visibility in santa rosa. give yourself ample time. fog will be a factor this morning. rain towards the end of the week. >> thank you very much. of course, we're going to take you live to oakland where breaking news is happening. police in riot gear are at the occupy encampment there. protesters have been braces for a battle with police all morning long. christie smith, it looks like activity is picking up there. >> reporter: we're at 14th and broadway. i want to give you a look at 13th and broadway. this just started maybe within the last five minutes or so. and what's happening is that on 12th and broadway we saw police move in, in riot gear, walked into the intersection, and then they have been slowly advancing this way. and then a group of demonstrators, they saw that, and they started marching

towards police. we haven't seen any sort of arrests or any sort of confrontation really happening yet. just sort of nose to nose between demonstrators and police. what i just found out here is that the reason that demonstrators took to the streets overnight in the first place is that their thinking is that if they're outside of the encampment then technically they're not occupying the plaza. they have three eviction notices over the weekend. there are still people inside the tents, inside the encampment. perhaps that might change things. clearly oakland police do not see it that way. a number of police agencies. and what we're hearing the demonstrators say is stand shoulder to shoulder. form a line.

we haven't seen any sort of violent clashes. anything like that. just the demonstrators and police coming face to face. and this is the first we've seen of that. police have been here for at least an hour now. i wanted to mention, i spoke with an occupier that i've been talking with quite a bit since we've been out here since october 10th. he told me that he is near 9th and clay. he saw quite a few white vans, unmarked vans, police officers getting out. and they appear to be heading where we are, which is 14th and broadway. this is how it stands. we're getting helicopters overhead and a lot of people walking around and demonstrators and police face to face. that's what we have from 14th and broadway. i want to send it to bob redell. he has another look at the situation. how does it look where we are. >> reporter: good morning,

christie. we're at 16th and san pablo. one of the entrances to ogawa plaza. you can see the officers just arrived on the scene. these are deputies. alameda county sheriff deputy who is just arrived. it looks like they have one group over here and another group to the left. there's probably -- >> we apologize, bob. the shot is breaking up there. these are live aerial pictures for the same scene. we have it all covered from all angles this morning. police are moving in closer to o occupy encampment. as christi mentioned. they received notices this is going to happen. but it looks like the force is much, much heavier. the police presence there this morning. >> and building as we speak. of course, this raid is causing trouble for commuters, potentially big and small.

let's send it over to mike inouye to let us know what's happening with bart and on the roads. >> we're going to stay with the live pictures. these are changing scene as we go. but because of 14th and broadway where the activity is focused, that intersection is obviously closed. avoid a three-block radius as a minimum because of the police activity, which seems like things are changing as we speak. the bart station at 12th is closed. the trains will travel through the area. they will not stop there. 19th is your closest alternate. ac transit warns about possible reroutes because of all of the surface street activity, and if you don't have to go downtown, then just track with us throughout the morning as we follow the activity as it continues to evolve. the situation is changing now, guys. back to you. >> we'll stay right there. we're hoping you can stay on the pictures. it's amazing to see police in the force move in now. let's turn to christie smith. she's live this morning as well. christie? >> yeah, since we just last checked in with you a couple of

minutes ago, we saw a line of police officers for a different direction. that is east on 14th street. these officers in riot gear. they've come face to face with the demonstrators just as they had on another street. who's street? our street. they're face-to-face with them right now. i have to say, it's hard to see from here. you see the demonstrators and police, and behind them on the right, there are more police coming up. they seem to be coming from the clay street direction, where a gentleman that i've come to know from occupy oakland says that he saw quite a few officers in vans and unmarked cars coming up that way. they appear to be coming towards the plaza from 9th and clay. we'll show you what's going on this weekend. this is down broadway. the police station, if you know the area. it's down on 7th.

they just left the van and moved it into the middle of the street. you can see the police continue to march forward. it looks like these are sheriff deputies based on the last time i was here. they have a different outfit on. they will make some arrests. that's what's happening now. the protesters go up to them, take pictures of them, engage them perhaps. so far we haven't seen from our end anyone arrested. but you can see they keep coming face to face. the officers form a line. they march. they stop. and that's what's happening

here. so we'll keep an eye on it for you. clearly getting much more tense out here. we'll keep an eye on it for you. >> in comparison to the raid they did before, is the police and sheriff presence so much stronger, and what about the crowds themselves? are they smaller, larger? >> well, what's different this time is when we were here on october 25th, everyone stayed this the plaza where the tent city is. when we got here by 2:00 in the morning, i would say there are at least 200 people out wanderring the street. so they were ready for this. they knew about this. it had been on their twitter feed. it was all over. they were prepared for police to move in this time. last time it was more of a question. question mark as to whether they would come. it's hard to say, you know, if there are more police this time than last. but it was a strong presence that time. it's certainly a strong presence this time.

