work. why do you believe it wouldn't? >> well, i'm just looking at it from a practical standpoint. you pay the football players x amount. what about the student athletes if you want to call them that, and the other sports. what about -- i guarantee you if you -- if tomorrow they passed a regulation that said football players are going to make $50,000 a year, the attorneys for female sports, attorneys for the olympic sports would be filing lawsuits saying, wait a minute. wait a minute. what about our guys? and schools don't want to put up with those kind of lawsuits. it's just an impractical thing. i don't know how you would ever set it up and who -- who would be the pay master. would the ncaa do it? maybe cal and stanford as part of a bcs conference. what about san jose state which is struggling to break even and now have to pay their players. practically it does not work. >> what about responsibility from professional leagues. do they play into the debate?

>> that's my solution. why do you force football players in high school who have no intention or no -- don't even care about going to college, why do you force them to go to college so they can become nfl players. there are no scandals in baseball. baseball players come out of high school and have the option. they can go sign with the pro team, minor leagues or go play football at, you know, at -- or play baseball in college. they have the option. same with tennis players and golfers. they can either say pro or go to college. that's the way it should be in football. they should force the nfl to form a minor league. >> mark purdy of the "san jose mercury news." >> there you have it. right now on nbc bay area news. a kayaking trip on the san francisco bay turned into a search and rescue after the kayak was swept under. also, with just two weeks to go until election day, there are now allegations of fraud in the san francisco mayoral race. we'll have a live report. a major earthquake in turkey killed more than 100 people.

and a frantic search continues tonight for possible survivors. the news starts right now. good sunday evening. i'm diane dwyer. thanks for joining us for this special edition of nbc bay area news. tonight, several candidates running for mayor in san francisco are asking the federal government to step in to make sure the election is conducted fairly. election day is just about two weeks away and the request comes in the wake of accusations of voter fraud. nbc bay area's monte francis is in san francisco with more for us. monty? >> good evening. seven of the candidates sent this letter to the secretary of state and to the department of justice. they want election monitors to oversee the voting process. this all stems from video footage taken on friday in china town. the online video posted by a campaign staffer for leland yi shows workers from an

independent group supporting ed lee. you see them here wearing blue shirts helping voters fill out absentee ballots and in some cases actually filling out the ballots themselves. we caught up with several of the candidates at a mayoral forum earlier today, including those who are blasting the mayor and his supporters and suggesting that voter fraud may have occurred. >> well, it's outrageous what's happened. we have a videotape that essentially shows workers connected with at least independent expenditure telling people how to vote. helping them fill out their ballots. that's a clear violation of elections law. >> if i had heard that somebody was doing that on behalf of me iwould stand up and say that's absolutely wrong and i -- as i would come out and say that should cease and desist and i would be leading the full investigation of that. >> i certainly found these allegations to be very troubling. we need to have a clear and fair election. we need to have integrity at the ballot box. i think we need a full investigation of what happened. >> and tonight the mayor's

campaign did not return our calls. but a spokesman for ed lee's campaign told the chronicle what's seen in the video is not illegal and said it was just a political hit against lee because the mayor has such a commanding lead in the polls. the head of the department's elections here reviewed the video. it doesn't appear to him anything illegal has happened but he's forwarded the video on to the district attorney to investigate. live in san francisco, monte francis, nbc bay area news. two people were injured when a fire broke out at a san jose apartment complex early this morning. the fire has forced as many as 50 people out of their homes tonight. the three-alarm fire started around 1:15 this morning at an apartment complex on south king road near bowling green drive. firefighters saw heavy smoke and flames coming from the building when they arrived at the scene. in addition to the two people injured, six uths were rescued from the burning building by firefighters. the red cross was also on the scene to help those who have to

find a place to sleep tonight. >> right now we have approximately 15 families we are orking with to provide food, shelter, clothing, medicine and emotional support. >> firefighters say most of the building is fine but a few of the units are heavily damaged. the cause of the fire is under investigation. also in san jose, another officer-involved shooting. police say an officer shot and injured an armed suspect at a hotel this morning. officers responded to reports of a man with a weapon at the extended stay hotel just before 8:00 this morning. police say the suspect was displaying what they called threatening behavior prompting at least one officer to shoot in self-defense. >> that individual was laying on the stairs. appeared to be either sleeping or passed out. officers tried to contact that individual. he was not responsive. however, he eventually did wake up. displayed some type of threatening behavior with a weapon to the officers. at that point at least one

