i saw one person just a minute ago, police looked like they had him in zip tie handcuffs. they were headed down towards clay. but he kind of disappeared into the crowd. and so the crowd is kind of here, and they're chanting, and they're taking pictures of this and waiting to see the encampment come down. but you can feel the tension building over this. this is what everyone didn't want to happen but expected would. e. coli keep an eye on it. from another angle bob redell is on the scene. you see arrests taking place. >> for the past hour law enforcement has circled the actual camp site, where we're at here in the center of ago what plaza. there weren't many protesters who staid in the camp site. the camp site for the most part was busy, except for four people

there you see being arrested. there's about 14 ar 15 protesters. they have their arms linked. they're sitting behind a row of candles. they've been singing amazing grace. right now they're announcing over the loud speakers unlawful assembly without them leaving. we've seen some protesters who chose to leave and not be arrested. they're telling me now if you don't stand up you're going to be arrested. we're going to see what's going to happen. we've seen alameda county sheriff deputies out here. we've been holding the perimeter. been at least a couple hundred officers here in the plaza. for the most part, though, if you compare this to the october

25th sweep, there have not been nearly as many people inside the camp site itself. you have the small group of four that we saw earlier that were taken out. and then you have this small group of maybe 15, 20 sitting here with their arms linked on the ground. and they are singing, i don't know if it's amazing grace. they were singing something. they are going peacefully. the officers are telling police to stand up. i zee see a man in a collar. he's one of the first people to be arrested. it's very business like here. the officers say, please stand up. you're under arrest. a lady is still singing, smiling as they put the cuffs on her. it's very peaceful in that respect no. one here is resisting. they are going, like i said.

it's very business like. as far as the way the opd is handling this. and how the protesters are responding. now you're actually inside the occupy camp. can you tell how many people remain there to set up the candles there. >> excuse me. we're live on nbc bay area -- now she's not going to talk. she's in song right now. try this gentleman here. excuse me. i'm with nbc bay area. why did you choose to be arrested? >> because we believe in the movement. >> thank you very much. that was the sergeant of opd saying they don't want interviews. they don't want us in the way.

laura, to get back to your question, there is probably maybe at most 20 protesters who stayed here inside the plaza itself to be arrested. maybe a little bit more in that. i believe on october 25th, if my memory serves correct, there was maybe 50 to 80, somewhere in that ballpark who stayed in the plaza. there's where a lot of if protesters are now at 14th and broadway. police kept them from coming back to the plaza. we're on the plaza right here, which is just feet away. we've also noticed on the other side where there weren't any protesters in the plaza, the police started making their way into the camp site itself, taking down some of the camping materials. i think the first priority, of course, is to get the people out of here who are remaining and see how they take it from there.

jon and laura? >> and it looks like so far, bob, no one has resisted. >> reporter: like i said, it's very business like, if that's the right way to describe it. they're not resisting. very similar to a couple of weeks ago. you have people holding up their peace signs as they're arrested. even then when we were catching up with the people in a line to be booked, it was interesting to see how friendly they were with police. i'm talking about the people we saw last time, where they were having conversation with them. they had smiles on their face. for them, the ones we spoke to, they're just trying to make a statement, and that's what these people are trying to do, too, by making a statement to get arrested for their cause. >> all right, bob redell out there at the oakland encampment. it's been interesting, too, laura, as you pointed out, almost a reverse and inverted approach where the protesters were streaming in the streets,

hoping to avoid being arrested, allowing police to take over the encampment and doing what they need to do. and very few people in there are getting cuffed right now. >> that's primarily oakland police you're seeing in there. there's a lot of different agencies aiding in this. >> we've seen hayward, san leandro county. sopd. i have to imagine other agencies are out here. but they haven't said who. here is someone who is coming up. they forgot. they didn't realize they forgot to arrest so many. he just put his hands out here. >> wow. how gracious of him. we're going on the continue to cover this live this morning. bob redell is inside the occupy camp this morning where there's only been, as we mentioned. what is that man saying?

>> he's saying -- he's saying you can take pictures or get involved. he's trying to make a statement to the contrary. now they're trying to move us behind the line. i assume -- we're on the perimeter of the camp site. we presume what they're going to do is reestablish their own perimeter and move into a sweep of the camp site itself to see if there's anybody inside. like i said, we haven't seen too many people inside. the few that we did see left, i'm assuming we have this small group who chose to be arrested here. whether there's actually anybody, that part is not clear. officers will find out soon. >> briefly before we throw it to christie smith. you were there on the 25th as christie was. how would you describe the mood, the vibe the energy, as police were moving in? >> well, the tactics are

