good morning. i'm marla tellez. i'm going to explain what the credit downgrade means for potential ipos and your pocket book. >> we're keeping an eye on the market after yesterday's sell-off. we'll have the latest on early trading. >> a live look outside, waiting for the sun to come up on this tuesday, august 9. this is "today in the bay." >> good morning. thanks for joining us. it is 5:00 right now. i'm laura garcia-cannon. >> good morning. i'm jon kelley. we start you out by checking it outside. christina loren is here to tell us about it. >> good morning. we have fog out there this morning and it's pretty thick in the north bay so give yourself plenty of time to get to your destination. safely this morning. we also have fog on your way down to san jose. it's kind of everywhere.

first, let's get you to work on time with mike inouye. >> a lot of folks talking about the problems for b.a.r.t. last night. rest assured folks were checking, the system is running. 31 trains on time, on schedule now but we'll continue to monitor that. and we'll explain what the problems were later on in the show. again, they are running. we'll get back to a live shot. the bay bridge, so far fog above the roadways. that will be a problem later on but christina showed us in the north bay it's low visibility. >> thank you, mike. we are keeping an eye on world markets this morning. things opened well in europe, and quickly took a turn for the worse. indexes in britain, france and germany have fallen sharply. we're keeping an eye on the european markets to update you throughout the day. as for the asian markets they saw dramatic losses in early trading but rebounded before the close. japan's nikkei finished down almost 2%. the hang seng off 5.7%. u.s. markets are set to open in an hour and a half.

dow futures jumping all over the place, sometimes up, sometimes heavily down. things could stabilize if the federal reserve takes action. its policymaking committee is meeting today for the first time since june. we'll have a live update on how the world markets and futures minutes. in about 10cc1: >> right here in the bay, the recent meltdown on wall street means more bad news for a number of silicon surging companies trying to make it big. marla tellez is live in san jose with more.cc1: marla, good morning. >> reporter: good morning, jon. we're talking ipos, companies that have gone public, companies that are thinking about it. the recent u.s. credit downgrade has hurt recent ipos, linked in: zillow and pandora. the professional social network linked in dropped 17%, internet and company pandora 8%cc1: zillow dipped 7%.

not good news for those companies and their investors. zynga and uch ascc1: groupon, they have something to think about. i hung up with somebody who knows about this, rob enderly, he tells me these companies, potential ipos have every reason to worry. >> unless you are an incredibly powerful property like, say, a facebook, might weather this. the others probably want to put off the ipos until the investor comes back to the table. right now would be a bad time. >> reporter: so the question is, when is the right time? he tells me it's going to take quarter before investors regain confidence in the market. is his prediction. john, he did say that the one company that may be able to overcome this is, in fact,

facebook because of all of the hype that surrounds it. that if facebook were to go public today investors may look to facebook as a place to go to get even and get money back. power play with facebook. thank you, marla. the bay area housing market isn't doing much better than the stock market. a new report out today reveals there are more homeowners who under water with their mortgages than last year. 23% of single family homes with mortgages were in negative equity territory. real estate zillow says it's up 21% for the same period last year. negative equity numbers are growing because foreclosures are still happening. as home values drop negative equity is increasing. look at this. numbers on the left are for this year. alameda county more than 20% of

homes under water up from 17% last year. contra costa county numbers high but that's down 3% from a year ago. county numbers increased 3%. santa clara county numberscc1: there dropped slightly to 12%. >> two different economic stories for two local governments. s&p has downgraded solano county's credit. >> in oakland police chief is calling for reinforcements after a but hit and killed a 3-year-old boy. christie smith is live in oakland where police are steppinging up patrols. good morning. >> reporter: good morning. i spoke with a deputy this morning and he told me he had 6:00 yesterday cc1: evening. he said that mothers in the neighborhood have been coming up to him thanking him for being here expressing concern about their own children.

