just a couple degrees away from freezing. temperatures climbing. lots of sunshine today. and then the rain rolls in late tomorrow. we're expecting a lot of it. we'll break that forecast down for you coming up. first let's get you out the front door with mike. we don't have rain on the roads, but we have lumber on the freeway. this is a northbound 101. the transition ramp to southbound 280. not really a major commute spot, but we have what looks like construction material on the roadway. we'll watch for that to clear. i'm watch for any slowing. none so far on this side of the bay. we'll show you the east bay slowdowns coming up. mike, thank you very much. a shaken and grieving south bay neighborhood trying to come together and really deal with this, hoping to heal after a drive-by shooting killed a 14-year-old girl. at the same time the accused killers will be in court. community and cultural center. this is where people are going to be meeting tonight to talk about the senless death of tara romero. the 14-year-old from morgan hill was shot and killed in this city in a drive-by shooting friday night. three of her teenage friends were hurt. it happened near cosmo and del monte avenue while the four were waiting for a ride home. police say the five suls spektsz are gang members ranging in age from 17 to 23. today all five are scheduled to be arraigned in santa clara county superior court at 2:00 this afternoon. romero's father tells nbc bay area he now know what it means when someone says no parent should ever have to bury their child. >> should have been me and let her live. we've got to find strength. i'll honor her every day of my life. >> reporter: romero's friends

are honoring her with a facebook page titled "r.i.p." tara romero. the family explains a fund has been set up at a wells fargo to help pay for funeral costs. if you'd like to make a donation, you can stop by your wells fargo bank and mention the taro romero fund. there is a community meeting tonight from 7:00 to 9:00 to talk about the death of tara romero. jon? >> a heart-wrenching situation. marla tellez, thank you for the report. a $125,000 reward is on the table to help solve an 8-year-old murder case. the san francisco police department and citizens against homicide are unveiling a new billboard to try to solve the 2003 beating death of victor balk. ed lee hoping to hold on to

his commanding lead in san francisco's mayoral race. lee the top vote getter. he has 31% of the vote. but he did not get 50%, so that means ranked choice voting will kick in as expected. right now lee has a 13-point vote lee over john avalos. election officials think we'll have an official winner sometime later on this afternoon. we want to take another look at the races around the bay area. sunnyvale's measure a would have allowed a public vote on the city's mayor. it failed. city council will continue to elect the mayor from council members. san francisco voters approved a measure asking the school district to change how it assigns students to school. emeryville approved two measures to increase business taxes. >> cupertino, pittsburg, foster city and redwood city passes hotel tax increases to bring in more revenue. >> school bonds for san francisco, newark, san bruno and

millbrae all passed. pacifica passed a partial tax to help fund skooltsz. >> measures that failed include a parcel tax in lafayette, a sales tax increase in san francisco, a bond measure for san mateo community colleges and bond mez measure for the san bruno unified school district. it's 6:05. this morning a prom meant east bai yun versity is getting occupied. "today in the bay's" christie smith is live on the campus of uc berkeley where students, teachers and community members from across the bay area will meet today to establish occupy cal. good morning. >> reporter: good morning. kind of surprised this hasn't happened before. there is a whole day of action planned here at uc berkeley. it gets started in about two hours. there's going to be some picketing going on. professors are going to be holding their classes outside here on sproul plaza. mixed in, an encampment may be established occupy cal even though the chancellor has come

out with a firm message saying he does not support any encampment overnight. you can't occupy buildings either. he says the discussions, debate are fine. but no tents or structures out here. there are signs out all over the plaza this morning. a noontime rally could bring thousands of people out here. demonstrators here talking about how they're against tuition hikes and budget cuts. exactly when and where today any occupy cal encampment might go up is apparently being kept quiet according to the daily cal student newspaper because they're not really sure how uc police might react. but police are quoted as saying that they will follow what the chancellor tells them to do. but the group is saying they expect larger-than-normal crowds out here today because they're getting support from a number of activist groups including occupy oakland. live at uc berkeley, christie smith, jon and laura, back to

you. a new wave of occupy protests will hit silicon valley inspired by demonstrations across the country and will stage annual occupy the streets protest planning a noon valley at chase bank on san francisco and market streets. the group wants to show what it says is the rising inequalities in prove verity in silicon valley. more protests will be held next week at different locations. time to check back in on the weather. meteorologist christina loren here to tell us wheel have rain coming this weekend, but a nice day today, right? >> nice day today. a pretty nice thursday as well. then friday, forget about it. any sort of outdoor activity you wanted to attend to celebrate veterans' day, you want to make sure you bring that umbrella. we have a lot of rain headed our way. we'll get right to the forecast, 34 in novato, 34 in santa rosa, 40 in sunnyvale. veterans' day friday, 11/11/11, a lot of weddings planned.

