and, it's 6:00 right now. i'm laura garcia kan fon. >> good morning. i'm jon kelley. tyke to check in with christina loren taking us to the forecast. it's thursday. i'm thinking ahead. >> we're always thinking ahead to the weekend. i've been watching your weekend forecast since monday. we are going to get weather over the weekend. some weather that could keep you indoors. 37 in livermore. as we highwead through tomorrow we'll tell you when it arrives, how long it will last, what we're expecting. let's get you out the front door with mike inouye. >> it's thursday. so second heaviest day of volume as far as traffic goes. in the middle of livermore and look at the 40 on the left side of your screen. slowing at the dublin interchange all morning. >> a little early.

thank you very much. it is 6:01. demonstrators planning to stage their own occupy protest came face-to-face in a showdown with campus police. christie smith is live on the campus of uc berkeley this morning. you think there will be another confrontation today? >> you know, it's har to tell. but i can tell you the demonstrators are bundled up in sleeping bags and blankets in front of the hall. a few dozen of them. and three tents are out here. even though the university said that was illegal and wouldn't be tolerated. demonstrators could stay 24 hours a day for a few days a week. they didn't want tents or cooking. this after a day of protests with more than 1,000 people out here at uc berkeley. it grew into a full clash with police as they tried to stop

demonstrators from an occupy cal encampment. the officers moved in and shoved demonstrators, trying to get to a hand full of tents. 37 people were arrested in two wave this is morning the tents are here. demonstrators aren't sure what's next. >> any personal feeling is it's been perpetual. i guess anxious anticipation of an inevitable crackdown that's actually yet to come. it's rather -- now it's just a state of confusion. i don't really know. i'm waiting for the police to do their thing. that's what they're very good at doing. >> now the demonstrators are upset with tuition hikes and the handling of finances.

even though camping is illegal, they're monitoring the situation. students telling us they're inspired by occupy oakland and they're calling for a strike on students by tuesday. reporting live, christie smith, jon and laura, back to you. >> thank you very much, christie. gene quan is asking occupy protesters to leave. at the same time occupy protesters disrupted a press conference by a group of city council members. they tried to express frustration with the camp and the effect of downtown businesses. they promise to find a way to remove the camp if the mayor doesn't. well, san francisco police

recently made two arrests at the occupy camp in justin herman plaza on tuesday. they arrested a southern california man who had a gun. and yesterday morning they arrested a pennsylvania man accused of throwing a bottle at a city worker. budget cuts are forcing oakland city leaders to shut down services and suspend the administrative office. parks will be open to the public. gates and restrooms will be closed. senior centers will be closed today and tomorrow. animal shelters will be shut down today but will reopen on friday. no street sweeping. main library will be closed today and tomorrow. emergency services will not be affected. >> it is 6:05 right now. a recent string of car accidents involving pedestrians in san jose is prompting police to warn drivers to be extra careful on the road now. as we all know the sun is setting earlier. marla tellez is live in san jose. she has an update. good morning, marla.

>> reporter: jon, good morning. the recent time change was good for the extra hour of sleep that we all god. but it's proving to be deadly and dangerous on the roads. there have been four very serious crashes during the evening rush hour in the three workdays since we turned our clock back an hour. last night a 44-year-old san jose man was hit riding his bike. he's in the hospital this morning in serious condition. police say the driver is cooperating. alcohol or drugs are not a factor. also in east san jose, about the same time, a 67-year-old woman was hit while walking in awalk. she died from her injuries. then over the weekend a 20-year-old woman was walking to

the mall saturday night in south san jose when she was hit and killed. in all the crashes not one arrested and no charges have been filed. san jose city police taking the time to remind everybody because of the time change it is getting darker early wrer. we need to be aware of our surroundings. get yourself some reflective gear so you're seen by drivers on the road. jon? >> marla, thank you very much. police are still looking into the death of a man hit by -- actually killed by a vta bus in palo alto. it happened tuesday afternoon. 55-year-old robert akers died when the bus hit. a mountain view school b wants gas pipelines moved from underneath the soccer field. line 132 and 109 run under the

middle school soccer field. this is the same gs line for the deadly explosion last fall. they plan on removing a portion of the line and rerouting it through the campus parking lot and under middle field road. pg&e says it will not remove it because of the cost. >> i know it's a school. there's kids everywhere. that's something of major concern. >> pg&e says the line is safe after going through hydro static pressure testing. the same pressure testing that ruptured part of 132 over the weeke weekend. triggering the the mud slide own 280. >> good morning to you. taking a live look at the full moon while we still can.

