, nearly 3% of an increase since the recession ended trailing north dakota and alaska. a jump in population, higher oil prices, sparking a drilling frenzy and texas with the reputation of being a pretty pro

business state. the u.s. postal service is holding a briefing to announce a review of thousands of local post offices to identify which ones to shut down in order to save money. most of the 3600 locations are in remote areas but it doesn't necessarily mean all of them are going to close. they are looking at alternatives like locating offices in local businesses, putting a post office in a town hall or community center, trying to get creative. as you know, the agency lost about $8 billion last year. they are trying to do something. we'll be watching. >> a lot of small towns that's like the only thing that's open. it's a big loss. see how it goes. >> right. >> mail you a letter today. help out the system. >> that's nice. you do it. do your part. >> we'll be pen pals. remember those? thanks. it's 5:16. san jose residents aren't jumping at a chance to support a tax increase though the city faces a huge shortfall.

a poll conducted by the city of san jose shows the only tax increase voters seem willing to deal with is a quarter cent sales tax. even that measure only got 57% support. in order for the measure to make it on the november ballot the san jose council has to unanimously declare a fiscal state of emergency. some observers say it's not likely that would happen. >> 5:17 now. time to check the forecast with meteorologist christina loren. >> good morning to you. we've got a pretty good looking day ahead of us. i'm watching the fog, so far we're looking good. nice and mild later on today with just a little bit of fog hugging the coast. that will probably be the case until 3:00 p.m. we're not going to see the marine layer as far inland. it will be a hint warmer. the hot stuff arrives later this week toward the end of the week. and this weekend as high pressure regains control of our pattern. so it won't be quite as

comfortable as it was this past weekend into this coming saturday and sunday. 56 degrees right now in livermore, 58 in hayward and you're 56 in oakland. when it comes to cloud cover at noon in the city of oakland, 68 with a mix of sun and clouds at noon, mild conditions and that will make for a high of about 72. 83 for livermore, and 85 degrees in gilroy. we continue to climb as we head into this weekend. not too hot and then we stop climbing on saturday. so we're going to fall down to the low 90s. not too bad when you consider we could have the triple digits. so we'll take mid-90s, at least i will. >> always looking for the "silver lining." thank you. 100 bucks for putting out trash cans too early or not putting them away on time. that could soon be a reality for people living in santa rosa. tonight the city council will talk about limiting the hours trash containers can be left at the curb. 12 hours before scheduled pick-up or 12 hours after.

will be held today for family and close friends. the troubled singer died saturday. autopsy results released yesterday were inconclusive. and more tests are being conducted to determine her cause of death. >> the condition of former governor arnold schwarzenegger's son is improving. his son christopher suffered a collapsed lung and broken bones while body boarding on july 17. yesterday schwarzenegger tweeted appreciation to well-wishers writing thanks for all of your support for christopher. means a lot to me and to him. he's doing much better and we'll have him back at full speed soon. >> california's failed video game law is going to cost the state at least $1 million. scott says probably more. >> general rule of thumb, if you lose in court you pay the other guy's legal bill. here is a check for a quarter million dollars, paid by the state to the video game industry, the first time california lost in court. and now another check is coming

after california lost for good in the supreme court. all over the law that would have prohibited the sale of violent video games to children. not only did the supreme court find the law unconstitutional, it savaged california over the ruling saying the state failed to prove its underlying case. the million dollars covers just the video game industry's side. california spent money on its own lawyers as well. >> speaking of money, shares in netflix under pressure after that company warned its massive price hike, 60%, will probably cause fewer people to sign up for the service as first-time customers. the stock was down more than 10%. netflix had been on a roll so even if you bought in the last couple months you're still up. also keep your eye on apple. that company shares topped $400 twice yesterday before closing under that magic mark. still, a high, all-time high of

meteorologist christina loren. she's got a look at our forecast. >> we have been so spoiled this month especially inland. we have more of the same, mild weather for today. then we start to warm up, also a chance for thunderstorms in our forecast. i'll let you know where and when coming up. let's check your drive with mike. >> thunder with an exclamation point. a lot of those, that means the construction zones have cleared in the last 20 minutes. southbound traffic on 17, starting to shift as far as the speeds. more folks are hitting the road. there is construction on 17 at the summit as well. >> thank you. stunning twist in the case of three middle school boys charged with sexually assaulting two girls during a field trip. all three now admit they attacked the girls in a redwood city park. two of the boys 13 and 14 years old could get a maximum of eight years for lewd and lascivious behavior. the third boy who was 12 could

get a year in jail for sexual battery. the boys admit what had they did yesterday t day their trial was supposed to start. two other boys are charged in connection with that assault. >> in hours officers will be out in force looking for one of two gun men who fired a rifle at park police in moraga. it happened in a remote area near the upper san leandro reservoir, not far from the moraga country club where "today in the bay's" christie smith joins us live with the latest. >> reporter: good morning. i spoke with park police and they tell me that this manhunt will likely pick up after 8:00 this morning. after someone boldly opened fire on a park police officer who was on patrol. they fired at him with a rifle. fortunately, he wasn't hit and was able to fire back. other officers had to drive an armored vehicle into the park to get him out safely. the east bay parks police officer was patrolling the upper

