long time coming for the san bruno neighborhood devastated by last year's deadly pipeline explosion. good morning. i'm marla tellez. i'm going to tell you what pg&e crews are going to do out here in the coming days as of today coming up. >> and we'll hear from the boy stabbed while he was walking his dog. it's thursday, july 28, "today in the bay." >> good morning to you. thanks for joining us. 6:00 right now. i'm laura garcia-cannon. i want to check win meteorologist rob mayeda in for christina. >> good morning. pretty nice start, clear skies, most places inland. boy, the fog is thick around the coast. you can see 50s for breakfast time, lunch time, gorgeous but it's going to feel warm, out toward the east bay valleys, tri-valley locations, mid 90s. 80s in san jose and 68 in san

francisco. pretty comfortable, the weather looking pretty good. let's see your morning drive. >> getting tough in the south bay. right to the accident reported southbound 680 at mckeefe. it's on the northbound side probably because of the situation on the southbound side though we expect slowing there. we have three lanes closed now at mckee. only the fast lane gets by in the southbound direction. expect it for both just off of that 101/680 interchange. >> good to note. we have an update on a disruption on american airlines flight bound for sfo. two people face charges after an assaulting a captain. damian trujillo is live with more. good morning. >> reporter: good morning. that plane landed at 2:00 this morning here at sfo but not before american airlines flight

1755 ran into some passenger turbulence, dealing with a drunk passenger at miami international, one witness took pictures. that's when passenger two jumped in and said his friend wasn't drunk but on medication. this happened about 9:00 eastern time last night. witnesses say the second passenger then lunged at the captain and punched him. there was a scuffle and others jumped in to help. police arrested both passengers. the whole thing could have been avoided. >> they refused to leave the plane. they couldn't communicate, it was spanish but the people running the plane didn't understand them. and the captain said i'm calling the police. the guy just lost it. the guy that was ill just walked right up to the captain and just went powe and slapped him really hard. the captain was stunned.

so was everybody on the plane. >> other passengers jumped in while crew members tried to bring the situation under control. we're told that the pilot might have suffered some permanent damage to one of his eyes. he has blurry vision as of this morning. the prime suspect in this, jonathan bias. the affidavit says he told the pilot, quote, when you fly to san juan, i will have you killed. chaos aboard a flight for sfo. i'm damian trujillo, "today in the bay." >> thanks for the details on that. 6:03 now. we have an update on the attack of a 13-year-old boy in san jose now recovering from stab wounds after he received those walking his dog. police say he was walking with a friend on monday when he bumped

into two other teen boy who is asked him if he belonged to a gang. when he told them no, they attacked him. we're not showing you his face to protect his identity. as soon as it happened the first two times i felt it in my back i realized i got stabbed. so when i went across the street i put my hand in my shirt, felt the blood. >> the 13-year-old lost a lot of blood and his kidneys were slashed. his family is happy he's home. >> the teens accused of setting a south bay elementary school on fire, causing millions in damage have apparently confessed. unsealed document shows that the teens did not plan to set san jose's trace elementary on fire. it was an idea that came to them as they were walking home. both 16-year-olds confessed to the july 4th fire that caused

$10 million in damage to the school. each boy will be charged as an aresult. the rebuilding process of the san bruno neighborhood that was devastated by last year's deadly pipeline explosion moves forward. it's not happening fast enough for the people there. marla tellez is live in the glenn view neighborhood with what's happening. good morning. >> reporter: good morning. it's called the glenn view reconstruction project. it's really designed to rebuild this entire area from the sidewalks to the street lighting to of course the homes. you'll recall almost 40 homes were leveled by last year's blast. the folks got some answers at a medium hosted by the city of san bruno. crews will be out here this morning as ordered by the public utilities commission. crews will begin digging up the abandoned section of pipe that was originally put of the line

that blew. this stretch of pipe has not been active since the mid 1950s. the san bruno city manager says it's part of the probe into did blast. after almost a year people living in this neighborhood are anxious. >> i think if the streets were repaired it probably wouldn't be the same reminder. but i think from a construction perspective it needs to be done. >> reporter: the city of san bruno says the project includes planting trees in the coming weeks, and the road closures that still plague the streets you can see, these road closures would be lifted by september. and the biggest isore that the folks have to deal with every day is the crater itself. its 26 feet wide.