6:44 a.m. just a beautiful shot of the mun. clear skies make way to a very cold morning yet again. grab a jacket. it's cold. especially in the north bay. and you can tell from your true view here that all the clouds, most of the rainfall will remain off j b shore. we have a super soaker on the way for tomorrow if it moves in. 71 in los gatos. 70 for fairfield and livermore. so throughout the next 24 hours, an area of low pressure -- let me show you this area very tightly wound. you can see the deep band of the moisture. it looks like what's going to happen is this core will move closer to the bay area. this band could sit and spin over the bay area coastline for at least three hours tomorrow morning. that could lead to really heavy

flooding. this carries your storm system to and from the united states. it broke off. it will sit here and remain stationary tomorrow. whether or not it moves on shore, that's the question meteorologists are trying to figure out. it will between 6:00 and 12:00 tomorrow. periods of rain at the coast. gusty winds and possible flooding. i'll take you to the hour by hour forecast. we'll show you what's to come for the weekend. first we want to check the drive with mike. >> and christina, changes as we speak. that 15 miles per hour registered in the westbound direction. slow to love ridge. slowing also through pittsburgh and bay point. we expect to see this affecting concord over the next half hour. the freeways look really nice. close to 64. the east shore freeway as well as 580 and 880 through oakland. a live look at the toll plaza will show you the volume picking

welcome back, everyone. 6:14 right now. >> everybody has heard by now, joe paterno is out as penn state's football coach this morning. they called to tell him he was fired in the wake of a sex abuse scandal rocking the team and the university. on saturday police arrested former assistant coach jerry sandusky. he's accused of molesting or raping eight boys over the course of a decade. the yooufrtd president seen here in this photo of him and paterno also announced his retirement. thousands of students taking to

the streets after hearing of his firing. yeah, that was video of students flipping a local news van right over on its side. that happened about -- after about 2,000 packed into the street of downtown state college. police moved in in riot gear. police arrested several people. they had to use pepper spray to disperse the crowd. >> amazing video. time to check in with meteorologist christina loren. >> good morning to you. it's a cold start out there. we have a very, very juicy storm that could impact us as of tomorrow. 24 hours for now could be very, very dangerous, especially at the coast when it comes to getting to the morning drive and getting there safely. your temperatures this morning are cold. we are in the 30s. 39 in fairfield. 4 in santa rosa. throughout the day today your

temperatures will climb to the 70s. especially inland cities. 70s from the coast to inland cities as well. 71 in los gatos. 70 in santa rosa. 68 for san francisco. and the same goes for oakland. here is what we're watching for you. we have a juicy storm offshore. take a look at this. very tightly wound area of low pressure. now what we're expecting through the next 24 hours is for this core to start to drift a little bit to the southeast. for us that could bring in a band to sit at the coastline for three or four hours. that could produce significant flooding. as you can see t next 48 hours will get dicey. as we head throughout the morning, we'll see dangerous conditions, puddling, ponding, periods of rain on friday. as we head throughout the next couple of days into your weekend, things are looking better. 67 ob sunday.

clearing by monday. let's get your drive with mike inouye. >> we'll take you to the roadways. this is right at the the toll plaza. we have an accident that might be blocking your two right lanes. within of those cars is sticking out after they tried to pull to the shoulder. now the opposite direction for the san mateo bridge to where the other accident is reported. involving a pickup truck towards the high-rise. no slowing is showing up. we track this carefully anyway. and we'll take a look at the south bay where the northbound speed sensors are still showing us all at the limit. heading up to highway 87, we'll watch for that. we see slowing down here.

livermore a slower drive out of the pass. 21 minutes as far as travel time over to to dublin interchange. we have slowing at the interchange as well. this start there is and heads all the way over to the interchange with 680 itself. we see the cash lanes are backed up nicely. metering lights should turn on any minute. the view off the lower deck is nic nice. >> it's 6:18 right now. this morning the state could lose $1.7 billion chunk of the budget as local governments fight to keep the money. bob redell is live in san jose. it all hinges on the decision from the state's higher court. >> it does.