we're seeing the same departments here that were here last time. so again, pretty much every direction here down the street. hard to see because we have all the live trucks. that is blocked off. this street is blocked off here. the one behind me is blocked off. just lines and lines of officers, kind of similar to what they did last time. last time i have to say they immediately pulled up, and had more of a slow progression in. that's sort of a lot of people here still getting -- tension is building. we'll keep an eye on it for you. at this point. we'll check back with you. >> the oakland police and other

departments are helping out. they've seen the trouble they've had in the last month. in contrast, the last time they mentioned that they were able to come in and take direction action. right now, i feel i'm sure they have a similar approach of wanting to get this all together and organized. but a very hands-off, waiting to see how the protesters react. for more information, let get out to bob redell. >> reporter: good morning, jon. we're in the plaza itself. you can see we've got a lot of officers out here. these are alameda county sheriff deputy ls. they are incircling the camp site to the rite where the tarps are. you can see a big spotlight from a police helicopter shining light on the scene. right now they're trying to establish a perimeter around the camp site itself. they haven't got a complete perimeter yet. you can't see but down this corridor, there are a lot more

officers. and echoing some of the statements that christie was saying. that the tactics this time seem to be slightly different than october 25th. october 25th the police showed up in mass. they moved in. they swept the plaza. where all the protesters were. they did that in 30 to 45 minutes. this time they establish a perimeter several blocks around ogawa plaza. they used sanitation trucks. they're doing that now to keep the area blocked from traffic. now they're going through the camp site itself. as you notice, most of the protesters are out of the camp site. there are a few stragglers. the majority are in the intersection of 14th and broadway. right now there's a holding pattern here. we have alameda county sheriff

police have surrounded the area in force. but nothing as far as action has taken place. we have reporters on the scene live covering all the action up close and personal. >> in fact, we want to turn to christie smith down in the mix. what's the latest, christie? >> reporter: well, we're standing at 14th and broadway that we have been all morning. the demonstrators are banging on garbage cans and drums. yelling various things. we got sold out. you got sold out. dancing in the middle of the street. i have to say this has been going onto some degree since we got here before 2:00 in the morning. if you can follow me and pan over this way. this is the view down broadway this morning. they started at 12th and broadway when we first saw them 30 minutes ago. the officers marched in in a line. they stood their ground. they've been advancing towards us here at 14th and broadway. we see now and then a demonstrators go up. everyone has a camera.

we haven't seen the officers engage with anyone. no physical clashes, if you will. then i want to pan over to this side. i look at those badges. over here is the sheriff's department. on this side i look at the badges of oakland police. they are face to face with demonstrators. tent city is still there this morning. there is another row of officers in full riot gear. i haven't seen them move in on it. they're moving more and more. they're coming down to clay street. i also heard one of the demonstrators say over the megaphone because that seems to be how they communicate. if people want to leave. they want to get out of here. the best thing to do is head

down towards 14th street. there's a barricade there. i haven't seen anyone leave yet. most people seem to just be milling around, walking in a circle. and now and then they come together and they have a meeting to decide what to do next. what they're telling me is that they've decided to leave the encampment and bring it out to the streets because they thought that they would then not be occupying the city. the city clearly doesn't see it that way. not sure if it matters to police where the police are standing. at this point we haven't seen any physical clashes. we'll keep an eye on it for you. reporting live, back to you guy fls the studio. >> so far police kept it at the

line. moving 50 feet in and then they stop. >> right. that's where it stands right now. when we last checked in with you they stopped here 5 or 10 minutes ago. law enforcement on any type of action. they're looking for. they've just been quiet. #. >> well, the last time we were here, the first time the camp was raided on october 25th, they actually set up a megaphone, and they read the eviction notice several times over a loud speaker to everyone in the encampment. i'm not sure why it would. this is where everyone is. we didn't see them read the conviction notices this time. they moved in from a large perimeter.

