we'll find out wednesday, "today in the bay." good wednesday morning and thanks so much for joining us. i'm laura garcia-cannon. as promised, we'll check the forecast. rob meyers in for christina. good morning, rob. >> good morning. pry pretty nice start, we have to watch out for patchy low clouds across the north bay 58 in san jose, precisely 50s to start out with low sunshine, temperatures today actually in the 90s around livermore and pleasanton, 83 in san jose, 67 in san francisco and about 73 in oakland. pretty nice start to the morning so far in the east bay. let's see how the commute is looking with mike. >> getting over to the city is fine. midday traffic heavier because of a giants game going on at 12:45. this popping up on chp reports, first debris now a flat tire and car with its wheel both in the

slow lane southbound. we'll track that, 16th, 18th given as locations. i'll sort that out with chp and give awe live shot coming up laura in a few minutes. >> thank you very much, mike. a new battle is brewing in washington and it is affecting more than just construction at airports right here in the bay area. both sides of congress are in a standoff over funding for the agency in charge of america's airports. "today in the bay's" marla tellez is live in palo alto this morning. she joins us with more. good morning. >> good morning, laura. they got the deal done. they did not get the deal that would restore funding to faa, federal aviation administration. that means local airport projects mad cow on hold. you might say they are grounded like the small planes you see behind me here. we're live from the palo alto airport this morning. this airport needs to be seismically retrofitted. but that's not going to happen during the stalemate that could last through labor day. about 4,000 faa employees and

some 80,000 construction workers are now out of work. almost 250 airport construction projects are on hold nationwide worth almost $11 billion. psych milk work at the airport in livermore is also on hold. construction of the $30 millionaire traffic control tower at oakland international also stopped. this, of course, not sitting well with local politicians. >> with this shutdown, there is no business, there are no jobs, and our economy is not being stimulated. >> now, here is where it really matters to you and me. it was thought this could bode well for passengers, because ticket taxes, which average about 10% of a round trip fare are suspended during this shutdown. you know, what the airlines they found a way around it. they found a loophole. most have raised their fares by amounts equivalent to those taxes so really just a big

effort to keep their checkbooks balanced. no break for the passenger after all. now, "the wall street journal" is reporting key members of congress have called a press conference scheduled for 11:30 this morning to talk about a short-term proposal that could, in fact, restore the funding to the faa. otherwise, laura, this shutdown could last through labor day. >> all right. thanks for the very latest there, marla. it's 5:03. this morning police in san francisco are investigating a robbery by an fbi impersonator. they say the victim was approached by a man at 3rd and newcomb who identified himself an fbi agent with a fake id. after he showed it, he punched him in the chest and took the wallet. the victim was not seriously injured. no arrests have been made. a brentwood man recovering from second and third degree burns after an accident at national night out.

it happened at belfour road. a local eatery that sponsored the event brought in a mobile diner to cater food. the worker went to investigate a hissing noise by the diner when a five gallon pro pane tank exploded. the explosion ripped a fuel line, totalling the diner igniting diesel. no reports of other injuries. more than 30 million people participated in national night out. oakland held 560 parties shattering last year's total. a 16-year-old from antioch is under arrest this morning. he was the subject of a statewide amber alert we first told you about. after it appears he was grabbed and forced to drive the getaway story, now he changed his story. christie smith live with details on his confession. good morning, christie. >> good morning."

this story started out dramatic with a robbery, teen forced into a car at gunshot to drive away. then police said he resurfaced and was okay but refused to cooperate with their investigation. now this morning they are saying that that teen that admitted his involvement in the robbery of al's barber shot on west 18th street in antioch and he has been arrested. now the kid had done odd-jobs for sometime. hassan ford had said he was the victim of a kidnapping and robbery monday afternoon. that's when a man with a sawed off shotgun walked into the barber shop and robbed the owner who was alone at the time. he took money and a watch and keys to his suv. police say that's when ford walked in. he had been on an errand. the man ordered him to drive them away in the suv. a statewide amber alert was issued, then the teen apparently called family and friends to say

he was released and okay. last night the teen was arrested and police say they served a search warrant on an antioch apartment and arrested another man, a 23-year-old believed to be the gunman in the incident. during a search, police say they also found a shotgun that they believe was used in the robbery and they say they found property they think was taken from the robbery as well. we did speak with the owner of the barber shop yesterday. that was before the arrest. at that time he was very shaken but he didn't think that the teenager could possibly be involved. reporting live in antioch, christie smith, "today in the bay." >> all right. interesting developments there. thank you very much, christie. pg&e will hold a community meeting tonight to talk about upcoming pipe work on the peninsula. the utility is getting ready to start hydrostatic pressure test in san mateo and hillsboro. people living close to the pipelines have already received notice. tonight's meeting will offer additional details. it will be at highlands rec

