i'm scott mcgrew. it's 4:30. happy monday. let's get a check of your forecast and meteorologist christina loren. >> good morning. we have a foggy start to this monday morning. watch out for reduced visibility all morning long. the good news is more tranquil 1:area.across the baycc pleasant conditions yet again. let you know how long that's going to last in the complete forecast. first let's get to you work on time. not too busy yet. >> christie smith is following that closure because of that chase going on. that's oakland. the rest of the freeways relatively calm. aside from identscc1: the construction, do you have the closure at northbound 880 as you get toward 980 eastbound. forthat will have a closurecc1: maybe another 20 minutes or so. i'll track that but so far no major drama. >> this morning an elderly woman and her care giver in the hospital with serious burns after fire ripped through their home overnight. firefighters say they dragged the women out of the home on

jackson street shortly after the fire broke out just before midnight. rescuers say they found the women unconscious inside the home, both being treated for smoke inhalation and severe burns. fire investigators say the fire sparked in a bedroom. it could have been caused by a lit cigarette. east bayhis morning ancc1: man clinging to life, a manhunt under way for the person who shot him overnight. police say the man's in surgery right this minute in critical condition, shot just before 11:30 last night on fifth street near franklin, that's under interstate 880. police have found shell casings on the scene, so far police have not released details about potential suspects. >> breaking news this morning. oakland police still at the scene of a crash that resulted from a high speed police chase this morning near the coliseum. christie smith is live in oakland with the latest. good morning.

>> reporter: good morning, scott. oakland police are here, quite a few of them. what they are doing, searching in that area across from where we are standing. that's where a driver ended up after he refused to stop off the 66th avenue off ramp. that's what police are telling us. the off ramp from southbound 880, that driver crashed his car there where you see  investigators right now, ran into some bushes and trees, got out and ran. this was just about 20 to 30 minutes ago. oakland police are here physically searching the area around oak port. i spoke with chp. they are also out here assisting, searching along 880 southbound along the bushes. believes r told me hecc1: that police tried to pull the driver over at high street and oakland, perhaps for speeding, and that's when things got out of hand. emeryville police are here as well. they have a dog out here searching, they have got lights and what looks like a perimeter set up. i do want to mention that 880

southbound, that is closed right now as officers continue their search. i asked who it is they are looking for, they couldn't say, not much of a physical description. just a man with a hoody on. this is developing news and of course as soon as we get more information we'll bring it to you. but that's the latest from here. reporting live in oakland, christie smith, "today in the bay." >> 4:34. all kinds of action on the financial markets from europe to asia to here at home. start in europe it's going to be a lot easier for spain and italy to borrow money on the cheap, the european central bank saying it would intervene in the bond markets to keep the two countries from defaulting. to asia, stocks dropping sharply after the first downgrade of the u.s. government's credit rating over the weekend. hong kong's hang seng down 4% t nikkei down 1.3%. here in the united states, futures pointing to losses on wall street, after that comes at 6:30 our time.

the leading financial experts fighting back in an exclusive nbc interview, treasury secretary tim geithner blasted the s&p decision. >> i think s&p's shown really terrible judgment and they handled themselves poorly and shown a stunning lack of knowledge about basic fiscal math and draw the ron conclusion. >> we'll have more on the downgrade, what it means coming up in a live report from cnbc world headquarters in 10 minutes. this morning it will be officiala after weeks finally a decision from san francisco mayor ed lee. after promising he wouldn't, he will run in the upcoming election. lee tells the chronicle, quote, i changed my mind. i know it might be hard for people to understand that change, but my change of mind seeking this office has everything to do with wanting what's best for the city. we hill list himself at the city's department of elections but questions linger about his

funding, at least five other candidates are calling on the ethics commission to investigate the group that bankrolled run ed run, that drive for allegedly breaking election laws. mayor lee will join those candidates tonight at a forum at the castro theater that starts at 7:00. >> nato launching an investigation after another nato helicopter went down in afghanistan. they say the chopper crash landed this morning in the eastern afghani province of paktia. nobody died in the crash. the cause is under investigation but an officer there on the ground says it was mechanical failure. the hard landing comes days after another chinook was shot down as it flew to help army rangers. u.s. and nato leaders are investigating whether the taliban is behind that crash, it killed 30 americans, eight afghanis over the weekend.

on the plane were 22 navy s.e.a.l.s, it was not a plane, it was a helicopter. all but two are from team 6 t unit that killed sew sama bin laden. this stretches back to the bay area. among those killed kevin houston whose father and about live in san jose. his family says the 36-year-old dreamed of being a s.e.a.l. since he was a boy. for his father the death devastating. he lost his other child to cancer five years ago. >> my son, if i could trade places with him i would trade. >> i was thinking what was he thinking when he was hit and going down, knowing kevin, he probably had that smile and said this is what i had to do. >> houston enlisted in the navy right after graduating from high school. he had been on several tours in

afghanistan. >> a 9-year-old phillies fan still in critical condition after he was hit by a drunk in san francisco. the family not making details of ryan white's injuries public but a hospital spokesperson says the boy is making small improvements. white was hit by a pickup truck as he and his family walked in a crosswalk a few blocks from at&t park after a giants game. 21-year-old andrew vargas slammed into parked cars after hitting the boy. he was arrested in hayward on suspicion of drunk driving, he faces felony hit and run charges. he is being held in jail and will be in court this week. >> 4:38. let's get a start to your work week and christina loren. >> good morning. usually it comes to a new work week we see a new forecast. really not much changing from what we saw over the weekend. if you have been enjoying this comfortable august, we've got more of the same for you. pretty much all week long. we're starting with a lot of low cloud cover. watch for drizzle.