san leandro reservoir area just before 7:00 last night. police say when on patrol one of the things that officers do is look for active marijuana grows and the shooters may have been trying to protect their pot. >> east bay mud property is an area that has been known prior for marijuana grows, and we have had pictures in previous grows where we have had armed individuals guarding the groves. >> reporter: several other police departments had to come in and help out. all of the police activity and gunfire certainly a concern for neighbors, particularly because the gunmen weren't caught. police stopped searching because it got so dark but they say they will be back up today looking for at least two shooters, and evidence of drug activity. christie smith, "today in the

bay." >> thank you very much. this morning anti-drug agents are raiding marijuana grows in six northern california counties, part of a major operation to get rid of illegal marijuana farms in the mendocino national forest. the raids started last week and officers arrested 77. >> football is back. 49ers and raiders players getting busy following the nfl lockout that officially ended yesterday. marla tellez is live at the training facility at santa clara. players are expected to start trickling in. i guess it's their choice the they want to sleep in. >> reporter: that's right, laura. who doesn't want extra sleep. we're less than 90 minutes away until the doors here at the training facility in santa clara will open for the 49ers, this started -- expected to start at

7:00 this morning. it is voluntary training. some conditioning and even classroom instruction. because it's voluntary it's not certain who will show up. but those who do, for many it will be their first chance to say hello to their new head coach, jim harbaugh. the former coach at stanford and former nfl quarterback was hired january 7, now he says he's both nervous and excited to get his team together and the season under way, saying he's got a long to do list to tackle in the coming days. >> talking about practice starting, talking about signing undrafted players, college free agents, our own drafted players. unrestricted free agents. meetings. i mean, all that's going to take place simultaneously.

>> reporter: busy in the office and on the field. under the new labor deal nfl team cans sign rookies and undrafted free agents as of today. they can also negotiate with veteran free agents but players are prohibited from signing a deal until this friday at 3:00 p.m. the niners have more than a dozen free agents including alex smith and running back ryan westbrook. some of the 49ers have been keeping in shape the best they can, taking part in an unofficial training camp at san jose state. called camp alex, partly organized by quarterback alex smith. official training camp gets under way this thursday. >> they may be anxious to see each other so will come on out. thanks a lot. >> i hope so. >> across the bay the raiders are expected to start on wednesday. they are going to introduce their new head coach.

raiders play their first preseason game on sunday, august 28. wow. a month away. here on nbc bay area. start getting the chicken wings ready. it's 5:35 now. time to check in with meteorologist christina loren. >> you part of the raider nation? >> i know you are. >> she'll never reveal. maybe she will. as we get closer to the opening day. we're looking really good for today. wherever you're headed this morning at this time, 5:36. we don't have a lot of fog but we are expecting more of that especially between the hours of 7:00 a.m. and 9:00. really mild day on tap inland. a little cool and cloudy at the coast but things will change as we get closer to the weekend and this ridge of high pressure amplifies and nudges that area of low pressure out. that means we'll see offshore flow, maybe some thunderstorms moving into the bay area as we head through friday and saturday. and the best chance will be in the south bay and the east bay

valleys. we've got this subtropical moisture from the south. it's the monsoonal flow. it does make its way into the bay area. for us, our temperatures are going to climb from the 50s into the 70s, low 80s. 79 for concord. i'll let you know when we're going to warm up. right now let's get you to work with mike. >> we'll take you out to highway 4, we watched this after 5:30 to get an idea for the volume of traffic that might be going on through the east bay. here we're not seeing major slowing of the area. the only portion that showed slowing yesterday. we'll watch, holding up, ten minutes into what we expect to see. livermore holding up, though the travel time up to 16 minutes. so we might see a bump there over the next 20 minutes. construction zones, al kosa

north from the dublin interchange. we have a live look, 680 taillights south over the grade. and for folks onto 680 southbound the metering lights turn on at 6:00. this was the first week. should make things easier but maybe more slower for this week. and the san mateo bridge a smooth drive. away from us going to the peninsula no. problems. you can see the lights where it says san mateo bridge, you can see pretty far across. i know that we're watching the fog as it develops here. no surprises for us. >> we're always watching the giants. they get back to work after a brief visit with the president. the team toured the white house and of course met with president obama. >> suits. >> exactly. this is an annual tradition for whoever wins the world series. you would expect with the giants this time around a little different.

