more than a year after gaven nusome left, they'll heft to the polling stations to choose a new mayor. they face off against 15 challengers for the top seat in the sfi. good morning, christi. >> san francisco voters may find they have company at the polls. that's because the secretary of state's office is sending a number of election monitors to san francisco to keep an eye on things. several of mayor lee's opponents requested this extra set of eyes be down here today and wanted federal monitors to observe the election. the appointed mayor lee is facing 15 challengers. includie the request for monitors came after allegations surfaced that an independent group supporting lee may have engaged in voter

fraud in china town. there was video footage that showed workers that appeared to be helping voters fill out the ballot. lee's campaign distanced himself from the group. a spokesperson from his camp is quoted saying they're glad to have the observers in to ensure the integrity of the election. in another twist just before the election, supervisor david chiu's staff is saying his campaign headquarters were ransacked with documents, phones and computers stolen. the city will choose ranked voting for the first time. polls open at 7:00 this morning. i'm christie smith. back to you in san jose. >> thanks for the update. big brother will have its eyes on the ballots in the east bay. alameda is one of eight

nationwide locations to be monitored by the department of justice's civil rights division workers. they are allegedly violating the voting rights act. the county failed to provide efficient access o the electoral process for spanish and chinese assistance in order to vote. it is 5:04. a parolee accused in a high profile san francisco murder is due in court. he's accused of killing publicist in her upscale russian hill apartment last october. investigators say he dressed up as a pg&e worker and convinced her to let him in to look at a gas leak. he's being charged with her murder. holland's attorney expects her client to plead guilty to the charges in exchange for a life sentences. it is 5:04.

a san francisco murder case will go on despite missing grand jury transcripts for a court reporter. a judge decided not to throw out the case against the suspects accused in the death of a german tourist last year near union square. they say they were rival gang members targeting each other. the court reporter assigned to the case has not delivered transcripts of the proceedings because of a health issue. the judge says there is still time to get the transcripts done before the trial starts in december. no time for a male break at work? today they will take up an employer's obligation to make sure workers state breaks. their will hear arguments on whether they must take meal brakes or only required to make meal breaks available. it stem trs a lawsuit filed in san diego from workers at a restaurant corporation. that operate a chain of restauranted that includes

chili's. >> looks like we're going to breakfast. we'll learn if san jose leaders will step up to the plate and sell land to the owners of the oakland a's. marla tellez is live in san jose. just west of downtown, this is hp pavilion, just a couple blocks away. and to the right, over here, this is the train station. just for some perspective. now today the san jose city council will meet with the development authority to talk about the propose land sale that could have the oakland a's moving to the south bay. on their ageneral dpa, the need to get feedback from the public. the sale would total five acres. today officials will be talking about how the sale could help clean up the entire area, which

is primarily industrial and not very neighborhood friendly. just a couple of weeks ago san jose leaders were ready to offer the a's a major league discount. listen to this. they proposed selling five acres for $7 million. just a quarter of what the city paid to buy it. a's owner lou wolf said the organization will not buy the land unless major league baseball allows the a's to relocate to san jose. the city is offering a two-year option for $50,000 to hold the land until a decision is made by baseball commissioner bud selig. here's the thing, voters will have the final say. the california supreme court is considering whether the governor's move to take away redevelopment money from cities statewide is unconstitutional. you'll recall that san jose is already extremely cash strapped. this is relevant in that without that money, the city of san jose won't be able the complete some

ongoing projects. that could very well jeopardize the land sales. the city council, the meeting to discuss this potential move gets under way at 1:30 this afternoon. we'll bring you the latest at 5:00 and 6:00 tonight. >> we'll look forward to. that. >> pg&e will pay the largest safety related fine ever leveed. they withe amount is $12 millio more than than agreed to back in june for the explosion. the fine was upped to $38 million after a judge said the original amount was too low give tennessee severity of their errors. known for progressive politics, berkeley city leaders could make an about face on a key issue that dominated the cold war. if there is time at tonight's meeting, one city council member

will propose dropping the city's nuclear free zone status. the 1986 act bans the the city from dealing with nuclear energy or companies with ties to the nuclear industry. critics are not ready to give up the act. they say the nuclear threat is real from rogue nations and terrorist groups. the frustration fuelling if occupy movement moves to college campuses this week. professors and coaches will steaj a brief walkout at san francisco state university and sonoma state today and tomorrow. they will protest the csu's administration's misplaced priorities. take back bargaining and an executive's first approach. picketing from 11:00 this morning to 1:00 this afternoon. and sonoma state university from 7:30 to 9:45 this morning. the union that represents the coaches in the csu system approved a one-day strike to be

today and tomorrow will be the best days of the week if you're looking for the sunshine and warmer temperatures. warming you up by three degrees from yesterday's highs. you can see where the frost advisory is in place. interior valleys of the north bay. keep that in mind. throughout the day your temperatures will climb from the 30s and low 40s into the mid 60s. so a little bit warmer. also, in addition to the frost, we have very, very low visibility in novato right now. you can only see for a quarter mile on the highways. so you want to take it easy tout there through the next couple of hours. it should clear out by 9:00 a.m. just like yesterday. highs today in the 60s. 60 in los ga, tos. we'll hit 65 here in san jose. and our next weather maker arrives through late thursday into friday.

