it's 6:00 right now. i'm laura garcia-cannon. time to check in with meteorologist rob in for christina loren. >> hard to believe these are august temperatures we'll talk about. 61 san jose with overcast skies and you can see thanks to the san bruno camera, the base of the clouds close to 1,000 feet this morning. close to where our camera is looking toward san francisco. we have clouds inland. those will retreat around lunch time. temperatures today very mild. upper 70s san jose, 68 in oakland and 64 degrees around san francisco. a look at your morning commute here's mike. >> we'll take to you the south bay. we continue to follow this closure off of 101. 101 itself all lanes are open but the matilda off ramp closed because of this activity. live look from our photographer on the scene as they continue a fuel cleanup. that has an overnight injury accident. we're hearing 7:00 for the opening. i'll give you a reroute.

back to you. >> thank you. 6:01. it's set to be a done deal on capitol hill but is it? president obama and congressional leaders have agreed on a plan to prevent the u.s. from defaulting. lawmakers have approved it. some say the plan has holes. >> it will allow us to avoid default, it will allow us to pay our builts, it will allow us to start reducing our deficit in a responsible way. >> the united states of america will not for the first time in our history default on its obligations. >> the surface it looks like a sandwich. >> we'll have a lot more on the deal coming up at 6:05. tracie potts will have details in a live report and marla tellez will talk about the local impact that deal could have. in the meantime, 6:02. richmond is working to curb the deadly violence that's occurring over the last four weeks in that city. early this morning a shooting in the city's iron triangle. now a young woman is dead and

the search for suspects continues. damian trujillo joins us live from richmond with the latest. good morning. >> reporter: good morning, laura. it's a big crime scene here on nevin and eighth streets across the street from kaiser hospital. there's a body lying on the sidewalk in front of those police cars behind me. witnesses tell me she is a 25-year-old woman, a church going woman. they say with a good heart. she leaves behind four children. there are surveillance cameras here at the parrot terrace complex. the entire parking lot is an active crime scene. a scene at least seven evidence markers, some are bullet casings left on the ground by the shooter or shooters early this morning. we're in the iron triangle. the shooting comes more than a week after the police chief here announced the formation of a joint task force.

it is assigned to address the region's gang problems formed in response to numerous murders in richmond in the month of july. students on 8th and nevin are three blocks from the latest homicide in thecy. this also comes on the heels of national night out when communities across the nation spend the early evening and everyone taking back their treat if you will. that's going to be a tough task here but a lot of people feel they can take those streets back. we're still waiting to see what police tell us about what exactly happened. i'm damian trujillo, "today in the bay." >> thank you very much, damian. 6:04. three people are dead from three separate shootings each within hours of each other in oakland. the recent happened around 3:20 on sunday morning near the intersection of 87th and g streets. a few blocks from the coliseum.

police found the victim in highland hospital where he died. an ambulance was flagged down by a passing car. inside was a 26-year-old woman with a gunshot wound. she was taken the hospital where he was also pronounced dead. on saturday officers received a call of you multiple gun shots. they found a 16-year-old boy with gunshot wounds. police do not think the three deadly shootings are related. 6:05. an inspection of a gas line near the san bruno disaster is on hold. crews stopped the inspection as crews and neighbors smelled a strong odor, from a chemical added to gas and the unsealing of the mine released the odor. they say there was no gas but

they did refile the line. >> we continue to follow the latest developments. president obama says it's not a happy he is happy with but a deal to deal with the debt limit. tracie potts is live in washington. she joins us with an update. good morning. >> reporter: good morning. democrats aren't necessarily happy with this, the president says he's not happy with it. republicans clearly aren't happy with it so is this deal going to get through? we're now just over 24 hours from this deadline. we'll find out later today as leaders from the parties sit down with their members and try to convince them to vote yes, that this is the best way to avoid a public default. today we'll see meetings, essentially the deal says that we're going to cut just under $1 trillion from the deficit now,

which would include lots of military cuts. that's going to be a problem for some. another 1$1.5 trillion in the fall f. they can't come up with something that congress can pass automatic cuts would go into effect. today we could see votes, we're not sure yet. it's somewhat of a fluid situation. to talk about the impact not just in washington but in california and the reaction there, let's go live to marla tellez with reaction on how this will impact your area. >> good morning. yeah, i have calls in to congresswoman nancy pelosi and barbara boxer, both have expressed their thoughts on this potential deal. first, this could be a case of short-term pain for long-term gain. the deal if it is solidified could mean cuts to federal aid that could affect education grants to medicaid.

