slowdowns. >> thank you very much. 6:01. trick or treaters will be out in full fours. one group that won't be roaming the street, sex offenders. this year police are starting a new push to keep homeless sex offenders at bay. >> later this morning the attorney general, mayor ed lee, also high ranking state officials will all be meeting where we are this morning. this is the sfran parole office. we're with going to be here to talk about what's new with a program called operation boo. whether or not you heard of it has been around for almost 20 years. the way it works is on each halloween since 1994 it imposed a curfew on sex offenders with a permanent address. it forces these guys to stay inside their home without any lights on.

they certainly can't offer candy to kids. this year they are going a step further and focusing on 2,000 sex offenders in california who are homeless. so tonight these homeless offenders are required to report to the round-up centers from 5:00 until 10:00. san francisco is among three of the state regions setting up the centers. l.a. and san francisco are taking part in this tonight. you could be thinking this will be extremely difficult to enforce. they are required to wear gps tracking units. parole officers will know if offenders aren't in the cure few centers when they're supposed to be. attorney general harris will be leading an 11:30 press conference right here. we'll bring you the latest at 5:00 and 6:00. >> thanks so much, marla.

>> protesters in oakland giving something back that was taken last week. they want to occupy everything. christie smith is live with an update on the story. >> good morning, jon. this camp looks almost as large as it did because police came in and proek it up last week. there are dozens of tents that stretch across the plaza. demonstrators prepared to get some medical supplies back when oakland police and others moved in. supplies found and will be returned later today. protesters are unsure about a statement that demonstrators will try to occupy the mayor's office as the medical supplies weren't returned.

of course, they can always use more. on saturday a march with mostly peaceful. but the city is saying they're investigating reports of graffiti and vandalism in downtown oakland. one demonstrator who gave his name only as max said after they were removed last week and now coming in, they think the movement is stronger. >> they didn't realize that. there was a ground swell of support. the energy was tenser last week because people -- there was a lot of uncertainty about what's going to happen. i think the movement has a lot more confidence. >> now this general strike is calling on workers and students not to check in but instead to come here to oakland and shut down the city. shut down the 1%.

all sishl city services will fupgs as usual. i'm christie smith. back to you guys in san jose. >> christi, thank you very much. the iraq war veteran injured during occupy wall treat protest is expected to make a full recovery. that's according to his roommate. he's still in the hospital this morning and is listed in fair condition. doctors listed him in critical condition after some type of projectile possiblily from police fractured his skull during protests last tuesday. the sfrap police department is catching up on a backlog of disciplinary cases against  officers. two officers were fired. one for excessive force and unlawful arrest of a witness. the other for accessing

confidential information act a citizen. the san francisco examiner reporter the backlog of disciplinary cases for sfpd shrank from 70 in 2008 to 16 currently. it is 6:07 right now. a hells angel biker was buried peacefully this weekend, two weeks after he was shot and kill d at the funeral for another biker at the very same cemetery. many police officers were called in early or on their day off to cover the funeral a thousand bikers road in town for the ceremony. police are still looking for the man accused of killing thompson. a 27-year-old surfer attacked by a shark off the

coast of monterey will fully recover from surgery. check out his surfboard. the shark attacked him at 7:15 saturday morning, just minutes after he and ab friend went into the water at marina state beach. the shark bit tarantino on the neck, barely missing his jugular veins. >> that rate it has 7 out of 10 chance of coming in contact with a shark. if you're surfing in california you know there are sharks out there. it's just a matter of time whether you see one, i think. >> that is some scary stuff. parks an recreation workers plan to keep an eye on the the water for the next seven days. hopefully longer. >> no kidding. stay out of the water. but it's been so gorgeous across the bay area a lot of people are drawn to this the coastline. want to check in with christina lauren. especially with the

6:2 right now. this morning california's top leaders could decide to scrap the state's $40 billion high speed rail line. today lawmakers will get crucial details they need to make the decision. high speed rail business plans

will include new cost estimates and funding sources and projected ridership. if california does not break ground on the rail line by this time next year, it will have to give back more than $2 billion in federal stimulus grants. starting construction now in the central slee could mean spending $9 billion taxpayer dollars just to build a small section of track. they are telling lawmakers to expect a financial plan for the proj. some council members hope to approve funding by the end of the year. despite the lean economy, the team says they are confident it will come up with the money. it is even looking to open a year earlier than expected in the 2014 season. jon and scott? >> mark zuckerberg said if he had to do it over, he wouldn't.