before the massive budget crisis, each year sacramento used to send cities like san jose millions of dollars to get rid of -- revitalize neighborhood, rebuild homes. but the state pulled the plug because of the b current financial emergency that it's in. today a group will go before the california supreme court to ask for reinstatement of the funds. arguing that it's unconstitution n unconstitutional for lawmakers to hold back the money. they diverted the $1.7 billion from them and property taxes back to schools and other programs. bigger priorities in the eyes of sacramento give tennessee current financial crisis. is state is already facing a budget deficit of $5 billion to $8 billion. the redevelopment agencyscan get a second life if they agree to give back the state another $400

million down the road. by taking away the money, the state violated proposition 22. voters passed prop 22 last november to specifically prevent sacramento from doing just this. raiding the treasuries of local government. they argue the state should be happy to fund the redevelopment. it creates jobs to create more income taxes which means more money for the state of california. jon, laura? >> thanks for the update, bob. stop if you've heard this before. a tuition hike is looming for cal-state students. find out what could cause the latest increase. coming up nec.

more tuition hikes are looming yet again for cal state students. they may have to pay 9% more if the state does not make room for the 23 campus system in the upcoming budget. if they don't give them $138 million, the students will have to pay extra $489 million a year. after ten months dealing with health concerns, a well known san francisco business will reopen today.

the fish company closed because exxon mobil was cleaning sediment out of the ocean, contaminated by decades old oil leak near the fish company. it gaf off bad odors and noxious fumes, making a lot of employees sick. we have sign a rise in foreclosures. foreclosure filings increased nationwide from september to october. california, florida and michigan all saw a spike in activity. despite the monthly increase, the nationwide foreclosure rate is down 31% compared to this time last year. there is less than three hours to go for the white house to return the items with

solyndra. you expect them to let the deadline go by. >> good morning. 9:00 a.m. is the deadline for the white house to sfond two subpoenas issued by the congressional committee investigating solyndra. they will claim executive privilege, saying congress has no rights to the documents because they are private communications between the president and his advisers. they say it's totally impractical and a waste of time the administration pointing out the request by congress to include every document about solyndra would include thousands upon thousands of irrelevant memos relating to the travel to fremont. the fuelling of air force one because they have the word solyndra in them. not all memos are so innocent. the committee examined some of the documents they already had and discovered the the white

time to check in with christina loren here to tell us about the forecast. today will be nice. tomorrow will be rough. >> good morning. it's cold out there. grab a jacket. near freezing again. you're at 50 in san francisco. through tomorrow take a look at what's headed our way. we will time it out for you hour by hour and let you know what cities might not see any of that rain at all. >> a better start now. the san mateo bridge accident -- i put it on the map as cleared. it was never there. this accident was not there. it's this one westbound at the bridge approach. we do have a truck and a smaller vehicle involved in the accident. no major injuries but slowing because one lane is blocked.

>> wheal check back with you. a warning for south bay motorists to pay attention on the roads today. a string or car accidents involving pedestrians has occurred, including two on wednesday alone. marla tellez is live with more on the situation. >> police say it's because of what we did over the weekend. we turned our clocks back an hour. it's lighter earlier in the morning. so it's getting darker earlier. come nightfall it makes ugs more vulnerable on the road. last night a 44-year-old san jose man was riding his bike near galveston when he was hit. this was in the 6:00 hour. he's fighting for his life in the hospital this morning. the cause is under investigation, but it doesn't seem the driver was impaired in any way.

also the mercury news reports a 67-year-old woman was in the crosswalk. she dried from her injuries. and over a weekend a 20-year-old woman was hit and killed in south san jose while walking to the mall. three people, either a pedestrian or bicyclist have been hit and killed in san jose in the past five days. police are taking the time to remind all of us it is getting darker earlier. whether you're running, walking or biking, it's very important to wear bright clothing or invest in reflective gear. a memorial will be held for a san jose teen killed in his backyard two years ago. he was killed on november 10th, 2009. police say he was stabbed repeatedly by classmates jay williams and randy thompson.

officers believe the teens were into satanism and that russell's death may have been linked to a satanic ritual. tonight's memorial will be held in san jose. a public memorial will be held for the five people with special needs who died in a fire. the fire swept through the adult residential facility on saturday night. two employees tried to save the five victims. another resident of the home is still in the hospital. federal agencies are still investigating the cause of the fire. tonight's public memorial will be held on caramel avenue in marina. it begins at 7:00. it is 6:33. pg&e doing more testing on the pipeline this is morning. crews expected to start work at

