someone else killed her 4-year-old son in a hit-and-run accident? she was found guilty of jaywalking. at her sentencing, the judge said she could take probation or endure a new trial. well, she has now made her decision. she'll reveal it in an exclusive interview. >> very tough choice. also, the intruder breaks into the home of the wealthiest man in sydney, australia and put what he claimed was a collar bomb around the neck of that man's teenage daughter. we'll be live with more on that girl's agonizing ordeal. >> another frightening story, a survivor trapped in the car that would not slow down because he said his cruise control became stuck. a lot of this was caught on tape, ahead, what one officer had to do to stop that car. let us begin on thursday morning with the brutal heat wave gripping a large section of the country. nbc's lee cowen sweating it out in phoenix. lee, good morning to you. good morning, matt. they are pretty used to their

heat in arizona, but even here it's starting to get excessive. arizona is under an excessive heat warning as are other states as the heat wave enters its second deadly month. it's been on the football field where the heat is taking the most obvious toll of late. practicing now before summer in georgia after a teen collapsed on the field and died. >> this is serious stuff. i'm glad the coaches are taking the necessary steps to take care of the safety of the kids. >> reporter: across the country, temperatures have been hovering around triple digits for weeks putting record-breaking strains on the nation's electric power grids. in texas, wichita falls have had 43 days in a row of temps over the century mark. in dallas, 33 straight days. and there's no end in sight. >> it feels like the worst one so far. i've been here 15 years. >> in little rock, arkansas, the high hit 114 degrees, it hasn't been that hot, ever, at least not in the last 132 years of recorded history.

and at this atlanta train station the man was so exhausted from the heat, he fainted right on to the tracks only to be saved by a good samaritan. >> felt like a dizzy spell and my legs got a little jiggly. >> livestock is hurting too. the ranchers are selling them off to soften is blow. >> it's already a $9 billion disaster. crops are dieing on the fields, on the vines. there's nothing growing. >> reporter: no rain, no cool fronts. not an inch of relief. at the phoenix zoo, it's expected to be so hot today, the ostriches who normally thrive on desert temperatures are going to be hosed off again. >> just like humans. you can tell when an animal is dehydrated or suffering the effects of heat exhaustion. >> a wart hog, an orangutan or a working joe, it's time to sweat. yesterday almost 150 different

cities broke their high temperature records. it looks like it may be the same again today. we may get a bit of a cooling trend toward the beginning part of next week, but for the hardest-hit areas it will still be in the triple digit, so there doesn't look like there will be much relief. >> lee cowen, so when will relief be in sight? al roker has details on this. al? >> thanks so much, ann. we have 14 states stretching from texas all of the way to virginia under heat warnings or heat advisories. and when you look at these temperatures for today. the forecast highs. it will be 104 in little rock. 104 in austin. 103 in memphis. flirting with 100 in raleigh. add the heat and the humidity, and it feels like it will -- it will feel like 120 degrees in memphis, 114 in jacksonville. 116 in charleston. we don't see much relief. here's the pattern we've been stuck in. big area of high pressure, upper level ridge, the jet stream way to the north. it's pumping up a lot of

moisture out of the gulf. we don't see a change in this pattern until sunday. the jet stream will move south just a little bit. the ridge kind of retrogrades so that warm, moist air mass strays from the southeast to the northeast. but again, the areas that are worst affect would stay in this heat. matt? >> thank you very much. we'll get the rest of your forecast in just a moment. but right now, the president is imploring congress to return from vacation to end an impasse over funding in federal aviation administration that resulted in thousands of workers not getting paid. nbc's lisa myers is at reagan national airport. she's got the latest on this. lisa, good morning. >> good morning to you, matt. when you cut to the chase, the policy issues at the heart of this stalemate are relatively small. this really seems to be about who is going to give in to whom and tens of thousand of families are paying the price. the shutdown of 240 airport

modernization projects already is affecting real people. luca had to lay off 70 workers in brooklyn. >> looking them in the face and telling it to their families, we can't feed you today. it's a hard feeling. >> reporter: so far, 70,000 construction workers have been laid off. and 4,000 faa employees furloughed. many say the financial impact is immediate. >> the september mortgage won't get paid. >> terry says every expense is scrutinized, even a birthday party. >> 2-year-old daughter birthday is coming up right now. it added a lot of stress -- the questions that come up to me from my wife is do we need to cancel her 2-year-old birthday party. it's embarrassing to me this is the position that congress put me in. joo the president said all of this is hurting a weak economy and urges congress to stop bickering.