different. the officers showed up in mass around 4:30. they quickly surrounded the plaza. they made the announcement this is an unlawful assembly. then they removed the protesters. 50 to 80 were arrested then. and in the core that were in the middle, were doing the exact same thing as the colleagues here were doing, they had arms linked. they had the peace symbol flashing to the officers, and they really went without any protests. they went away peacefully is the best way to put it. just like these people did here. so the tactics were different. this time, maybe 4:30 this morning, officers establish a perimeter several blocks around ogawa plaza, just to keep vehicle traffic out. and around 5:00 this morning, it's when they came into the actual plaza itself. they held a perimeter around the camp site until a few minutes ago when they went in. so they held a perimeter for

about an hour. so as far as any tension within the camp site. we saw how peacefully the protesters went. >> rob redell is right there at the camp site this morning. west virginia seen the arrests taking place peacefully. i want to check in with christie smith live out there. you're behind a barricade. what is going on there? >> well, every now and then as someone is arrested and they're led away with the hands behind their back and they have zip ties that the crowd here is erupting into tears. i want to show you more about what's going on here. the officers, this is san francisco police with the shield. you can see this is a crowd here at 14th and brdway. they keep trying to engage the officers. for badge numbers and that sort of things.

the officers are keeping it much more efficient. in the distance every now and then we see someone led off in handcuffs from frank ogawa plaza. i spoke with one demonstrator. i said where are the people coming from? she said, and we've seen this before out front. there's sort of an interfaith church where folks can come and they've had this set up for quite some time. i counted at least 12, maybe more being led off from the area. pretty much what they did when we were here at the raid oon october 25th. the simps, though, is tl that there are far fewer people inside the plaza than out here on broadway and 14th.

a lot of people left. a drumming and marching in circles out here because they anticipated, they had an idea the police would come in for the raid, and so at this point it's kind of quieter, i guess, if you will than it was. we haven't seen them physically engage or get into altercations, physical altercations with anyone. we'll send it back to you guys in the studio. >> thank you very much. >> so far protesters very peaceful. going willfully with the police. the time is 6:11. we are live in oakland.

a.m. completely clear conditions. as you're trying to get your wardrobe ready for the week, we'll see chances to the end of the week. gradual warmup there wednesday. showers arrive. it looks like late thursday to friday, and then it's going to turn cold around here. 65 in gilroy. high pressure continues to warm us up through the first part of the week. 60s at the coast. low to mid 50s in the seven-day outlook. we are going to stay dry and warm through wednesday. wednesday is best day for outdoor activity. you'll get a lot of sunshine on wednesday. things change thursday through saturday. low pressure brings us cloud cover on thursday. rain arrives on friday. first, mike, pretty busy this morning. >> christina, we have the activity in the east bay. i'll touch on that. i want to make sure folks know

about this. southbound 101 at grand avenue. currently close maryland the southbound directions. fire krea crews on scene. no major delays are reported. two larger tow trucks are still to arrive. avoid this backup. cut over at 380. great alternate for you. east bay slowing for livermore out of the altamont pass. slow all the way over here. continuing through the dublin interchange for the slow drive there. typical build pattern. we're following 14th and broadway. christie smith is reporting all the activity. watch a two or three-block radius.

the exit off 880 could be affected. avoid the area until this calms down. back to you. >> thank you for the latest there. >> appreciate it, mike. law enforcement agencies moving in. we have two reports on the scene. peaceful so far. a handful of arrests have been made. let's start with bob redell. what is happeng from where you're standing? >> well, within the past ten minutes police. they are trying toe make a statement. it appears to be empty. you don't know until you get inside. so what opd was telling us is soon they'll be doing a sweep of the camp site itself.

in ogawa plaza to see if anyone remains inside. it's their gut that they've d e done. she's got a crowd of 200 or maybe more. it's interesting to know these are not opd. these are alameda county sheriff deputies. san leandro. they are going to help out here. the bottom line is it's a multiagency effort led by opd. the officers came out here to surround the camp site itself. around 5:00 this morning. they have a perimeter here. the next move is to go into the tent city itself.

there's no in or out privileges. once you're in here as you were in here prior. right now it's again a holding pattern. it's been a very slow process this morning as far as the actual clearing of the plaza. >> that's the situation there. we want to turn to christie smith where police are going in and ripping out tents. >> within the last two minutes or so we saw a wall of police officers in riot gear go up the stairs. it looked like they were checking to make sure everyone was out. they were going under what looked like a pop-up and trying to wres that will down.

what they did is to make sure that everyone is out of there. they are going in the encampment. moving tents around. that sort of thing. see if you can keep an eye on it. follow the flashlights and you can see the officers are in there. there were 180 tents, they believe, in there. people packed up 30 of the tents and left over the weekend. there would be 150 of them left. officers are inside. they're rattling tents and shaking them just as they did last time. haven't seen anyone led off in handcuffs for five or ten

minutes. we are seeing the tents go down as they did before. they had been walking and chanting and drumming. now some of them are hugging. it looks like they're finally starting to go down. that's what we have from here. back to you guys. >> they're not leaving. they're just standing around. >> i'll take a step over here. you can see there are people in the streets. they've been marching around here. this is down broadway. they are still standing there. some people aresitting in front of them no. one appears to be leaving.