officer fired several rounds, striking the subject several times. >> the suspect is expected to survive. no officers were injured in the shooting. and this is, by the way, the city's seventh officer involved shooting of the year. we have some developing news in san francisco tonight. a kayaker is missing in san francisco after he fell into the water near pier 80 this afternoon. nbc bay area's kimberly tere is in the city with the latest on the search effort. >> reporter: this afternoon a major search was launched for the missing kayaker. he has yet to be found. the search is being conducted here near pier 80. we just saw a coast guard boat going through this area, still looking for this missing kayaker. san francisco police got the call about 3:00 this afternoon. according to police, the 55-year-old kayaker got too close to a tug boat that was pushing a barge toward the pier. the man was caught in the wash and fell from his kayak into the water. he was with two friends who say

they turned around and saw the kayak turned upside down. when they got the kayak they say he wasn't in it and called to the tug boat for help. san francisco fire and the u.s. coast guard helped with the search today which was suspended when it got dark as far as the san francisco fire department goes. the u.s. coast guard, though is still searching. san francisco fire has no plans, though, to resume the search unless they get more information on the man's whereabouts. but again, as i said, the coast guard says they are still actively searching for this man in the water. we were able to talk to the friends who were with that kayaker this afternoon. and we will bring you what they said tonight at 11:00. live in san francisco, kimberly tere, nbc bay area news. >> thank you, kimberly. coming up next, more than 100 people are dead in turkey after the biggest earthquake there in more than a decade. and the president is coming back to the bay area this week. we'll show you when and where coming up. and we're wrapping up a

in turkey today, a 7.2 earthquake hit parts of the country. as many as 1,000 people may have been killed. as nbc's annabelle roberts reports, rescuers are frantically working in freezing temperatures in an attempt to try to save those trapped under the rubble. >> the earthquake hit in the far eastern province. a magnitude was about 7.2, which is pretty strong. turkey does have a history of earthquakes and engineers who are highly qualified and specialize in designing buildings to resist earthquakes. but it's never really sure how closely these guidelines are followed. looking at the pictures you can

see there is a high degree of destruction. estimates that about 40 or 50 buildings are down in the city of van and that there are people trapped beneath the rubble. you can see people digging through that rubble with their bare hands. officials in the area have said there is so much destruction and so many dead but as yet impossible to put a precise figure on how many have lost their lives. information is still coming in. and it is difficult to get accurate figures because the communications -- normal channels of communication have been damaged by this earthquake. the official call is for blankets, for tents and rescue teams to come and help in this effort. of course, turkey is criss-crossed the fault lines and is familiar with these disasters. this has hit up in the far east in the border with iran and it will be difficult to mobilize teams to these remote areas. as far as we know, the authorities are qucalling for a

international response to this disaster. annabelle roberts, nbc news, london. after 42 years of rule under moammar gadhafi, the people of libya say they are finally liberated. people across the country celebrated. but especially in ben ghazi where the uprising first began. the national transitional council announced the formal liberation of libya. misrata has been a bit quiet with concerns about what the next step is for gadhafi's body. the coroner's report found gadhafi did die from a stray bullet wound but the details still remain unclear tonight. and now for national politics, president obama's foreign policy has democrats and republicans battling it out today. nbc's kristen well kker is at t white house with more. >> reporter: making the round on the morning talk shows, secretary of state hillary clinton cast president obama as a leader on foreign policy. >> president obama has passed with flying colors every

leadership challenge. >> reporter: and she smacked down republican claims that pulling all u.s. troops out of iraq would leave the country vulnerable to iran. >> iran would be badly miscalculating if they did not look at the entire region and all of our presence in many countries in the region. >> but republicans kept up their steady stream of attacks calling the president's foreign policy politically driven. >> i would argue that iraq and afghanistan is being run out of chicago, not washington. >> with the gop presidential contenders trying to draw a sharp contrast with president obama on iraq. >> we're leaving, and we're leaving behind a situation where iran has just dramatically drawn influence in that country. >> and libya. >> i think it was wrong for the united states to go into libya. >> but at saturday's gop forum in iowa it wasn't foreign policy but social issues that took center stage at candidates tried to shore up support among core conservatives ahead of the caucuses now a little more than

ten weeks away. >> being pro life is not a matter of a campaign convenience. it is a core conviction. >> rick perry took a veiled swipe at herman cain for saying he's pro life in one interview and flip-flopping in another, suggesting that abortion is a personal decision. >> if that is your view, you are not pro-life. you are pro having your cake and eating it too. >> cain who is leading in some polls, tried to do damage control. >> i believe that abortion should be clearly stated as illegal across this country. >> vice president joe biden told cnn he's confident about a second term and not ruling out his own presidential run in 2016. >> you aren't closing that door? >> i'm not closing it. >> again, that was nbc's kristen welker reporting. president obama plans to be back in california tomorrow. his first stop will be in los angeles where he's expected to attend a couple of fund-raisers for his re-election campaign and make an appearance on "the

tonight show with jay leno." then eel head to the bay area tuesday for a quick two-hour fund-eration event at a downtown san francisco hotel and will be capped at 200 people who all purchased tickets for a minimum of $7,500 each. this is the president's third trip to the bay area this year. coming up next, we'll be back in a moment with a former 49ers player making history at a bay area college.