>> this is a lose-lose-lose situation that can be solved if congress gets pack in to up to and does its job. >> reporter: but for now, both parties seem more focused on the blame game. democrats accuse republicans of political extortion. >> it's as if someone puts a gun to your head and says give me your money. >> reporter: democrats want to fund the faa through next month. republicans demand that any temporary funding also cuts subsidies for flights to and from 13 rural airports. some in states of powerful democrats. the government has to subsidize tickets to keep service running to many small cities. >> when you can't pass one slight reform of cutting subsidies that are as high as $3,700 per ticket we're in pretty sad shape. >> reporter: earlier this week, the administration pressed senate democrats to give in to the house. they refused. now, the administration is in imploring both sides to end the impasse.

coincide with the president's birthday festivities, romney said chicago's unemployment had gone up 48% since the president took office. that attack caused the former chief of staff, now chicago mayor to swing back at romney. >> when he was governor, massachusetts was 47th out of 50 in job production. if he forgot that, i'd like to remind him of that. >> romney is taking heat from the right flank, criticism on the relative silence on the debt deal including a stab from sarah palin. >> bless his heart, i have respect for mitt romney, but i do not have respect for what he's done in the debt increase debate. he did this -- he waited until it was a done deal. >> reporter: with nobody coming out ahead, democrats are desperate to move away from the toxic debt debate. >> this is about how we go to the next step, jobs, jobs, jobs, jobs. >> later this month the president will take a bus tour to take that message to the

mandy drury at the new york stock exchange. it's heartbreaking when you nied think of all these people needing food stamps. >> it is. the numbers are concerning. as much as 15% of the american population is actually using those food stamps. there's also a big sign that there's lingering damage from the recession and the fear that we're heading back to the recession or a so-called double dip is the biggest factors in the stock market lately. payrolls are expected to show 75,000 jobs were created in july. that would be an encouraging sign and it would help to offset some of those ongoing layoffs. back to you. >> thank you. in the week of a salmonella giant, cargill is recalling 36,000 pounds of ground turkey because of the illness. 76 other people have been sickened across half of this country. but officials say contaminated ground turkey is safe if cooked and handled properly. virginia tech is on alert and is warning students near

dietrich bookstore to stay indoors after seeing a man with a gun. virginia tech saw the shooting massacre back in 2007. the brooklyn man accused of the brutal murder of an 8-year-old boy will be arraigned today. prosecutors say levi aron abducted the boy as he resigned. he is now the fourth member of congress to step down this year in the wake of a sex scandal. the 56-year-old vowed to leave his post once a debt deal was completed. th is boping blug ga, that's juno. the band was there, they were playing for a wedding but decided to give a whale of an encore. he's dancing. i'm fascinated. 7:14. i think he's still dancing from

it was like a scene from a hollywood movie, something you couldn't happen in this luxurious family ho in a fancy neighborhood. meantime the investigation into the first crime of this kind in australia is just beginning. after being rushed to the hospital overnight, 18-year-old madeleine pulver is on the mend according to her shaken father. >> we as parents are extraordinarily proud of maddy, waking up in pretty good spirits, a little tired and sore from holding this device in place for ten hours. >> reporter: ten agonizing hours unable to move while the bomb squad carefully worked to remove what appeared to be an i am proviced explosive device from around the teenager's neck. madeleine's parents held a terrified vigil nearby as did friends and neighbors. in the middle of the night, good news. >> moments ago, we have secured

the release of the young lady. >> reporter: the supposed bomb chained to her neck proved to be a sophisticated fake but police say the crime was real. >> our concern was that there was a letter attached to this device that did make certain demands. we are treating this as a attempted extortion. >> reporter: madeleine's father is a multimillionaire software company executive. his daughter's ordeal began wednesday afternoon sydney time. police say madeleine was home alone studying for final exams when an intruder wearing a ba la claf va placed the device around her neck. >> to me it sounded like a scene out of "saw", a who movie. >> or perhaps television. talk radio in australia abuzz with the uncanny similarities between this case and episode of hawaii 5-0 which aired in