that's expected to be filled in by early august which is around the corner. crews are expected to be out here at 8:00 this morning and should be for the next two days. >> for some it's too painful to return. thank you, marla. 6:07. this morning a fan faces charges of stealing a car with valuable giants memorabilia inside of it. there is a picture of 33-year-old aaron good. they arrested him at a motel 6. a short time after they found the car good was accused of stealing. the owner left the keys in the ignition. he had several bats and balled signed in the car. police recovered some but not all of those items. >> the parolee first charged with attacking stow is asking to be released. his attorney is seeking the immediate release.

they say the board caved in to pressure when it ordered ramirez to return to jail on a parole violation. police found a gun in ramirez's home while searching for evidence connected to the so beating. the louisiana exonerated ramirez by saying two other men were charged. police are looking for a serial bank rob here strong armed the same branch twice twine weeks. investigators released pictures of the suspect on monday. the robber allegedly showed the teller her handgun and demanded cash. she fled 18 white two-door late 90s car, possibly a chevrolet. a sheriff's office removed marijuana plants. they used helicopters to spot the gardens. so far it pulled about 65,000 plants out.

but they haven't arrested any one in connection to those. time to check the forecast with rob. he is in with a look at the warming temperatures. >> pretty nice right now. we don't have clouds in san jose. one of the reasons we'll be warming up from san jose, 80s and 90s but 59 to get your morning started. san francisco, lots of low clouds. downtown is still out there. you can't see it right now. 54 degrees, yes, fog to start off your morning. the sea breeze is out there, not as strong as the last few days so not only are temperature goesing to climb, we'll have to watch air quality. we'll see if we get close to fair the air tomorrow. it's starting to look like summer again. we should approach mid-90s. south around morgan hill, 80. oakland 60s for san francisco so you can beat the heat with a

drive over 17 ond head up to the embarcadero this afternoon. hot temperatures inland. then we'll fool off through the weekend. >> down to the south bay no clouds but a few incidents. one has cleared now. 680 at mckee. as it clears around, a drier. three crew answer three cars involved with minor injuries. and 101 after 680 shows slowing. just in, an accident with very few details. the accident involving a big rig. that is off to the shoulder at capital expressway. this was carrying hazardous material. that's what the sign says on the truck. we'll get an update. sounds like things should move. for the weekend the gilroy garland festival so. 101 heavy. as problem robb points out, it's

>> good thursday morning to you. a live look outside from the south bay. we'll see the temperatures creep up. 6:14 now. a good samaritan is in the hospital fighting for his life after he was shot while feeding the homeless in oakland. this morning police are searching for the gunman. christie smith is live with more on the story and the status of the good samaritan. >> reporter: good morning. he's known as brother john, and he was doing what he always did, and that was feeding the needy. he had finished serving a fish din tear a man he befriended about a year ago. they were talking and that's when someone opened fire on brother john and his family.

this on a man known for his generosity and helping the needy. i have calls in to oakland's homicide section for an update. i did just get in touch with a deputy chief who says at this point no arrests. they are still looking for the shooter or shooters. the 29-year-old was in a van with his wife and two step-daughters near 47th avenue, when someone shot at them. the 3-year-old step daughter was hit in the arm, his wife grazed. brother john was hit in the head and was last listed as being on life support. it makes no sense to those that he helped. >> i'm just trying to understand the situation. it's not easy to understand. i'm not going to ever understand it. >> reporter: a motive is unclear but they are looking at a number of scenarios, like mistaken identity or perhaps some sort of dispute that was going on. a $25,000 reward is offered for

information leading to the shooter. christie smith, today in the bay. >> tragic his kids had to see it too. a woman accused of busting into a san jose home and trying to grab a girl from her mother will be in court. 26-year-old myra flores will be arraigned. police say the girl was playing with her sister in the front of their home on july 18, when flores walked by and tried to coach the child away with candy. the two ran in and flores allegedly followed trying to pull the girl from her mother. the mother called 911. >> two people face charges after police put on riot dear. l.a. police had to shut down the streets after several hundred people began throwing bottles and vandalizing cars, upset

