god good morning to you. looking live at our san bruno mountain cam. it's bouncing around a little bit, but on the sidewalk, feeling less than breezy. though very cold. >> might not be bouncing. maybe shivering. very cold this morning. >> let's talk about that. >> san jose, really close to frost. san francisco, right near the water, you really have a tough time getting to the 30s there. in the north bay, up towards napa this morning, different story. look at that. 30 degrees. slight breeze out of the east at 3 miles per hour. it's not the coldest spot around the bay area as we go south to gilroy. 26 this morning. 35 in livermore. there you see santa rosa, 35 degrees. between now and 9:00, we will have patchy frost. obviously, not like yesterday morning. we don't have wind to worry about to start off the day.

cool sunshine by noon. 50s for most of us. as we get towards 4:00, should see things mainly sunny. round three of gusty winds coming in tonight. we'll let you know what it means for the workweek ahead coming up in the full forecast. >> we always like to know what to wear. thank you, rob. this week will bring a major test for oakland mayor jean quan as a movement to recall her from office gains momentum. a petition is in its third and final draft and will soon end up in the hands of the city clerk for final approval. once that happens, the supporters will have five months to gather nearly 25,000 signatures to qualify for the november ballot. the mayor will respond by pointing out she's only been in office for 11 months saying, quote, it's so unfair. supporte accomplishments have all been overshadowed by occupy oakland, though critics come from beyond

the occupy movement. a big reveal by governor jerry brown tomorrow as he unveils his temporary sales and income tax increases. coming up later on this newscast, we'll talk with nbc bay area political analyst larry gerston about what that could mean for you and california. and herman cain ended weeks of speculation this morning by announcing he's suspending his campaign. by suspending the campaign rather than shutting it down, he can continue to collect monetary donations. cain made his announcement in atlanta yesterday surrounded by supporters and with his wife at his side. as he made the announcement, he also addressed the allegations of sexual misconduct, including a 13-year affair claimed by an atlanta woman. >> my wife, my family and i, we know that those false and unproved allegations are not

[ cheers and applause ] and she is at peace with me. >> cain said he would endorse one of his former gop opponents, though not yet. meantime, funds that continue to come into his campaign could finance a new venture he's calling plan b. the plan includes traveling the country promoting his tax and foreign policy plans. now that cain is out, the 2012 republican presidential field appears to be narrowing to a two-man race between mitt romney and newt gingrich. gop voters have a month before the iowa caucuses. gingrich is showing strength in the latest iowa poll. romney is strong in new hampshire, the state with the first presidential primary. romney has maintained a political network since his failed 2008 presidential bid.

now to a major development in the sex abuse scandal at penn state. former coach jerry sandusky is talking again on camera. this time, he was asked about the answer he gave to nbc's bob costas when asked if he was attracted to young boys. many say this response was more disturbing than the first. nbc's michael has this report. >> reporter: jerry sandusky denied charges he molested children. >> these allegations are false. i didn't do those things. i don't know what to say. >> reporter: the former penn state defensive coordinator spoke for nearly four hours to the "new york times." his most detailed explanation yet of the conduct that had led prosecutors to file 40 criminal charges against him for allegedly abusing eight children over 13 years. sandusky provided his version of

a crucial moment when penn state's then-athletic director tim curley confronted him about a 2002 allegation involving a 10-year-old boy in the shower of the locker room. >> he was coming to me with a concern. i guess in his words, somebody had talked to him about inappropriate behavior in the shower. i told him that, you know, it didn't happen. you know, in my mind, there wasn't inappropriate behavior. >> reporter: sandusky said coach joe paterno never talked to him about any of this. >> i don't know that he didn't know. i know that he never said anything to me. i know that. >> reporter: sandusky also tried to explain his response last month when bob costas asked him a question that appeared to throw him. >> are you sexually attracted to young boys, to underage boys? >> am i sexually attracted to underage boys?