australia. madeleine's friends and classmates say they are grateful she's okay. >> she's probably really comfortable like quality kind of girl you can know, nicest girl, smart, sporty, everything. >> reporter: madeleine's parents said their daughter wanted to thank the officers who remained by herself during the ordeal. >> maddie wanted to thank those few officers who spent many long hours sitting with her showing little regard for their own personal safety. she is incredibly grateful. >> reporter: a sydney strike force is searching for the man behind it. one question sure to be whether heas a stranger or if he knew someone in the family. matt? >> sara james in sydney on this story. thank you very much. it's 19 after the hour. here's ann. >> now to a terrifying ride for a driver in texas caught on

camera. it all started when he said he could not get the cruise control on the suv to disengage. peter good morning. >> the driver in this situation wanted to do was run a simple errand, off to buy a birthday gift for his grandma. when he set his cruise control it locked up on him and he found himself speeding through traffic at 60 miles per hour. >> stuck in cruise control, can't get it off. >> reporter: on the phone with 911 as he says his suv was barreling out of control heading straight towards downtown huntsville, texas. >> dwro want to kill anybody. >> reporter: jeter was driving along the highway when he says he couldn't get his vehicle out of cruise control. >> i went to slow down and hit the brakes and they wouldn't go in or move at all. at some point i realized something is wrong. i tried turning the key and using the gearshift, nothing worked or moved. >> reporter: emergency

dispatchers radioed poce for help answering the call officer rocky carroll wrapping up the afternoon shift. >> i jumped in the car and took off as fast as i can. >> reporter: minutes later the officer reached him in his ford expedition. >> he had his cell phone and waving frantically, never forget that look. >> reporter: this is dash cam video from officer carroll's car. he passes his suv. car roll pulled in front of him trying to stop the suv by hitting his own brakes. >> i got to get him in the front. >> reporter: that first try failed but officer car roll didn't give up. that's his white suv scene from another dash cam. watch as he speeds around the car again using the vehicle to slow the suv down as the two got dangerously close to the city center. >> he hit my car again several

times before -- >> reporter: a grinding halt just feet from the pickup parked at the red light. >> i took off my seat belt and jumped out of the car and i was shaking so bad. i approached him and grabbed my arms and threw my arms around him, thank you so much for saving my life. >> it's over, the ride is over. >> reporter: after 20 miles, the ordeal finally ended just three blocks from downtown huntsville. >> can you believe that it lasted for 20 miles? we reached out to ford motor company about the case and they told us we cannot comment on the matter as we have not had a chance to review the details. we are not aware of any safety issue with this cruise control system. he was trying too go to the store to buy his grandmother a gift. we asked that never happened? the best gift of all was the fact that he was safe. >> i bet, peter. thank you so much peter alexander. what a story. also coming up this morning, dramatic rescue of a 17-year-old trapped for 30 minutes in a sand

>> good morning. it's 7:26. i'm laura garcia-cannon. a spree of thefts is a real drain on a city. police say thieves are stealing storm grates in vallejo. in fact, the city says 20 metal grates have been missing including some that weigh more than 100 pounds. the grates keep people from falling or driving through the open holes which range from three feet to 15 feet deep. plus, the district has to spend thousands just to replace those covers which cost about $300 each. time to check the forecast with christina loren. >> hopefully you're saving money on your pg&e bill.

casey anthony and her delayed court-ordered return to florida. >> in the pack aback and forth, ruling that case si anthony report here in orlando is put on hold. so for now, she can remain in hiding. there was anticipation that casey anthony would have to resurface and report to an orange county probation officers. that had photographers keeping an eye out for anybody remotely looking like casey anthony keeping her apoint. >> not casey anthony. >> guys, what are you doing in here? >> the argument on whether anthony would have to return to orlando would begin monday when judge strickland said she must serve a year's probation related to the check fraud charges that she was guilty for long before she was tried for the murder of her 2-year-old daughter, caylee. she gave a tearful apology from her friend, amy huizenga from

whom she had stolen checks before going on a shopping spree in target and win dixie. >> but anthony's team objected to the order saying she had served her probation while in jail on the murder chargings. on wednesday after judge strike lanld strikeland removed himself from the case, the chief judge put it on hold till friday. >> we received a call saying casey anthony did not have to report. there would be a stay pending a hearing on friday. >> reporter: wednesday on "today," anthony's lawyer jose baez told matt it would be unsafe to return her to orlando. >> they had to shut down streets for us to leave orlando. i don't think that's something they want to embrace for her to come back. it's a bad situation. this thing is over and done. and for some reason, it's bei

