questions this morning regarding the safety of pg&e pipelines after the same very part-time line that exploded in san bruno last year ruptured again. today in the bay's bob redell is live on the penn sue la with the u latest. >> we understand pg&e is waiting for the sun to come up so they can go up this hill to replace the ruptured portion of transmission line. that three-foot section burst yesterday afternoon. it sent water, mud and debris onto 280, shutting it down for a short time here in woodside. the utility says there had been a dent in the line. that's where it ruptured. they believe it was caused by a

backhoe. last thursday a pinhole sized leak along the seem line in palo alto. that section installed in 1947. certainly an older pipeline, that critics say is a big problem. now this line, line 1 # 2. it runs between san francisco. it's the same one that exploded in san bruno in september of last year. it killed eight people, destroying 38 homes. prior to that they test the lines often. because it cost too much money. since then they test 150 miles of test line by the end of this yea year. >> the whole point is to get in there, make repairs, make the system stronger. >> they are planning to replace

the ruptured portion of pipeline here at woodlied later this morning. they'll continue testing throughout the state for the end of this month. then they'll shut down once it gets cold out. >> a lot of pressure to keep the things safe and tight. thank you very much. >> it is 6:03. police are looking like this. the girl says the attack happened before 6:00 on saturday night. on a secluded footpath near interstate 680 after she let the man use her cell phone. they were in east san jose when the man approached. thfriend walked away as the man used the phone. when she returned, she couldn't find the girl. this morning, flowers, candles and balloons at the site where a teenager girl was killed in a drive-by shooting in morgan

hill. the just left a birthday party with friends on friday night when a gunman shot her and three other teens. two 14-year-old girls remain in critical condition. officers arrested five suspected gang members. the family of the girl killed up a fund fer her at wells fargo. the donations will pay for her funeral. andrew was charged with attempted murder and other felons back in august of 2010. he opened fire on officer todd young in oakland. he told the jury the thought he would die after chasing him. young says he pointed a gun at

him from 15 feet away and started shooting. he is still in rehab. he faces one more major surgery. >> it is 6:04. the occupy style protest is spreading to higher education. cal state university faculty will walk out of class today. >> good morning to you. the frustration with the 1% we keep hearing about is growing. a group of lectures and professors plan to walk out briefly today and form from the system because they're upset with those who are running the university. they say this is a system wide and they're hoping to call attention to a planned strike on november 17th. over chancellor's charles reid decision to cancel raids the faculty is counting on. stunts are on board with the action because they say see it as inline with the occupy wall

street movement in that decreases are being made that only benefit a few. they are upset with higher fees. leaders are saying really they're not with this one 1%. they didn't get a big bailout like some banks. instead their state funding was cut drastically and could shrink more this year. this walkout will be brief. only a couple of hours. at 10 csu campuses. it start this is morning at san francisco state. then a dozen more tomorrow including san jose state and cal state east bay in hayward. >> several say the occupy protest could force them to close for good. building owners in the area say they will not renew the leases because of the protests. she thinks protests that turned

violence have set downtown businesses back several years. >> both fall and winter are now upon us. now we're getting a taste of not quite jack frost, but not real nice. >> no, it's his grandfather, old man winter. we're looking okay so far. even more so tuesday. wednesday will be the warmest day of the week. you know after it rains, especially in the inland cities and agricultures areas. the high pressure comes in wi with vengeance and compresses the moisture. all the way from livermore to concord. cities in the 30s now we have the densest fog. so watch out this morning. 680, 580, could find dangerous areas as we have reduced visibilities down to a mile maf in concord.

mile and three quarters in fairfield. and just a half mile in novato and napa. take it easy out there. we'll see more of that tomorrow. and tomorrow it will be a marine layer fog where we see that develop over the ocean, push all the way inland. so we'll have both. we'll have fog at the mid levels as well as the surface. 60 in redwood city. just 58 in san francisco. but you're not socked in with fog in the city. we still have a good amount of win. that's mixing up the atmosphere, keeping the fog from settling in san francisco. more rain moves in thursday to friday. gusty winds, widespread showers and snow levels at 4500 feet. we're going to get another round into the weekend. that's going to drop snow levels to 4 thourk feet. another dusting over mount hamilton. we'll have to wait and see. but it looks possible. we'll take you through the forecast coming up. first, let's check the drive with mike. >> all right, christina.

we'll have better news for brentwood. the earlier accident was cleared to the shoulder over there. a smooth flow of traffic into and out of the area right now. picking up the volume, though, as well as antioch showing more slowing. typical pattern there. also slowing in pittsburgh, bay point and concord. christina showed you the vizability is coming down through the area. that might play a factor. 280 is not a problem. time right now is 6:09. a little country that causes economic havoc right now all over the the world. trying to figure out exactly what is next. >> and medical marijuana clinics statewide get ready to take a stand against the federal

now the prime minister agreed to step down half way through his four-year term. he is in a power agreement to keep the country from defaulting on debt. wall street experts say investors are nervous about the future of the greek economy. that caused the dow to decline over the last few days. laura, millions of muslims continue their pilgrimage to complete the rituals. pilgrims will throw 21 pebbles at each of the 82-foot high pillars that represent satan in a symbolic rejection of temptation. it gets so packed that a railway connecting the three sites is now operating this year to try to help ease all the congestion. hundreds of people have been killed in previous years during stampedes in these types of pilgrimages. it is 6:13. certainly felt cool. felt like fall. should it feel the way it is now? >> how do you feel this morning, laura? >> i'm here. that's a good thing. >> on a monday.

