breaking news out of richmond this morning where police are looking for a 50-year-old security guard who opened fire on a coworker, wounding at least one person. we'll have details in a live report. plus pg&e under new scrutiny. why some say another pipeline disaster could be lurking beneath bay area streets. and cell phone controversy. carriers headed to school to fight a new law going into effect in san francisco. a live look at oakland, thursday, october 20th. this is "today in the bay." >> well, good morning, everyone. i'm scott mcgrew. 4:30. let's check your forecast with meteorologist christina loren. >> take a look at this temperature map. it is 46 in novato versus 63 degrees in oakland.

a 20 degree difference. wherever you're waking up this morning, you'll need the heavy coat this morning. but the good news is the warm-up starts today. the beach weather looks fabulous this weekend. mike has an area that could slow you down on your way to work. >> i want to show this because it could potentially last until this afternoon. a jackknife truck. carrying live chickens. this accident happened overnight. it was completely blocking i-80 in the westbound direction. we have one lane that's reopened. there's a lot of work going on there. this could take potentially until the afternoon. >> in richmond a security guard dead.

live in richmond with more on what happened. dead or wounded, christi? >> reporter: wounded. i'm told he's in surgery but in critical condition. he tells me he hasn't seen anything like it. they're telling me this securit guard left his home in concord and fired shots into a neighbor's home about 9:00 last night before heading here to richmond to his job. where he fired into this building, where his supervisor was sitting. he apparently hit him in the arm and the chest. that supervisor was able to fire back even though he was wounded. apparently they provide security here. two other security guards who were on duty heathe commotion a ran over here. they fired at the shooter who

may have been wounded in this. police tell me this shooter had several high powered weapons with him when he came. he's 50-year-old duran long. we're trying to get a picture of him up this morning. he basically drove out of here and that license plate is 5x0323. trying to confirm those numbers are right. that's the information they're giving us this morning and they have an all point bulletin out to all law enforcement agencies in the area. of course, this person is clearly armed and dangerous. reporting live in richmond, christie smith, back to you. just a few minutes ago reuters reporting that muammoam gadhafi was captured. 20 years ago a small brush

fire blew up and the oakland berkeley hills turned into the nation's worst ever urban wildfire killing 25 people, destroying 3,500 homes. to mark the day, oakland will rededicate the fire storm memorial at 10:30 this morning. vandals defaced the sculpture last year. today's rededication, one of several events between now and saturday to mark two decades since the oakland hills fire. a bay area lawmakers today will demand the california public utilities commission enforce federal standards to protect homeowners from dangerous plastic pipes. a ruptured plastic pipe led to a fire and explosion at a cupertino apartment complex in august. the feds said plastic pipes should be phased out. pg&e says it will replace 1,200

miles of the pipeline. the company is reacting to accusations it used junk money. after going through utility records, it found new evidence pg&e installed, salvaged or junk transmission pipe on the gas system between 1948 and 1956. state regulators say it raises serious safety concerns. obviously flood pipes underground could lead to more deadly explosions. the agencies to release the documents to the public. pg&e says it's confidential and too sensitive for you to see. >> if there's anything in the documents that presents a safety concern, we'll take immediate action to make the situation safe. >> they want to hold a hearing in early november to push for the documents to be made public. 8 million californians expected

to take part in the largest earthquake drill ever. >> we are experiencing a large earthquake. >> everybody get under the desk and hold on. >> now the businesses all practicing this morning. barth and other transit agencies will participate. for guidelines on what to do before, during and after a quake. medical help on the way for the occupy protesters in san francisco. members of national nurses united will lend their support by putting in a first aid station. it will be manned by registered nurses that will perform basic first aid. san francisco will be the third city to get medical aid support from the group. first aid station already on the site on occupy wall street and occupy l.a. camps. cell phone companies will ask a federal judge to block a

new san francisco judge today. it will require retailers to display a poster like this one and hand out fact sheets about cell phone radiation. the group spoke today. that's the wireless association. upset about the law. this has been classified by as a possible carcinogen. ctia says the law violates the first amendment right to free speech because it forces them to disseminate the city's opinion. a new recall to tell you about this morning. a company voluntarily recalling bagged salads because of a possible salmonella contaminati contamination. it's sold under fresh selections, heb, marketside, taylor farms. the bags were sold in grocery stores in 14 states, including

chartea brant lee from cnbc headquarters. >> good morning, scott. futures show a positive stock market open. stocks dropped yesterday on continued concerns over the european crisis and the the expected size of the bailout fund. the nasdaq lost 53 points to 2604. we get quite a few earnings reports today. we'll hear from them before the opening bell. mike soft reports after the bell. we also get unemployment claims this morning. expected to be around 400,000. on the housing front, existing home sales are expected to drop to 4.9 million. last week's blackberry outages are still haunting research in motion. reports show they are considering consumer lawsuits.

it resulted in periods of lost services for many customers worldwide. back to you, scott. >> thank you very much. christina loren with a weekend forecast. good morning. >> it's not too early to think about the weekend. the weather will warm up. it won't be too cold in the city of san francisco. today it will be the case until 1:00 p.m. but your temperatures are really mild in oakland. 63 degrees. 59 in hayward. mostly cloudy conditions here. but take a look at the difference in the north bay. you're going to need to grab the jacket and the fog is already starting to settle in in some north bay cities. high pressure is the reason why. it's starting to build in. this compresses all the moisture. forces it to the surface. swishes that marine layer down. that's what we'll see for today. the fog should clear by 1:00

18 tigers, 17 lions. >> there's a lion on mount perry. >> we don't know what that was. well, i guess it was a 911 call that described animal sightings on tuesday night after the owner terry thompson freed the animals before committing suicide. grizzly bears, african lions, monkeys, endangered tigers were on the loose. deputies had no choice but to kill them all. >> we had 18 bengal tigers, you folks wouldn't have wanted to seen what would have happen. 50 of the 56 animals still at the farm shot and killed. the six surviving take on the the columbus zoo. nba players and owners head back to the bargaining table for another round of talks. they've had 24 hours of negotiations in the past two days. there have been no results.