he'll start all of that stuff and bow out, what, me? what did i do? he had to recuse himself obviously. he showed a little biles. >> -- bias. >> some comments. >> in judicial comments during this trial. he should not have done that, calling his ability to be unbiassed in to scrutiny. i think judge perry, you know, looked under every nook and cranny to find out if casey anthony could serve any additional time. this probation issue has just popped up. i think he considered it. he's thorough judge. i don't see her going back in. i doan sn't see her coming back orlando. >> let's be blunt. if we were not faulking about caseyaboutny. >> we would not be talking. >> and we're not talking about someone with the notoriety surrounding her. would anyone else who had served three -- who had been in jail three years waiting trial and acquitted of charges, serious charges, put in the same

position? >> absolutely not. right now, judge strickland, i think, really showed not the best judgment in bringing this back. >> he singled her out. >> he did. this is an opportunity for jose baez and the defense team to say she's not being treated fairly. that's the argument that's going to be made. >> if by chance she's forced to come back, we know there are threats against her. does the state then take up the expense of trying to protect her? it's my understanding that if she has to file for probation, she has to give an address. that address becomes public information. >> the interesting part about florida is that address can be any address and a lot of people give an under the highway address, suggesting you're homeless. i really think casey anthony is put in that position. there are viable threats to her. but at some point, the public is going to have to move on to the next celebrity or infamy.

the 17-year-old who's lucky to be alive when he was trapped underground for 30 minutes in newport beach, california. it happened wednesday when the tunnel he was digging collapsed. we'll talk to him in a moment. but first, his story. it's controlled chaos as dozen of beachgoers, life guards and fire and rescue personnel dug seriously to try to find matt mina. the 17-year-old had been digging giant tunnels in the sand at

>> we're back now. it's 7:49 with more legal troubles for redmond o'neal, the son of ryan o'neal and the late farrah fawcett was arrested once again on suspicion of dug possession. didi royce is back with details on this. good morning. >> good morning to you, matt. redmond o'neal is scheduled to be arraigned in court later today. it's a place he's quite familiar with. redmond o'neal has a long history of arrests as well as abuse, and he was already on probation when he was allegedly caught with drugs yet again. this is the latest mug shot of redmond o'neal. he is 26 years old, much of his young life marred by stints in rehab and run-ins with the law. the most recent arrest happened tuesday morning. police say the son of ryan o'neal and the late farrah fawcett ran a red light while driving in santa monica.

georgia mother convicted after her 4-year-old son was killed by a hit-and-run driver. at her sentencing the judge gave raquel nelson a choice, probation or a new trial? in a moment she'll reveal her decision in an exclusive live interview, but first tamara hall has more on her story. >> there are few things harder for a parent than to overcome the death of a child, but for nelson's son's death has been complicated by the legal battle she's had to fight in the aftermath. >> reporter: raquel nelson was sentenced for the car accident that took her son, a.j.'s life, though she wasn't even in the car. >> found guilty by a jury of all -- >> reporter: a single mother of three, nelson and her family were trying to cross this highway in marietta, georgia, when a.j. was struck and killed by a van. the driver of the vehicle, jerry guy, had been drinking earlier in the day and taking pain medication.

already twice convicted of hit and run, in other cases guy pleaded guilty to the charge. a third time in this one. for a.j.'s death, guy was sentenced to six months in jail and five years of probation. >> the general conviction provides you -- >> reporter: in a surprising move, the d.a. also charged nelson with second-degree vehicular homicide, reckless conduct and jaywalking. she was convicted earlier this summer. the grieving mother was looking at possible 36 months in prison, six times longer than the driver who killed her son. she told her story here on "today." >> i think to come after me so much harder than they did him, it's a slap in the face. >> reporter: nelson's case opened the flood gates to online outrage. over 140,000 people petitioned for leniency in her sentencing. and she got it from the judge, who offered her an unusual choice. six months of probation and community service or a new trial?