because the premier was cancelled. one man said he drove from san francisco to see the movie. >> it was really sad. we came out and he even tweeted like everybody go home, i get all of the fans were disappointed. i came a long way today. yeah. it was disappointing. >> the film was about a party last june called the electric daisy carnival raid. it was controversy because a girl die fd a drug overdose. police saying no one was injured last night. >> time to check the forecast with rob. >> good morning. pretty nice start to the morning. we've got san jose south we have clear skies in the south bay. oakland the game afternoon clock. should see temperatures in the 70s. and san francisco, the fog

machine is on. a sea breeze is pumping in the low clouds and misty skies over downtown san francisco. 50s now so we're one big climate for the moment with these temperatures in line but as we head to yoon you see the temperatures change. what is happening, it's squished down which means thick fog around san francisco and the coast but allowing the inland temperatures to climb into the 90s. likely into the weekend as well. monsoon moisture which has been planted in arizona may drift closer so we'll watch that for thunder perhaps to the south as we get into saturday and sunday. as you move south toward morgan hill it's going to get warm again. same for the tri-valley locations and 84 degrees for petaluma and 95 around

>> welcome back. a good thursday morning to you. sun is up. taking a live look outside in the south bay. hp paville lon. all quiet now. in a couple of weeks katy perry will sing songs there. time to check the commute. you were saying something is on the road. >> there is. we called it a roller. it's not a hair roller. nothing like that. we're looking at 580 with an 18-minute drive through livermore. the volume of traffic picking up. the slowdown right there around

north livermore or toward airway and slowing to the dublin interchange. so kicking in for the commute to the tri-valley. 13 miles registering at the l street, that's the speed at red where it shows 20 or below. 54 holding up through pittsburg, slowing slightly but it is slowing nonetheless. we track that portion, then heading to the maze, the metering lights are on but the maze moves smoothly. he there is a disabled vehicle rolling along heading over to fifth street. not a major problem but keep that in mind. stay over to the left as you head to downtown. i don't know if they are getting off or keep going. chp is getting throughout to help them. then the golden gate bridge, not much to see. i wanted to show it. it's tough to see. it will be an issue coming up. rob and i have seen wipers so

the mist may be thick in spots. >> thank you. 6:23. the agency in charge of planning bay area roads and transportation will soon leave for san francisco. metropolitan transportation commission voted to set up its new headquarters in the city. the agency will spend $180 million to buy and remodel an existing building on main street. leaders are puzzled. they question the quick decision and never had a chance to convince the mtc to stay. a san francisco woman's horrifying experience renting out her apartment has a website. >> the sight helps you find extra cash by hooking you up with travelers who want to crash on the couch. a woman says she rented out to someone who ended up stealing and trashing the apartment. she made this on a block post. she says she is working with

sfpd. air b and b regrets the matter, it's doubled the number of agents at the start up but it's not legally liable. we've been aviewsed or i have been of being a pes is a mist about the economic recovery. i'm not sure the success of facebook means the economy is stable. case in point, the juniper networks that makes network gear says it's not going to have great sales. in a few hours, juniper's value fell by 3.5 billion. you know who else is having a hard time. nintendo. it lost a tread amount, it puts so much of its saves in dollars and the dollar is dropping. the company is going to cut the

around the inner bay and the coast, then lunch time, we're at 80 in san jose, close to the 90s this afternoon. we'll hit the 90s around morgan hill and livermore. a check of the morning commute here is mike. >> the metering lights are on. the bay bridge toll plaza and backup slow coming off of the berkeley curve. at the bottom of the screen, it's a disabled vehicle. two vehicles now stopped behind this car to help out. stalled just south on the southbound side of fifth. so that will be a problem. this is in the construction zone in an area where newer lanes and traffic. a lot of activity right now. a better look at the commute coming up. >> passengers aboard an airliner at sfo finally. the plane was delayed at miami international after dealing with what american airline calls unruly passengers. damian trujillo is live at sfo where passengers are telling some of their stories.