this system of low pressure will ride up from the south massachusetts theens it's packing moisture. we could see coastal flooding if this guy setting up and dumps rain at the coast. that means it's not going to push inland enough to bring the snow. we have the snow for the seven day outlook. shows you into saturday and sunday we'll get more rin and it looks like the colder system could drop snow levels to 4,500 feet. we have a lot of time to go over that. we're looking right now to the south bay. a look at the northbound speed sensors. easy breezy so far. the only thing of note. southbound 880 at bascom avenue. that offramp may be closed until 6:0. probably picked up close to the 6:00 hour. and no major slowing here. 101 moves nicely through the area. these speeds, they're above the speed limit. be careful, folks.

faces off against 15 challengers for the top seat in the city. good morning. >> good morning to you, laura. and this go around there's a lot more to it than just picking a mayor. the city of sfrank is using ranked choice voting, what that used in oakland last time and got the mayor out of that deal. but also they're using public financing this go around. and some of mayor ed lee's opponents have requested that state and even federal monitors come in to keep an eye on the elections today. how many are coming here is unclear. it stems for allegations that an independent group supporting interim mayor lee's campaign may have engaged in voter fraud. his campaign is distancing himself from the group and their activities. but it is a large field.

i'm not naming them all. the looexs department says the higher profile names should get interest and attention. and having the extra is not unheard of. >> so in san francisco it's common for us to have observers. i think the state's are reacting to the candidates for mayor. requests the observers show up in san francisco. the impact is minimal, really. we've been doing this for a while. we've had elections in san francisco. >> now the election is going to be more interesting in that right before the elections supervisor david chiu's hadquarters was ransacked and burglarized according to staffers there. cell phones, important documents and cash were stolen.

feet. and about twice the size of the average master bedroom in your home. held officials say there's a strong smell of sulfur, but there's no threat. >> in the process of fixing a gas pipeline that ruptured during pressure testing. >> we'll remove the section that failed. we're going to retest it. then it will be able to be put back in service. >> the utility says that repaired line could be back up and running by the end of the month. the line ruptured on sunday near woodside while they ran high pressure water testing through it to see if the thing would hold up. the pipeline is part of the same line that ruptured back in september of 2010, killing eight people. it will replace that section of the pipe and retest it before putting it back online.

a new study shows hikes during rush hour is help people over the bridge. last year's price hike dropped travel time from all three east bay approaches. drivers from 880 to oakland to the toll plaza saved 16 minutes. westbound commuters from 580 to 80 also saved time. the toll authority says some people are shifting travel times outside of rush hour while others are taking public transportation. the downside of the new tolls, car pooling has dropped since ju july. look, up in the sky, it's a bird. it's a plane. it's not superman. it's an asteroid. a big space rock is rolling towards earth. it will pass relatively near our planet. bob redell is live in oakland at the space center.

so it's been seven months. tonight is cold. then clouds back in the mix. the front is scheduled to bring us significant rainfall. high pressure, though, is still in control for the next couple of days. that will keep temperatures really comfortable for the second half of the day. we'll get sunshine early. and that means, hey, if you want to get outside, you have something to do that you've been putting off. things start to this change. cold condition sths morning have prompted the national weather service to issue a frost advisory. 9:00 a.m. ice i conditions. your temperatures at sub frizing levels in some cities for over two hours. definitely frost anticipated on the windshields in santa rosa and novato. think we might break a temperature record this morning as we dip to 32 degrees. certainly possible and probable. we have good visibility across the board. novato is holding onto a pocket of fog.

kick the officer during the melee last thursday. most of the other people were cited and released. his lawyers say he was caught in the clash and suffered two black eyes and a cut forehead. >> danville police are hoping surveillance video can catch a tager who has been spray spanted racial slurs on the coup's garage door. police video shows the hate crime taking place at a home last friday night south of sycamore valley road. not far from 680. the interracial homeowners say the man spray painted the "n" word. the couple who didn't want to be identified say the tagging started back in january. it happened at least eight times. and the messages are different. but they're always full of hate. >> the whole neighborhood feels terrible for these nice people.