the state does not cut entitlement programs down the road it could lead states to trim spending and that could hurt millions of poor, disabled and elderly people. here in california, senate members are concerned about cuts to medical. our version of medicaid. that would affect 7.5 million who depend on medical. nancy palosy is not sold on the deal. she has stopped short of giving the plan her endorsement. >> we'll have to look. we may not all be able to support it. >> they have to calculate not only what the best policy is for the country but what the best chance is for their survival. >> reporter: senator boxer supports the deal. it keeps republicans from holding the full faith hostage. all eyes are on the u.s. this morning because the possibility of a credit downgrade has

investors still not so sure. but the good news is u.s. stock futures jumped after president obama signaled they have a deal. we're keeping an eye on wall street. back to nancy pelosi. it's not sure which way she's going to go. a political blogger writes ultimately pelosi is a team player and will not urge her democratic colleagues to rob president obama of the deal he wants and needs into this. it's only a matter of time when we see. >> we know you watch all of that for us. it's 6:09. the verdict for two bay area hikers detained will be delivered within the week. shane bauer and josh fattal were arrested with sarah shourd in 2009 when the three allegedly crossed the unmarked border while hiking of it shourd left

years ago found its way to fremont. someone found delmar's journal on a wharf in 1942. he served in the guadalcanal. he died 18 years ago but you saw his wife briefly, kathy, still alive, lives in idaho. their son lives in fremont. and a new zealand paper tracked him down and got the journal to him. kathy says reading the journal brings back so many memories of her husband and taught her things she didn't know about him and his experiences in world war ii. >> how does it make you feel listening to it? proud? >> it was really difficult, and of course i thought to myself you know, no wonder he was a nervous wreck. >> kathy and delmar met as pen pals during the war, and they

eventually met in person in 1948, obviously fell in love and had a family. it's 6:16. it's a one of a kind program to protect cyclists. pleasanton is using microwave technology to make it happen. others are watching to see how effective it is. bob has a look at how it works. good morning, bob. >> reporter: good morning. for a long time there has been sensors in the roads and above the traffic lights able to detect cars and adjust the lights. let's say keep the light green for longer so the car could clear the intersection. that same technology has not been able to do the same for bicycles because they are much smaller. pleasanton is the first place to change that. you're looking at what i'm talking b an intersector, new technology that was installed here at the intersection of foothill and stone ridge. it looks like a radar gun. it uses microwave technology to

detect and track a bicyclist as he or she approaches an intersection. it can tell the difference between the larger signature of an automobile and the smaller profile of a person on a bike. it can trigger a green light or keep it on longer so the bicyclist can get out of the intersection. it cuts down on red light running, something that sometimes bicyclists might be tempted to do. and also puts them in a situation where they don't have to cross traffic to push the crosswalk button to activate the red light. the city started testing this back in january. the trial went so well that transportation engineers decided to install them at six other intersections throughout city. if that second phase goes well, the idea would be to maybe make a standardish you at all 100-plus intersections or most of them.

things getting more crowded around the bay. we're looking here. you see the window, eastbound heading away from livermore toward tracy. there is an accident in that direction. the reason it's an issue is because it's visible from the westbound side so you'll have slowing right around north livermore avenue because of a big rig accident. this is causing slowing. 20 minutes out of the altamont pass. that happened early and it's sticking around. we expect slowing right around fifth because of slowing, disabled vehicle there and we'll end with a live shot of oakland. the volume picking up. crowded around the bay. >> thank you. commuters driving to the city of napa might want to be careful when approaching an intersection. starting today the city is reassuming red light camera operations at certain areas in town. no citations will be issued in the 30-day warning but expect $476 fine once the grace period

is over. the council voted to renew the 3-year-old program for another year. >> today is the first of august, scott mcgrew says a sad month ahead for cisco. >> probably will be. laying off thousands this month. we expect most will be gone by the 11th. that will be a week from thursday. cisco systems, san jose's largest employer makes networking equipment. it also dips into other businesses like teleconferencing and video cameras and consumer die vices and lost its way. the council will vote on whether to let cisco off the hook on a promise to build more office buildings in san jose. other news, hackers shut down the twitter account belonging to anders breivik. the group claims responsibility. at first they added tweets, then deleted. the last tweet they added said we want anders to be forgotten.