>> first, what you said about the emotional risk and the legal risk versus just letting it be over. as i mentioned before, going through thing like this makes you a heck of a lot tougher. by all means, you know, you don't want to wake up in the morning with that hanging over your head. it's bad enough to wake up ever morning knowing you're minus one of your children and you'll never see them again. to have the conviction hanging there also, it's -- that will be, i think, a little more emotional in the long run because it has been right now and that's going to stay forever, along with the fact that he's gone. >> but to make that decision, you have to have some faith that in, in fact the, the justice system treated you last time that it won't again. >> that's a risk i'm willing to take. it's a risk i'm willing to take. just with the -- this whole

process being very lonely up until about the last three weeks when it became much more public, that's helped a tremendous amount. just to have the outpouring of support from, you know, you guys and everyone else in america and across the world. so, that's helped keep me up throughout this whole thing. >> steve, you've now come aboard to defend raquel. will you be doing anything differently in this case than the prior attorney for raquel? >> well, i expect to be doing a lot of things different. first of all, miss nelson is not criminally responsible for what took place. what took place was a tragic accident. and i think that needs to be better explained to the jury. i think the circumstances under which she was crossing the roadway, the safe way she was trying to do it. the fact her child darted out from her. all of that was not made clear

enough. and i don't think it was made known to the jury that the prosecution has to prove beyond a reasonable doubt that there was a criminal act. it's not enough simply to have been an accident. i think that -- i'm looking forward to hopefully persuade them in that direction. >> loretta, you stood by your niece all throughout this entire process. what are your emotions, hearing her say that she's now going to stand up and fight? >> it's hard to have to see her go through this again. but at the same token, i know she's a strong, young lady and she'll be able to weather through this. and she really needs the opportunity to clear her name totally. and i'm hoping that that's what happens. as a family, we're going to stand behind her decision and hopefully she can get the justice that she's deserved. >> do you see yourself as standing up for yourself alone,

we're back now at 8:20. today on "today's family" the secret power of middle children. most people agree your birth order has a major impact on who you are. if you're stuck in the middle, it can present unique challenges and some surprising rewards. >> really unique, our family situation, because -- >> kelly certainly has her hands full. >> i'm one of four children, 4 and under. my middles are actually twins, boy/girl twins that are 28 months. >> she's acutely aware of her children's different personality traits. >> it's crazy at how such a young age you can already see the influence on birth order. >> reporter: she's especially in tune with her middles because of her own experience growing up in the middle. >> i think my personality definitely is influenced by my birth order. >> reporter: 35-year-old kelly has one older sister, kristin, and a younger one, katie. >> we're each other's best friends and each other's therapists.

stereotype is that these middle children, they feel left out. they weren't special because they're not the oldest, they're not special because they weren't the youngest. how does it impact their lives, generally speaking? >> there are a variety of different ways in which it impacts their lives. obviously, it does in the sense that other people perceive them, based on stereotypes that other people hold about birth order. so, for example, people often think of middle children as envious, resentless and not having a positive outlook on life. one thing we wanted to highlight with the book, this isn't the case. even though middle borns -- may be neglected and overlooked because they are middle children and they don't have that unique role, they turn out to be bold, adventurous, positive people. >> there's also -- you flip a coin on its side and you look at something in an interesting way. we talk about self-esteem. perhaps, they don't have the same level of self-esteem as an older or younger child but you don't necessarily think that's a

bad thing. >> well, that's quite right. self-esteem really has to be earned to be worth something. and there are a lot of people who have great self-esteem but really it's an ego issue. it's not that they necessarily deserve to feel that confident. with middle children, they tend to -- as they mature and they their re successes incc1: lives, their confidence and self-esteem is -- >> it's more realistic. let me give you a couple of traits and characteristics and you tell me how middles do with these. conflict, dealing with conflict. how do middles deal with that? >> they deal with it in two different ways.cc ways is very positive. they don't like a lot of conflict so they develop really good peace-making skills and negotiating skills which they use to get along better with people and help people resolve their conflicts. the downside is because they don't like too much conflict, sometimes they let things slide and they can get resentful. >> how about leadership, are middle children good in leadership roles? >> it's surprising how many middles are great leaders. we can talk about 52% of

presidents actually are middle children. it's erroneously thought most presidents are first-borns. that's not correct. bill gates is a middle child. he's a forward-thinker, trail blazer so middles have that capacity to be leaders. >> people like the dali lambmy, nelson mandela, princess diana, philanthropy, carrying for others, a big trait? >> very big trait. many middle borns score high in things we call ul truism, carrying for others, really good friendship specialists so they are highly invested in the welfare of others and because they themselves may are perceived the sleights and disadvantage they might are had with other children, competition with siblings. they care about the disadvantages they see other people having. >> 20 second left. one piece of advice you could give to the parent of a middle child, what would you give that parnlt? >> i would say don't overthink