stations and at different times. the first accident happened about 11:00 yesterday morning when a northbound train struck and killed a man on the tracks at california avenue station in palo alto. just about an hour later, a southbound train killed a person on the tracks near the menlo park station. investigations are underway into the causes of both incidents. there have been 16 deaths on cal-train tracks this year, which is five more than last year. this week, you might notice the water coming out of your tap is a little cloudy. if you notice that, don't be alarmed. drinking water for some people in the east bay and south bay and on the peninsula will be cloudy, maybe even milky white in collor as it comes out of th tap. it's a temporary effect and it's still safe to drink. routine maintenance beginning monday will result in that discoloration. the reason, additional air bubbles in the water is going to give that water a cloudy appearance. if you just let the water sit for a few minutes, the

good morning. looking live at the golden gate bridge. pretty as a picture, though it is very chilly outside today. it's going to be cold. federal agents say they've discovered the most elaborate drug-smuggling tunnel they've seen in years. take a look for yourself. inside the passage, which begins at a warehouse in tijuana at the airport and ends in california. it's more than 600 yards long with wooden walls and floors. federal agents believe it is the work of a powerful mexican drug cartel. since the leader's dariing escae from prison, authorities have been unable to touch him. inside the tunnel, authorities found 32 tons of marijuana with a street value of $53.5 million. investigators are linking another victim to the christirat

we're looking live at the city skyline. looking like a pretty picture this morning. i can't believe that we're going to say that san francisco's one of the warm spots this morning. that sounds bizarre to say. >> thanks to the water this morning, kris, it's 48 degrees this morning in san francisco. as we take you up to the north bay, look at the temperatures. napa, 30 degrees. our inland valleys are a little further away from the water, drier air. you're seeing the temperatures near 30 in napa. 35 in oakland near the water. out towards livermore, 35 degrees. a good example if you're closer to the water, you have more moisture, which helps to keep your temperatures up. san jose, in between the two. we have very cold air to the south of san jose. downtown right now, 38 degrees. south wind at 3. speak of cold temperatures, how about gilroy? down to 26 this morning. even santa cruz, 37 degrees. it's right around the inner bay with where we're seeing mid 40s

this morning. thank goodness we hit the coolest part of the day. now that the sun is coming up, we'll see temperatures slowly starting to rise. we don't have gusty winds like yesterday morning. those winds have backed off for most places around the bay area. cool sunshine today. we'll see 50s to low 60s. patchy still possible through about 9:00 this morning. tonight, more wind coming back to our bay area hill tops and mountain peaks. for the 49ers game today, we'll see cool sunshine. temperatures should be in the upper 50s. mostly sunny. obviously, mostly dry. here's the radar view. bone dry this time of year. you can see for the bay area, really starting to fall behind. from the north bay to the central bay to the south bay, san jose just at 59% of where they should be. these areas of low pressure miss us and dive. that gives us the wind. for the morning, we have the

patchy frost. as the next low drops in to the east of the sierra, you'll notice the winds picking up once again, especially in the north bay hills where we have a wind advisory popping up for early tomorrow morning for monday. we could get those wind gusts in the north bay maybe close to 45 miles per hour. around the bay area today, despite the chilly start, not too bad. upper 50s to near 60-degree temperatures for most of the bay area. tomorrow, look out for a few gusty conditions in our hill tops. very dry as well. we'll have to watch out for fire danger. less wind and staying dry next week. >> all right. we'll bundle up. thank you. some day we'll have a trail that will allow us to walk, ride, hike, or bike or way completely around the bay. it is an ambitious 500-mile plan that's been in the works for two decades. one stretch of trail at a time.

doug mcconnell takes us high into the south bay hill to discover what the newest section has to offer. >> you can travel from where you live to get to any segment of the ridge trail quickly. >> reporter: janna is executive director of the bay area ridge trail council. she and i are hiking a short stretch of the bay area ridge trail near san jose. a trail that will some day entirely circle the bay area and be a full 550 miles long. >> so we've been working for about a generation, just over 20 years now. we have 338 miles completed. we think that it's going to take probably another generation. >> reporter: so far, this generation of ridge trail users seems very happy with the trail access they already have right near their homes. to rise quickly above the stresses of modern life and be

renewed by nature. >> something this close to the urban city is unbelievable to experience. to get away from that, get up here and enjoy the open space is fabulous. >> what do you like about it? >> what's there not to like about it? easy question. the view, the atmosphere, the people. everything is good. >> reporter: this portion of the trail soars high above san jose's alum rock park. it's the gateway to the newest section of the ridge trail, which climbs more than 2,000 feet into these rugged mountains. >> i describe this place as a jewel yet undiscovered here in santa clara county, if not the entire bay area. think about it. this wild land, this beautiful open space overlooking the valley of 2 million people. >> reporter: 5.5 miles have just been added to the trail on the

sierra vista preserve. 1700 acres wrapping around alum rock. protecting the watershed of the creek which flows clearly through the park below. >> the trail brings you to a place you can learn about importance of nature in our lives, the importance of the values that nature brings to all of us in the urban area. clean air, clean water, wildlife habitat. >> reporter: on our hike, janet and i see quite a bit of wildlife. we pass reminders of the rich homesteading history in these mountains and walk through gentle oak woodlands in soft evening light. seemingly so far away, yet so near to our very busy lives. a quiet landscape made accessible to all of us by a gradually lengthening trail. >> we're creating a legacy that will last for generations to come. everything we invest today will pay off dividends for generations in the future. >> reporter: mile by mile, the ridge trail is getting longer and getting closer to its grand