now i want to check in with bob rede redell. >> you have alameda county sheriff's office. the riot gear it looks like some have. maybe a bean bag shotgun. batons. they've established a perimeter around the actual plaza itself. just to keep traffic out. you have a large number. they enkirk led the camp site. encircled the camp site. i don't know if that's someone with the police department. it sounds like somebody is

speaking out loud. anyway, so you've got the officers here. they're basically in a holding pattern since 5:00. so far about the past 15 or 20 minutes. if you look to the right you can see more officers. they are going to get a full perimeter around here. in the camp site itself it doesn't seem like there's many people in there. certainly not the crowd. the number of people in there when they did the initial crackdown on october 25th. there's a couple of protesters who chose to leave. they ask the deputies which way to go. they chose to leave instead of be here for whatever is going to happen. bottom line, right now, we're in a holding pattern. it's not clear what, if any

action they'll be taking or when it will be happening. right now they're trying to establish a perimeter. i understand a lot of people have moved out of the camp to the street. is that the case? >> the camp site appears to be mostly empty. there's a few people we've seen walking in there. we assume most of them are out at 14th and broadway. there are some people who can see candles out there. they're staying their ground in the actual plaza itself. >> we'll check back with you throughout the morning as well. taking a live look at many vantage points for you this morning above the plaza in oakland where police and

multiple agencies can prepare to go in. this could possiblily affect your morning commute. i want to check in with mike. >> right at 14th and broadway, avoid that intersection. i hear from 11th over to 17th. broadway is closed. they avoid the area around ogawa plaza. that is closed. we go through the area of the rest of the system operating. the 19th street. now we'll get you up to the vicinity of the freeway.

over on the peninsula we had v a disabled vehicle. possiblily in the right lane. watch out for folks. how is that going over there for this morning's weather? >> we have rain showers. santa cruz, for example. high pressure now moving in compressing the moisture. and so some pretty thick fog from santa rosa to novato, even napa. do take it easy this morning. your future cast shows you we stop the clock at 7:00 a.m. a good amount of cloud cover over the inland valley. we clear out quickly by 10:00 a.m. 62 in los gatos. 60 in san francisco. really nice by the water.

police are setting up barricades, and they've started to surround this now, trying to

serve eviction notices. we have live reporters on the scene. bob redell and christie smith keeping us posted as numerous amounts of police agencies and enforcements have tried to combine to move the occupy protesters out of here with what they hope is a peaceful movement. the race stemmed in part from thursday's deadly shooting outside the occupy oakland encampment. the victim was 25-year-old foster from oakland. relatives say he was staying in frank ogawa plaza, but occupy protesters say there's no connection between the shooting and the encampment. one of the men is staying at the occupy camp. oakland police is offering a reward of $10,000 for information leading to an arrest and a conviction. the iraq war veteran seriously injured during a police raid on the occupy oakland encampment so now making his first public statement. scott olson says he's feeling better with a long road of

recovery in front of him after he says his freedom of speech was taken from him. he suffered a fractured skull during the tear gas raid on october 25th. the video shows olson being pulled away from the very chaotic scene. olson was released from the hospital last week. >> we'll keep you up to date with o occupy oakland encampment. 50 feet at a time. but no real action has been taken at this point. >> we'll continue to bring you live coverage this morning. 5:27 right now.

oakland. pligs are face-to-face with occupy protesters. police are moving in, and they are moving in with force. >> good morning, everyone. thanks for joining us. i'm jon kelley. >> i'm laura garcia-cannon. i want to check in with meteorologist christina loren. good morning to you. we have thick fog in the north bay. chilly temperatures in the north bay. elsewhere the 50s. watch out for a quarter mile of visibility. you don't need the umbrella today. you'll need it later on. >> thank you very much, christina. >> we start with reaking news from oakland that we've been following all morning long. police in riot gear are at the occupy encampment in oakland. protesters are bracing for a battle with police all morning long. >> good morning.

the sense of anticipation is certainly building here. we checked in with you a couple hadn'ts ago. the sheriff's department is where they are now. they had been advanced from 12th to 14th street. as i mentioned. 50 feet at a time. but they stopped right there. some of them have lifted their masks up. they've just basically held the line there. over here on this side, we have oakland police officers and demonstrators face-to-face with them. everyone with cameras. we haven't seen them advance any further either. and just sort of a dialogue going on, i guess. the officers standing the line there. they have batons out. behind that is the frank ogawa plaza. we do see officers in a line there. everyone telling me, they're going to raid it, they're going to raid it. from this angle it's hard to see. i can't go past there.

