start to the sunshine. 57 in san jose, lots of 50s across the board for the morning. some misty skies along the coastline. by lunchtime 70s starting to show up for inland valleys today, talking 92 at livermore finally feeling more summer like in the tri-valley and keeping an eye on 80s later on today for san jose. now a look at your east bay commute, here is mike. >> rob looking for 50s in the east bay. highway 4, speeds down below 20. 15 miles per hour at the l street sensor there. slowing all the way in and 49 at baypoint. the slowdown bled over towards concord as well. towards the bay bridge, a lot of them meaning a heavier volume at the toll plazas well. right now cash lanes as you're getting towards toll plaza slow on the left lanes. laura, we'll track it as it builds over the next hour. >> thank you very much. a 16-year-old from antioch under arrest. he was the subject of a statewide amber alert after it

and he was grabbed during a barber shop robbery and forced to drive a getaway car. but this morning it appears he's changed his story. "today in the bay's" christie smith live in antioch with details on what police are saying about a confession. good morning. >> reporter: good morning to you. we spoke with the owner of the barber shop after the robbery. he was shaken, but he didn't want to believe the kid he hired to work around the barber shop could possibly be involved. at the same time he thought it was odd he hadn't heard from him hours after he said he was freed from a shotgun wielding robber. late last night antioch police arrested 16-year-old who was the subject of the statewide amber alert. suspicion arose about his possible involvement soon after the robbery. it was monday afternoon. a man with a sawed-off shotgun walked into al's barber shop on west 18th and robbed the owner of cash, jewelry and the keys to

his suv. the teen who sometimes worked there walked in after running an errand. the gunman forced him to drive the pair away in the stolen suv. shortly after the teen called family and friends so say he was released and was okay. now police, though, say he has admitted his involvement in the whole thing. they also arrested a 23-year-old man after serving a search warrant on an apartment in antioch on lone tree. they believe the 23-year-old man was the gunman. they also recovered a shotgun they believe was involved in the robbery as well as items stolen from the owner. reporting live in antioch, christie smith, "today in the bay." >> thank you very much, christie for the details there. the person of interest in the case of missing nursing student michelle le may be in an unrelated court appearance. she disappeared in hayward in may. police call her a person of interest. they are investigating

the case as a homicide. a judge decided esteban could still see her daughter. she blames le for ruining the relationship with her child's father but denies having anything to do with her disappearance. this morning police in san francisco investigating a robbery by an fbi impersonator. they say the victim was approached by a man in the bayview district at 3rd and newcomb who identified himself as an fbi agent and asked to see his id. after the victim pulled out his wallet, the nak agent punched him in the chest and took the wallet. plays say the victim has not been injured. there have not been any arrests. congress is now in recess until september after finally passing a deal to raise the debt ceiling. president obama signed that bill yesterday, but congress now faces another deadline. they cut spending with that bill but still has to decide which

programs and agencies will receive less money. the deadlines for those decisions is october 1st. committees will be formed. china's leading credit agency downgraded u.s. sovereign debt today. china is the largest foreign owner of u.s. debt withholdings, nearly $1.2 trillion. today's downgrade means the agency has increasing dow warrant's long-term to pay debts will happen. they acted in a very irresponsible way and their actions greatly exposed the negative impact of the u.s. political system on its economic fundamentals. 6:05 right now. construction crews are wondering when they will get back to the job this morning as a new battle in congress over funding for the faa is forcing the shutdown of airports here in the bay area. today a number of senators plan to tackle that issue. "today in the bay's" marlin ark tellez live in palo alto joins us with more. >> good morning, marla.

>> reporter: good morning, laura. you see small planes at the palo alto airport, they are grounded. so are hundreds of projects and thousands of employees now out of work because of the latest congress stalemate. this airport in palo alto specifically supposed to get seismic retrofitting work done. don't bank on that the house and senate got the debt deal done but not the deal to restore funding to faa. overall 4,000 faa employees and 80,000 construction workers now out of work and almost 250 airport construction projects on hold nationwide. the work due at the livermore airport has been stalled and oakland international to build a new air traffic control tower has stopped. this, of course, is not sitting well with local politicians who point out the shutdown could have been avoided. >> this control tower wasn't