>> that's right. he wouldn't come to silicon valley. he let that slip over the weekend. he pointed out when he was first developing facebook, he didn't expect it to become a company, much less a global force. he was working on something cool. then he realized he was creating a company, but he said if he had, he would have stayed in boston. saying there's a culture where people don't commit to things. i feel like a lot of companies built themselves outside of silicon valley seem to be alonger-term cadence. president obama will sign an executive order this morning telling the fda to solve a series of drug shortages that left hospitals scrambling. a san francisco man who had trouble obtaini ining chemo the drugs will be at his side. he'll be asked to report shortages more quickly and alert the justice department if the agency thinks drug distributors are holding out to push prices higher.

on halloween in regards to sex offenders. it's been around since 1994. up until this point it's basically imposed a curfew on sex offenders in the states each halloween. what about the 2,000 sex offenders who do not have a permanent address? tonight operation boo has a plan for them. they are to report the transient sex offender roundup centers from 5:00 to 10:00 tonight. that's the time when thousands of kids will be out trick or treating. even homeless sex offenders are required to let you wear electronic monitors. so officials will be able to track them. this is from 5:00 to 10:00 tonight. the attorney general will be here at the san francisco parole

office. so is ed lee as well as officials with the state department of corrections to hash out some specifics regarding operation boo. in the meantime for very helpful information to keep your kids safe tonight, parents, log onto cdcr.ca.gov and just search operation boo. jon? >> thanks a lot, marla. a woman in the hospital after a vta train hit her in a san jose intersection overnight. it all happened before 11:00 p.m. the train was heading into san jose when it hit the woman as she was walking across the street. she was taken to the hospital no. word on her condition at this point. five people were riding the train at the time. san jose police are now investigating this crash. occupiers are calling for a

general strike as they get ready to occupy everything. christie smith joins us live from oakland with more. including from sol city leaders. >> well, this camp is almost as large as it was when police came in last week to break it up. the kitchen is now near the front door of city hall. i wanted to give you a look at the tents out here across the plaza. one of the tents is bhit. that is where the medical center is set up out here. they're going to get some of their medical supplies returned that were taken in the raid last week. the mayor's office says they have located supplies and will bring them back. they didn't know about reports

that some of them threatened to occupy mayor kwaun's office. over the weekend the demonstrators marched again. mostly peaceful in the city. they're looking into reports of graffiti and b vandalism downtown. for now there's a minimal police presence. i haven't seen any out here this morning. one protester says he feels the movement is getting stronger now that the city allowed them back. >> hi think it's good. people bad mouth us a lot. everything is seeing that something really magical is happening. >> now, this general strike is for wednesday. and it's calling on workers and students to forego what they're suppose thod be doing and come on down and strike.

and shut down the city. lit be downtown and the port of oakland. that's what we have from here. i'm christie smith. back to you guys. in other occupy news the protests in santa rosa remains peaceful. this after the city backed off a threat to arrest anyone camping there. they ordered police to stand down. they will revisit the issue. occupy santa rosa has been operating for two weeks. it's been a week. occupy protester first up on a high ledge near the city hall said he's not coming down any time soon. he also says he's pulling away from the occupy movement to raise awareness for hemp

fog. nothing heavy at this point. but mostly clear conditions over the entire bay area. wherever you celebrate halloween, tons of sunshine in the forecast for today. 70 degrees. 71 for san francisco. very similar to yesterday as the momento for you. keep that in mind. gorgeous weather for halloween. for us that means dry conditions. crystal clear starts at the coast. also breezy conditions through the hills of the east bay, the north bay and mount hamilton. that's where we could get snow through thursday and friday. we'll drop off snow levels to 3,000 feet. rain moves in. not a lot of rain. this isn't pack hag lot of moisture.