meantime, oakland police set up a mobile command unit near 65th and international steps away from where a 3-year-old boy was shot and killed, the unintended victim of a drive-by shooting. yesterday in broad daylight. it was a simple trip to the store for the family that turned into tragedy. he was with his mother and brother. two men were standing near a pizza restaurant when a car flipped a u-turn, 65th and international. someone opened fire. two men were hit but they will survive. the little boy killed. now, police have stepped up patrols out here, officers stayed over yesterday on their shifts. chief wets says he called the chpt sheriff's office, even the u.s. attorney's office trying to get more resources. the hardest thing was turning to the parents. >> looked the mother in the eye, i looked the father in the eye who is having a tough time and gave my condolences. but the condolences don't bring

back a 3-year-old baby. >> reporter: so far oakland police say the descriptions that they have gotten of both the car and the suspects are really just too vague to help. this is the 67th homicide so far this year which is an increase over this time last year. reporting live in oakland, christie smith, "today in the bay." >> just horrible. innocent little child. >> this morning petaluma police have a warning. make sure you take your valuables out of your car and make sure you lock the doors. seems to make sense. this after a series of car thefts and break-ins. police say six break-ins occurred saturday night and early sunday. most of them happening on the west side of the city. detectives say two cars were stolen in separate locations including a 1987 jaguar. the other cars broken into with items taken. police suggest residents install motion sensor lights and call police when they see something that looks suspicious. this year there have been more than 3 dozen car thefts in

petaluma. >> 5:07. time to check the forecast. >> good morning to you. we've got fog out there this morning. that could interrupt a smooth drive if you're waking up in the north bay. watch out for that. we're looking pretty good. visibilities are dropping across the board. as we head through the next couple of hours we expect the fog situation to get worse before it gets better. high pressure, though, is going to warm us up. if you've been looking for the warmer weather, the 90-degree weather we typically see this time of year, it's not going to be quite that warm. pretty close to 90 degrees, in the warmer cities we'll get to that in a moment. 59 right now in hayward, 55 livermore, at 12:00 p.m., temperatures comfortable, 71 in fremont, 71 san jose. and then we're going to round out the day at about noon. some 80s, 80 in livermore and concord and 66 degrees in san francisco. cool and cloudy but hey, i'll let you know when the 70s will be back in the city, that's on

the map as well. that's coming up. first, let's get you to work on time with mike inouye. >> 580, we had the accident. i'm monitoring at the dublin interchange. it's cleared. the car had a busted axle. we had crews and the tow truck has cleared that scene. still a 14-minute drive out of the altamont pass. highway 4 showing an easy drive, 64, that's at l street. we expect heavier volume, maybe more slowing so about 5:30 we should get an idea of the volume. might be the lighter summertime traffic sticking around. here heading across the bridge, construction till 6:00 blocking one of the lanes. slowing further north you saw some fog up there, quarter mile visibility in santa rosa. south across the golden gate bridge. you see the glowing lights.

are trying to put out hot spots as well. a lot of unrest going on across the world. going to keep tabs on it. >> the u.s. service members killed in a weekend helicopter crash in afghanistan will return to the u.s. today. the remains of 30 troops will arrive at dover air force base this afternoon. the arrival all part of a private ceremony, open only to family members. the service members killed 22 of them were navy s.e.a.l.s. and two of them had ties to the bay area. 29-year-old derek benson was from napa county. that is him in this 2003 photo on the web. it was taken with his dad and grandfather just after his s.e.a.l. training. benson is survived by his wife cara and their 3-year-old son. also killed in the crash, kevin houston whose father and relatives live in san jose. he is survived by his wife and three children. >> we of course are keeping an eye on world markets for you this morning. asian markets closed lower,

european markets down from the open. courtney reagan is live with how u.s. futures are looking so far this morning. morning. >> hi, good morning. it could be another wild ride in the markets today after one of the worst days since the depths of the financial crisis in 2008. futures were up sharply earlier this morning. they pulled back, were negative for a while and now were positive again. about an hour and 15 minutes ahead of the market open. yesterday there didn't appear to be buyers on wall street with investors reacting to s&p's decision to downgrade the u.s. credit rating. fears we could be headed to another recession and worries about europe's debt crisis. all 30 dow components and every stock in the s&p 500 ended lower. financials took the brunt of the damage, bank of america's stock plunged 20% yesterday, oil settled below $80 a barrel for the first time since last october. we're up above $81 at this

