and we are looking live at oakland this morning where the raiders are taking a day off because they played on thursday. if you need to get your football fix, you can watch the 49ers take on the giants at at&t park. i know it's not the same if you're a raider fan, but football is football, right? the latest state budget projections shows that state revenues are $1.5 billion less than expected for the current fiscal year and at this rate california could be at least $4 billion below the target that they need to make by june 30th. for more, let's bring in larry gerston. let's talk about why this is a problem. i have to say, i think it's about trigger cuts, right? >> no question, they're coming. don't shoot the messenger, that's all i have to say. look, we're looking at a growing possibility here of a fuj financial headache for the state. the current budget as we mentioned is based on projected revenues of $4 billion higher
7:46 am
than anybody expected. the legislative analysts expected, than anybody else in the legislature thought would actually occur, but the legislature anyway decided to pass it. why? because they made provisions for major reductions, spending reductions, if shortfalls take place. so with that pattern of lower revenues, they have taken hold. it's not just a monthly thing, we've got a whole series here of several months in a row. >> if we missed the target by this much, these trigger cuts kick in. >> yeah. >> we're talking about a lot of cuts, to education, as we've talked about in recent weeks because a big chunk of the budget goes towards education. >> yeah, half of it when you think of k-12 and higher ed, half the budget goes for education. so here's where we're going to go. it's a triggering mechanism. if revenues bafall $1 billion, e university of california and csu, each will lose another $100
7:47 am
million. i say another $100 million because already this year between the two of them, they lost more than $1 billion. so these are cuts on top of cuts. and then we're talking about programs servicing developmental disabilities, in-home support services, you know, the folks who really can't get out, really terribly infirm. we're talking about $100 million in each of those programs and the list goes on. so those who are suffering the most are going to suffer even more because they are just running out of places to cut. >> so how do we get out of this? i know that the democrats will say we need to raise taxes, republicans say we need to cut more. what is the solution here? >> well, that's the important question. the fact of the matter is because this mess didn't have to occur anyway, it didn't have to occur, it goes back to negotiations last spring. at that time the legislative democrats and republicans were just arguing over what should be done. democrats wanted to raise taxes to keep programs and services like the ones we've been
7:48 am
discussing actually in place. republicans were against raising taxes and said we're okay with cutting these things, we're spending too much, that's all there is to it. people forget, public opinion sided with the idea of no more taxes. we need to remember that. so the best the legislature could do was pass this budget that everybody knew was really unrealistic. it just wasn't realistic. and so with that, you've got these cuts and these cuts are really going to be hurting. >> now, let me ask you this, on a related note, isn't this what's happening in washington too? we had that supercommittee of 12 that are supposed to be coming up with a debt reduction plan. they're in the same pickle, right? >> they have got ten days. the only difference is if they don't come up with a plan, the cuts will be mandatory. they have got to come up with about $1.5 trillion in cuts. bear this in mind, kris, it's not only the $1 billion in cuts we're looking at in california, if it gets to be $2 billion or more, then we're talking about
7:49 am
shorter school years of seven days. already we have the fourth lowest amount of days required in the country. this will make us number 50. >> thank you very much, larry. you can get more of larry's political insight any time of day, nbcbayarea.com. just do a search for prop zero, that's the name of larry's blog. criticism of president obama's foreign policy was the common thread in this weekend's republican presidential debate in south carolina. last night mitt romney pledged that he would prevent iran from developing a nuclear weapon by military means, if necessary. herman cain said that the arab spring had gone too far with strong allies in the war against terrorism falling by the wayside. and romney accused president obama of political motivations in his timetable for drawing down u.s. combat forces in afghanistan. but perhaps the sharpest disagreement came over water boarding. >> i agree that it was an
7:50 am
enhanced interrogation technique. >> and that you would support it as president? you would return to that policy? >> yes. >> well, waterboarding is torture and many other things. it's illegal under international law and under our law. it's also immoral and it's also very impractical. >> on a lighter note, rick perry poked a bit of fun at his now in famous gaffe from wednesday night. the next presidential debate is scheduled for two days before thanksgiving and will focus on foreign affairs. italy's president began work to form a new government to help save that country from financial disaster. this comes a day after sill vee o'berlusconi resigned as the prime minister. for years he seemed untouchable. he had been in court 2500 times by his own count accused of attempting to bribe a judge, corruption and abuse of power and there were also many sex scandals as well.
7:51 am
ultimately berlusconi was brought down by italy's economic crisis. last week italy's borrowing rate soared, putting more pressure on the prime minister to step down. protesters shouted insults until word came that berlusconi had resigned. at that point there were celebrations in the streets. >> we're happy because we're free. we want a leader who is serious, who represents us. [ speaking foreign language ] >> berlusconi's resignation makes way for an emergency government that italians and the eu hope will save them from financial ruin. much more ahead on "today in the bay." still to come, a nice hotel for $20 a night in san francisco. pray tell where, larry says. we'll show you where you can score big in the travel bargains. and you're looking live around san francisco where we've got the urbanathlon going on this morning. a little chilly outside but the afternoon will be a bit warmer than yesterday.

good sunday morning to you. we're watching a swiss cheese of some sun mixed with some clouds right now across the bay. you can see the low clouds kind of winning the story right now, but as we head through the afternoon we get a little more of a northwest breeze that will mix in drier air and clear out our skies. a cool start to the morning, though. you'll need a jacket through 9:00 or 10:00 this morning. 40s to some 50s outside, not much wind but the wind direction should change like we're seeing in nevada right now. northwest breezes, which will dry out our skies and give us a little more sunshine than we saw yesterday. areas of clouds to start. we should see partly cloudy skies this afternoon, temperatures from most places inland making a run at the mid-60s, upper 50s closer to the coast. the first half of the week looks dry. the second half will look a lot like winter. game time forecast, 49ers and

giants out at candlestick park should see low 60s, partly cloudy skies, hazy sunshine as the game gets under way a little later on this afternoon. right now across the bay area, we've got patchy low clouds. earlier we had high clouds which are there are racing on by into southern california. very active pattern, but the jetstream or at least the part that would bring us some rain just a little further to the north from the bay area. so for the first half of the week, kind of like we're seeing today, we'll see no chances of showers. those will be way off to the north. 60s with hazy sunshine today and monday through wednesday, storm track still off to the north so the main issue to watch will be that patchy fog for the north and east bay valleys but eventually this cold trough of low pressure will swing through the bay area, starting thursday night into friday. so expect to see some rain as you wrap up the week friday into saturday, then much cooler air starts to drop on in with scattered showers and snow levels possibly as low as 3,000 or 4,000 feet. this is still a long ways off, given this is a seven-day forecast, but all indications