breaking news this morning. police are raiding the scene right now. at the occupy oakland movement. well, police have now entered the camp itself. they're going tent to tent to try to clear them to make sure there's nobody inside. trying to get a sense of what's going on right here. they haven't found anyone that we're aware of. maybe one person they found. but for the most part the tents have been empty. but it looks like there's somebody right there who decided to stay. they are arresting this person. he's going peacefully like the other protesters we saw being arrested 30 minutes ago. they chose to sit down, be arrested, to make a statement. and the officers did give them that opportunity. if you want to be arrested without force or not resist, please sit down and then we will have you stand up and arrest

you. that's clearly what this person has chosen to do. inside the camp site itself, we assume it's probably the second person they found in the tent. but for the most part, these tents have been cleared. a loot of protesters are choosing to gather at 14th and broadway. if you look in the background of where this man is being arrested in the pit of the plaza. there are three more protesters who look like they are meditating, awaiting their turn to be arrested. and this is how this went down. around 4:15, 4:30, police started to surround the plaza. they are keeping car traffic from coming in and out. a couple hundred officers came the camp site in oakland. around 6:00 they started going

the last report about 20 people have been taken into custody. >> action right there in the tents. bob redell is bringing it to us live. what's the latest now, bob? >> reporter: police have overtaken the camp site right here on the edge of the perimeter you have three protesters chosen to remain here for quite a while now. and the police officer went up to them scene said, if you want to be arrested, you will be, just to stay where you're at. they getting personal information. this is how they've been handling this all morning long with the other protesters. they will thift them up, tell them they're being arrested. here you can see this is the scene it's been all morning.

all the protesters, at least 20 so far, they've gone away peacefully. very business like. >> we're having trouble with bob's signal. just a little bit. it's only breaking up audio wise. the people really holding on. about three protesters are remaining in the plaza there. but it sounds like they don't want to move. mosts of the arrests are cooperative. we'll give you another vantage point as well from christie smith right what you see here, this is san francisco police officers. they've been here maybe 40 minutes or so. oakland police had been here. they moved back. and then san francisco place came in. what we're seeing now, i haven't

seen anyone pulled out and arrested. in 20 minutes or so. i've seen officers with the riot gear checking the tents. we're start to see what looks like the tents coming down. that's what they did when they came in and raided it. the crowd out here. i want to turn around. show you what they're yelling out. the sheriff's department that was out here for two hours now holding the line, holding people from passing just turned around and suddenly walked away. so the crowd erupted in cheers over there that. so it looked like anything confrontational is over at least from this end. and back over here, it's much quieter out here. people have been walking around. that sort of stuff, drumming.

it's not as quiet now. people are milling around. now and then yelling at police and trying to engage them. but they keep their distance here. and again, you can see where before you saw all the dome-shaped tents pop up. they look like they're being flattened at this point. people are sort of milling around. regrouping and talking about what's next with the large crowds that have been here in intersection when we got here at 2:00 in the morning are dispersing and walking around. it's much quieter than it was. police continue to tear down the tents after three eviction noticed were served over the weekend. everyone out here, quite a few of them seem to be prepared for tear gas. didn't see any of that from our angle. police set up the perimeter, a very wide one.

now you can see the tents coming down. i'll send it back to you guys in the studio. >> it's really interesting perspective. hang tight, christie. the smaller box on your screen is where christie smith is. the larger box is the aerial from the chopper shot. that is the actual occupy encampment. that's where the majority of people left this morning. and that is where police wanted to go in and raid. thaef made 20 arrests so far. a few of the people that decided to stay sit down, didn't want to gochlt they themselves are cooperating right now. >> that seems to be the scene this morning. they're saying they're not moving on their own accord. waiting for police to come in. those are the last three. we saw bob redell was talking about. police are systematic with this. clearly had a game plan. they came up with the white van,

unloaded hundreds of law enforcement officials. and fully moving 50 feet at a time. moving in and then overtaking the camp. >> we've seen most of the arrests. they've been cooperative as they menged. we didn't see some person walk away and go back to police and say you forget me. you forgot to put ties on me as well. it's been interesting to watch. police in the encampment themselves. we saw a big show of force by the sheriff department. it's been a cumulative effort by several agencies. you have oakland police department, sheriff department as well. which has been interesting to see. but they're inside the encampment themselves, barricaded themselves in. it will be interesting to see how long they're in there. they're taking down the camps. you see this steady show of force. there's a line of police.

