patches. that will be the case until 10:00 a.m. i'll let you know how much longer you keep out the boots, the sweaters. the full forecast coming up. first let's get you to work on time with mike. >> a little extra time 580 out of the tri-valley. we have slowing, some of that caused by the earlier accident at the dublin interchange. 580 is cleared. but now the roadway is getting more congested with folks so laura and jon, we have a better look at the rest of the commute but that's the early start. >> sounds good. thank you. 6:01. new this morning, a man is in critical condition in the hospital after being shot on the streets ever oakland overnight. police are still searching for a suspect. nbc bay area's christie smith joins us live from oakland with the latest on the manhunt and the condition of the victim. good morning. >> reporter: good morning. i got off the phone with oakland police, in fact, oakland police were just here 15, 20 minutes ago, trying to speak with witnesses. this is part of the produce mart

here in oakland by interstate 880, the shooting happened right down the street there. there is some yellow police tape there. oakland police are saying at this point it looks like details are still sketchy, still coming in. but what they know is that three people were in a car when there was a dispute with someone in another car. the car -- the call came in as a possible road rage incident near fourth and franklin streets about 11:30 last night. someone opened fire on the car that had three people inside. when police arrived on scene they discovered that one man had been shot. he was taken to highland hospital and last listed in critical condition and undergoing surgery. so far there with been no arrests and oakland police are still working on a suspect description. that's the latest. reporting live in oakland, christie smith, "today in the bay." >> a high speed police chase on

880 early this morning ended with the driver of the car crashing near the coliseum in the last couple of hours it all happened. the man crashed the car near the 66th avenue off ramp to 880. he then managed to run off. as ever now police have been unable to track him down. police have not said why they were chasing him. >> investigators ask for your help in solving a fatal stack at a san jose park. police found a man stabbed at roosevelt park sunday morning before 3:00 a.m. investigators at this point aren't sure if it was gang related or a random act of violence. the the coroner's office has yet to release information on this victim. this is san jose's 28th homicide this year. >> now we want to get you caught up on the worldwide markets this morning. no shocker things are jittery following the s&p's downgrade of the credit rating and the debt trouble in europe. scott is following the financial news and how it will affect the

streets opening this morning. >> good morning. we expect, jon, to see a tremendous amount of money come out of the american equities market. futures call for a 200 point loss on the dow on the open. futures only predict the first few minutes of trading. here is an irony. the money has to go somewhere. investors can keep it as cash or buy gold, they have been doing that. the other place they stick it probably is in one of the safest investments known to man, treasury bonds. stocks are going to sell off because of the downgrade of america's credit. that money will flow into the downgraded. got cc1: we'll have everything for you at 6:30. >> we'll keep a close eye on this. >> it's 6:04. nato says investigations are under way in the helicopter crash that killed 30 u.s. service members in afghanistan. earlier today a nato spokesperson said the cause of the crash is unknown.

u.s. officials say the chinook was shot down in the middle of rugged terrain in eastern afghanistan. the military sus the men including navy seals from the same unit that performed the raid that killed sam sam were on the way to help a team of rangers that was under fire. eight afghans also died. one of the navy s.e.a.l.s on the helicopter that crashed has strong ties to the bay area. kevin houston's father and his side of the family live in san jose. they say they got word early saturday that houston was among those of the troops killed. houston's family says the 36-year-old decided in the fifth grade he wanted to be a navy s.e.a.l. and they find some solace knowing that he died doing something he loved. >> what was he thinking when he was hit and going down. that's just not the way you want

that window said to lead to the bedroom. this is jackson street and octavia. they got the call last night. although the fire was out by midnight, the battalion chief says it was a race against time from the git-go. they got reports that two people were trapped inside and using a latter they got to the top and found two women, both unconscious and with pretty bad burns. one is in her 80s, the other her care giver in her 60s. >> units got in quick, brought them out. and we're hoping for the best at the hapt for their condition. >> as he said both people are in the hospital this morning being treated for smoke inhalation and serious burns. as for the official cause, laura and john, firefighters say it seems that this fire may have

>> reporter: good morning, laura. question, he pledged not to run for a full term when he was interim mayor in january but in a few hours inside the department of lectures, in city hall, interim mayor ed lee of san francisco expected to announce that he's breaking that promise, filing apers and announcing hiscc1: candidacy ending weeks of speculation of will he or won't he. in an interview with the acknowledged that 1: his back pedalling on the promise might be hard four people to understand but he believes he is doing what is best for the city. supervisor is tycc1: not happy with the change of heart. noting that's why she voted to appoint lee as interim mayor because he promised not to run, a vote she now appears to regret. the ill sit down withcc1: supervisors who don't agree with the situation and try to explain himself. he might be be asked to do that tonight at the castro theater with the nine other candidates. some who are also on the board of supervisors.