you're going to need a lot of bread to pay for the pb&j's. tracie potts is live in washington to tell us what's behind the big price hike of peanut butter and if it's a long term thing. you're going to be shelling out a lot more than you used to. the crop over the summer including california didn't turn out very well. the plants they did get turned out to be good or excellent. peanuts for peanut butter is in short supply. the department of agriculture says not very much came out that they can use. unprocessed peanuts, a ton of them. $450 last year. 1150 this time. that's why you'll see prices at the store go up starting today.

welcome back, everybody. the time is 6:46. about 3 million people still don't have power up and down the east coast this morning. that's because nearly 30 inches of snow fell over this weekend. and since most of the trees

still have all the leaves, the heavy snow is weighing down on them. it took down the power lines. now there's another problem. temperatures rising so fast it's just melting all the snow. people are worried that flooding could start soon. >> certainly not in our neck of the woods. >> if you want to leave the chocolate outside your door, not a smart idea. if you want to use the honor system, the weather will koom into play and melt the chocolate. the temperatures today round out in the 70s, as your make your way jut doors, we take you down to 59 degrees in san francisco at 9:00 p.m. so it will be on the cool side as you ghouls and goblins head out. tomorrow changes arrive. might be watching the fire weather. 56 in oakland. 55 in the city to start out. at noon you'll jump up to the 60s and 70s. rounding out the day in the mid

70s. all across the board in the 70s. room temperature is 72. put it into perspective for you. 74 in san jose. our next weather changer comes in tomorrow. high pressure pushes the marine layer off shore. more importantly, dry and breezy, especially through the wind broken areas across the bay. then thursday and friday an area of low pressure drops in. this will bring about a cooling trend. also gusty winds and snow levels down to 3,000 feet. rain, maybe accumulations up town-tenth of an issue. cold, windy and wet late thursday into friday. low 60s at the coast. mid-07s inland. >> we're seeing slowing for 101

in patches. that's where we have speeds clint into the 40s. the bottom of your screen, northbound 85, showing speeds to the 40s and 50s from time to time coming off 101. travel time is moving nicely. southbound side for 101 an 280 out of the city is also nice. you're close to the limit there towards highway 92. a live look on the other side of the bay shows you oakland and 880 picking up the volume. you're close to a 15 minutes past the coliseum towards the toll plaza. the same travel time for the southbound direction. the toll plaza itself. there you see things moving. all lanes are filled but they are moving toward the metering lights that are on right knew. the east shore freeway is a 24-minute drive now. so the volume again, gradual build and slowing. >> grape harvest ends this week.

be here to talk about what's new with this program. operation boo. this year they will focus on the homeless sex offenders. they are required to support to round-up centers from 5:00 do 10:00. the idea, of course, being to keep them off the streets when your kids are out trick or treating tonight. you might be thinking this could be hard to enforce. state officials say transient offenders are required to wear gps tracking units. so parole officers will know if offenders aren't in the curfew centers. they're report to roundup centers. including the parole center in san francisco. this 11:30 press conference gets under way at 11:30 this morning.

well, we'll start you out with this 50-foot poo rat ship on church drive in san jose. this spans two driveways. it comes complete with dummy pirates and strands. like it is stranded on a beach. the pirate ship will be on display through halloween night. the most famous haunted house is seeing a steady stream of traffic this halloween. the grounds of the winchester estate transformed into a terrifying experience. it's complete with nightmare inducing tales about the home that was haunted by all of those killed by winchester rifle. tens of thousands of people spent the week going through the