we could see heavy rainfall at least for the first part of the day. stay tuned to the forecast. right now that's what we're looking at. we'll get to your futurecast in a couple moments. right now we're watching deep fog, really thick pockets of fog. a mile and a half of visibility. elsewhere we've got pretty good visibility. we are expecting the fog to develop in your inland valleys yet again, especially places that still have that remnant moisture from the showers that came through over the weekend. high pressure compresses everything, forces it right to the surface. that's what we're expecting as he head through probably 9:30. temperatures warming today by about three to five degrees from yesterday's high. 70 in fairfield, 69 in san jose. you'll hit 70 degrees in los gatos, not too bad. then everything starts to change. as we head through the next 48 hours, clouds will increase ahead of this coastal storm. what's going to happen is this area of low pressure is going to set up just offshore. that could bring in bands of moisture off the coast and sit stationary, maybe six to seven hours. that means we could get flooding

and your futurecast, actually bringing that in for you this morning. let me step out of the way here. we stop the clock at 11:00 p.m. thursday. you can see how much moisture the system is packing. put that into motion, stop it at 9:00 a.m. really rough drive friday morning. of course mike inouye and myself will be here to help get you through that. by noon turning showery, but picking up maybe two inches of rain in the higher elevations in cities that get the most moisture. friday overall looks like a washout with showers continuing throughout the day. something i want to point out, on your snow levels a lot of that snow is only going to make its way into yosemite. we'll tell you when the significant snowfall from our next system arrives, and even that is not expecting much. it will have that and the seven day outlook in my next report. let's get to mike right now and your drive. christina, we'll take you to our chopper over highway 92. an earlier stall was hooked up and now clearing from the

westbound commuted direction. we'll head over the high-rise. that's a pretty good clip for a tow truck. they're making quick work of it. we'll look at a slower drive for livermore, tri-valley area, 34 as you're coming past north flynn. the heart of livermore showing the slower drive. speeds in the 50s. no problems through pleasanton or dublin. that will build over the next few. 50 through pittsburg indicating speeds are slowing. getting close to the 7:00 hour as well. finally, the north bay times, nice easy drive from highway 12 where speeds are down into the 50s. the volume building into know votto. smooth through san rafael and through the golden gate bridge. still under 20 minutes. clearing it up out there. the time is 6:10. a former director of homeland security could be the next president of the troubled penn state university.

the time now is 6:13. former homeland security director tom ridge could be tapped to be penn state university's new president. the school's board of trustees is said to be moving fast on future plans in the wake of a sex abuse scandal. a former assistant football coach is accused of sexually assaulting at least eight boys. espn reports ridge is a front-runner. joe paterno seems to be fighting to keep his job. last night he spoke to students gathered outside his home sglp i know you guys have a lot of questions and i was hoping i was going to be able to answer them today. we'll try to do it soon, as soon as we can. we can't do it today. >> looks like a lot of media there. paterno faces no charges in the case, but he is taking heat for not going to police after learning of the accusations. he took them to the athletic director who now faces perjury charges. herman cain facing his fellow republican candidates tonight, a day after he publicly

of san jose. sun coming up about 6:40 a.m. your sunrise absolutely beautiful. let's take it live to san francisco, you also are getting a gorgeous sunrise over the bay bridge this morning. grab the sunglasses especially if you're heading into the east. sunsets in the west, rises in the east. temperatures right now are cold. we've got the 30s, 36 in concord, 38 in livermore and 34 degrees this morning in know votto and santa rosa. grab a jacket. temperatures on the mild side later today. we have fog to deal with as well. about a mile and a half of visibility. high pressure clearing our skies, keeping things really nice. you can see we have a storm system just to our north. we will see a few of the clouds filter in. the clouds make for the gorgeous sunrise over the city by the bay. temperatures today in the 60s and 7 es. 69 in livermore, 70 in fairfield and gilroy. our next storm systems rides in