>> welcome back everyone. looks like traffic's picking up across the bay area on this tuesday morning. we'll have a full report coming up with mike in a bit. washington's blame game over the debt turned into a war of words last night. president obama and house speaker john boehner went head to head urging taxpayers to get involved. tracie potts joins us live from washington where time is certainly running out. good morning. >> reporter: good morning, we've got a week before this default deadline. still no deal, still no agreement, still very little compromise. president obama on the air ways saying this is a dangerous game that america cannot afford to

play because interest rates are going to go up, it's going to affect ordinary americans, it's not just an issue in washington. he says the temporary sfix not something he would consider but he will compromise back off taxing wealthy americans and go for the senate's backup plan including about two thirds of the cuts but no new taxes. john boehner saying no blank check, he went on the airwaves after president obama as well saying i gave it my all in negotiations, but the president just wouldn't budge. refuting claims that he had simply walked away from these negotiations. he says that the crisis is not in congress, it's in the oval office. so they are back and forth, no agreement here, both sides on capitol hill digging in as america waits to find out what's going to happen a week from now. >> we'll be waiting as well. thank you, tracie. it's 5:43. hearing postponed. the two men accused of beating

bryan stow will not be in court until next month. however, we are getting new details about the attack and we want to warn you that they are graphic. court documents reveal stow was disfigured in the attack. his tongue cut, his ears and nose slit. 30-year-old marvin norwood and 20-year-old louie sanchez are in jail facing charges ever assault and mayhem. the two are also charged with battery after getting into another altercation in the parking lot that same night. sanchez's sister was arrested as an accomplice but has not been charged. l.a. police are looking for other possible victims who may have run into the men at dodger stadium march 31. >> a napa man is free on bail after allegedly going into a family's tent and molesting an 8-year-old girl. marin deputies say a family of five was sleeping in their tent sunday morning. the girl woke her parents up and said there was a man sleeping in

her sleeping bag. a group of campers grabbed the suspect. the d.a. is now deciding whether or not to file charges. the suspect will be back in court in august. >> an east bay teenager comes face-to-face with a bear. this morning he is home with an incredible story to tell. a lot of cheers and kisses and a homecoming tears even for 18-year-old victor martin. he hobbled on crutches into his richmond home. he and six other teens were crossing a river when they were attacked by a bear in the mountains north of anchorage. the bear bit martin on the ankle but the teen's sense of humor is intact. >> o yeah, i looked at him. iiced him dead up in his face like right in the middle. he was done after that k.o., you don't mess with me.

we don't play that. >> he's lucky to be alive. in all, seven teens were injured by the bear. they are also talking about what that attack was like. >> when i saw the bear initially, the bear was probably about 15 feet from the first hiker and it pounced. >> the screaming that i could hear from my friends and the growls from the bear were loud and deep and the screaming, helpless screaming. i can still hear in my head. >> no doubt they will lose the sound of that. two of the students still in the hospital in alaska that have serious injuries. >> this morning a well-known orrinda man insists he is not guilty of swindling families out of more than $1 million. prosecutors say carl miller the former head of orinda real estate investment cheated 175 clients out of more than $1

million. much of that was their retirement money. miller allegedly spent the money on personal luxuries including a $3 million home and private jet. he pleaded not guilty. his lawyers say he is working to make things right. >> san jose state university trying to figure out how to house a group of returning students. there are more students than rooms. now it's looking for a hotel to house 200 students. the hotel will be within walking distance or short light rail ride but it hasn't figured out which hotel will fit the bill. once the university decides the students have five days to agree or decline and get their money back. the university is in a housing cut because of a rule that freshmen who live more than 30 miles from school must live on campus. if it's the fairmont i'm going back to school. time to check the forecast with christina loren. >> you and rodney dangerfield.

>> welcome back everyone. looking outside live at sunol grade. looks like traffic is moving pretty smoothly. we're going to check it in a bit. 5:52 now. the fate of 100 workers hanging in limbo as pg&e considers closing five power plants in the east bay. the utility says it wants to close the plants in east contra costa count tee make its power grid cleaner. the plants are all at least 20 years old run by burning patr petroleum coke. pg&e says it's possible the workers could be offered jobs at a facility in tracy. that plant in tracy is fueled by cleaner burning natural gas.

>> some people living in san francisco could be paying an extra $7 a month on electric bills. public utilities commission will decide today whether to make the city run clean power sf programs. it's only power provider. right now pg&e is 16% of the city's electricity. if approved the remaining 229,000 pg&e customers would automatically be enrolled into the service. residents could also opt out and remain with the utility. the average pg&e bill would increase to more than $46 a month. 5:53 now. want to see how traffic is flowing. >> flowing is the right word when we look at the south bay. really nice t speed sensors for the northbound commute direction. green means go. going out of san jose, on 101 as we have a smooth flow here, the connector reopened. there's stanford university and

because he's in a state of war. breivik has confessed to last week's bombing and shooting but pleaded not guilty terrorism charges. he is accused of killing 76 people in the dual attacks, the number was lowered after the government said some of the bodies were counted twice in all of the confusion following the massacre. 5:55 now. tv poker is doomed so says our technology reporter scott mcgrew. >> yeah. i said that before, now i'm getting some backup with an article in the "wall street journal." what it said and what i've said is that as the feds crack down on those online poker sites, it leaves fewer advertisers for televised poker forcing them to a more obscure network on cable. it had been a symbiotic relationship.