now that he is in the race lee front-runner1: ecc but not a shoo-in. he would need over 50% to avoid runoff. our political wonders. >> he's different. he's not your standard career politician, no question about it. how will that go? will people say that's a good thing or a bad thing? can he overcome a good deal of momentum other candidates have? > reporter: also meeting latec: ter city's ethics commission to investigate whether the unofficial run ed run campaign set up by supporters broke election laws. the head will recommend that the consultant rose back and others: be banished from the official campaign of ed lee. pack is a close friend and considered very influential in san francisco politics. she listens doing anything wrong.

the deficit. there is a conference call going on. europe lower. the european central bank is taking steps to try to keep the deb crisis from sledding. gold considered a safe haven investment breached the record $1700 an ounce. theycc1: have said expected the downgrade so the impact should be small as the day carries on. they say people will continue to put money in u.s. treasuries the safest re stillcc1: and most liquid market despite the downgrade. the markets fell more than 16% but the dow closed higher. so anything is possible when the opening bell counseleds. then the closing well rings

heights neighborhood. the women were pulled from this home on the top floor. fire officials said they were pulled from the window in the middle. that's their bedroom. the call came in at 11:30 last night. the battalion chief says they heard reports that two women were trapped inside. crews found the women, one in her 80s. the other is her caregiver in her 60s. officials say both were unconscious and severely burned. >> we had them on oxygen. they were not alert. paramedics were working on them. one had burns on the body, the other being bagged with oxygen. are in the ncc1: hospital this morning. now being treated for smoke inhalation and serious burns. as for the damage, so far investigators say it is contained to the roof and the bedroom. but out here live you can see for yourself what's left from fire,cc1: what made it out.

america's credit rating to continue debt worries. scott is following the developments. an update. withcc1: >> i've got a solid guess for you this morning, good morning, the dow industrials have fallen mightily. about the dow cc1: falling under 12,000. now we're talking about the dow coming close to under 11,000 as we took a live look, the dow industrials are down 202 points this morning. this aft the standards and poor downgraded american debt. nasdaq is down 70 points. that downgrade came friday after the markets had closed so this will be america's first chance to react to this. we talked about this earlier, this irony of when all of this money comes out of the stock market some will go to cash, some to gold. ironically some to t-bills and bonds, the same things that got downgraded but wall street loves irony.1:

opening bell stocks were down dow, and points, the cc1: we're seeing some of the big stocks tumbling this morning on that news, late friday, that &p, standard & poor's downcc1: graded our credit rating, not completely unexpected but now having its first impact on the markets. all of that despite the fact $2 trillion acc1: mistake when it comes to our debt. even after correcting it they defended this downgrade. the obama administration calling it a terrible judgment, that from treasury secretary tim geithner saying that s&p showed a stunning lack of knowledge in his words about u.s. budget, about the math. democrats are blaming the tea party, saying it was the hold-outs that really brought the partisan gridlock to the s&p tion and that is whatcc1: really keyed in on, not so much the amount that we owe but the massive amount that we owe coupled with the fact there is so much gridlock in washington

with doing something about it. >> exactly. thank you, tracie. >> friends and family of seven shooting rampage in ohio gathered to hold a vigil in their honor. hundreds of friends, neighbors and classmatesth gaerred in the small tune. the gun man shot his girlfriend in one home, then ran next door and shot five more people, he then chased four other people, shooting and killing one more. the man got in a gun fight with police where he was shot and killed. >> a san diego police officer is in critical condition, someone shot him whan looks to be an attack.edcc1: the officer was in his car at a red light early sunday morning when a passenger in another car shot him in the head. police caught up with the suspect, one died in the shoot-out. the other got away and is still on the loose this morning. the officer is a captain in the marine corps reserves and recently served a year-long deployment in afghanistan.

conditions, it's not going to be really hot this afternoon. downright perfect yet again all week long, holding on to weather. about 5 to 10 degrees below the seasonal averages. the temperatures and we're also looking to a lot of sunshine, good air quality. hard to believe it's august around here. i think mother nature is paying us back for all of that crazy weather we had earlier this year. couldn't get a break, storms hammering us all winter and spring long. this is what we're looking at. mostly cloudy conditions in san francisco, that will be the case probably for the most part today. i think about one or two, the sun will break through. concord, livermore, the south bay, you'll see the sun by about 9:30, maybe 10:00 a.m. temperatures comfortable to start. we're in the 50s. 57 livermore, even a couple 60s. and 53 in san francisco. later on 66, 77 for redwood city. 80 in los gatos. basically as we head throughout this week we have a weak ridge of high pressure in place. it's not going anywhere.