she's feeling monday. you know what, our average temperatures this time of year in the morning hours are typically in the 40s. some cities are dealing with seasonal averages. some are much cooler. i'm talking about the north bay. we have 30s. they are starting to spread into the east bay and tri valley. high pressure is compressing the moisture we picked up over the weekend and on friday. you could lose visibility down to a quarter of a mile up in santa rosa right now. concord, livermore, also starting to drop off there. still looking okay in livermore and san jose. your weather headlines work out like this for today. inland fog. mild and sunny. we're not getting the fog at the coast.

today's highs in the 60s. we're going to bump them up by a few degrees for tomorrow. and about 62 in concord where we are starting to see the thick fog develop. sunol is one area to be careful. mike is watching that for you. he'll be here in a minute. we warm up through wednesday. thursday into friday, the gusty winds come in ahead of a front scheduled to bring us widespread rain thursday and friday. as we head throughout the week with the next system on the way, we'll keep temperatures in the 60s inland and 50s at the coast. that's going to drop snow levels lower. maybe more on mount hamilton. and more importantly, i think the ski resorts, sugar bowl,

880 past the coliseum. the volume is picking up here. from san leandro through oakland. 15 or 16 minutes. approaching this backup. a big advantage. slow off the 880 interchange as wel well. >> it is 6:17. marijuana advocates file a lawsuit against the federal government over crackdown of state pot clubs. like this one here, that's the all american cannabis club. they've been battling with the city to stay open. they could be shut down by the federal government. this is happening statewide in a federal krkdown. today they are staking a stand.

patients, landlords and medical representatives are set to file suit against the federal government today. what they're asking for, they want an immediate halt to the statewide crack down on co-ops, property owners and businesses that support them. they announced they would shut down what u.s. attorneys called a profit-making industry. they received a threatening letter from federal prosecutors saying they are violating federal law. now they are subject to possible prosecution. they are filing suit demanding this crackdown stops. you may recall the city council voted to limit the number of dispensaries to ten. currently there are more than 100. the there could be ten eventually. advocates fought back. they got enough signatures to

petition this. now this remains in limbo. voters could decide the fate of pot clubs in san jose. so their hope is that lawsuit. medical marijuana advocates will be in san francisco to announce the details surrounding the lawsuit. that's happening at an 11:00 press conference. >> thanks for the latest, marla. it's 6:19. the next chapter in a sexual abuse scandal will play out today. they will be arraigned on personal charges. the school's athletic director are accused of lying to a grand jury. they're accused of not reporting suspected cases of child abuse that couch is jerry sandusky is accused of abusing eight boys over a 15-year period. he left his position at the university in 1999. prosecutors cleared a legendary

sunday. but it underlies the wor think they're feeling about the safety of pipelines. bob redell joins us live with more. >> it created a little bit of a mess. we're on 280 northbound here on wood side. you'll be able to see where the water came down yesterday afternoon. british test on this line. this is when they purged the gas from the line and pressurize it with water instead. utility said the line ruptures from dents in the line. right now there are workers up there.

we understand they replacing that this morning. last thursday they revealed a pin-hole sized hole on the same line. critics say it's a big part of the problem. they're relying on older lines. this line, line 132. a 24-inch gas transmission line that runs through san francisco is the same one that exploded in san bruno in september of last year. killing eight people, destroying 38 homes. since the disaster they stated the goal is to test 150 miles of transmission lines by the end of the year. >> the whole point is to identify weaknesses in the pipe. make repairs. make the systems stronger.

so we understand they plan on replacing this morning. the testing would thenen continue, but only through the end of this month. the colder month of december and january, they'll hold off on that. bob redell. laura, jon? >> the man shot by a santa clara county sheriff's deputy is expected in court to enter a plea. the deputy stopped kevin on steven's creek boulevard in cupertino in august for acting suspiciously. he tried to run and turned and pointed a gun at the deputy. some possible bumps in the road for bay area college students. that's because professors and lectures are staging their own version of the occupy protest.

christie smith is live with why they're taking a stand. everyone is talking about being upset with the 1%. now it includes professors and lectures in the csu system. thaer going to briefly walk out of classes today and tomorrow. they're upset with who is running the university system. they're saying that students understand this, and they're upset, too, with higher fees. tuition jumped 23%. the enrollment is reduced. so this jump starts a system wide strike that the faculty hopes to stage on november 17th to protest a decision to cancel scheduled raids by chancellor reed. some students and faculty feel the decision is in line with those at the occupy wall street movement is fighting about. the university is say iing they are hardly the 1%.