shut down by natural disasters. there wasn't an earthquake, a major flood. the faa shutdown is man made. now, it was thought this could bode well for passengers because ticket taxes, which average about 10% of a round trip fare are suspended during this shutdown. you know, what the airlines they found a way around it. most have raised fares by amounts equivalent to those taxes. they report airlines all together collected $21 billion in those extra fees in all of last year. laura, the faa shutdown could last through september, through labor day. that's when congress reconvenes, but we're just getting word that key members of congress, including senate majority leader harry reid is going to be there for an 8:30 press conference to see if they can work this out to restore the funding to the faa. >> lot of things to work out

these days. thank you very much, marla. it's 6:07 now. a brend woot man recovering from second and third degree burns after an accident at national night out. it happened at belfour road. a local eatery that sponsored the event brought in a mobile diner to cater food for the party. the worker went to investigate a hissing noise by the diner when a five gallon propane tank exploded. the explosion ripped a fuel line of the truck, igniting diesel. no reports of other injuries. more than 30 million people across the country participated in national night out. oakland held 560 parties shattering last year's total. 6:08 right now. now to a health alert this morning. ground turk blamed for a salmonella outbreak killing one

in sacramento and injuring others nationwide. people have become sick after eating ground turkey products including four people in san francisco, l.a., riverside and san diego counties. so far federal health inspectors haven't been able to track down source of the outbreak or what brands are affected so no official recall. >> what is actually helping us is the strain of salmonella is an unusual one and that helps us a little in our detective work trying to trace it back. >> doctors say you should use a meat thermometer to make sure you're cooking turkey to an internal temperature of 165 fahrenheit. petaluma throwing its support behind an ordinance that would regulate disposable shopping bags. city leaders voted in favor of the countywide ordinance this week. the ordinance isn't written out yet but would likely be a ban on

plastic bags and a fee for paper ones. sonoma county waste management wants feedback from all cities in the county so it can decide whether voters would approve a county ordinance. it's 6:09 right now, time to check the forecast with meteorologist rob mayeda in for christina. >> good morning, laura. seeing a pretty nice forecast, which by the way will be the warmest day we see over the next seven days. still mild by august standards. just patchy low clouds in san jose, sunshine in santa clara valley this morning, 56 in oakland and 50s around san francisco where you do have the low clouds. in fact, the clouds much lower this morning in the north bay which may slow your commute in a few spots towards novato and santa rosa. visibility dropped to a half mile. look out for that. 52 in novato. about 55 in livermore. clearly we still have that sea breeze going. southwest winds 21 in fairfield and pushing into the altamont pass which will keep temperatures warm but not too warm today. you can see across the sierra

heading to southern california. nothing shoes up on the radar as monsoon moisture heads to the east. for the bay area today thanks to light to moderate sea breeze, inland temperatures 80s to low 90s. this is about as hot as it's going to get the seven-day forecast today being the warmest day for a while, low 80s closer to san jose, 60s for san francisco and low 70s in oakland north bay after the patchy dense fog starts to clear. should be a pleasant afternoon around wine country. so tomorrow talking about a cooling trend with morning mist. that first weekend of august looking chilly. mike. >> chilly for august. we'll take that mid-80s. my goodness looking over here at 580, looking at a slowdown as well. a 16-minute drive slow out of the altamont pass. right here the area i circled approaching el charo seeing a bump in the volume speeds really dipping over the last few minutes. live shot further south from there shows conditions 680 through sunol. southbound what rob talking about low clouds hovering

welcome back look at trans america pyramid, the top shrouded this morning. 6:15. we'll see when that will clear checking the forecast with robin just a bit. ed lee hasn't declared a run for mayor but speculation swirling around city hall whether the mayor will seek a full term. already he has thousands of dollars pouring into his war chest. most of that money is coming from only a few people. who is spending money on a campaign that doesn't officially exist. "today in the bay" bob redell joins us from city hall to explain. good morning, bob. >> reporter: good morning, laura. it should be noted interim mayor ed lee has not been raising this money himself.