it's going to keep our temperatures about where they were. nudging them up a couple of degrees each day all the way through saturday. and then we level off and d yet again. but typically in august we see the triple digits, the 90s in warmest spots across the bay. haven't seen that just yet. for me i can wait. i don't know about you. >> no, i'm right on the same boat because i don't like the super hot weather. that's good news. i also don't like the superslow traffic. we have that, slowing out of the altamont pass, speeds at 18 coming by greenville because of an accident at the dublin interchange. 33 minutes now and continuing to build as the morning commute continues to build out of the altamont pass and slowing after you get past where some are making a break and heading to sunol. lookscc1: nice for 680 and heading through the area, 580 through the castro valley. it's here as you come down toward the san mateo bridge, the interchange is slow, out of hayward they change the honor

ramp down to southbound 880. a little change for that flow south into union city. across the bridge a live look will show you the flow of traffic away from me. that's the taillights going into the haze. visibility may be an issue and in the north bay. a hit and run along this flat section i've been watching. on't see major slowing through: the area. but watch, a bridge crew likely will take care. no injuries reported. you should have a smooth drive and easy drive from the peninsula. a look further south and along peninsula. into the south bay, typical slowing for 880 at 237 and 101 680.cc1:f back to you. >> thank you very much. right now we want to get you caught up on a shooting investigation in oakland. christie smith joins us live from the scene. what's the latest? >> reporter: good morning to you, jon. i wanted to start by showing you where this shooting happened at the end of a dead end street there here at fifth and franklin

by the produce mart. there is still crime scene tape up. i spoke with a couple of workers this morning at the produce mart. when they showed up at 2:00 thi: morning there were basically police, crime scene tape. oakland police say this came at about 11:30 the call as a possible road rage incident. what they know is that there were three men in a car, they got into some sort of dispute with another person. that person opened fire on the car hitting one person inside, a man. he was taken to highland hospital. underwent surgery, last listed in critical condition. oakland police : still asking witnesses to come forward and they have released no suspect information. reporting live, christie smith, "today in the bay." >> appreciate the update. >> it's 6:51. after four months of evidence and testimony the trial of several members of a san francisco street gang set to wrap up this week.

prosecutors and defense attorneys will give closing arguments in the racketeering conspiracy trial of seven gang members. three of the defendants are also charged with four gun shot murders in san francisco back in 2008. in one of those shootings a father and two sons were killed. closing arguments are expected to last all week with jury deliberations beginning a week from today. > we're following developingcc: story now in bay area politics. san francisco interim mayor ed lee changing his mind in just a few hours. he will announce his intentions to be the next mayor. bob is live in san francisco with a look at his chances and the reasons behind his decision. good morn, bob. >> reporter: good morning to you, jon. he plans to explain his reasons perhaps sometime today, programs in the future. but rye now yes, mayor ed lee interim mayor of san francisco, did pledge not to run for a full term when he was appointed interim, just back in january. but in a couple hours inside

elections in city hall he's going to announce that he is filing papers and will be running for a full term. ending weeks of speculation of will he or won't he. in an interview with the chronicle lee acknowledged that his back pedalling on the initial promise might be hard for people to understand but that he believes he is doing what is best for the city. at least one city supervisor is not happy with this change of heart. noting that's why she voted to appoint lee as interim mayor because he promised not to run. a vote that she now appears to regret. lee says he will sit down with the supervisors and try to explain himself. now that he's going to be in the race he is considered the front-runner but not a shoo-in. a recent poll shows him with 35% of the vote. he would need over 50% to avoid a run-off. >> he's different, he's not your standard career politician, how

will that go? will people say that's a good thing or bad thing? can he overcome a good deal of the momentum that other candidates have? >> reporter: after filing his papers at 9:00 this morning mayor lee will be jumping right into this case at a candidates forum tonight at the castro theater with the nine other candidates, some of whom are on the board of supervisors, also meeting the ethics commission to begin investigating what the run ed run campaign broke election laws. the head of that commission telling the chronicle he will recommend that rose pack and others be banished from the original campaign, considered influential in san francisco politics. she denied wrong doing. lee told us that he has no involvement in that unofficial run ed run campaign. bob redell, "today in the bay." >> thanks, bob. it's 6:54. the a's are off today, they are headed north of the border to

take on the toronto blue jays. they are riding high after yesterday's extra innings win. josh willingham had a lead-off in the tenth. they beat the rays 5-4. >> the giants host pittsburgh pirates tonight at 7:15. they just had a sweep yesterday. tim lincecum kept the philly bats quiet. there was a scary moment. the hitter loses his hat, bam, it hit lincecum in the ankle. he got up, limping a little but shook it off. stayed in the game. giants go on to win that 3-1. >> there was another star at yesterday's giants game. it wasn't brian wilson. this guy in the stands, certainly turned some heads in the crowd. i'd say. he was sporting the spandex tux, the trademark beard and the mohawk. here is the real brian wilson. fake one. can you tell?