center at 5:30. pg&e is testing 150 miles of pipelines like the one that exploded last year in san bruno. it's 5:06 right now, a sale tax increase will go before san francisco voters this november. this week the board of supervisors agreed to add a measure to the november ballot. they want to raise the city sales tax rate from 8.5% to 9% for 10 years to ensure public safety programs and child and senior services continue to be funded. last month san francisco's sales tax fell by a full percent from 9.5%. after state legislators killed governor jerry brown's plan to extend temporary tax increases that expired on june 30th. a statewide leafy on research so did sales tax but may inch again. 5:07 now.

petaluma throwing support. city leaders voted in favor of the county ordinance. the ordinance is not written but likely would include a ban on plastic bags and a fee for paper ones. the waste management agency wants feedback from all cities in the county so it can decide whether voters would actually approve that county ordinance. let's check the forecast right now with meteorologist rob in for christina. >> nice start, low clouds breaking up, a nice afternoon. 50s around the bay area. look out for some patchy fog, visibility down to about a mile actually in santa rosa this morning. there you see southwest winds racing through fairfield, a sure sign we're not going to be running very hot in terms of our temperatures inland, a little warmer today. air quality fine thanks to the sea breeze. air is dry, all the action moving away from the area, yosemite. good news if you have plans heading to the high country. closer to the bay area, 83 in

san jose, hottest places will be out towards livermore pleasanton. should be a pleasant afternoon to camp the giants game, take on diamondbacks 82 in santa rosa. far north towards lake port that's where you'll find 90 degree temperatures today. tomorrow we're cooling off again as the sea breeze turns on pretty strong as we head towards the weekend. look at those temperatures, mike. i think it's still august. >> checking the calendar, looking at the seven-day. you're right, rob. we're looking to the approach to the bay bridge, from either side of the bay. right now smooth out of san francisco and oakland, heading out of oakland, southbound 880 you do have the issue at 18th. slow traffic very steady here, see headlights coming toward us at the coliseum, no major slowing. volume picking up a bit. back to the maps to show you what we're talking about through downtown oakland, broadway and 18th is where the disabled vehicle and the tire and wheel it lost are blocking slow lanes. watch for lights, move to the

left to allow extra room to work. tree down at pinehurst road at redwood road. probably won't be cleared until after 6:00. locals keep that in mind. locals to cloverdale there is a closure because of an accident at 8:15 yesterday involving a tanker truck. sounds like the driver of that tanker truck died in that accident. unfortunately we have the loss of life, also the closure of 128 right around 101 until noon south 101 clear from marin county. a nice view of all the lights from the north bay. no problems so far, talking about low clouds. >> traffic weather, they go together. singer katy perry could soon have impressive company. ♪ >> pretty funny. perry's latest hit "last friday flight" billboards say if it hits the top 100 perry's album

good morning to you. live look outside hp pavilion. katy perry coming. not this friday but next friday, certainly liven up that place, 5:14. friends and family will say the final fairwell to san francisco's bad santa. an irish wake will be held friday for santa john. he was the long time santa at macy's square for 20 years before making national headlines last christmas when he was fired for telling racy jokes to adult shoppers. the 69-year-old was found dead at his hotel room last friday. the cause of death has not been determined. the irish wake will be held at lefty o'dual's restaurant.

there will be firefighters there collecting for children. moody's investor service said because the debt ceiling was in time they will not downgrade. but with a warning. if the u.s. doesn't keep spending under control the debt deal could be lowered. it didn't satisfy investors. nicole lapin at cnbc headquarters with how the markets are reacting today. good morning. >> very good morning to you, laura. it didn't satisfy s&p either. that's the one agency we're waiting for. investors are nervous, though futures are higher yesterday morning after the massive selloff. investors appear to be ignoring the end of the debt ceiling debate that you outlined so well on capitol hill and focusing on concerns about the u.s. economy. it's the economy, stupid. after pretty weak manufacturing numbers, this is where it all started on monday.