101. reports say the area is closed off to the public. someone would have had to have climbed a fence to get there. the san mateo coroner's office has not given any description of that person as the investigation continues. a man arrested on drug charges died in custody at santa clara's main jail. sheriff's deputies say he went into medical distress while being booked. his name is not being released until his family is notified. a suspect wanted for a deadly shooting near an occupy oakland camp could be extradited back to the bay area. oakland police are working to bring norris terrell from kentucky to face charges. the 20-year-old was arrested last weekend after fleeing the scene of the shooting.

san jose will begin discussing a package of pension reforms for tuesday. mercury news reports the number of retired city employees receiving pensions of $100,000 or more is growing. one in three retired police officers and firefighters get six-figure pensions. city leaders say nearly a quarter of the $900 million general operatie ining fund is being spent on retiring costs. this has forced the city to cut jobs. there is an effort starting this weekend to try to reduce the number of deer killed by drivers on 280 near the peninsula. the department of fish and game is planning on capturing 15 deer this week to put tracking collars on them. this is video of the first deer they captured and collared. researchers will study the movement and activity of the deer for about a year and a half. they hope to come up with some patterns for the deer that they

can use to try to better understand how to stop them from crossing the freeway. animal researchers say the deer will not be harmed in the process. >> the department's been doing this for quite a while. we've actually had a lot of experience capturing deer in this method. it works pretty well. they don't get injured. they don't realize they're being handled until they wake up, and we're far away from them. >> the department wants to get the information out to drivers as well. at a glance, the dart guns may look like rifles. the california highway patrol does not want drivers to be alarmed as they are traveling along 280 and see those folks at work. in oakland, friends and family of the toddler who was shot monday night gathered to raise money for his care this weekend. the money from the car wash will help pay hospital bills for the 1-year-old. the boy remains in critical condition at children's hospital in oakland. he was shot in the head when gunmen opened fire on a crowd at 7th and willow streets monday

night injuring seven people. police have detained people of interest in the case but have not made arrests. the boy's family is urging any witnesses to come forward. they say they are also thankful for community support. >> it's a blessing. we got a lot of people that's here for him. i thank everybody that's praying, coming out for the support. >> a $35,000 reward for information is being offered in this case leading to arrest and conviction. an east bay community is trying to bring some holiday cheer to a family going through a terrible tragedy. lafayette's clark russell salon is holding a fundraiser today for 4-year-old brendan flerty. he was severely injured back in june when his mother accidently ran him over in their driveway. he suffered multiple skull fractures, blindness, and other health problems.

the salon will hold that fundraiser at its shop in lafayette. all proceeds will go to the family's medical debt, which is now at more than $1 million. a san jose boy who is battling a form of cancer will do something that he's always wanted to do today. the greater bay area make a wish foundation is helping 5-year-old thomas' wish of seeing wildcats. on monday, santa claus from the macy's thanksgiving parade will deliver a suitcase and stuffed animal to him. the gifts are part of the boy's upcoming january trip to see san diego's animals at the zoo there. he is currently in remission for leukemia. much more ahead on "today in the bay." still to come, we'll look at what's ahead in this week of business. plus, nasa's big announcement this week.yo we may have mo neighbors in the universe. -dad, why are you getting that? -that's my cereal.