this has been rafd by a political action committee set up by his supporters. the committee had to file a campaign report. it does show there is financial support for him to run but the support is coming in the form of large checks from just a few people suggesting that at least right now there is not a tremendous amount of grassroots support from ordinary voters but again that could change if he actually nouns an intent to run. here are the numbers as compiled by bay citizen. progress for all, that's the political action committee raised 49,000 between months of may and june of this year. a huge chunk of that money $41,000 came from just seven individuals, the rest came in the form of small checks from almost 180 citizens. the big checks came mostly from business people and most, if not all of them, with ties to a woman named rose pac. she's a lobbyist for the chinese chamber of commerce in the city

and the bay citizen reports she's considered a kingmaker because of her long-standing role and influence in the politics of san francisco. however, she has already drawn the ire of other mayoral candidates who obviously don't wa wantle to run. they accused her of collecting petition signatures from run ed run committee, even though she said she did nothing wrong. even though ed lee promised not to run when he took over for gavin newsom now left the door open for a possible candidacy saying he will announce the decision next week. he would have to because the mandatory filing guideline is a week from friday. if he does run there is some catching up to do at least financially. some of the other big names in the mayoral race already raised hundreds of thousands of dollars. right now the unofficial campaign has $49,000 that we

know of. as i said they had to report that in a filing earlier this week. presumably there is more but hasn't been reported as of yet. reporting live here in san francisco bob redell, "today in the bay." >> be interesting to see what happens. thanks, bob. 6:0017 right now. south bay voters won't have to decide on a plan to raise taxes this fall. san jose city council was considering placing five sales tax measures on the november ballot. but a recent survey found there may not be a lot of support for those measures so they decided not to move forward. the council voted down the plan yesterday. the young san jose boy who helped save two lives is being honored today by the city. the city's fire department will hold a ceremony later this morning to recognize him. on monday the nine-year-old noticed an elderly man and his three-year-old granddaughter struggling at the deep end of the pool. he immediately dove in and helped rescue him with the assistance of other people.

both victims taken to the hospital. they are still trying to determine if the grandfather suffered a medical problem in the pool. it's 6:18 time to check the forecast with meteorologist rob mayeda. how are we looking. >> right now san jose looking nice, laura. we're going to see more sunshine to start off the morning around san jose, just patchy clouds, 57, southeast wind at 60 miles an hour. san francisco a different story because the france america tower is holding up the low clouds this morning. 56 degrees. we have that sea breeze pumping in low clouds. in fact dense fog in around parts of the north bay. novato actually seeing visibility down to a half mile. use caution. 56 in fairfield, 55 in livermore, good healthy sea breeze blowing in low clouds across inner bay and north bay down through san jose but not quite as far inland. the altamont pass in dublin this morning seeing less in the way of patchy clouds. earlier start to the giants game, hopefully a different finish. first pitch temperatures in the

mid-60s, cooling through the game with patchy low clouds. good air quality. here is the benefit of that strong sea breeze. typically talk about spare the air days not the case with the mild pattern in place for the bay area. actually looking good if you're going to head to the sierra for a change. last five days some pretty big thunderstorms, most of that moisture should stay east of las vegas. speaking of southern california, you know it's hot when palm springs has a heat warning. 112 today. 85 around los angeles. still a little bit warm if you're going to travel to fresno or head east to yosemite, 90 today. fresno, 100 degrees. that's where summer has been hanging out. 6 in monterey, eureka 62, lake tahoe 80 for the afternoon. bay area temperatures will also see some places getting close to the 70s and 80s. that's going to be the trend for most of the inland spots around the bay area. as you head further inland east of 680 in the east bay temperatures close to 90, about 81 for petaluma, 90 for

welcome back. just a few seconds away from 6:24. we have just updated the accident from an accident scene to a sig alert here northbound 680 as approaching mission boulevard. that's coming in through fremont heading to the mission boulevard cutover. the car we told you was in lane three will remain there at least for another 15 to 20 min. chp is on scene. they have just called the coroner. so it does sound like we have a death at the scene. we don't know if it's as a result of an accident or if there was some sort of medical event that happened there. nonetheless expect slowing as you're heading north opposite your main commute but heading through fremont. for now accident in the middle lane will force crews on scene. more crews arrive as the investigation continues. in your commute direction we see additional slowing now, westbound out of the altamont pass slowing towards livermore.

'n' editions" offers local news by scraping articles from local papers. the app is not available on the touch pad. the touch pad uses a different operating system than ipad and android devices so oftentimes the third choice. they are lowered their prays to encourage more sales. more users show attract more app developers. comcast, the parent company of this station, reported profits up. the interesting thing is the number of hookups. comcast gaining lots more internet customers but losing a