it's a true convergence of sports and the arts taking place here in the bay area. jamie williams started an athletic department from scratch for the academy of arts university in san francisco. so now he's the school's athletic director and helps raise funds and awareness if are the department with the help of people, you know, like jerry rice. nbc bay area's laurence scott reports. >> reporter: when it comes to college sports, dr. jamie

williams is a very different kind of director of athletics. but then the teams at his school are made up of a very different kind of athlete. they are all artists. now in their fourth year of competition, the academy of art university urban knights field over a dozen teams in a variety of sports. >> having spent my life in locker rooms and around athletic administrators, it was kind of a natural. now i was also -- i am also an artist. so, you know, as a writer/director. but when you are that person, you are also around illustrators and painters and designers and advertisers. we're all kind of -- we all have a kind of synthesis or symbiotic relationship with each other. so i knew the feel. >> and known for a variety of things throughout his career, dr. williams made his name as an nfl tight end with the 49ers and raiders, among other teams. he also played a large role in the creation of the film "any given sunday."

he pursued graduate school while still playing in the nfl. after completing his doctorate, the opportunity to create a college sports program from scratch was just too good to pass up. now the academy of art plays in the pacific west conference, a league of ncaa division ii teams. a recent golf tournament in san francisco's presidio to support the program brought out a variety of stars. and some good-natured ribbing from the greatest of all time. >> hey. worst host ever. this guy ever. he's the worst host ever. >> do you really believe that? >> one former athlete who became an actor was the guest of honor. san mateo native dennis hasbert has lived the life many of the students are just now embarking. >> first things first. if this school was around when i had come out of high school, this is the school i would have gone to. two is the disciplines that are necessary for both sports and being an artist. it's mental, physical and

emotional. so without those three things, you know, you couldn't be an athlete. and you couldn't be an artist. >> to create anything, really, takes courage. it takes guts. it takes a vision. and you have to be a bull to that vision because when you are in the garage, when you are in the laboratory, in the kitchen trying to conjure up you know, what you hope to be the future, it's a lonely place. and so you have to have, you know, you have to be able to predict the future and not be afraid to go into that unknown and, for me, it's been -- it exceeded my expectations. >> laurence scott, nbc bay area sports. >> mixing up the sports and the arts. i got to like it. let's check in with rob mayeda. i have to say it was one of those perfect bay area days. wasn't it? >> it was. it was just a great day to be outside. even out to the coast it was

kind of hot. actually down toward santa cruz, 89 degrees today. 85 in san jose. so no matter where you were around the bay area today you basically saw some mid-80s outside. thanks to the fact the seabreeze still pretty weak. eventually we'll see a little stronger sea breeze tomorrow which will cool us off a little bit. for now, the winded are relat e relatively light which means we'll see 60s until almost 70 till about 11:00 tonight. tomorrow, northwest winds. the item to watch in the weather this week will be some offshore winds picking up as we head toward wednesday. right around midweek. we have a system passing through to the north behind it as high pressure builds in during the day tomorrow. a little northwest breeze at times. temperatures mostly 70s. maybe a few more low 80s for your monday. as that high continues to build and kind of recenters itself across the great basin when that high is to the east, that starts to give us those offshore winds as the air drops in elevation

and has down to sea level from across the land we'll see that air dry out and in some of the hilltop areas, some very gusty conditions which will have to be watched for fire danger. low humidity levels and dry and breezy conditions getting started on tuesday night. no sign, by the way, of any rain coming up in your seven-day forecast. kind of a cool start tomorrow morning with the clean, dry air. eventually those lows getting into the 50s. tomorrow, warming up quickly. a few clouds. winds 5 to 15 miles per hour. not too breezy tomorrow. highs mostly in the mid to upper 70s. the time frame to watch tuesday into wednesday will be those offshore winds which means we could get gusts close to 40 miles per hour. humidity levels in the teens. that really has to be watched even though we did get a bit of rain earlier in the month. this is the time for the fire concerns. >> especially after the 20-year anniversary of the oakland hill. fi. >> absolutely. >>e'll be ri wt backgh.