media should call him pathetic and nothing and had the hash tag, forget him. finally the head of the chinese factory that makes iphones and things, told local media he is going to bring in robots. it's a huge employer in china. the largest factory has as many in the factory as live in oakland. it would appear the robots are to keep up with demand. earlier this morning, started to talking about a -- robots won't be there in time for that but the sheer amount. 12-hour shifts. they have come under criticism for how hard they are working the workers. >> they can work the robots as hard as they want. >> seems that way. still to come on "today in the bay," the rom.

101 at matilda avenue. a live look shows you they are cleaning up the fuel after the big rig accident. that will last at least until 7:00. we're coming close to the 7:00 hour. tying up the city streets around the 101 as well. and we'll give you an alternate coming up. >> thank you. 6:31. president obama and congressional leaders have agreed on a plan to prevent the u.s. from defaulting. the house and senate still need to approve it. the proposed deal calls for more than $2 trillion in budget cuts, more than half of that coming from the military. the rest of the cuts would come from medicare programs and tax reform. this will allow the country to borrow that much more. >> the debt deal will likely get approval but questions are being raised on whether this means more cuts to additional programs, something the bay area is familiar with.

marla tellez is live in our newsroom with the details. >> cuts to programs such as medical, california's version of medicaid. now, about sen 7.5 million depend on medical and some state lawmakers fear this new deal could give states no other choice but to trim spending to such programs. there is talk about cuts to worker training initiatives, to funding for transit agencies and education grants that serve disabled children. washington lawmakers whose roots lie in the bay area are split on this plan. house minority leader nancy pelosi is not sold on it, simply saying quote we all may not be able to support it. but online political bloggers are saying there is no way she can rob president obama of the deal, keeping in mind the key to her success in the house is her strength among liberals in the caucus. for senator barbara boxer, she is all for the deal saying, quote, this agreement would help

us to avoid a catastrophic default and keep republicans from holding the full faith and credit of the united states hostage. the deal will be presented to both caucuses at 8:00 pacific time. and laura, a vote is expected afterwards. >> we're of course keeping tabs on this for you. thank you. we're going to have more on the debt ceiling deal coming up in a live report from washington. that's at 6:40. we have an update from richmond where deadly violence overnight claimed the life of a 25-year-old mother of four. investigators are interviewing witnesses and still looking for two suspects they say are responsible. damian trujillo is live at the scene and joins us with the latest. good morning. >> reporter: good morning, laura. it's been a busy few weeks in richmond, seems like one murder after another. the victim's body lying in front of the police cars.

they surrounded the body with a blue tarp. at this point in covering homicide this is is going to be a crime scene for eight, nine hours after the murder happened. witnesses tell me the victim in this case, the one still here at the scene s a 25-year-old woman, the mother of four. they tell me she was an innocent bystander. she is a good person they say, good-hearted. and church going person. not sure how she got involved in this shooting. the crime scene expands to the apartment complex, the parking lot at this point is also a crime scene. there are seven evidence markers i've been able to count so far. we're in richmond's iron triangle. one block from kaiser hospital, actually. the shooting comes a week after the police chief announced the formation of a joint task force. it's assigned to address the gang problems. it was formed in response to numerous murders in richmond in

the month of july. today's shootings are just three blocks away from the latest com side here in the city. of course this comes on the heels of national night out tomorrow when communities across the country, come out and get together and try to stamp out the violence in their neighborhood. damian trujillo, "today in the bay." >> sad news to report. thank you. sadly enough it continues. three shootings, three victims, no suspects this morning. three people including a 6-year-old boy are dead victims of three killings in one night. the violent night started before midnight on saturday when a boy was shot while walking near the intersection of sunnyside and 92nd. that boy died after surgery at highland hospital. while that boy was in the hospital paramedics are were trying to save a woman shot near 30th and telegraph. investigators believe she may have been attacked in west

oakland. across town a 21-year-old man was shot on 87th avenue and "g" street. he died at a local hospital. 70 people have been killed in oakland so far this year. there is a $10,000 reward in each case for information leading to an arrest. >> the woman accused of robbing alex trebek will be in court. 56-year-old lucinda moyers faces a pair of felony counts. trebek claims before he hosted the world championships at google he awoke to a woman stealing cash and a bracelet. the host of trk v's "jeopardy" is recovering from an injury from chasing the alleged burglary.