sunshine to get the morning started. 57 right now. 50s across the board. but the areas seeing the sunshine to start the day are going to be warming up into the 70s by lunchtime. those are inland valleys, 83 in san jose, 67 in san francisco, 73 in oakland. warmest places today will be the areas east of 680 but places along 680 this morning seeing a tough commute, mike. >> rob, you're talking about low clouds in sunol. before you get to sunol following the sig alert. two major things going on now for your commute, northbound 680 approach to mission boulevard there's an accident still in the middle of the roadway. the coroner has been called to the scene, presumably a death there. i don't know if it's related to the crash or some sort of medical emergency. waiting for details on that still in middle lanes opposite. the back-up here laura followed both of these and i have more on the report coming up. >> thank you very much, mike. construction projects at bay area airports at a standstill

this morning as congress battles funding for the agency in charge of the nation's airport. today a number of senators are taking action. "today in the bay's" marla tellez live in palo alto with an update. good morning. >> good morning, laura. yeah, they got the debt deal done but not the deal to restore funding to the faa. that means that local airport projects, like the one that is due here at the palo alto airports, they are grounded like the small planes you see behind me here. this airport in palo alto due for seismic work but that's one local project now stalled. other local projects affected seismic work at the livermore airports. construction of oakland international's new air traffic control tower has stopped all together. overall 80,000 construction workers are out of work nationwide. that includes 60 or so in oakland building the new tower. the mayor addressed what this

means from the bay area and beyond. >> it is a sad reminder of what's happening around the country. stimulus and jobs that could stop the recession are being stopped because of politics. >> reporter: as for some airline politics that directly affect you, the passengers, ticket taxes which average about 10% of a round trip are suspended. that should save you money but that's not the case. airlines found a way around that. most raised fares equivalent to the taxes. they lost $440 million in the first six months of this year, according to the air transport association. hard to believe considering just today msnbc is reporting that the airlines collectively -- they have collected $21 billion in those fees in all of last year 2010.

this faa shutdown could last through labor day, that's another month or so. laura, key members of congress are meeting at 8:30 this morning. two hours from now to see if they can, in fact, come to some sort of agreement to restore funding for the faa. >> interesting to see. of course we're watching it. thank you very much, marla. 6:33, protesters demanding an apology from the airline that kicked a college student off a flight after wearing baggy pants on board the plane. today the san francisco chapter of naacp and other activists will deliver a petition with 40,000 signatures to the us airways ticket counter at sfo. in june a flight crew asked 20-year-old deshon marman to pull up his pants before walking down the aisle of the airplane. marman refused saying he would do so when he got to his seat then argued with the pilot over the pants. he was kicked off the plane. in the process a police officer was injured. no criminal charges will be filed against marman but the

shotgun. the strange incident began sunday afternoon when a man with a sawed-off shotgun walked into al's barber shop and demanded money and jewelry and keys to his suv. this was the only day of the week, incidentally, the barber worked alone. the 16-year-old who was on an errand walked in on the whole thing and the gunman demanded he drive them away from the stolen suv. police say even after he was freed they had trouble getting in touch with the teen. late last night he was arrested along with a 23-year-old man believed to be the gunman. antioch police served a search warrant at an apartment on lone tree. they said they recovered a shotgun they think was involved here as well as stolen items. reporting live in antioch, christie smith, "today in the bay." that he very much. 6:36, today never before seen video showing one of jaycee

dugard's kidnapper staking out parks and videoing other kids at play. >> let me see your splits. can you go all the way down? >> yes. >> let me see. >> the video is intentionally blurred, but the voice you hear is nancy garrido coaching a five-year-old girl to do the splits in the back of a van. the girl in the video was not dugard but prosecutors say the video was taken in may of 1993 two years after dugard was kidnapped and held captive. prosecutors say nancy garrido filmed the girls for the satisfaction of her husband, convicted rapist philip garrido. district attorney says the video shows how philip garrido manipulated the state's parole system. >> repeatedly when he was seeking to be release freddie custody after being convicted, he was able to manipulate

psychologists and psychiatrists to basically do his bidding and recommend early releases on his behalf. >> the district attorney will release new information at the state capital. let's switch gears right now, get a look at the forecast with rob mayeda. cooler temperatures today? >> around san francisco and coast we will see cool temperatures for august. this morning we have a little more sunshine in san jose to start off the morning. so 57 degrees southeast wind at 6 miles per hour. traffic both above and below the bay bridge this morning with low clouds and 55 degrees. sea breeze bringing in the marine air and low clouds across the bay. patchy fog in novato. look out for that in the morning commute, 50s around, sea breeze reaching fairfield, southwest winds at 21 miles per hour. typically the marine layer switched down to the coast but with those types of winds we're seeing it surging inland keeping the temperatures mild today. earlier start to the giants game, first pitch temperatures in the 60s, cooling into the low 60s later on during the day.