we got some data yesterday on consumer spending that wasn't so great either. that just renewed concerns not only about our domestic economy but friends in europe as well and their debt crisis specifically what's going on in italy and spain right now. so all that news trickled over and all that sentiment to asian markets. they tanked overnight. didn't go to europe, usually comes around the globe. they are pretty much firm right now. what really could be the wild card is what's happening in terms of job creation. that just came out. job creation is half what it used to be. some payroll numbers we're getting in off the wires this morning at cnbc could drive the way trading goes. it's a precursor to jobs report. yesterday dow dropped 265 points, 11,867 is where we closed the eighth straight losing day for the dow. the dow hasn't dropped nine days in a row since 1978. we'll see how we go in terms of payroll data. looks like futures come off a little as we speak.

decided not to move forward. the council voted down the plan yesterday. that's your low tax news for today. 5:17 right now. time to check in with meteorologist rob mayeda. how are the temperatures looking? >> not bad. speaking of san jose, 57 degrees, overcast skies to start, we will see sunshine and a pleasant afternoon around santa clara valley. san francisco patchy low clouds bay bridge golden gate, will find patchy fog in the north bay. oakland 56, light winds. overall we're seeing the sea breeze winning the battle for weather. you can see in the fairfield southwest winds blustery. the look out for gusty winds toward the delta this morning. light winds toward altamont pass. air quality fine as we have marine layer mixing in the air to cause pretty good quality in the bay area. items in south florida, more on the "today" show later this

morning. we have tropical storm emily spilling into the gulf of mexico or race up the eastern seaboard. we'll be watching that as we head toward saturday. also to the south hurricane eugene, now a major hurricane. the system will weaken as it moves to cooler waters. some high clouds from the system, you may start to notice drifting over the bay area bit end of the weekend. we'll watch that closer to home. now, you can see the thunderstorms in the sierra last couple of days finally heading off to the east. we'll plan on pretty nice weather around lake tahoe. heat to the south, palm springs 112, 85 in los angeles through the central valley, 76 for san luis obispo. monterey low clouds and mist this morning and sunshine at times for the afternoon. 93 around sacramento. bay area temperature 80s around san jose, 67 for san francisco, 73 in oakland. north bay seeing highs in the 70s to low 80s from healdsburg south. today the warmest for a while as the sea breeze kicks in and we cool off for the first of

5:22, it will cost you a little more to catch a cabin san francisco. flagging one down will get easier. the city transportation agency voted yesterday to raise the fee charged to passengers at the start of the taxi ride. the new fee $3.50. it will go into effect next month. the board will also increase the number of cabs in the city. 85 new taxi medallions will soon be issued. hopefully you can find one when you need one. time to check the traffic with mike inouye. how are we looking? >> looking good. telling folks about a power outage as you pass through willow glen there was lights out. pg&e as well as san jose says there are no problems.

a live look outside this morning, beautiful bay bridge. wednesday august 3rd. this is "today in the bay." 5:30, thank you for joining us. i'm lawyer garcia-cannon. let's check the forecast with rob mayeda. good morning. >> good morning. right now we're seeing patchy low clouds. misty skies around the coast and peninsula. today's high should be the warmest we've seen this week which means 92 around livermore, 83 san jose, 67 in san francisco, which will be pleasant weather if you're going to head to the giants game. that could cause issues for the commute. >> marked on the map is the giants game at&t park because it is a 12:45 game, lunch time traffic condition later on. on the oakland side disabled

vehicle clearing from the slow lane passing broadway and 18th. smooth slow for 880, tracking north bay and i'll bring that coming up. thank you very much. he hasn't declared to run for mayor of san francisco and yet mayor ed lee already has thousands of dollars pouring into his war chest. what's notable, the majority of that money is coming from only a few people. not much evidence for financing for him to run. bob with that story for us. >> reporter: supporters of current mayor ed lee had to file campaign finance report this week. that does show there is financial support for him to run for a full term but that the support is coming in the form of large checks from a handful of people suggesting there isn't a tremendous amount of grassroots support from ordinary voters. again, it should be noted that

could change if he does announce an intent to run. here are the numbers by the bay citizen. progress for all, a political action committee, supporters established to encourage lee to run, raised $41,000 between the months of may and june this year. a huge chunk of that money, $41,000 came from just seven individuals. the rest came in the form of small checks from almost 180 citizens. now, those big checks, the seven people mostly business people, most, if not all, with ties to rose pac. she's a lobbyist for chinese chamber of commerce. and as reported considered a kingmaker in the city because of her long-standing role and influence in the politics of san francisco. she's gotten the ire of other mayoral candidates who called for an investigation into her campaign tactics. they accused her of pressuring a local garbage company for signatures on the run ed run

committee. she said she did nothing wrong. even though ed lee promised not to run for mayor when he took over for gavin newsom, he left the door open saying he will announce his decision next week. if he does run, there is catching up to do. some others have raised large amounts. reporting live here in san francisco, bob redell, "today in the bay." >> interesting look at the background. thank you, bob. there's been no apology for the man who was kicked off a flight after he refused to pull up his baggy pants. today supporters of the manner demanding one. the san francisco chapter of the naacp and color of change.org plan to deliver 40,000 petitions to the us airways ticket counter at sfo today.