good morning. >> reporter: some harrowing stories to tell, laura. good morning. the plane landed at sfo at 2:00 this morning, but not before the passengers spent about 2 1/2 hours on the tarmac while police took care of the problem. american airlines says flight 1755 was at the gate still when a passenger became unruly. they believe he was drunk or on drugs so they were going to kick him off the plane. his friend said he was on medication. american says that second passenger punched the captain of the flight. police arrived and now the fbi and miami is handling the investigation. but not offer other passengers jumped in, helped the crew members. >> there was a scuffle that took place so about three or four of us went out and tackled the guy

and there's two of them, tackled them. i guess the pilot ended up with some contusions on his face. we did what we needed to do to help out. >> the suspects are jonathan bias and luis bias. john told the pilot when you get to san juan i'll have you killed. san juan of course being the capital of puerto rico. we're told this morning that the pilot is suffering blurry vision and he may have suffered some permanent damage. >> thank you, damion. livermore police are investigating a fatality they are calling suspicious this morning. police found the body of a man in his 40s near portola avenue and meadows road on wednesday. investigators call it suspicious because there were no signs of trauma. it says the person who reported

it is not cooperating. >> the family of a nursing student continue to pray she is alive though police believe she is dead. family gathered last night two months after michelle le disappeared. the rally was to remind the public that she's still missing. >> most of us have gone back to our normal everyday lives. but then there's us. the ones who understand that there's no such thing as normal every day life or at least until she comes home. >> le was last seen at the medical center in hayward. she vanished after taking a break from our rounds. there is a 100,000 reward for her return. the rebuilding of the san bruno neighborhood that was devastated moves forward but it's not fast enough for the people who live

there. marla is live with what's happening today. good morning. >> reporter: we are on glenview drive, and our backdrop is, in fact t main side of the deadly explosion. for the people here restoring the neighborhood is not happening fast enough. they have gone through meeting after meeting. this one hosted by the city of san bruno. pg&e crews will be out as of this morning as ordered by the california public utilities commission. crews begin digging up the abandoned section of pipe that was originally part of the gas line that blew almost a year ago. this specific stretch has not been active since the mid 1950s. the manager says the pipe is part of the probe into the blast. while this is progress it's not necessarily enough for people

here and have to look at the aftermath every day. >> i want to see everything back together again. they are all building at the same time i don't care. get these people back. >> in the backyard, in our canyon, they had to remove 132 trees that burned down. we want to know if they are plabting trees. we were promised there would be trees planted in the spring. >> the city manager says trees will be planted. also the biggest eyesore, the crater. that will be filled in by early oug. and the road closures still out here, they are expected to be lifted by september. we have pg&e crews set to be out here so we're less than 90 minutes away from that. it should take about two days to complete. the primary investigation into the cause of the blast, laura,

that's being handled by the national transportation board that agency says they should release their findings by september 9. that will mark 1 year. >> thank you, marla. it's 6:36. a warning for parents. southwest police are looking for a man who exposed himself to a 13-year-old girl. it happens on monday near grant road and richardson avenue. the girl had a lemonade stand when a man pulled up, flashed the girl and took off. police are working on a sketch of that suspect. >> a peninsula landfill is closing. reflection on the way people throw out trash. the closure had actually been planned since 1965 but was kept open. officials say changing habits of throwing away less and recycling

more helped extend the life of the landfill. the center will remain open and excess garbage will be accepted. time to check with rob. he's in for christina bringing the tale of many climates across the bay area. >> yeah, this dry 15 minutes around the area you go from the 90s to the 60s. right now 59 degrees. you can see oakland we've got low clouds on the east side. 53 degrees. probably mist. we found the buildings in san francisco, at least the edge there. around places from san bruno mountain down into san francisco, a lot of low includes that will led to a misty drive. places like san francisco cool but inland not as much ocean air

conditioning. seven-day forecast shows inland spots stay warm as we kick off the weekend, a stronger sea breeze cools things off early next week. a look at the morning commute here is mike. >> we're following the slowing as you pass by an accident toward capital expressway. there is no leaking and no injuries but slowing there and further north so flowing all the way to 880. the rest of you moving nicely. 101 up the peninsula, these are green cars. up to san mateo, watch for the low clouds and the fog as well as across the san mateo bridge. the coliseum, low clouds there, visibility for the drivers not a quarterback. just seeing the drivers.