they got no bailouts. instead they suppressed the funds by $650 million. there could be more cuts down the road. so what's happening is that professors plan to walk out at ten csu campuses today, including san francisco state and a dozen more tomorrow including east bay at 7:30. followed by san jose state at 9:00. reporting live in hayward, i'm christie smith. jon and laura, back to you. >> christi, thank you very much. members of occupy santa cruz will take over the steps of city hall this afternoon. they're upset about a permit issued by the city on friday that holds protest organizers accountable for drinking, drug use and sanitation problems in the park where they are camped. the permit orders protesters to remove their tents and clean up the park by november 16th. it also orders them to pay for toilets for the campers and the metered spots on the streets the

toilets are located in. election day is tomorrow in san francisco. many voters are still confused by new ballots and the number of candidates. there's 16 candidates and political experiments predict one is likely to get the majority of first choice votes. so there could be multiple rounds. and candidates have their own concerns. the main thing is the confusion that the primary choice might be diluted somehow. that confusion bothers me. it bothers the other candidates, too. >> we have a huge number of folks undecided. many aren't aware there's an election on tuesday. so youed a voting to that. it adds to the confusion. >> rank choice voting critics point to what happened in oakland's last race for mayor. don perata received more first-choice votes than quan. but she won the race. >> confusion on election day.

the question also begs to be asked, what kind of weather will be have out there when people are casting the votes? >> you want the good weather so more people turn out. well, always you can vote early as well. that's what i like to do. fog is looking good this morning. you have to worry about what the weather will hold. we don't have rain until late thursday. another system on sunday. this morning our major concern is the fog. the fog really settles in on the inland valleys. crystal clear in oakland and san francisco. napa valley is socked in with fog just a half mile here. and santa rosa, a mile and a quarter. so we're looking okay so far. high pressure. what's happening is it's moving in for a couple of days only as it continues to push towards us. it's going to keep your temperatures nice and mild.

one year from today we'll be talking about whether president barack obama won re-election or if there's a republican back in the white house. during the same time we can expect several twists and turns and the endless allegations. the latest involved gop front-runner herman cain is taking on water as a result the of sexual harassment claims. is the story ultimately hurting the cain campaign? >> if you look at latest poll, she's lost about 9% support over the last week with republicans. about 5% overall, and more than half of the polls believe that

the allegations are true. so that's one side of the story. the other side of the story is cain's campaign is raising more money than ever, $2 million just in the last week since all of this broke. compare that to over $2.8 million that they raised all of last summer. clearly it's bringing a lot of attention to cain. how is he dealing with it? he doesn't want to deal with it anymore. over the weekend he said, look, i don't want to answer any more questions. i'm done with this. we're putting it to bed. we're getting back on message. clearly it's had some impact. not very clear how much impact at this point. a lot of those fund-raisers by the way are people who gave very small amounts. other than michele bachmann, he is the leader on the republican side in terms of small donations. it's going to take big ones, too. >> thank you for the report.

especially to sunol. that's where the fog is morning. that's significant after the rainfall that we had over the weekend. we're at a mile and three quarters visibility in fairfield. half a mile in napa. so you want to take it easy out there 69 you could lose visibility just like that. the sun is out by 9:00 a.m. the new sunrise is eight minutes ago. the new sunset at 5:40 p.m. the drive home could be more on the rough side and more dangerous. just make sure you're ready for that. you lose all the daylight in the evening hours now. 48 in san francisco. 46 in sunnyvale. just two degrees away from freezing with the fog in santa rosa. give yourself ample time to get to your destination safely.

as we head through 11:00 a.m. temperatures will be all that warm. mid to upper 50s in the south bay and east bay. a couple 50s in napa and fairfield. you will lose the fog early. we're going to round out the day. warmest city across the bay, fairfield. 58 in san francisco. rain returns late week. the jet stream brings in another area of low pressure. that's going to bring us thursday late showers into friday morning. snow levels at 4,500 feet and widespread rain. i think this one is packing more mark for identification. that's what everything that i'm looking at shows me right now. we're talking half an inch to an inch in the places that get the most rain. and it looks like that will be the north bay showers arriving in the north bay late afternoon. thursday. they'll spread south of the golden gate bridge. then overnight making their way to the south bay. we lose showers by late friday. saturday looks okay. staying cloudy. another round of rain rolls in.

a colder system on sunday. that means more snow nor the sierra nevada. let's check out how the fog is treating your drive. >> in the north bay, we're talking the wine country specifically. we have fog and potential for close to freezing weather. we'll watch for the smaller bridges. maybe a little ice up there. the south baby comparison, we only have the build because of the commute. northbound 101. slow up the way up to highway 87. at the bottom of your screen there, 85 with a good amount of slowing. yellow is about 40 miles per hour. look at the east bay. northbound 238. an accident is causing slowdown and distraction and your slowing drive past the san mateo bridge. we'll look at an easy drive through oakland. slowing because of the traffic. no major issues.