we haven't and them move in yet. a lot of people with masks on. i was talking with moments a minute arg. she had on what looked like a moisture helmet and a gas mask. she said she had been tear gassed twice out here. once on october 25th. on subsequent events she said it hurt bad. she didn't want it to happen again. a lot of folks also carrying water for their eyes. they are saying they expect this to happen. the tear gas, again. talk to one gentleman. and he had milk of magnesia and water in a bottle. once they get gas, they spray it in their eyes and it seems to relieve the pain that they're feeling. a lot of people not seeing them

now. they have a white spray battle on their chest in case that happened. we're not seeing physical clashes between police and demonstrators. they're face to face and holding the line. i can still see the tents up in the plaza. so from this angle i'm not seeing them move in. i count three helicopters coming in. now and then the entire area lights up with a police spotlight. but again, we haven't, from this angle i haven't seen anyone arrested, taked away, anything like that. it's sort of as it was the last ten minutes or so. we haven't seen police advance. in the past they used loud speakers to talk about the eviction notice. this weekend the demonstrators got three. there's silence from police. we're not hearing anything from them. so we're waiting to see what happens next. a think a lot of demonstrators are, too.

hour. there's probably a good 200 to 300 officers out here. they surrounded the camp site itself 30 minutes ago. they're holding ground. they're not doing anything as far as moving in. i don't know if you were able to hear the loud speaker over near christie smith's live shot, but that is oakland police announcing to the crowd of protesters that you must leave. you must disperse. they've been doing that for about the past 10 to 15 minutes. if you want to contrast what is happening this morning and compare it to october 25th during the initial sweep that first swept out the plaza, the atta tactic seemed to be different. officers showed up in masks. they came in. they quickly set up a perimeter around the camp site. and then they moved in. they swept the camp site and removed the people. arrested protesters within 30 to 45 45 minutes.

this time officers set up a perimeter several blocks around ogawa plaza just to shut off car traffic, vehicle traffic. we assume they're still holding those positions. these officers on foot showed up to actually surround the camp site itself. and of course, the protesters are gathered in mass at 14th and broadway where christie smith has been all morning. so right now we're in a holding pattern waiting for law enforcement to make the next move. they're probably going to go in here eventually to sweep the protesters. they've been back and forth for a month on and off. jon, laura? >> bob redell. we'll be back with you shortly. >> right now we want to check in

students. the police chief is reviewing video to check if they should be disciplined for excessive use of force. tv news videos shows dozens of officers confronting protesters on wednesday as they try to set up an occupy encampment. he's considering if pepper spray and tear gas can be used at any future protest. >> let's check back in with meteorologist christina loren to figure out your forecast. >> good morning to you. we have quiet weather through thursday and then rain moves back in. 51 at san mateo. high pressure compresses the moisture, reducing the visibility in places like napa and santa rosa in particular. you have a quarter of a mile this morning. give yourself time to reach your destination safely.

all the way through thursday. low to mid 60s at the coast. 50 today in san francisco. 60 in oakland. high pressure moves in each day through wednesday. we'll warm up each and every day through wednesday, the warmest of the week. then the rain late thursday to friday. this is a cold system. snow levels drop to 3,000 feet on saturday. the message for us is to get the stuff done early in the week. we'll take you to the peninsula because of an accident that developed into a major situation for the morning commute. southbound 101 approaching grand avenue. an accident involving a smaller truck and three other vehicles have got all lanes blocked. n no, we're down to four lanes. the shoulder, southbound 101 at grand avenue.

we continue to follow breaking news from oakland. agencies throughout the bay area are banning together to break up the occupy encampment. numerous notices have been sent to the people inside the camp, who have been moving outside of the area as well to try to take over the street. you see a steady line of police there. >> the perimeter lining up of the police in riot gear, surrounding the occupy oakland protesters. they've been anticipating this possible clash all morning long.

christie smith is live with the latest. >> since we last checked in with you, police in riot gear were on all sides oaf the streets here. what happened is the public works truck you can see in the distance just pulled up. a crew got in and pulled out metal barricades that you see police on the other side of them. that just went up. and the struck are still there. they seem to go from one corner all the way across the street to the coffee shop that you see there. oakland police maintaining their distance. i did see some protesters yelling at them for putting that out. i saw one protester throwing money at them. the police not saying anything.