point. yesterday the only things that did well were treasury bonds and gold. gold hitting another record, also trading higher today. we'll get data this morning on productivity and traders will focus on the fed, it holds a one-day meeting this afternoon and no one expects major policy changes to come. however, those words the fed said will be carefully listened to. the dow dropped 634 to 10,809. that marks the worst point drop since december 2008. the nasdaq to 2357. monday's market meltdown is testing the patience of some individual investors. understandably so. in fact, many were on the phone with brokers trying to move money around in their ira or 401(k) accounts. van guard says the volume of calls was 40% higher than normal. e-trade reported a record number of trades placed by folks using

mobile devices, they couldn't wait to get home and do it from a computer. back to you. >> i heard the average 401(k) lost about $16,000 yesterday. we all be working longer. >> a hard hit. >> thank you, courtney. >> painful all of that doom and gloom. we bring in sunshine and a breath of fresh air. meteorologist christina loren to wake up our day. >> you still got to get to work so you can contribute to 401(k). today, we're getting paid in sunshine. a lot of beautiful weather to look forward to. all across the bay area from the coast to the inland areas, we're going to see comfortable conditions. temperatures 10 to 15 degrees cooler for this time of year. we've got a lot of fog this morning. we talk about may gray, june gloo gloom. it's the marine air keeping us cool. however, you're going to have to watch for reduced visibility this morning even in the south

bay we're seeing the numbers drop. down to 9 miles in san jose, 10 miles in livermore through san francisco up through oakland looking good right now. but here is where the densest fog is as per usual the agricultural areas like santa rosa, down to a quarter mile visibility. so, if you want to take it easy, give yourself plenty of time. mike inouye is watching the roads right now. he's got an update coming up. 53 right now in oakland, at 51 in santa rosa, 53 in san mateo, a gorgeous day, at noon as you break for lunch, beautiful weather, 71 degrees at noon in redwood city. we round out the day at about 77 degrees. in the south end of the peninsula very, very comfortable. couple of 80s. i did bump up the numbers in concord and livermore. 79 in san jose. and take a look. we're going to bump these numbers. back to seasonal averages for a couple of days. short-lived mini warm-up on the way. let's check the drive as

promised with mike inouye. >> we like the mild numbers but it's august so we'll see that heat up as you talk about. right here we like these as well. we'll see them come down because of the volume of traffic that will continue to build. we have construction northbound 880 on eastbound 980, typical, as well as over lower deck of the bridge out of san francisco. a similar map as this maze is the maze of railways. b.a.r.t. trains are on schedule. 40 trains on time running without problems. we had problems last night. what went on? laura is going to catch you up in the next few minutes. all trains running on time. we'll focus on the bay bridge, the toll plaza. very light volume. you can make out down the east shore freeway some city lights. there are low clouds around the bay area and the north bay, santa rosa, a quarter mile visibility. down the peninsula and down into

the south bay without delays, we have an accident. the bigger deal over the santa cruz mountains. there's going to be fog over the mountains to the summit so be careful. >> thanks, mike. lawyers for barry bonds want a judge to throw out his conviction or give him a new trial. bonds' attorney filed court papers claiming prosecutors were just grasping at straws to 17 the verdict against the home run king a. jury convicted bonds of obstruction after they say bonds gave a deliberately rambling answer when asked if his trainer ever gave him steroids. a judge will consider his request at the end of the month. >> california trying to shake up the presidential election. governor brown signed a bill to assign all electoral votes to the winner of the popular vote. california is the eighth state to change. the movement seeks to avoid a

repeat of the 2000 elections when al gore won the popular vote but george w. bush to win the electoral votes zlxt that was one to remember. coming up, san francisco mayor ed lee taking a hit in the popularity department. what happened when he showed up for his first debate. >> the new allegations against pg&e leading to a new investigation. trying to figure out if the utility put you in jeopardy. >> talking about people bgan d bonds d bills, how do you do that? we'll buy one coming up.

