warm. it's cold out there. 41 in places like fairfield up to the north bay. still holding onto the low 40s. probably drop off three to five degrees throughout the next two hours. sunrise is the coldest time of the day. we're out of the 30s. so improvement there. the fog will return. we'll show you where. and we have the weekend forecast ready to go in moments. first let's get you out the door with mike inouye. >> we're looking at the bay bridge. a disabled vehicle in the upper deck towards treasure island. it doesn't give details about any lanes blocked. they're heading out there to help this person on the san francisco side. meanwhile, no slowing across the bay on the upper or lower deck. construction in berkeley. we'll tell you about that coming up. oakland's occupy movement back in full force in front of city hall. they are not interested in what city leaders have to say.

mayor quan shouted down by free speech activists after she claims she was invited to speak. quan walked out a side door hoping to avoid cameras. >> can you stop the car? >> released a written letter to protesters. she also posted an iphone video saying she hopes to engage in a peaceful conversation and address health and safety issues. occupiers made it clear they are no longer listening. occupy san francisco's camp undisturbed. police are still monitoring the situation closely. keeping out an eye for safety and sanitation concerns.

things are relatively calm a the planned raid never materialized. san francisco mayor ed lee said he asked to police to enforce city laws. mayor lee says the city will take things, kwoetd, step by step. relative calm means we have room for more news. the new span is still more than two years away from opening to traffic. christie smith joins us live from treasure island to explain what is happening in a few hours. good morning, christi. >> good morning, scott. happy friday to you. this is a major milestone in the construction of the bay bridge. we think it has to do with the small gap that you see there in the light.

piece number 28 is going in, which connects to the eern sky way. it's officially completed today. the largest of its kind. more than 2,000 feet long. it has a single cable that weaved down and through the underside of the span and sort soft supports it through tension like a sling you would put on aun wounded arm. it's a huge step forward on the projts. they're saying san francisco mayor ed lee and mayor quan will break from occupy movements to attend the event to mark the placement of the final piece today. no doubt the word occupy will come up again. that's the latest on treasure island. >> the u.s. economy may be

the committee on the 15th. the biggest name in the obama administration to testify in the probe so far. they laid off more than 1,000 workers after receiving a $535 million loan from the department of energy. police released the sketch of a man they say choked a woman at the parking garage and left her for dead. he's described as 5'4", white man with blond hair. a russian or possiblily eastern european accent. he was wearing a green sweater with white lettering and blue jeans. he approached the victim, asked for help. he followed her to the parking garage where the grabbed her an began choking her until she was unconscious. students say it makes them think twice about walking alone. >> i'm going to move my car to maybe the main lot in the open where it's really bright.

>> police hope someone will recognize the suspect's sketch and come forward with information. a controversial new development in the bryan stow case. the injured giants fan blamed in part for his own beating. a lawyer claims the suspects should be held liable for stow's injuries, not the dodgers. but the suit insinuates that sto with should bear some responsibility for his own beating. a man accused of stealing a painting from a san francisco art gallery admitted to the crime in court. mark lugo accused of a string of art thefts coast to coast. police found 11 pieces of stolen art in the new jersey apartment while investigating the picasso threat. his attorney says the client may have been mentally unstable at the time. he still faces charges in new york. let's check in with christina.

good morning. >> good morning, scott mcgrew. we're starting out warmer than we were 24 hours ago. oakland, you're six degrees warmer than this time yesterday morning. 4 degrees in hayward. 2 degrees in san jose and livermore. we'll be warmer today. more cloud cover rolled in overnight. so it won't be as bone chilling cold as yesterday where we ended up in the low 40s in inland cities. in the north bay we had 30s on the map. throughout the day you'll continue to see the temperatures climb off the bat. the sun will be out at 7:30 this morning. a mostly clear start. even in the city of san francisco. but things will change as we head through this weekend. the fog will be back through saturday and sunday. a little bit more fog every night and morning. so today works out like this. we'll see a lot of 70s on the map. a little bit of fog at the coastline. nothing too substantial. not until it looks like tomorrow morning and sunday.

side. just not as dry and not as breezy. overall looking good. back to you. the trial of michael jackson's doctor is wrapping up. they finished the case for dr. conrad murray yesterday. they hoped to prove he was addicted to several kinds of drugs and dr. murray had no idea of that. the case is expected to go to the jury next week. sugar land returns to indiana giving a free concert to honor everyone affected by the devastating stage collapse. it's been three months since a storm blew down the stage at the indiana state fair just before sugar land was supposed to perform. seven people were killed. 40 others hurt. the band sayses donations to an assistant fund for victims will be collected during today's free show. a wild ride in the world series. the texas rangers set to clinch the first ever title in game

welcome back to you. all is quiet in san francisco this morning. the photograph so amazing it looks fake. the picture taken during a promotional shoot on monterey bay. look at the kayaker on the right. so close he could almost touch the whales. you could tell where they were going to come up because the sea gulls where where they would come up. so i would go right to them.

it was so great. i was real close to them. you know, it's like one time i hit the ducks so the tail didn't hit me. >> the photographer just spun around at just the right time to capture that amazing shot. california has no choice. it can no longer afford the government pensions. that is the word from governor brown as he laid out a plan for major reforms. they want to raise the retirement age for most future state workers from 55 to 67 and require future and current workers to pay half their own retirement costs. it's a hybrid pension system where guaranteed benefits are combined with a 401(k) style plan. they say it is fair. >> these pension reforms will go a long way to making a pension system more sustainable and more fair. >> so how big the problem? it depends who you ask.

studies show the pension system between 100 billion and $500 billion. brown's plan would require approval from lawmakers and voters. san francisco's law requiring radiation exposure on cell phones has been struck down by a federal judge. the decision means stores will not be required to post warning posters on store walls or stickers on the cell phones. the judge says both would have been on the cell phone message. they will warn of the possible danger of radio frequency exposure. things are calm as the tents return to the plaza in oakland. cameras also continue to occupy justin herman plaza in san

the area has construction until 6:00 as the crews clear from the roadway. as well as a light volume of traffic. just 18 minutes off the bridge to the toll plaza. still tracking a disabled vehicle on the upper deck. some pulled off to the shoulder as you're approaching. clearly not a problem. >> most of us stocking up on halloween candy ahead of time. what are you thinking about whechb you're buying it. a new poll shows an overwhelming 83% of parents buy their favorite candies in hopes of keeping the leftovers after trick or treaters are gone. 20% of parents admit to swiping candy from the kids' stashes after halloween, too. the moegs likely to be stolen is chocolate and in terms of sugar versus healthier food, less than 4% plan to hand out healthy treats. i should point out we own i-village. today in the bay is up next.
