captured. rebel leaders say they tracked him down in his hometown. they say gadhafi was wounded in both legs and taken away by blans blansz. . >> and a security guard in richmond is in the hospital this morning. police believe he was shot by another security guard. christie smith is live in richmond with more on what happened. good morning, christi? >> reporter: good morning to you, jon. i just spoke with richmond police. they're telling me they have no idea why this security guard opened fire. i want to show you what's going on here this morning. this turned into a gun battle outside the security office. 28-year-old supervisor who was sitting inside, was wounded. there were marks on the tree outside this morning. police tell me that those are from bullet holes. police tell me the shooter

showed up with several weapons, including high powered weapons and opened fire around 10:30 last night. the business is called personal protective services. they tell me they're looking for 50-year-old doran long, who is also a security guard. about 9:00 he started shooting at neighbors near his house before heading here. he shot into a neighbor's home. nobody hurt there. neighbors say they didn't know it happened. they were sitting alone in the office when gunfire came from the outside. police tell me he was hit in the chest and the arm. this provides public housing. >> officers arrived on scene. they located one person suffering from multiple gunshot wounds. a 28-year-old security supervisor. and they also located two

additional security officers who say they had been in a gun battle basically with the suspect who is also a security officer. the suspect then fled the scene, and we are currently looking for him. >> again, they were able to exchange gunfire. police are telling me the suspect may have been wounded on this. they believe he took off in a red toyota tacoma pickup truck with california license plate. police think he may be headed to el dorado or near lake tahoe. they won't tell me why thea think he's there. they've alerted authorities they ma be in the area. as for the supervisor, i'm told he is expected to survive his injuries. jon and marla, back to you. >> christie smith in richmond, thank you for the update. new details in the

investigation of oakland journalist bailey are being revealed. a report written in 2009 calls detective longmyer's investigation inadequate t. he consistently failed to include documentation in the homicide file, which implicated use of force. he also overlooked bay as a suspect and did not follow up on obvious leads. the report was requested by then mayor ron delham. it looks like san francisco is benefitg from the state's recent prison realignment. more than $5 million being pumped into the city as a deal with nonviolent offenders and reduce prison overcrowding. 31 jobs will be created to deal with offenders. a new drug testing center and education and job referrals will also be created. now critics say the money should be used on services and programs only, and not to increase law enforcement positions and jail beds. as we reported yesterday.

bay area bridges are not making the grade. that has one san francisco business owner upset. the report lists the bridge as one of the worst in the state. it says more work or increased inspections are needed on the bridge near trant park. he's starting a save the bridge fund to pressure the state into repairing the bridge. he feels it makes him look bad. if state does not repair it, he's going to sue. today is the great california shakeout. for many that means earthquake proofing their home. >> it's 56 gallons. it's tall. it weighs a ton. to move it i have to take the water out of it. in an earthquake, it would do okay. it's extremely heavy.

other social os to help job seekers find employment. the event will be streamed live on facebook at 7:00 this morning. well, did the department of energy change its own history. scott mcgrew says accusations it rewrote press release. as far as we know, coverups look worse than the original crimes. we looked at press releases about solar energy loans. references to san jose's sun power was removed. here we see video of solyndra. sun power got a controversial loan that conservative national review says, quote, the obama administration has been caught red handed. now that's probably a bit extreme. there is, after all, no law against monkeying with old press releases. but it is a bit suspicious.

bart system. system wide delays still. we have a clarification from the spokesperson, jim alison. he says there were some alarms going off in the tunnel. that's what caused all the delays. but then added problems to the west oakland station, in which four of the five lines traveled through the area. about 20-minute delays for this r railway commute. and we have slowing through antioch as well. right now we're covering breaking news. unconfirmed reports that ousted libyan leader moammar gadhafi has been ousted or killed. he was tracked down trying to flee his hometown of sirte. gadhafi was wounded in both nato planes. neither nato nor the u.s. department has yet to confirm the reports. they're moved the last remaining forces ending weeks of fighting taking place there. if this is true, it will allow the interim ruler to declare the country liberated and start the

transition to an elected government. we will, of course, be following all the developments. we'll have the latest information as soon as anything becomes available. 20 years ago what began as a small brush fire blew up and turned to the nation's worst ever urban wildfire. it killed 25 people and destroyed 3,500 homes. they will rededicate the fire storm memorial garden. vandals defaced the fire storm sculpture last year. but it's been repaired. today's rededication is the first of several b events planned between now and saturday to mark the two decades since the devastating fire storm. this morning the search is on for a security guard who shot and injured a coworker at a richmond housing project. christie smith is live in richmond with more on exactly what happened. good morning, christi.