9:00 a.m. ch people near la canada could smell gas. the testing is to make sure that pipelines like the buns in san bruno are safe to lose. it caused a mud slide that caused northbound lanes of 280 for a couple of hours. this morning a courtroom showdown. they're sick of cash grabs by the state. today in the bay's bob redell is live in san jose this morning. it's been vocal in the fight, bo bob. >> the state would argue they will be in the hole. the bottom line doesn't seem like anyone will come out a winner in this.

sacramento each year used to give cities like san jose millions of dollars for redevelopment. sacramento shut that down over the summer because of the fm crisis that they're in. today people will go before california's supreme court to ask for a reinstatement of the funds. in july they diverted $1.47 billion from property taxes back into schools and other programs, bigger priorities in the eyes of sacramento. the state is already facing a budget deficit of $5 million to $8 billion. having to return to $1.7 billion will add to that. the redevelopment agencyscan get a second life if they agree to give the state another $400

million down the road. hence the reason why they are suing today. just another reason. the redevelopment agencies argue by taking away their money, they violated proposition 22. california voters passed proposition 22 in november. that does not let the state raid local government treasuries as they're doing now. laura? >> a lot of money at stake. thank you very much, bob. >> we check back in with meteorologist christina loren. it was beautiful watching the moon, but crisp this morning. >> crisp and cool. i poked my head outdoors. it is so cold. we're also going to see the 70s from the coast to inland cities looking comfortable. that was a live look from san bruno facing east. you can see the clouds ahead of a front that could potentially dump rain for hours over the

coastline as we head throughout tomorrow. let's enjoy. let's seize the day. 69 in redwood city. you'll hit 70 in san jose. 70 in livermore. and i think redwood city, 69 degrees. really comfortable. so overall three to five degrees warmer than where we ended up yesterday. take a look at this. we have very tight ily wound area of low pressure. the core is over the pacific. throughout the next 24 hours it's not going to move much. but waking up tomorrow morning this thing is slated to take a dip south and east. that could bring the moisture band right over the bay area. just dumping rain at the coast. take a look at this orange, red and yellow. this is a moisture-rich system. it will move on shore at 8:00 a.m. bring in heavy rainfall to san francisco. then between k and 10:00 it will turn more showery.

we'll be done with the heavy downpours. but the showery condition will last through 5:00 p.m. soover all a dangerous commute in the morning. potentially dangerous commute dealing with aftermath on your way home from work tomorrow. and we could pick up inches of rain in some cities before 10:00 p.m. friday. i think the best chance will be redwood city and south. san jose is looking to get drenched tomorrow. your seven-day outlook is coming up in my next report. first, let's find out if we have any problems. >> always a lot going on after 6:30. 6:38 now. we look at a new accident that should be just about cleared northbound 880 approaching 92 and the interchange. typical build there. a little slower than we might expect for the castro valley

lucky for us. we have nice looking weather for today. the high clouds are making for a gorgeous sunrise. that's a leading edge of an area of low pressure that could bring heavy rainfall, flooding to the coast tomorrow at this time. so enjoy what we have for you today. 68 in san francisco today. about 70 degrees up in redwood city. this is our weather maker. we have a cut off low here. jet stream is the river of air that carries our storm systems from west to east across the united states. usually you fly with the jet stream and it moves faster than going against it. what i can tell you is this area of low pressure cut off from the jet stream has nowhere to go. it's going to sit and spin stationary through friday. periods of rain at the coast. gusty winds and possible flooding. that's what we're watching for tomorrow. it all times out like this.

that's heavy rain achl lot of the rain will come down south of san francisco. the area of low pressure is digging south as it moves east. this is what we're expecting at 8:00 a.m. heavy pockets over san francisco. same for areas of santa cruz. 17 could be treacherous getting to work. 10:00 a.m. on friday, green here. starting to lighten up when it comes to precipitation. not coming down as heavily. still coming down through 5:00 p.m. that means steady rainfall could make for a rough drive home tomorrow as well. whole thing clears out by late friday. we'll get a break. saturdays looks okay. take a look at the rainfall we're forecasting for you. up to an inch at the coast in 24 hours. definitely significant. definitely capable of producing flooding in san francisco. the roads aren't e kwaped to receive that kind of rainfall in such a short duration of time.