as we head through the next 48 hours. so as we head throughout your morning, we're going to track this for you, time it out and let you know how much rain we're expecting. at the coast we could potentially see pretty heavy flooding. that's what we're forecasting as we take you through the next 48 hours. major changes, unsettled weather on the way. we'll take you through that coming up. first let's get you to work on time with mike inouye. let me take you to the maps. a smooth drive right now in the south bay. we want to points out, though you have your northbound slowing right here starting at 680 going all the way up and both directions for 101 right at guadalupe showing the slowdown as well. over here, highway 85 we have debris reported heading towards sunnyvale. watch for crews that might have to clear that for the next few minutes. down to the south bay via 680, you'll use sunol for many people. we'll get a live look out there to see how things are shaping up here. we notice a smooth drive, smooth southbound traffic flow heading

welcome back. it's 6:24 right now. some of the bay area's top companies are in the hiring mood today and want to meet you face to face. the job hunters boot camp is at the south san francisco conference center today. it will start at 10:00 this morning and finish by 2:00. congresswoman jackie spear you see there is sponsoring the event. 26 companies including facebook, safeway and kaiser permanente will be there. california is on track to meet a lofty solar goal. an environmental group says the state will have solar panels on about 3 million homes by 2016. the group called environment california says $3.3 billion

initiative led to the installation of 800 megawatts of solar power in the last five years. the goal is to be producing 3,000 megawatts by 2016. laura, speaking of solar power, california homes now produce one gigawatt of solar power. scott mcgrew joins us. the educated guess is that's because we're blessed with so much sunshine out here. >> that's half the reason. the other reasonable is the solar panels you see popping up on people's homes. put together they generate the same electricity as two medium size power plants. a report from environment california say it is solar leasing programs do work, solar city where you end up paying less each mother than you would be paying pg&e for electricity make a huge dent in the market. turning to wall street, not

works at our house. looking over to the south bay where we'll confirm there is slowing northbound 101. pretty heavy, quite heavy from 680 north towards 87. guadeloupe parkway both sides sleeing some slowing. no major incidents. this is a similar pattern we saw yesterday. this is a tough drive yesterday morning. we're tracking things carefully. it is 6:31 right now. the life of a 14-year-old south bay girl cut very short by a drive-by shooting. she'll be remembered by friends and family later today. the neighborhood meeting will take place after five suspects accused of murder are arraigned in court. there will be a neighborhood meeting, we should say. it's happening right here at the morgan hill community and culture center from 7:00 to 9:00 tonight. the 14-year-old was with three other teenage friends friday night here in the city when they were gunned down in a drive-by shooting. romero was killed. her friends injured. five suspects were arrested. all are scheduled to be arraigned at 2:00 this afternoon in santa clara county superior court. police say all are gang members. romero's family tells nbc bay area his daughter was smart and focused, and she recently told him she wanted to go to harvard. >> saying, you know, worst thing for the parent is to bury your own. >> reporter: romero's friends have set up a facebook page in her honor titled r.i.p. tara romero. in this case her friends say r.i.p. stands forest in paradise. according to the page there's a fund-raising car wash this

saturday in san jose on bernal road to help pay for funeral costs. concerned people upset about morgan hill's first homicide in more than two years are encouraged to attend tonight's meeting from 7:00 to 9:00 tonight. >> a nice community down there. thank you very much, marla. yes, the polls have closed. no, we do not have a winner in several high-profile races in san francisco. in the contest for san francisco district attorney george gascon leading after the first round of voting with 42%. david onek got about 22%. because nobody has that 50% needed for the plus one majority, ranked choice voting must go into effect in the race. the same is true in the race for san francisco sheriff. ross mere cammy has 38%, chris kun any at 28%. in berkeley, more occupy protests are being planned. but this time on the uc berkeley

campus. educators, students and community leaders will gather to build a two-day encampment on campus. the school's chancellor warns students that encampments won't be allowed. they irp protesting the cuts in fees and privatization of public education systems. organizers expect thousands to attend. protests will hit two other campuses as well. protesters at cal state east bay and san jose state are protesting what they say are csu's misplaced priorities, picketing at csu east bay will start at 7:30 this morning to 10:30. at san jose state profess stores will walk out from 9:00 to 11:00 this morning. it's beginning to look a lot like christmas out there. the holiday ice rink in san francisco's union square opening up today. that matters, defying gravity out there. i have to tell you the weather out here is fantastic. the fourth annual holiday ice rink in union square, middle of san francisco is opening later this morning. i want to catch up with this guy here, the general manager, robert keith. you were telling me you do a lot of these rinks throughout the country, setting them up. how does this compare? you say this is close to your heart? >> this one is the absolute best, bob. when union square business improvement district brought willy b. tech productions in here, they worked hard, planned a lot. this is just the absolute best place to go skating in all of america. imagine this. we're in the heart of san francisco, the sun is coming up, getting ready form opening ceremonies. what better thing can you do? this is it! it's magic on ice right here in san francisco! >> is robert enthusiastic? grand opening ceremony today at