good morning to you. looking live at oakland. a lovely start to the day, though very cool out. if you're headed out for a bit of exercise or to kick the dog out the door to do its business, prepare to close the door quickly. governor jerry brown is asking voters to approve a temporary sales tax and income tax increases in the november 2012 general election. if passed, the tax would go up by one half cent. for more, let's bring in political analyst larry gerston. let's talk about why now. we've seen him dry for this before, and it didn't work. so what's different now? >> look, the latest projections show what we've been talking about for some time, a deficit. $3.7 billion by june 30th. thanks to these unrealistic

projections that people made way back when, well, guess what? the truth is now coming out. that's all there is to it. in all likelihood in january, everything we expected it now going to happen. there are going to be further cutbacks, automatic cuts, if you will, for k through 12 education. there will be cuts to higher education programs and social institution programs that have already been battered so badly. further, if that isn't bad enough, they say, guess what, we're going to have a budget shortfall of $13 billion by june 30th, 2013. not so far away. here you get to jerry brown's proposal. the idea is to bring in $7 billion annually, at least cutting those losses in it half. >> so the question is for a lot of folks, if things are this bad now, why are we waiting until next november? almost a year away to get these temporary sales tax and income

taxes. >> we get to what i call the politics of pain. the governor tried again and again, kris, to work with the legislature last summer, to put a tax proposal on the ballot last september. he couldn't get any cooperation. they couldn't reach agreements. that's the first thing. remember, one of brown's promises was that he would not raise taxes unless he had a vote of people. that's the first thing. second, public opinion polls have showed over and over again the voters were unlikely, they just weren't going to go along with a proposed tax package increase. probably because, to be honest, the cynicism about sacramento just like cynicism about washington. those kinds of things left the governor in a rather unenviable position of waiting until things became so bad that the voters would see the light. so now he thinks we're at that point. we're really suffering enough that maybe they'll go along with it. >> a lot of folks will say, you want me to pay more in my sales

tax. you want me to pay more on my income tax. what about all of these big businesses? some of them have not changed in decades. >> good question. some people are taking that tactic. you're not spreading the pain enough. here's the deal. it's always risky to put together some kind of tax package because nobody, as you said, nobody wants to pay for it. brown wants as much broad based support as possible. that's why he's going to leave corporate tax alone. you can bet he's going to catch some flak from people about that. he hopes by leaving business alone, he'll get the backing of businesses, but he needs the backing of labor. the bottom line here is, any tax increase is always difficult any time you want to raise taxes. even this modest proposal, it's going to take a lot of work. it will be an uphill battle. >> the governor was supposed to unveil all of the details last week and postponed it until tomorrow. we'll have to wait and see what

those little devilish details are. before you go, i want to ask you about herman cain and him suspending his campaign. >> yeah. >> i don't know that everybody was completely surprised by this. it seemed like he was losing traction and was not able to weather the distractions. >> not only losing traction, but quite frankly becoming a distraction to the republican effort to regain the white house. when everybody's talking about these kinds of issues of a candidate who not so long ago was at the top of the heat -- remember, he was at the top. it takes away from what everyone's trying to do. they want to put the pressure on president obama and the democrats. all they're doing right now is fending off these kinds of criticisms. one thing that's kind of interesting, he suspends it probably so that come january he'll still be eligible for federal matching funds. at that point, he may, after he gets some money to make up for what he may be in the hole on, he may then say, i'm done. i think that's probably why he's suspended it instead of saying

drive off to the north bay, napa down to 30 degrees this morning. now that the sun has come up, we should see these temperatures rebound quite a bit now as we go through the rest of the morning. a real chilly start. coldest place this morning has been around gilroy. we've seen temperatures in the mid 20s. there you see the numbers. lots of 30s across our east bay and north bay valleys. w we don't have the wind like we had yesterday morning. this is a brief break. real chilly start to the break. now that we're in december, we have that low sun angle in the sky. even with these clear skies, cool sunshine today. not going to warm up a whole lot. upper 50s to low 60s. a pleasant day today. tonight, more wind starting to pick up again around the bay area, especially around the north bay. should be a gorgeous day. golden sunshine for the 49ers taking on the rams. turning a little breezy, but not all that bad for game time

temperatures there. the radar, fortunately it's still dry. not just here but out to the sierra. it's starting to get a little challenging for our rainfall totals. you can see most of the bay area is 50-75% of average. the long-range models keep this ridge of high pressure in place, which would keep us dry possibly into the middle of december. we're seeing these low-pressure systems dropping down, which is keeping us dry. every time that happens, we get the winds wrapping up. right now, we're in between systems. the main story of the morning is the patchy frost we're seeing. not much wind out there. just some breezes around the hill tops. by tonight, as that next area of low pressure zrops in, we'll see the gusty winds pick up. maybe close to 40-mile-per-hour gusts again by tomorrow morning. looks like midday monday will be the main event for the north bay. not as bad as last wednesday or thursday. still, very dry conditions as we get back to the workweek. temperatures staying fairly cool. upper 50s to low 60s.