>> reporter: good morning, jon. i was speaking with one police officer this morning. he said he's never seen anything like this. the suspect is a security guard and had to know a list of people shooting at were security guards. right now they're gathering evidence at personal protective services. they say the shooter was outside. they've been focusing on the tree there. it's full of bullets for the gun battle that went on. investigators tell me they're looking for 50-year-old doran long. he's also a security guard here. police say he fired at his neighbor's house in concord around 9:00 before jumping in his own truck and heading to the crescent park apartments here on hartnet avenue. this is public housing. all the guards work here. they say long fired into the off where his supervisor was hay loan, hitting him several times

in the arm an chest. he had a rifle a shotgun and a handgun. the supervisor, a 28-year-old was able to fire back at him. two others heard the commotion, they heard the gunfire and got into a gun battle with him in the parking lot. they're okay. police are saying he may have been hit. police aren't sure what set him off. from what we understand he was in some can can kind on confrontation with the victim that was shot and ended up shooting into the building and hitting the victim. >> police are saying they think he may have took off in a red toyota tacoma pickup truck with california license plate 5kp. they're thinking he may be headed to el dorado county.

perhaps to lake tahoe. they have alerted deputies in the area to be on the lookout. i just got off the phone with richmond police. that's how the 28-year-old supervisor is doing. they tell me that he underwent surgery and is expected to survive. jon and marla, back to you? >> definitely a wild scene. officers still chasing down this guy. >> a bay area assemblyman wants to see serious changes. he is set to address the public utilities commission today. hill points out back in the '90s the government told pg&e to phase out the two-inch plastic pipelines. the very same kind that leaked at a cupertino complex in august. that caused this explosion here. hill says despite the government recommendation, pg&e never acted, and the cpuc never forced

the issue. he introduced a new bill to force compliance with federal regulation. pg&e will replace 1,200 miles of the pipeline. >> it's 5:35. pg&e reacting to a new line of safety question this is morning. they say after going through utility records it found new evidence that pg&e installed salvaged or junk transmission pipes between 1948 and 1956. state regulators say it raises serious safety concerns, especially because pg&e has been unable to certify no other reused or deficient pipe remains in service. the findings raise fears, problems like the one that cause the san bruno explosion could be going undetected. the agency wants to release the documents to the public.

right now we're following unconfirmed reports that moammar gadhafi has been captured, possiblily killed. tracie potts is live in washington right now. what is the state department saying about all this. >> unconfirmed. the white house and pentagon. that he was wounded in both legs or killed, captured and then killed. early this morning the national security council. however, they've been wrong before. we want to caution you about the reports that are coming up. >> we break in with a special report on the "today show" from matt lauer. gadhafi has been killed. it comes just hours after interim government forces launched an offensive in gadhafi's hometown of serte and two months after the fall of

tripoli. let's bring in jim miklaszewski at the pentagon this morning. mick, what can you tell us? >> reporter: pentagon military state department intelligence officials here in washington still cannot positively confirm that moammar gadhafi has either been captured or killed, but evidence appears to be mounting inside libya that that is in fact what happened this morning outside gadhafi's hometown of sirte. according to one u.s. official while still not officially being able to confirm that gadhafi was captured or killed told nbc news that it's looking good and it does appear at this hour that decades of his brutal rule there in libya have come to an end. >> mick, i want to mention to our viewers, i'll put an image up in a second that is graphic. this comes from a leader of rebel forces who claims it is a picture of moammar gadhafi after he was killed. again, it is a graphic image and we have no independent confirmation on this photo but it does appear to show the

former libyan leader after being killed. mick, when do we expect that we might get more concrete information on this? how long will it take to filter out of libya? >> you know, there are u.s. officials on the ground including many cia who are embedded with the transitional national council, the new government or soon-to-be government of libya and so we expect within hours some firm confirmation from those u.s. officials on the ground in libya that moammar gadhafi is -- >> as the forces surrounded sirte and began to take it down, mick, there were some thoughts that it would be two -- of course being the hometown of moammar good halfy -- that it would be too obvious a place for him to be hiding. we had early reports this morning that the leader, the former leader was actually found hiding in a hole and had just been wounded but this just kind of shows us how difficult it is to get credible information out of that part of the world given

the circumstances. >> reporter: that's right. latest reports indicate he may have been struck by nato air strikes in a convoy that was fleeing sirte just as the rebels took over power and drove out all the gadhafi loyalists in an intense, 90-minute gun battle this morning. u.s. intelligence for sometime at least the last six to eight weeks has believed that in fact gadhafi was either there in sirte, his hometown, or another town filled with gadhafi loyalists but today's air strikes perhaps on a convoy and that photo which clearly does appear to be moammar gadhafi is mounting evidence that he is at least seriously injured if not dead. >> all right. again, the headline here that the one-time leader of libya for some 42 years before being ousted from power back in august, moammar gadhafi according to some sources out of libya has been killed. jim miklaszewski at the pentagon, thank you very much. we'll have much more throughout the day on msnbc and msnbc.com.

future cast. we're going to see a nice amount of clearing. all the marine layer, the cloud cover, the strat us pushing back out to sea. for us that means the sun will shine to the city of sfrarn by 2:00 p.m. still warm up to the upper 60s. 57. 57 in the city by the bay today. 75 in san jose. 79 degrees today in gilroy. the reason we're warming up so much is we have this fair stretch of weather brought about by high pressure. amplifying ridge builds in over the next couple of days. really starts to drive the winds offshore, however, as we head through monday, tuesday and wednesday. and of course that brings about the concern for fire danger. we're talking fire danger, right, mike? >> definitely. if you see anything on the side of the roads, give a little bit of smoke and call that in safely to chp. we'll look to the rails first.