from tomorrow evening into the overnight hours. this is a lot of rain we're talking about. friday looks like a total washout, the first part of the day. flooding possible, periods of rain especially at the coast. we'll get right to that. 67 in san francisco, 68 for today in redwood city. today's highs pretty comfortable, right on track with our seasonal averages. then we start to drop off as this coastal storm rides up right against the coastline. it's going to set up shop just offshore of the south bay. if you live on the south end of the peninsula, that's where we're expecting the heaviest rainfall. today sunny and warmer, increasing clouds ahead of the system of low pressure. thursday night the rain develops. this is what we're talking about. you see the bands of orange, red, green. this is heavy rain slated to move over your area as we head through friday. we'll take you to that forecast coming up in a if minutes at 6:38. first let's check your drive with mike inouye. >> getting slow all over the place. highway 4, it's not just slow in

antioch, look at that. a 45 registering and slowing through pittsburg and bay point. 242, a slowdown towards concord and toward the walnut creek interchange. a look at more times throughout the east bay. slowing for 580 out of altamont pass. 580 and 880 through oakland, that drive is okay. sunol, a live shot shows the slowing drive because of the clouds descending upon the roadway as folks head south towards fremont. expect slowing around the split with the hov lane. a live look at the bay bridge toll plaza shows the backup here, not yet reaching west grand avenue. pretty smooth drive, but the metering lights are on heading into the city. i just got word in the city itself there may have been a minor accident on the ice in union square. >> exactly. a skid-out. >> back to you guys. >> thank you very much. it is 6:39 right now. this san jose man sitting in jail this morning accused of attacking his own mother with a

"today in the bay's" tracie potts live in washington. it sounds like the plan is gaining some support? >> reporter: it is gaining support from people who say california alone could get another $4 billion a year, much-needed revenue if the state could simply charge sales tax every time you buy something online. right now we only pay tax if there's actually a brick and mortar store of that website in the area where you live. there's been this effort for a while, and only congress can do it according to the courts, to allow states to charge that sales tax. as you might imagine ebay, amazon, big online retailers are against this because they say they can't deal with 50 different tax systems in 50 different states. if it was streamlined as some states do, they would be more apartment to support it. on the other hand, you've got the shopping center, big box stores, j see penney's, sears, walmart who hired big lobbying firms to support this. at this point it's something

13-point lead over john avalos. election officials think we will have an official winner later this afternoon. we'll keep you posted. the east bay city of newark has a brand new mayor for the first time in 33 years. allan nagy replacing mayor david smith who decided not to run for re-election for the first time since his first election back in 1978. smith currently the state's longest serving mayor and the country's third longest. we have an update to a story rewe talked about yesterday. voters rejecting a major that would have banned most abortions in mississippi. the measure would have declared life beginning at fertilization. some supporters of the measure hoped it would prompt a legal challenge to abortion rights across the country. more than 55% of voters rejected it. pro choice supporters feared if it had passed other states would have tried to approve similar measures. a total of eight republican candidates will debate tonight in michigan, but one is expected to be right at the center of all

from other countries. could certainly affect us right here. who is that bailout going to come from? let's bring in business reporter scott mcgrew. >> this is what sets italy apart. its economy is so big, third largest in europe behind france and germany. france and germany might be able to pull out a bailout of greece or portugal, but italy may be way too big now that's paying more than 7% of its debt, it's got this spiral. it can't make enough money to pay down debt which causes its creditors to increase the percentage they demand in interest which means they can't pay down their debt and so on. the dow industrials have fallen 260 points on that news. the nasdaq is down 60. italy's problems could take down bigger countries. that affects us. europe is our biggest trading. partner. at the core of it, european governments took big loans from european banks. european governments are forced to bail out those banks so the banks can continue to dpund european debt. that's one gigantic circle and