pg&e could be more hot water. state regulators are launching an investigation into allegations of misconduct. bay area news group says allegations claim that pg&e ignored warnings and failed to fix serious gas leaks. the utility is accused of trying to bill customers $2 million to cover a mistake in overpayment to another firm. allegations were madecc1: in 2008 by a former investigator at pg&e, after he says he was fired from the company for reporting the misconduct to his supervisors. a california public utilities commission only learned of the allegations recently. an agency spokesperson says they are investigating. >> b.a.r.t. trains running on time this morning. a computer glitch caused some c: trains thecome to a standstill. considered a safety issue according to b.a.r.t. but passengers were unloaded as a precaution. b.a.r.t. says an early diagnosis

1:the glitch was a networkcc outing issue failing tocc1: correctly display train data. >> the good news is scott mcgrew is always on time. and one of the side effects of the plunge in this market is credit. it's getting cheaper which is good. so seems like the opposite. >> this absolutely makes my head hurt. good morning. the thing is when the dow falls of points, money comes outcc1: stocks that has to go somewhere. it's going into treasuries, bonds and t-bills. that creates odd side effects. generally home mortgages are tied to treasuries and the bigger the demand for treasuries the small ter payoff, the yield. down.lls mortgage rates cc1: we are seeing, jon, the lowest level of mortgage rates so far this year. it's kind of ironic at a time when all of the talk is credit. credit is pretty cheap. credit card rates could come down as well. same reason, they tend to move less quickly. so what happens to banking stocks when they are charging

less for mortgages and credit card rates. they plunge. san francisco's wells fargo down activecc1: trading on monday. we're talking about p money coming out of stocks and bonds into t-bills. you can buy yourself a t-bill $100. little ascc1: treasurydirect.gov, you enter your social security number, your direct deposit information and you they how you go on line the move money from checking to savings, it's that easy. you could as easily move savings into, say, a week-long t-bill and move it out again. cash on it.make1: >> good. little cash. because of the demand of everybody doing this, but it's one way of doing it. and something we're trying. >> in this climate very little cash to be made is good. >> that's exactly why people are doing it. >> scott, thank you. >> just to move into the positive. we're keeping an eye on the world markets making sure you

night for the b.a.r.t. system. 41 trains on time for the b.a.r.t. system. we'll continue to monitor after problems last night with the entire system. we'll take you out to the roadways, a live look at the bay bridge, the low fog and clouds. you can make out the upper and lower decks but you can't make out the tops of the towers. that fog and the clouds continue to build and affect your visibility. >> we'll be checking. >> thanks, mike. futures continue to fluctuate after the dow's 630-point plummet yesterday. with less than an hour before the opening bell trading is sometimes up and sometimes way down. european markets already open. they started out up, but have since fallen. germany seeing the largest decline, at one point down more than 5%. asian markets closed. they are also down. the hang seng dropped almost 6%. yesterday's huge drop was the worst day for wall street since

december 2008. overall stocks lost 15% in less than three weeks. amazingly some bay area tech companies are escaping the worst of it. scott mcgrew is in the newsroom with all of the details. >> you're calling the glass half full. but i agree in general silicon valley able to hold off some of those enormous losses. why? because we make money f. a company's making big profits about but its stock is falling, that's just poor decisions on the part of investors. apple. it made a record quarterly profit. the question is, can they keep it up as people's faith is shaken. apple shares fell 5 1/2%. going toing making money on internet advertising, it's hiring, it fell by the same proportion down 5.5%. google is up in premarket. weaker companies fared pretty