they say deshon marman was a victim of discrimination. in june the 20-year-old was arrested and jailed after a confrontation with a flight crew of a us airways flight. they removed him from the flight after he wouldn't pull up his pants. the charges against marman were eventually dropped. us airways denies any wrongdoing. this morning the salmonella outbreak involving ground turkey is hitting close to home. health officials say one person from san francisco was affected. in total 77 people from 26 states have been sickened by salmonella since march. one person died. that person was from sacramento county. center for disease control and prevention still looking for the source but cdc is not calling this a national outbreak. they say people need to thoroughly cook ground turkey to an internal temperature of 165 degrees. construction projects of bay area airports still at a standstill this morning as both sides of congress battle over funding for the agency in charge

of the nation's airports. "today in the bay's" marla tellez live in palo alto with a look at how it's affecting bay area airports. good morning. >> reporter: good morning. another congress stalemate, this one means local airports like the one here in palo alto not getting the attention they need. the palo alto airport is due for seismic retrofitting work but that project like the plane behind me, that project is grounded because congress couldn't reach a deal to extend funding to the faa, that's the federal aviation administration. now about 4,000 faa employees, thousands of construction workers and 250 airport construction projects are in limbo nationwide. beyond the palo alto airport seismic work at the livermore airport also stalled and construction of oakland international's air traffic

control tower stopped. the mayor addressed the bigger picture of what this means for the bay area and beyond. >> it is a sad reminder of what's happening across the country where there's stimulus projects and jobs that can help us grow out of the recession that are being stopped because of politics. >> reporter: as for some airline politics that directly affect you the passengers, ticket taxes which average about 10% of a round trip fare, they are suspended during a shutdown. so that should save you some money. well, not the case because airlines found a way around that. most have already raised their fares by amounts equivalent to those taxes. they say they have lost about $440 million in the first six months of this year. that's according to the air transport association. hard to believe considering that just today msnbc reporting airlines collected $21 billion

in those extra pesky fees and all of 2010. now, laura, this faa shutdown could last through labor day but we're just learning that key members of congress are going to be holding an 8:30 press conference. that's this morning, to talk about a short-term proposal that could in fact make this all null and void and in fact restore funding to the faa. >> all right. thank you very much, marla, for the details. it's 5:37 right now. the young san jose boy who helped save two lives will be honored by the city today. the city's fire department will hold the ceremony later this morning to recognize him. on monday the 9-year-old noticed an elderly man and his 3-year-old granddaughter struggling at the deep end of the pool. he immediately dove in and helped rescue them with assistance of other bystanders. both victims tape to a local hospital for investigation. investigators are still trying to determine if the grandfather suffered a medical problem while inside the pool. but good timing there.

great honor for that hero. it's 5:37 right now. want to check the forecast with meteorologist rob mayeda in for christina this morning. how are we looking, rob? >> so far pretty good. i think the afternoon forecast will be pleasant except trying to warm things up for the first week of august. today will be the hottest day but only close to the 90 in the warmest places inland. right now 50s patchy low clouds, actually fog from morning commute from santa rosa to novato. look out for that. see the winds. fairfield tells the story for bay area weather. if you've got winds that strong blowing into solano county marine layer and cooler air no trouble in the east bay valleys meaning temperatures mild. different start time to giants game, different fortunes and outcome, upper 60s first pitch staying in the 60s. for a change, lake tahoe and yosemite off to the east as the flow pushes that moisture back to the desert southwest.

president obama has signed the bill. "today in the bay's" tracie potts is live in washington with what is next. good morning. >> reporter: laura, good morning. it passed with the support of both democratic senators from california, about a quarter of the senate voted against it. so where do we go from here? still big questions about what happens this fall. you think you saw gridlock this spring, coming this fall a 12 member what they are calling a super committee of democrats and republicans that have got to agree on things like cutting social security, medicare, medicaid tax reform. the president is pushing tax reform and possible tax increases for the wealthy, although republicans are already saying they won't put anyone on this committee who would even consider increasing taxes. are we setting up for gridlock again in the fall? the markets reacting not so well to all this. moody's, one of the big credit rating agencies has said we will retain our aaa bond rating but putting a negative outlook on