>> let's check in with rob, he has a look at the forecast. he's in for christina. >> good morning. right now we're looking at a lot of low clouds around the bay area, even our inland valleys out to the tri-valley, in the east bay, thanks to the marine layer. it's about 2,000 feet high and about 1,000 feet off the ground so it's a thin layer but it's moved inland. 50s and 60s, overcast skies and a healthy sea breeze which is good for our air quality. green across the board. good air quality around the bay area. you see a map like this usually means we're going to have an all day sea breeze why things will be cool for august. you'll head to the giants game. first pitch low 60s, cooling with patchy low cloud. in the sierra, a slight chance of thundershowers so most of the action now is moving off to the east as winds pick up out of the southwest higher up, that should limit dangers of thundershowers. nowhere near the bay area. high temperatures as we go

through the day, we're starting off in the 50s. lunch time should be nice, at least around livermore and pleasanton. upper 70s closer to san jose. 60s around san francisco and oakland. so the mild pattern is going to hold for most of the seven-day forecast. it's trending a little cooler toward thursday and friday. mike. >> we're getting a slower build now but still building throughout much of the bay area. we're still following this closure, the off ramp 101, a live look showed you they are cleaning up the fuel and it remains closed until at least 7:00. sunnyvale pd will let us know. you can still continue south for fair oaks. and get off from that direction. that's a good alternate. up the peninsula an issue at 92 at 35 headinging up to 280. there is a disabled truck blocking lanes. rob, you talked about with fog

>> welcome back. we're watching the latest on capitol hill this morning. the senate and house are expected to vote today to raise the u.s. debt limit. that proposed deal is also supposed to cut trillions from the deficit. back to tracie potts live in washington joining us for the latest. >> over $2 trillion to be specific. almost a trillion now, another 1.5 trillion this fall when democrats and republicans get together on a panel and make those recommendations. that was part of what president obama wanted. the bigger deal. republicans wanted the two-step deal. they merged them.

if in fact they aren't able to agree in the fall, then there would be automatic budget cuts that would ensue as a result of that. also, republicans wanted a balanced budget amendment vote. they get that by the end of the year. so those are the details as we know them now. but there is a lot more to be learned about this deal that was struck over the weekend. republicans and democrats sit down with their respective leaders in their caucuses to get all of those details. we understand that the senate will probably vote first before the house. they still have a lot of work to do to get everyone on board. >> we're going to see what happens. thank you for following it for us. 6:43. belmont police are looking into a string of burglaries. the thieves have been knocking on doors. if no one answers they break in. last week there were seven burglaries or attempted burglaries in belmont, all between 9:00 a.m. and 6:00 p.m. neighbors are on edge and

voicing concerns at neighborhood watch meetings. >> it definitely leaves your nerves raw and we're locking the doors and paying much more attention when we leave. even for short periods of time. that windows aren't open and the garage door is down and all of those things. >> police say the spree isn't just happening in belmont. they received similar reports in other communities including orinda in the east bay. 6:44 now. thousands of people in the bay area waking up with garlic breath. organizers of the garlic festival say more than 100,000 people turned up to sample garlic ice cream, garlic fries, not a record for the annual event believe it or not but attendance was up more than 8,000 people from just a year ago. still counting up all of the ticket sales. they won't have an official count until this afternoon. sales expected to bring in about $2 million this year. 200,000 bucks more than last

we have low clouds. because after strong sea breeze the temperatures kind of chilly this afternoon. right now overcast in san jose. it's 61, in oakland 60, you can see not much in the way of sun to get the morning started around the bay area. a blanket of low clouds, higher up from the ground so it's not impacting the mid span of the bay bridge or the golden gate bridge. our temperatures held down by a healthy sea breeze blowing southwest at 20 in fairfield and getting the wind mills going around the altamont pass. in addition to low clouds close to livermore. game time for the giants as they welcome the diamondbacks should be in the low 60s, dropping into the 50s as the game goes on. cool temperatures out at the ballpark this evening. we've had big thunder in the sierra, that starting to head to the east as winds pick up. one thing it's going to keep the thunderstorms away from the bay area. it's going to reinforce the onshore winds to kick off this week. they are going to turn stronger as temperatures drop down for