else inside the tents. there were perhaps 20 to 25 people who were arrested during the sweep. the majority of them right here on the outskirts. sitting peacefully, singing songs. choosing to be arrested. and then probably a few were inside the tents themselves. this is very nonconfrontational. this is an operation that started two and a half, three hours ago, first with officers setting up a perimeter on several city blocks around the plaza itself to keep the car traffic in and out. it wasn't until around 6:00 this morning, after they made announcements, declaring the unlawful assembly that they went

in and made their move. the sheriffs have been out here. we've seen officers as far south as gilroy, san jose, pacifica. foster city. hayward. san leandro to name a few. so fast they've been successful in their eyes. we've taken to the plaza without any sort of physical c confrontati confrontation. >> we mentioned a possible media briefing for 7:00 a.m. that has been pushed back to 8:15. they're going to conduct a walkthrough this morning, assessing the condition of the plaza downtown. following the activity this morning. we'll keep you updated on that as well. ♪

really comfortable weather achl nice fair stretch for the first fi days of the week. then things change dramatically. we have really cold weather on the way. 60 in san francisco for today, though. 65 in santa cruz. you picked up over three-quarters of an inch of rain friday through the weekend. so it was a really, really wet system. as a result of all that moisture and high pressure moving in, we're kbpting some pretty significant rounds of fog each morning, at least through wednesday. cold system brings about some really low snoefl levels for this time of year. we'll talk more about that as the day progresses. first you have to get to work on time on a monday. mike is here to help you out. reports from chp were that lanes were cleared. slick conditions approaching the accident scene.

we have word of an accident approaching the earlier accident scene. folks choose that as a possible reroute. on the rest of the area, we're looking all right. 14th and broadway where the occupy oakland activity is going on. blocking the intersection and a couple of blocks. it will take you to the congestion we get for the activity. # if you're taking bart a note for you as well. it is operating on time. no problems there.

breaking news out of oakland. in the occupy oakland protesters has been peaceful. let's get back to christie smith. right now she's at 14th and broadway. good morning, christie. >> reporter: good morning, jon. the action seems to be over. one thing we noticed in the last minute or two is these san francisco police officers had been standing out here with big shields, plastic shields in front of them. within the last five minutes or so. a supervisor came, took them all and put them in a van. some of the officers are lifting their masks this morning some protesters trying to engage them. we assembled in the streets so i looks like for the most part, we're removing people. that sort of thing is done. just as they did october 25th.

this time they had a much larger perimeter that wept a couple of blocks in each direction than they did the first time. it happened rather quickly. a lot of people had helmets and goggles and gas masks ready and that sort of thing. police were methodical in the way they moved in. there was a lot of activity out here earlier. what they're telling me is 4:00 this afternoon. as they did the last time. it's a much quiteer move now.

so that's what we're seeing from here. i'll send it back to you guys in the studio. >> it looks like they're standing therement. >> they've finished that. i want to take a look. that's where christie was at. we'll get the protesters in the intersection of 14th and broadway. you can see the camp site ilts is now secured officers have had it secured for the past, almost 50 minutes. they've done a sweep of the camp site. they have cleared it of the people. there's still one protester remaining. he's going to be tricky to get because he's up there in a tree. there he is putting his fists up in the air.

i'm not sure how long he's been out here. we'll come over here. but they're -- i don't know how they're going to handle him. he's the lone protester still inside ogawa plaza. a few hundred officers from different agencies. this operation started around 4:30 this morning with officers setting up perimeter, several blocks away from ogawa plaza just to shut down the vehicle traffic in and out. then around 5:00 you had deputies that showed up, set up perimeter around the plaza itself. they went into the plaza and basically, the situation was this. if you were a protester still inside the officers said you had an opportunity to leave.

that's what they did. they put cuffs on them. all the protests we witnessed were peaceful. it was business like, as we've been saying all morning long. there's not been any sort of physical confrontation. i would echo that was similar to the initial raid that took place on october 25th when there was many more protesters inside the carp itself. 50 to 80 arrested. they wept away without resisting arrest. here you have law enforcement retaken ago what plaza for the second time in less than a month. they have it secured. if you look to the right, they've barricaded the streets. they have officers as far south as gilroy, san jose, crawford city, pacifica. we're going to get a news update

in an hour and a half at the emergency operation center. i imagine police will give us a better idea of how many officers were involved and what're agencies helped them out with this large operation. >> thank you very much for the latest in oakland this morning. >> the raid is apart from thursday's deadly shooting. investigators say the victim was 25-year-old foster of oakland. relatives say he was staying in fronk ogawa plaza, but occupy protesters say there's no connection shooting and the encampment. >> in a related story, the iraq war veteran seriously injured during a police raid is making his first public statement.