satellite view looks dry. in fact it's about to turn cooler. this trough to the north is going to bring in a stronger sea breeze come tomorrow and going to do a number here. your seven-day forecast the rest of the week. today pretty nice, not exactly a typical august day as we're not seeing temperatures soar in the upper 90s but should get to low 90s around pleasanton and livermore, 70s to 80s for inland valleys. tomorrow 60s and 70s for highs. cool august temperatures weekend ahead also looking mild. mike. >> rob we have an update for the sig alert northbound 680 and mission boulevard. i don't think we have a usable shot yet. the latest update i have is it's involving a motorcyclist, the only vehicle involved. early reports first lane, then middle lane then my guess hit the center divide along the stretch and ended up in the middle of the roadway. since chp on the scene we will not get the chopper shot for this report but we'll bring it

washington's debt drama is over at least for now. president obama has signed the deal. "today in the bay's" tracie potts live in washington with what is next. good morning. >> reporter: laura, good morning. what's next is important because what the president signed will eventually -- note eventually -- cut $2.5 trillion from the budget deficit if the commission set up of democrats and republicans for the fall can come up with $1.5 trillion in cuts. so it's a step by step process. now, here is the issue. they are going to have to deal with social security, medicare, medicaid, tax reform. the president is again pushing for tax increases for the rich, but republicans have already said they won't appoint anyone to the so-called super committee who would even consider tax increases. democrats are worried that

welcome back, everyone. can you make out alcatraz island? pretty foggy start across the bay area. want to check the morning commute, it's been a rough one out there, hasn't it, mike? >> it has, laura. we have a motorcycle accident, sounds like a deadly accident voching the motorcycle driver, the chopper above the scene, northbound 680. two lanes blocked toward mission boulevard. a big rig pulled over, possibly involved. we're waiting for the tow trucks, coroner has to arrive on the scene. now seeing slowdowns on the map heading through fremont and towards mission boulevard. southbound side slowdowns, presumably some of that looky-loo, police morning commute kicking in. a lot of accidents on motorcycles in the last 30 days. warmer weather brings out more

motorcycle drivers. be careful, tougher to see as well. northbound 101 with slowing through san jose around capital expressway all the way up to 880, slowing the slowdown out of downtown as well. move you to the north bay where we do have an issue going on about noon. also a deadly accident here overnight. 8:00 last night a tanker truck and passenger vehicle involved in a deadly accident there. still have to clean up the fuel spill, 120 closed off 101 until noon from what we understand. cloverdale off at citrus fair at cloverdale boulevard end with the golden gate bridge. low clouds hanging out visibility may be an issue over the next few hours. >> 6:52. ed lee hasn't declared a run for mayor of san francisco but speculation is swirling around city hall as to whether the mayor will seek a full term. already he has thousands of dollars pouring into his war chest but most of that money is actually only coming from a few people.

who is spending that money on a campaign that doesn't officially exist? let's check in with bob redell who joins us live from san francisco city hall. he's looking into it. good morning, bob. >> reporter: good morning, laura. what's interesting is the person who appears to be coordinating all this fund-raiser for ed lee of san francisco is a woman many consider to be a kingmaker in this town. could this woman, rose pak make ed lee king, ie, garner enough support to get him elected mayor of san francisco? of course he would have to announce he's running, which hasn't happened yet. there does appear to be some financial support for him to run. the support coming in the form of large checks for just a few people suggesting at least right now there's not a tremendous amount of grassroots support from ordinary voters but then again that could change if he announces an intent to run. here are the numbers as compiled by the bay citizen. progress for all, political action committee supporters have established to encourage lee to run had to file a campaign

finance formerlyier this week. it shows they raised $49,000 between the months of may and june of this year. a huge chunk of that money, $41,000 coming from seven individuals. the rest in the form of small checks for almost 180 citizens. now, the big checks came mostly from business people, most, if not all, with ties to rose pak. she's a lobbyist for the chinese chamber of commerce and long-standing behind the scenes roles in the influence of politics of san francisco. again, she is considered to be a kingmaker in this town. that's how the bay citizen is characterizing her. interim mayor ed lee has not announced an intent to run, though he says if he is going to run he would announce sometime next week. reporting live in san francisco, bob redell, "today in the bay." >> thank you very much, bob. 6:54 right now.