well. what's amazing is how parallel tech stocks moved. hewlett-packard down 5.5 yesterday. yahoo! fell as well. guess how much. 5.5%. we'll continue to watch the markets. now, these are established companies. new companies, those who just ipo'd may be not as fortunate. morning. >> reporter: good morning, scott. i know that you talk a lot about ipos in tech today. if you put money in a company that recently went public you are certainly feeling the pain. you may even have buyers remorse. in speaking to a tech analyst, he says to tell everybody to keep in mind what goes down must come up. of course the u.s. credit downgrade taking a toll. yesterday linked in the professional social network 17 percent. pandora, the popular radio

company dipped 8% and zillow 7%. what does this mean for companies which filed to go public. it has them hesitatinhesitating. here there is talk of an ipo a: local analyst tells me it's not the right time. but rob enderly says the one company that may have a chance is the zuckerberg power house. >> so desperately wants to get even that even the right set of circumstances they might still the y in1:acebookcc hope that they can arrive or cover the money that they lost. take orter: it's going tocc1: at least a quarter before investors retain their confidence in the market. the other element to this story is the impact on venture

capitalism. many feeling uneasy this morning put theircc1: money. laura. >> everyone as a whole these days. thank you for the latest. it's 5:34 now. turning to politics, ed lee says he's not a poll 6. the interim mayer he is a regular guy trying to get things done. he had a lot to deal with, a lot of heckling during his first mayoral debate. bob redell joins us live from san francisco with more on how the mayor's announcement is accepted. >> not exactly warm from everyone. interim san francisco mayor ed started to barelycc1: pill out his papers announcing he was going to run. morning, whenerday cc1: a voter called him out for breaking a promise he made in january to not do exactly that. run for mayor. >> are you going to step down

because you lied to the board of supervisors and are in that office under false pretenses? >> that man named charles kaylis asked why he would not keep that promise. this went on, police eventually dragged him out screaming and arrested him, citing him turns out he along with chris daily are behind the ed lee's a liar facebook page. later at a candidates forum. sheers with boos from the crowd gather nd side the the ater get toed mayor lee. leland lee asked if he would resign. they wouldn't have appointed him interim back in january but for the fact that he said he had no interest in running for a full worm. >> he will explain his about face but yesterday told us that he simply changed his mind.

but that he himself hasn't changed at all. he is still ed lee, that's him saying this. one of his opponents, supervisor board president david chew questioned the ethics of the unofficial ed run ed campaign that had been set up by his supporters and had bet to look into whether election laws were broken and to consider barring people from the group from helping lee's office campaign, the decision from the commission. so far not to banish any one. >> got to love san francisco politics. >> i'm no meteorologist but it feels like we're getting perfect crisp weather out there. christina can give us the report. >> it doesn't take a lot to know when you walk out that it's foggy. pea soup even up in the north

bay. we're noticing these numbers coming in and out which means there are patches of fog. you may not encounter that right out your front door but don't expect to not find that. i noticed it on my way up from campbell. 55 degrees in the city of san francisco. you can see the top of the transamerica pyramid. visibility is starting to drop. the thickest fog usually develops between 7:00 and 9:00. we'll see a comfortable day. our temperatures are going to climb from the upper 50s to the 70s by noon, comfortable weather as you break for lunch. we're going to round out the day with temperatures about with 10 degrees below their seasonal average. 8 oyn concord, 79 in fremont. 80 in los gatos. we have a warm-up on the way. how long it's going to last and what it means for your weekend.

hayward. the boy ryan white is now in critical condition at san francisco general hospital but good news is said that he's making small improvements. >> closure for a family whose daughter was killed 27 years ago. police say a classmate killed 14-year-old tina faels in 1984. she was stabbed to death as he walked home from high school. her body was found along 680. investigators say the suspect was a 16-year-old fellow student who has a substantial criminal history. they say advances in dna testing helped them crack this case. police are not identifying the suspect until his case is moved from juvenile to adult court. he is already in jail on an unrelated charge. >> just about one month before the first anniversary of the san bruno explosion pg&e set to start testing its natural gas pipe line in palo alto.