this is familiar. the last time they raided in, october 25th, the entire plaza was cleared out and 80 people arrested. and right after that when it was clear t city had a barricade around the plaza and no one was allowed in. what i haven't seen from my vantage point, and it's hard to see because i'm looking past the crowd is i'm still seeing tents standing in the plaza. but i hope to see lines of officers on the other side where the tent city has been on and off. over the weekend the city served three eviction notices. and the protesters, of course, continuing to stay. and at this point just sort of continuing to march around the

intersection here. they've got peace signs and that sort of stuff. you can't get rid of us, one person wrote in chalk. now and then they come together. ideas of what they should do next. over here the officers we saw march forward from 12th to 14th, that's stayed there. they haven't moved forward at all. a lot of folks down here have cameras. everyone is taking pictures of the officers. we have seen the barricades up here. i'm pulling him by the arm. behind the white truck i see more officers coming down the street. so maybe moving in closer to the camp. kind of seeing that happen again

from this vantage point. they seem to be lining up in that direction. we'll keep an eye on that for you. so the best thing to do is to head east on 14th street. and free month police are there. a lot of people here who aren't camping but just showing support. you can see another row of officers towards us this way. they have the police shield that they have used before. so we'll have to see which way they're going to go. at this point we haven't seen

any physical confrontation between the demonstrators and police. at least from our vantage point. clearly more police officers this morning. it looks like they're across the barricade line. so it looks like they're going to that side of it. but it doesn't look like they're crossing the barricade and coming out toward the crowd. the at least at this point.

>> does it look like it's starting to fill up in the streets? >> i would say 200 people. possiblily more. it's hard to tell. this perimeter is large. the last time they moved in a tight formation. so it's hard to tell exactly how large the crowd is because sometimes they just walk away from us. i can tell you that the officers seem to be coming from down clay street and more and more of them are coming this way. >> do you believe the show of force is more evident this time? just in comparison to the october 25th attempted, you know, attempt to get the people out of the plaza.

they got ut ut quickly and had the gear on? then moved forward until they got in. this has been rather slow. it's a much wider perimeter. officers appear to be moveg from this line in. before they seemed to be moving the crowd with them. now the crowd is on the outside and they're on the other side with the tent. so it's a different way of doing it this time. it seems much slower if you and maybe more methodical. so many people left the plaza to take the street. it would give enforcement in tount the move to the plaza,

which they wanted to do. right. and it looks like some of them are starting to head that way. i can tell you the last time they raided it they came in from this direction. i believe also the direction that bob was at. a lot of people came out where we are at 14th and broadway. the officers went in from this direction as well. so in that way it's similar to the raid on october 25th. >> all right. we're going to continue to of course follow this this morning as police have surrounded the occupy protesters. several agencies are aiding oakland police. you can sense the tension in the air out there this morning. something very soon is going to

and broadway. if you look to the right. there's a perimeter established. they're in the riot gear. law enforcement has a perimeter all around the plaza. unless you're immediate yarks you can't get in or out. they've been standing there for the past 15 minutes. there's the tents. sorry about that. officers on a loud speaker until about 30 minutes ago declaring an unlufl assembly, asking people to leave. so it doesn't seem like there's anybody in the camp. if there are, might be a few people inside the tent itself. here we are an hour after they blocked off the perimeter. police are making a move inside

the plaza. then they eventually have one in and clean out the tents themselves. we don't know what the procedure will be on that. we're finally seeing movement at the camp site itself. we have at least a couple of hundred law enforcement. we've seen officers from san leandra. hayward. they were out blocking off the traffic. so you know opd did call in multiple agencies to come out here and help them with this operation. jon? la lau laura? >> thank you, bob. christie smith is on the scene as well. what's the latest from where you're standing? >> it's hard to hear you because there's a helicopter overhead. when we last checked in with you a group of officers were marching to the front of the line, and what they did was they apparently relieved the officers who were here before.

those were oakland police officers. what you're seeing now are the people with the police shields in front of them. those are san francisco police officers that are holding the line here at frank ogawa plaza. and in the distance there you can see what bob was talking about. there are a line of police officers in the back. they appear to be getting closer and closer to the encampment after the three eviction notices were served. we haven't seen them go in yet. now and then you see a police helicopter go by and light up the entire thing. hat this point in the intersection there are people walking around. they're waiting for this to happen. they assume it will. so far we haven't seen it from this end. we'll keep an eye on it for you and check back in in a little bit. >> we'll have continued coverage this morning as poliove to if occupy encampment in oakland.