might find slick conditions over the bridges but we're going to see a nice day, high pressure has retreated back to the west a little bit so right now it's over the four corners region. that's going to warm us up a tad from friday. but really, more beautiful lower than average temperature for this time of year. 59 in hayward. flew the hour by hour forecast for this monday. 59 in san jose, as we head for the lunch break temperatures in the 70s, a great day for outdoor activities. if you want to hit lunch outside, it's going to be a great day for that. 80 in livermore, 79 in fremont, we've got the seven-day outlook. a little change toward the end of the week. we'll talk about that. first, let's talk about the morning drive. >> 580, folks like to hear this. a great drive so far. however, look at the travel time. it's registering at 16 minutes, so there are pockets where speeds are registering below 50. but i checked, no incidents and no major construction or

closures flew the area in the commute direction so you should be doing better than that. but we'll track it because an early slowdown could mean problems for the tri-valley area. we don't want that for monday. smooth flew the castro valley y, more folks hit the road. out of hayward, jackson on to southbound 880, they had a change for the ramp and that will be in effect for all time sake i guess because they reinstated the connections. keep that in mind. we'll get a live look. cc1:tie smith was telling you about the 66 avenue off ramp from southbound 680, this is the accident and the investigation that continues there so. southbound 880 at 66, that off ramp is closed. we'll look at the coliseum camera. the headlights coming toward the ramp you see a light volume. no major drama. i couldn't see flashing lights from the camera but take note, if you want to use the 66th avenue off ramp. by the time you get, 98th and hegenburger are near there. >> and then there's trouble on

>> welcome back. as we look at the golden gate bridge. this morning two new accusations hurled at pg&e in connection with last year's deadly explosion in san bruno. the chronicle reporting that pg&e leaders were warned two months before the explosion that there was an unacceptable risk of disaster on the company's gas lines. the company's own in-house risk anagement group says gaps incc: the company's record created that risk. "mercury news" reports a whistle-blower claims workers were concerned about retaliation if they raised safety concerns. a former welder tells the newspaper he was laid off when he complained about potentially

explosive gas leaks. a pg&e spokesman said, quote, we encourage employees to bring things up because that's the only way we can be a safe company. anxiety over shaky global markets as we wait for wall street to react to the s&p downgrade. courtney reagan live at cnbc. good morning. >> good morning to you, scott. stock market futures are lower. we have come off of our lows of the day but still it looks as if markets will open to the red as investors get their first chance to react to s&p's downgrade of the u.s. credit rating that happened on friday night when markets were closed. s&p cut the u.s. from aaa to aa plus and warns further cuts could come if the government doesn't take significant steps to cut the deficit. asian markets fell 2% and europe is modestly lower now with a couple hours left to trade. the european central bank is taking steps the to try to keep

that region's debt crisis from spreading. oil is sliding below $84 a barrel. gold, one of those safe haven investments, has breached a record $1700 an ounce, trading at around $1708 for $56 gain. many think they have been exp t expecting the downgrade so the impact on the bond market should be small. and it shouldn't force mutual funds to have to sell. people will continue to put money in u.s. treasuries because we're still the safest and most liquid market in the world. on a week that saw the markets fall more than 6% the dow closed up 60 points to 11,444. the nasdaq did lose 23 to 2532. so, we'll have to see what's going to happen today. as of now it looks as if stocks will open to the down side. >> thank you very much. this morning more fallout over an angry tweet directed at a giants pitcher.

bruce boche getting into the fray. it started friday after the brawl cleared dugouts during the phillies game. the players fighting after giants reliever ramirez hit a batter in the lower back. radio host tony bruno tweeted gutness giants, bochy is a coward for having his illegal alien pitcher hit a guy since mighty frisco boys. bruno removed the tweet but bochy says sorry, doesn't cut it. >> forget the remarks about me. but for a guy to make a racist comment like that and have it air to so many people, yeah, that bothers me. i can defend myself as a coward but i don't know if you can defend yourself making a racist comment. >> ramirez is from the dominican republic, he is in the u.s. completely legally. he's on a work visa. in the interest of full disclosure bruno does some work for comcast sports which is

owned by this company. let's check in with christina loren for a week ahead forecast. >> week ahead, looking good. good morning to you. doesn't even feel like august. if you want to keep the boots out, the hats out, feel freeto do so. 62 degrees now. taking a live look at downtown san jose. nice and clear inland. we're going to start out mostly cloudy. it's pushing inland when it comes to san francisco. watch out for pretty dense fog this morning. golden gate bridge shows you we're starting to see the fog. it looks like throughout the morning that will continue to be the case. 56 degrees in the city of san francisco. as we head throughout this afternoon, another comfortable day. temperatures are going to climb into the upper 70s, low 80s. as high pressure is now in control of our weather pattern. this isn't that big strong ridge that we typically see this time of year that sets up in the eastern pacific. this is the four corners ridge

vallejo police looking for a suspect who shot a 28-year-old man to death while he was driving his suv. it happened last night at the intersection of sonoma boulevard and mini drive at a chevron gas station. police found a ford explorer rolled over on the center divide on the northbound so no ma boulevard. closing arguments expected in a trial of several members of the ms 13 street gang in san francisco. seven gang members accused of racketeering and conspiracy to commit murder in aid of racketeering. three members charged with four murders in san francisco in 2008. a father and two sons among those killed. closing arguments expected to last all week with jury deliberation beginning a week from today. >> let's get a check of what's headed, today in the bay, ahead of us. laura in the newsroom. good morning. >> good morning, scott. good morning everyone. if you are worried about your 401(k) or other stock