the second half of the week. in search of warmer weather, southern california is going to be warming up. if you have travel plans in the 80s and the 90s around los angeles, upper 90s, up and down the central valley which isn't too bad for this time of year. as you get toward lake tahoe look out for a chance of thundershowers. 78 degrees, 92 in redding and close to 90 in ukiah, so around the bay area today, upper 70s, maybe close to 80 in san jose. inland way below average for this time of year. 60s fairly typical. 74 petaluma. close to 83 for vacaville. the warmest day of the week likely wednesday for inland areas and the sea breeze turns on stronger for the second half of the week, cooling us off as we approach this weekend. >> warmer but not too bad. thank you very much. it's 6:48. an east bay city is trying to help bicyclists with microwaves. coming up next. >> we'll look how wall street is

getting on as well an issue toward 101. you see the lanes coming toward us, two of those are blocked. there is a denny's, a shell, still a cleanup. lasting probably past 7:00. you see the rig has been moved as well as a couple on the scene but still that has to be swept up. a number of barricades have to be moved. so probably until 7:30. we'll track this. the rest of the south bay, the volume increasing on the roads. 101 and 87 in the northbound direction, holding with the speeds in the 40s and slowing on 237 from milpitas. pretty typical pattern there. 580 through livermore. 25-minute drive, slowing around north livermore. then clearing by the time you bet to the overpass there. better toward the dublin interchange. a live shot of the san mateo bridge, westbound reporting some sort of disabled vehicle. be careful over to 101.

>> it's 6:52. it is one of a kind program to protect cyclists on the roadway. pleasanton is using new microwave technology to make it happen. a lot of communities are watching closely to see how effective it is. bob redell is live in pleasanton with a look at how it works. good morning. >> reporter: good morning, laura. if you have ridden a bicycle in traffic you know it to be an uneasy feeling. sitting in an intersection waiting for the light to turn green while you have this heavy metal rolling around you. the city of pleasanton installed new technology that could change that. make it safer for bicyclists, that device there looks like a radar gun, it's called the intersector, and it is so sensitive that it can detect the profile, smaller profile of a bicyclist as they approach an intersection. it uses microwave technology. when it senses that a bicyclist is at the intersection it will either delay the green light,

keep it up green for a little longer, or will trigger a green light so the bicyclist can get under way instead of being stuck in the middle of traffic. there have been sensors at intersections for years now but they aren't sensitive enough to detect bicyclists, only cars. pleasanton is the first city in the country to enact this technology. it's been here at this intersection at foothill and stoneridge since january on a trial basis. it went so well transportation engineers decided to install this technology in six more intersections. if the second phase goes well they will perhaps make it standard. each runs around $4,000 to $5,000. the test has gone so well that around 20 cities throughout the country have contacted the city to inquire about possibly installing this as well. reporting live, bob redell,

>> 6:55. the new batman movie is shooting in pittsburgh, pennsylvania. the real crime fighters not taking that as an excuse. a man with a gun tried to carjack a man in a car. the detectives got out, pulled his gun on the suspect but that's when the suspect tried to explain that it was all part of the movie. yeah. this morning that guy's playing the role of a jail inmate. 6:56. "cowboys & aliens," boy, they got smurfed over the weekend. the western was expected to run away with the box office. instead it tied with "the smurfs." the studios estimate they earned about $36 million. something for everyone. including on the markets this morning. they were up. >> good morning. but not much.

you would think with the budget deal it would be much higher. the dow industrials up 54% -- i wish, 54 points this morning as usher opens the market. it's 30 years of mtv. so there you go. i don't know why they had a musician open the markets, no music. the guy from new jersey doing it i suppose. >> we would expect more out of the markets. as you pointed out there is not a budget deal as of so far. nothing that's voted on. it's got to go back the last friday and think of how poor the american economy is performing, budget or no budget. you have a rise of 48 points. >> and how other countries are looking at us. we're keeping tabs on that all day. i want to thank you for joining us this morning. the "today" show is coming up next.