>> 6:42. you know, the days keep ticking away to the deadline to raise the national debt ceiling. the house will vote on a plan today but it's not expected to make it to the president's desk. tracie potts is live in washington with a look at the scramble to get this deal done. good morning. >> reporter: laura, good morning. that's why democrats say if this plan will never make it to the president's desk because not a single senate democrat will vote for it why are we wasting a day dealing with it. john boehner, the republican leaders retooled his plan after budget officials said it didn't save as much as he thought. now he found more savings, it's up for a vote but he's having trouble even in his party to get the tea party to vote for it.

a number of conditionses say they are not going for the plan. and it adds too much to the national debt. so, where is the road to compromise. there is a senate version, we haven't seen it yet, that has some of the same elements of john boehner's plans, specifically a commission that would come back in the fall after about a trillion dollars of cuts now, and take another look at this in the fall to dind additional cuts. the two sides don't seem to have put their heads together yet. we're now just about five days away from that deadline. >> americans getting frustrated. didn't mean to cut you off. 6:43. the world's most geographically knowledgeable teens faced off yesterday in mountain view. for those 11-16, the finals meant a chance to hang out at

google headquarters while showing off their knowledge about the globe. questions across all aspects. the u.s. team just missed out on the final round placing fourth overall. in the end the championship went to russia. the big story was what happened before that. alex trebek was on crunches, committed even though he had a rough night. he woke up to find a woman ransacking his hotel room. he was in town at the marriott. he placed the woman but stopped when he snapped his achilles tendon. >> most is gone. cash is gone, a piece of jewelry is gone. i figure the lady stashed it in

the hotel and will probably come back and try to relieve it. >> the accused thief is identified as lucinda moyers, still in jail. but as for trebek he will undergo surgery tomorrow. >> 6:45. the coungiants traded their top prospect for outfielder carlos beltran. he becomes the home run leader, hit 15 this season alone. giants don't have another player with double digit home run like that. the giants are in philly again and if tim is feeling bet e he had a stomach bug, he will be on the mound. last night matt cain threw seven innings, giving up one run. not a big deal.

the giants won that, 2-1. the a's bads have come alive scoring 13, 9 in the fourth inning. that was all they needed. oakland beat the rays 13-4. the two play again today at 12:35 in oakland. let's see what the forecast is going to hold. always good for baseball. >> oakland probably close to 70. we've got low clouds around the east bay in san francisco, but san jose, patches of clouds. san francisco, it has been a misty morning and due to the low clouds, some flights being delayed about a half hour this morning. so call ahead if you expect folks. in oakland you have low clouds. we'll break out the sunshine. lots of 50s, 60 in sunnyvale. through the afternoon things to a weaker sea breeze we'll see inland temperatures climbing up and south of san jose in the

moderate change. see if these drop off more with hotter weather expected. it swishes down the low clouds so we'll stay cool around san francisco and the coast. east of castro valley, one item to watch, temperatures aren't going to change a lot. hopefully that's not the case and they stay off to the south and the east because these can cause fires. most of that should stay in southern california. around the bay comfortable north of san jose in the mid 80s. morgan hill inland in the low to mid 90s for the afternoon. hotter if you head over to sacramento or chico. pretty toasty as we pick off the weekend. as the sew breeze turns stronger. >> 6:47. police are looking for the person that shot a man and his

micro climates across the bay area. you see the golden gate bridge shrouded this morning in the clouds. it's 6:50 now. an oakland man dedicated to helpinging the less fortunate is fighting for his life after someone opened fire on him and his family as they were feeding the homeless. christie smith is live in oakland with what police are saying about the search for the gunman and the status of the good samaritan. >> good morning. i did hear from oakland police. they say they are still trying to figure out why condition would want to shoot a man who made it his business to feed the homeless and the needy. no arrests. that man known as brother john was last listed in critical condition and on life support at a hospital. the 29-year-old was with his wife and two step-daughters in a van on 47th avenue. they had given out a meal to a
